The Transportation for Illinois Coalition focused throughout 2008 on building consensus on a specific, compre- hensive transportation capital bill. This consensus proposal, which was presented to and approved by the steering committee in September, represented a compromise solution that would satisfy in a minimally acceptable manner the need for investment in our infrastructure. The nearly year-long effort to develop this proposal came about as the result of a retreat in late 2007 during which members of the coalition discussed ways to jump-start capital discus- sions. The TFIC staff and leadership began the proposal development with an assessment of the minimally accept- able program size for all modes of transportation in light of the larger overall need for investment.

To develop a consensus amongst the industry leaders that would be viable among political leaders who would have to approve the revenues to support it, coalition members swallowed hard and took on the task normally assumed by policymakers, effectively negotiating against ourselves and reducing our “ask” before outside negotiations even be- gan. This unusual approach seemed necessary in order to move a proposal more quickly through the legislative process. The proposal was developed and outlined for the steering committee after the annual meeting in Septem- ber, and the TFIC voted to draft the proposal into legislative language and proceed with outreach to leaders and then rank-and-file members.

In addition to our intense focus on developing a state capital investment proposal for transportation, the TFIC used its annual meeting to highlight the upcoming federal transportation authorization debate and the issues surround- ing it. The group heard presentations on the federal perspective by Senator Dick Durbin and Congressman Dan Lipinski, followed by a transit update from the RTA and Rep. Kathy Ryg (D-Vernon Hills), a key transit supporter in the Illinois House.

While little was changing on the policy front, the coalition itself experienced a number of changes as both of us resigned from our co-chair positions at the end of the year. As part of the transition to new co-chairs, the coalition approved bylaws changes that offered more flexibility in choosing co-chairs while maintaining the organized labor/ business community representation that has served us so well for five years.

Despite the internal changes and the external challenges, TFIC finished 2008 in a strong position and with the resources to contribute significantly to the state and federal policy debates on transportation infrastructure invest- ment.

3 2008 Accomplishments

Despite the continuing, paralyzing lack of leadership in the policymaking arena in Illinois, the TFIC worked with all interested parties outside of state government to develop a consensus transportation capital investment proposal in 2008. The proposal provided for an increase in state spending for all modes of transportation of $13.5 billion over a five-year period, and repre- sented the minimally acceptable level of investment for state and local roads and bridges, transit and rail systems, and small airports. In an attempt to increase the credibility of the TFIC proposal in the eyes of policymakers, coalition members also voted to include legislative language that raised $1 billion in new revenues to pay for the new spending. The revenue proposal included a previously discussed and introduced gaming expansion, increased highway user fees, and the return of about $200 million in Road Fund diversions.

8 Annual meeting highlights. The TFIC annual meeting, which focused on federal authorization debate issues, was held at Bolingbrook Golf Club on Monday, September 22. The outstanding program for the day included presentations by U.S. Senator Dick Durbin and Congressman Dan Lipinski.
