Weobley 01544 318472 More information via website: www.bishopstonegroupparish.co.uk Annual Parish Council Chairman report 2015/16 Last May the Parish Councillors signed up for a new term of office, we welcomed a new councillor Neil Newton who will be representing Kenchester on the Parish Council. In November Sharon Knights returned to the Council after a break. Sharon will represent Bridge Sollars parish it is so pleasing to have a Councillor at last to fill a seat that has been vacant for so many years. The boundary commission moved our parishes into the Stoney Street ward in May. The Parish Council were unaware of the changes until the election was announced. Steve Williams was elected our new ward Councillor. He attended the July Parish Council meeting and said he is willing to come out and meet any parishioner who has any issue or concerns within our parishes. A resident from Kenchester made a complaint to the Parish Council over how dangerous it had become when driving out of his property onto the A438, a site meeting was arranged with Balfour Beatty’s locality steward Linzy Outtrim. After the meeting a request was made to Herefordshire Council asking to extend the speed limit on the A438 out to Bunshill turn. The Parish Council considered various planning applications throughout the year from a underground calor gas tank in Canon Rise Bishopstone to a replacement fishing hut in Bridge Sollars and a Gypsy wagon in Byford both the latter to be used for glamping holidays. Work on the Neighbourhood Plan has continued throughout the year and we have now produced a document called Neighbourhood Development Plan Public Consultation Draft. This document will be sent to Herefordshire Planning department for their inspection. This is the start of a long consultation period including sending a copy to every household in the parishes. Thanks to Sue Hubbard who has been the driving force behind the plan and all the Councillors and parishioners on the steering group committee. This is the first year the Parish Council has used the lengthsman scheme I think it has been a great success. The parishes have benefited from regular monthly maintenance jobs including cutting back visibility angles at junctions, cutting around signs and keeping the grips and drain covers clear. The Parish Council used the lengthsman once over the winter in an emergency when a culvert blocked causing water to flood a property in Byford. In March to use up the remaining allocated money left in the scheme, the lengthsman hired a mini digger and cleared several lengths of blocked ditches in the various parishes. Two footpaths were cleared of undergrowth and a new kissing gate installed on a footpath in Byford. I am sorry to report our Clerk Rosemary Plant has resigned due to family health problems. I would personally like to thank Rosemary for the time she worked as our clerk over the last two years and for being very efficient in dealing with all the paperwork and setting a very high standard. We will have difficulty in replacing her. Thank you to all the Councillors for their work over the last year particularly the footpath officers and those who worked on the Neighbourhood Plan, and finally thanks to Penny Redshaw for editing the Parish Newsletter. John Macklin “A Brief History” by Russell Carrington Amazingly, between the Signal magazine covering Staunton-on-Wye and the surrounds, and the Bishopstone village magazine, this is my 50th article! So, I thought to mark the occasion it would be worth reflecting on
