I. What are the details of the work plan, the manpower and the estimated expenditure involved this year? II. Please set out the current number of stalls, occupancy rate and expenditure on management involved of individual public markets in the territory, with a breakdown by District Council district. Asked by: Hon CHAN Hoi-yan (LegCo internal reference no.: 38) Reply: As promulgated in the 2018 Policy Address, the Food and Environmental Hygiene Department (the Department) is conducting a comprehensive review of the usage and development potential of existing markets, with a view to formulating appropriate development plans for meeting the policy objectives of optimising land uses, benefitting the public and promoting district development. I. As a result of demographic changes, new development/redevelopment projects and competition from other fresh provision outlets, the appeal of some public markets has been diminishing over time, with some having very low patronage and high vacancy rates. Closure of such markets may release precious land resources for more gainful use to better serve the community. When considering whether an under-utilised market is to be closed, the Department will take into account a host of factors, including vacancy rate, prospects for improvement, availability of alternative sources of fresh provision outlets in the vicinity, and the likely cost-effectiveness of upgrading works and the views of the relevant District Councils, etc.

    CB(1)876/15-16(01) Legislative Council Panel on Development Development of Anderson Road Quarry Site Site Formation and Associated Infrastructure Works Supplementary Information Introduction Among the follow-up actions of the Legislative Council (LegCo) Panel on Development, Members requested the Government to provide supplementary information about the traffic impact assessment (TIA) and proposed improvement measures for the site formation and associated infrastructure works of the Anderson Road Quarry (ARQ) site. The Civil Engineering and Development Department (CEDD) commenced the site investigation and detailed design study for the development of ARQ site on 18 July 2014, and further reviewed the TIA undertaken at the previous feasibility study stage. CEDD subsequently presented the updated TIA findings and the associated improvement measures to the Kwun Tong District Council (DC) in the first half of 2015. Traffic Impact According to the findings of the TIA report under the “Development of Anderson Road Quarry site – detailed design and site investigations”, the ARQ site development will generate about 840 passenger car units/hour of traffic flow during morning peak hours. As the proposed residential areas will be located mainly in southeast of the development site, it is anticipated that about 70% of the traffic will use the eastern road access connecting Po Lam Road, Sau Mau Ping Road and Tseung Kwan O Road. The remaining 30% will use the access to On Sau Road connecting Clear Water Bay Road and New Clear Water Bay Road. The impact of additional traffic flows to local major roads and junctions arising from the proposed development are set out at Table.

SCL – NEX/2206 EIA Study for Tai Wai to Hung Hom Section Final Environmental Impact Assessment Report 4 Cultural Heritage Impact 4.1 Introduction The EIA Study Brief for SCL requires a Cultural Heritage Impact Assessment (CHIA) comprising a Built Heritage Impact Assessment (BHIA) and an Archaeological Impact Assessment (AIA) to be conducted. The BHIA needs to search historic buildings, clan graves and landscape features within the study area while the AIA requires a terrestrial investigation of the archaeological potential of the study area, particularly the former Tai Hom Village Archaeological Site. The field investigation for former Tai Hom Village was carried out in March 2009. Tang/ Song Dynasty remains found are sparse and redeposited and hence of lesser archaeological significance. However, assemblage of Tang/ Song archaeological finds within urban setting is considered rare in Hong Kong. Other than the former Tai Hom Village Archaeological Site, the CHIA has also studied the impacts on the 3 historical buildings within former Tai Hom Village and, after studying their cultural significance and all possible options, recommended the most appropriate mitigation measures. The possible impacts caused by the construction and operation of the Project on other built heritages including but not limited to the Lung Tsun Stone Bridge have also been studied and the impacts have been minimised by adopting alternative construction methodologies. More details of the assessment findings and mitigation measures are given in this Chapter. 4.2 Environmental Legislation, Standards and Guidelines The assessment and protection of cultural heritage within HKSAR is governed by the following legislative standards and guidelines: • Environmental Impact Assessment Ordinance (EIAO); • Antiquities and Monuments Ordinance; and • Hong Kong Planning Standards and Guidelines (HKPSG).
