OVERVIEW AND SCRUTINY COMMITTEE: OASIS HADLEY

Further to your recent request, this letter provides information about the timetable and process for developing the proposed new premises for Oasis Academy Hadley in South Street, including, in particular, information about the submission of a planning application. I understand that this will assist in scheduling the work of the Committee.

The programme for the development of the new premises has been developed in conjunction with the sponsor, Oasis Community Learning, Partnerships for Schools and the DCSF in order to enable the Academy to move in to its new premises in September 2012.

The new building will be procured by the Council on a design and build basis using the Partnerships for Schools' academies new framework following the Council’s procurement rules and statutory obligations.

Subject to the approval of the Outline Business Case by both the Cabinet and Partnerships for Schools, we expect to shortlist bidders from the framework in February 2010 and to announce the name of the preferred bidder in July.

The preferred bidder is then expected to submit a planning application in September with a view to gaining planning approval, following public consultation and consideration by the Planning Committee next November. The Applicant will be expected to submit a range of documents with the Application including design and access statements together with a Traffic Impact Survey. The application will be subject to the usual consultation with statutory consultees and the public. The Applicant may be required to provide a number of measures to mitigate any harm associated with the proposed development including the proposal in relation to traffic issues.

I hope this provides you with the information needed in order to ascertain whether this is an appropriate time for the Overview and Scrutiny Committee to consider the traffic management matters associated with the Academy re-location project.
