Reading Joel Addington’s reporting this week on the re- cent meeting of the volunteer Impressions Recreational Advisory Board, Jim McGauley it doesn’t give one much hope for optimism on the future of the 2500-plus acres we’ve come to know as Shoals Park. At the risk of being a “Debbie Downer” and again using this opinion column to sound like one, I ask myself when I read about Shoals Park: What can Baker County residents reasonably expect to see in the next 10 or 20 years? What will Shoals Park be then that it isn’t now? The answer, absent of dynamic changes in funding sources and reoccurring revenue streams — not much. Not to diminish the hours of discussion that volunteers, county officials and others have put into trying to figure out the best strategic course for the now mostly timber tract with pristine frontage on the St. Mary’s River, but yours truly keeps hearing a distant voice saying it’s simply too big an operation for a cash-strapped county to take on in the long run. The park, to be sure, has its fans, people both in and around Baker County enjoying off-road trail riding and horseback riding there. The responsible users dutifully pay entry fees and follow the rules, leaving little or no sign they were there. Still others skip out on the fees, tear up trails and struc- tures, and leave plenty of signs they were there, including litter along the riverbanks. The county is finding out what other entities already know — you can’t maintain pubic Benefits of tobacco-free work places parks without full-time supervision and/or limited hours when supervision isn’t a presence.
