FCC Form 2100, Schedule 381 Hearst Stations Inc. KQCA, Stockton,

General Information Exhibit

This exhibit is to highlight certain factors affecting KQCA’s transmitter site that are not otherwise apparent from the information solicited and provided in the instant Pre-Auction Certification form. These factors may affect the station’s ability to timely undertake facilities modifications if the station’s site is subject to repacking and may otherwise complicate any repacking scenario on the tower KQCA shares with other television stations and non-broadcast users.

As referenced in the Pre-Auction Certification form, KQCA (channel 46) shares its broadband antenna with KCRA-TV (channel 35) and KMAX-TV (channel 21). The three television stations also share transmission line and a combiner. If even only one of the three stations is repacked, it will affect all three stations even if the other two remain on their current channels with their current operating parameters.

While the antenna and transmission line shared by the three stations are both broadband, any change in channels will require construction and power-down coordination not only among the three stations using the antenna but also the other tenants on the tower. California State Air Quality is a tenant on the same tower with numerous air quality sensors installed throughout the tower, and there is another broadcaster with a side mount antenna lower on the tower (KSPX- TV, channel 48). KQCA’s auxiliary antenna is also mounted on the same tower, meaning that operation of the station using the auxiliary facilities will be compromised (and, possibly, unsafe) during work on the tower during the repack. All tenants will have their operations affected should any work on the tower be required. Thus, multiple parties have a vested interest in minimizing the impact of the repack if one or more of the stations on the antenna KQCA shares is ultimately assigned a new channel.
