To a remarkable degree, Mukilteo has grown up with Brian Sullivan as mayor. As the new year begins, the only mayor many of the residents have ever known will move on.
It will be a time of transition for both the city and its leader. Thanks in large part to Sullivan's calm, open style, the city will begin 1998 going in a good direction, with a solid financial base.
With Sullivan in command, the city has endured and surmounted the growing pains of recent years. What was once a sleepy waterfront town of a couple thousand is now a thriving suburban city of nearly 16,000 people.
Much of that transition occurred during Sullivan's 12 years in government, first on the city council and then as mayor. Sullivan, just 31 at the time, was elected mayor in 1989. Earlier this year, he announced he would not seek a new term.
The biggest changes in the city have grown out of a 1991 annexation. Overnight, the city doubled in size as it took in the Harbour Pointe area. A financial crisis became inevitable because of state laws governing tax revenue apportionment following an annexation. The city laid off seven employees. At one point, city finances were $500,000 in the red.
Properly, Sullivan is proud of heading the city's rebound. It now has sizable reserves set aside in a rainy day fund. Although Sullivan gives himself mixed reviews regarding the city's financial history, incoming mayor and current council member, Don Doran, is enthusiastic in his praise of Sullivan's leadership. Throughout the financial discussions, Doran says, the mayor remained calm. Sullivan also drew strongly on city council members' abilities, inviting them into the decision making process without regard for his own rights to administer.
It's not bragging when Sullivan lists a long string of accomplishments. They include: a fully professional police department, which has earned state accreditation; a full-time fire department; winning the first lease on the historic Mukilteo lighthouse; helping to fight off development of Paine Field as a regional airport; and the start of clean-up at the former fuel tank facility.
Doran's assessment runs along the same lines. He also gives credit to Sullivan for excellent management of city employees.
Sullivan's performance as a manager is all the more remarkable for having come into a highly charged political arena. The city mirrors larger trends in America's political culture, particularly the tendency to run down even the most decent politicians. A hometown boy and former two-time state high school wrestling champion, Sullivan still had to fight off a nasty smear campaign during his first council race. Early on, council factions automatically opposed any idea he suggested. For all his ability to appreciate people with opposing views, he says such stresses affected his health. More recently, however, the departing mayor has been treated like an elder "statesman."
As any city, Mukilteo faces challenges. Doran and the council must continue work on such crucial issues as Highway 525 improvements, ferry access and the future of the tank faim site. On each, however, Mukilteo has hope for progress.
Similarly, Sullivan has his own prospects for growth. He's promised himself a couple of years away from politics. But after that, who knows? Like Mukilteo, Sullivan likely has his brightest days ahead. Property taxes is central to service delivery in Snohomish County. We as taxpayers know and understand that we need police, fire, and road services for us to be protected and to ensure safe and effective commerce. But :from time to time we as taxpayers can feel gouged by assessments that we do not agree with. If elected I will represent and help those who feel cheated under the present system, this does not mean I will always be successful but it does mean someone will be working for you. Below I have listed five avenues to reduce your property taxes that exist on the books today. Together we can make a difference.
HOME IMPROVEMENT EXEMPTION
If you plan on making improvements to your home, you can avoid paying property taxes on the improvements for up to three years. Homeowners can avoid paying taxes for the value on the improvements up to a maximum of30% of the assessed value of the home prior to improvements. For example, improvements, you can avoid property taxes on $60,000 of those improvements for up to three years.
To qualify, you must be the owner of the home, it must be your principal residence and you must file the exemption application with the County Assessor before the improvements are complete.
APPEAL OF ASSESSED VALUE
If you believe you have been over assessed you can appeal the assessed value. If the value is lower, you pay less tax. The deadline to file an appeal is July 1st of the assessment year or within 30 days of your valuation notice, whichever is later.
DESTROYED PROPERTY DEDUCTIONS
If all or a portion of your property is damaged or destroyed by fire, flood, vandalism or demolition, you may qualify for a tax reduction in the following year based upon a pro-rated amount of the destroyed property.
SENIOR/DISABLED TAX DEFERRAL OR EXEMPTIONS
If you are over the age of 60 with an income under $34,000, you may qualify to defer your property taxes. The deferred amount must be repaid upon change in ownership or refinancing. If you are over the age of 61 with an income under $30,000 you may be exempt :from a portion of your property taxes. This of course will depend on individual circumstances and the law as interpreted by your assessors' office.
IDSTORICAL RESTORATION EXEMPTION
If you have spent money to restore a historical structure, you may qualify for a 10-year exemption on the cost of those improvements.
