We’re proud of our city. There´s a lot going on here. The city is growing dramatically at the moment. New houses are being built and new residential areas and neighbourhoods are emerging. In this brochure we’ll explain a few things that are good to know, such as where you can go to learn Swedish, find work, or get a school place for your children, as well as what do if you’re unwell or need to contact the Swedish authorities.

3 The City of Mölndal

Around 66,000 people live in the City of Mölndal. There are three main urban areas – Kållered, Lindome, and Mölndal. Mölndal is the third largest municipality in the county of Västra Götaland. The City of Mölndal is also the name of the organisation responsible for many of the social services provided locally.

The city of Mölndal ensures that everyone has water in their taps, buses and cycle paths to help people move around, and schools where students feel secure and can develop their talents. The municipality gives older and disabled people a higher standard of living and a safe, stimulating home. The municipality builds the city, making it a place where everyone is welcome, and ensuring that exciting events can take place.

There’s a lot to see and do in Mölndal. As a district with old cultural traditions, Mölndal offers a variety of unique environments. and gardens and Kvarnbyn are just a couple of attractions. Several sports venues, libraries, a city museum, beautiful natural areas, places to bathe, and fishing waters can be found right across the municipality. 4 Adult education

Swedish for immigrants SFI (Swedish for immigrants) is a basic course in Swedish. You can study SFI if you are aged 16 or older and if Swedish is not your mother tongue. You can be admitted into the SFI course if you’re registered as a resident of Mölndal. The course is free. It takes place at Campus Mölndal at Krokslätts Fabriker.

You will learn how to speak, read, write, and understand Swedish. You will be taught how to use Swedish in day-to-day life, at work, and in the community. If you study SFI at Campus Mölndal, you will have 15 hours of scheduled lessons each week. You can also study in the evening. After successfully completing the course, you will receive a certificate. Vocational training with language support A vocational programme is a programme at upper secondary school (high school) level. The programme is designed to lead to you entering a trade or a profession. In the case of vocational programmes with language support, you will learn a trade or a profession while also studying SFI or Swedish as second language. Validation of education/professional experience Validation involves the evaluation of something that can be difficult to measure exactly. If you have education or professional experience but no certificate, you can validate your skills in order for you to complete your studies or get a job more quickly. 5 Assessment of foreign education If you have completed foreign education at upper secondary, post-upper- secondary, or degree level, you can have this assessed by the Swedish Council for Higher Education. The assessment is free. Find out more at www.uhr.se/bedomning/

Student finance from the Swedish Board of Student Finance Adult students can apply for student finance from the Swedish Board of Student Finance (CSN). Student finance comes in the form of grants and loans. Grants have no repayment obligation, but loans have to be repaid with interest. You are entitled to Swedish student finance if you have a permanent residence permit (PUT).

You are also usually entitled to student finance if you have been granted residence by the Swedish Migration Agency because you are a refugee or require protection, or for other reasons. Asylum seekers are not usually entitled to Swedish student finance. More information is available at www.csn.se.

6 Schooling for children and young people

All children are entitled to attend school This applies to those who have been granted residence, asylum seekers, and children in hiding. From 2018 the pre-school class is mandatory. This means that the compulsory school commences the autumn term in the calendar year when the child is 6 years old and continues until the child is 16 years old.

Pre-school Children can attend a pre-school while their parents/guardians work or study. This applies from the age of one until the child starts school at the age of six. Pre-school is voluntary, but most children participate. Pre-school is usually open on weekdays between 06:30 and 18:30.

Preschool class A new law in Sweden from 2018 states that preschool class is a mandatory. All children will go to pre-school class from the autumn term at the age of six. Preschool class is a separate type of school that involves a large component of creative work and play. Preschool class is free of charge.

Day centre Day centres usually offer what is referred to in English as “breakfast clubs” or “after-school clubs”, in Swedish called “fritids”. This is where young schoolchildren from the reception class up to the age of around 13 can go before and after school when their parents are working or studying. All day centres are located on the school’s premises.

7 Open pre-school/family centre An open pre-school is a meeting place for parents and children to come together and meet other families. These are open to everyone and free to attend.

We offer all families with children aged 0 to 6 who have recently arrived in Sweden an introductory visit to an open pre-school where you can find out more about what goes on. An interpreter will be available during the visit. You can book the introductory visit via the municipality’s introductory support team or by contacting one of the open pre-schools directly.

8 Children aged 6 to 16 Guardians of recently arrived children of elementary school age (6 to 16) must contact the Mölndal Language Centre (Språkcentrum) to book an appointment for an introductory chat.

Your child’s school experience and language skills will be assessed during the introductory chat. All children have different skills and needs. Their education will reflect this. During the introductory chat, you will receive information about the Swedish school system and about your right to choose a school. Young people aged 16 to 20 If you are aged 16 to 20 and have recently arrived in Sweden, you can attend the Introductory Language Programme at Krokslätt Upper Secondary School in Mölndal. Here you will learn Swedish to a level that enables you to continue at an upper secondary school or start other training.

By completing an online form, you will be placed in a queue for the programme. Admission takes place on a continuous basis, once per month. Krokslätt Upper Secondary School will post your admission notice around a week before the programme starts. 9 Transport

Mölndal has a well-developed public transport infrastructure. You can easily travel in and around the city by bus, tram, and train. Västtrafik provides public transport throughout Västra Götaland. Visit the Västtrafik website at www.vasttrafik.se to plan your trip, view timetables, get information about disruption, and to find out prices and how to pay for your journey. Accommodation

Sweden has a nationwide housing shortage. It is especially acute in the cities of , Malmö, and . Renting a sub-let is the only solution for many people, Swedes and immigrants alike. For this reason, joining Boplats Göteborg’s housing queue is a good idea. Boplats Göteborg offers apartments in turn. You can look for apartments by registering on Boplats Göteborg’s website or at one of their offices. Boplats Göteborg charges a fee of SEK 100 per year to keep your place in the housing queue. The longer you’ve been in the queue, the better your chance of getting accommodation. Another option is to look for accommodation by contacting private landlords directly. They often have their own renting rules and their own queue systems. Find out more by visiting www.nya.boplats.se. In Mölndal estate agents take care of most purchases of apartments and houses. Many of them use websites like www.hemnet.se and www.bovision.se.

Home furnishing loan A home furnishing loan is money you can borrow to furnish your home. The loan is for refugees and their relatives. The loan is provided by the Swedish Board of Student Finance (CSN). If you want to apply for a home furnishing loan, the easiest thing to do is to contact a consultant at the Swedish Public Employment Service, City of Mölndal service centre, or your introductory support team. The size of the loan depends on the number of people in the household and on whether you have your own apartment or are a lodger. Find out more at www.csn.se/hemutrustningslan.

10 Medical care

Everyone registered as living in Sweden is entitled to medical care.

24/7 medical care information If you are feeling unwell or have a question, you can call 1177 for 24/7 medical care information, free of charge. A nurse will help to assess your condition. You can also get advice and information about where to go for help. Medical care information is available in several languages.

Medical centres A medical centre should almost always be your first port of call when you need medical care. Medical centres are open during the day, Monday to Friday. You can go there directly if your case is urgent, such as if you have a bleeding wound. Otherwise, it’s best to call first. There are eight medical centres in Mölndal. You can visit whichever medical centre you want. You may choose to enrol with a particular medical centre. To enrol with a medical centre, you must complete an enrolment form at the medical centre you’ve chosen. A visit to the centre you are enrolled at costs SEK 100. A visit to a centre you are not enrolled at costs SEK 300.

Out-of-hours service Some medical centres offer an out-of-hours service for urgent cases in the evenings, at weekends, and sometimes overnight. You usually have to call and book an appointment in advance. The out-of-hours service is for cases that cannot wait. In case of a life-threatening condition, you must instead go to the hospital emergency department or call 112.

In an emergency If you suffer a serious accident or sudden severe illness, you should seek medical care at an emergency department. The emergency department is located at a hospital and is open 24/7. Call 1177 before you visit if you need help deciding whether you need to go to the emergency department. If it is urgent and you need an ambulance, you must call 112.

Children’s medical centre All children up to six years of age should have contact with a children’s medical centre. Children’s medical centres offer health checks and vaccinations for children. You can also get advice on everything regarding your child’s development.

11 Interpreters Medical centres can book an interpreter if you need one. You are entitled to an interpreter. This service is free of charge. The interpreter has a duty of confidentiality. When booking your appointment, let the person you speak to know that you need an interpreter and for which language. You’ll find more information about your medical care rights at www.1177.se. Mölndal has family centres in Lindome and Åby. The family centres offer open pre-schools, social services, children’s medical centres, and midwifery services. You pay nothing to attend a family centre in Mölndal.

In addition to the open pre-school, at family centres you can take part in group activities and get parental support from social workers, pre-school teachers, paediatric nurses, and midwives. Find out more at www.molndal.se.

13 Dental care

Children and young people under the age of 24 receive free dental care in Västra Götaland. Children are offered regular check-ups from the age of three.

Adults have to pay for the majority of their dental care. However, some of the cost may be reimbursed by the Swedish Social Insurance Agency (Försäkringskassan) if you are enrolled with them.

You can choose whether you want to visit a private dentist or the Swedish Public Dental Service (Folktandvården). Contact your regular dentist if you need urgent dental care.

14 Transparency and influence in Mölndal Sweden is a democracy. The basis of a democratic society is that we can choose who we want to represent us by way of general elections. Elections are very important because they are the primary means by which we inhabitants can influence which policies are pursued.

Voting and political engagement

General elections Sweden has universal and equal voting rights. That means that everybody can vote, and that every vote is of equal value. There is a general election every four years for the Swedish parliament (the Riksdag), municipal councils, and county councils. When you vote, the chances are that a like- minded person will help to make decisions in society.

Right to vote If you are not a Swedish citizen, you are entitled to vote in municipal and county council elections. This is provided that you have been registered as resident in Sweden for three consecutive years before the date of the election. For citizens of any EU country, Norway, or Iceland, just being registered as resident in Sweden is sufficient. Only Swedish citizens are entitled to vote in parliamentary elections. EU citizens who are registered as resident in Sweden can vote in European Parliament elections.

How to vote Parliamentary, municipal council, and county council elections take place every four years on the second Sunday in September. In 2018, this will be Sunday 9 September.

If you are entitled to vote, you will receive a ballot paper. The ballot paper will arrive by post around three weeks before the election. The ballot paper states which electoral district you belong to. The name, address, and opening hours of the polling station are also stated. You can only vote at the polling station stated on the ballot paper. You must bring the ballot paper with you to the polling station when you vote.

You must also be able to show who you are in order to vote. You must be able to show an ID document such as a driving licence, passport, or ID card. If you have no form of ID, another person may verify your identity. However, this person must show a form of ID.

15 Influence by joining a local party association Another way to have an influence in the municipality is to join a local party association. You may be appointed to stand in an election by the party association. In this way you may be elected to the municipal council.

Comments and complaints If you have a question or perhaps a suggestion for an improvement that you’d like to share, please feel free to submit it using the municipality’s comments form. There are other contact routes you can use to tell the municipality about something:

Appeal a decision If you think a decision made by the municipality is wrong, you can appeal the decision.

Consultation meeting and implementation planning If you are affected by the changes brought about by a new implementation plan, you can take part in consultations as part of the implementation planning process. You will then have the opportunity to approve the plan.

Be involved in decision-making Municipal council meetings are open to the public and you are welcome to listen in on the debates and decisions. You can also listen in on municipal council meetings online.

Read public documents You are entitled to read most of the municipality’s papers and electronic documents. Many of the documents that are public can be read by accessing the municipal records.

Read minutes on the bulletin board The bulletin board on the City of Mölndal’s website, www.molndal.se/anslagstavla, displays which minutes have been adjusted and which are available at the municipality. The bulletin board has legal significance with regard to appealing the decisions of municipal councils and committees. The date the minutes are posted on the bulletin board governs the time frame for appeal.

17 Language buddy in Mölndal

Are you new to Sweden, aged 18 or over, live in Mölndal, and speak a little Swedish? Then register your interest in getting a language buddy! A language buddy is someone you can speak Swedish with and who knows more about Swedish society.

Between you, you’ll decide when and where you want to meet. You could take a walk, work out, go for coffee, or cook together. It’s up to you!

Once we receive your application, we’ll book you in for a meeting where you can tell us a little more about yourself. You’ll also have the opportunity to ask questions. Libraries in Mölndal At Mölndal’s libraries you can borrow books and read newspapers in many different languages. There are study spaces, computers, wireless internet, and staff on hand to help you. Everything at the library is free to use. There are three libraries in Mölndal and a book bus. Mölndal City Library is located in central Mölndal. There are also libraries in Kållered and Lindome. Children’s programme Story readings, film screenings, and family gatherings are just a few examples of activities that the City of Mölndal provides for children. Find out more at www.molndal.se/ung.

Culture School The Culture School is for those aged 0 to 19. Here you can learn to play an instrument, or to dance, sing, or act. 20 Film and theatre At the Möllan cultural centre you can watch film screenings and theatre performances. The latest programmes are available at Möllan cultural centre’s website – www.kulturhusetmollan.se.

Local culture societies Mölndal has three local culture societies – in Mölndal, Lindome, and Kållered. The local culture societies work to preserve local culture and history.

Mölndal City Museum Mölndal City Museum tells the story of Mölndal’s history and culture.There are plenty of things to see and do for children and adults alike. There are three permanent exhibitions – Luxury from Lindome, The open storehouse, and One room and a kitchen. In addition to the permanent exhibitions, there are also temporary exhibitions addressing topical themes. The museum is free to visit.

21 Leisure activities

Sport and exercise Mölndal offers many opportunities to exercise. The natural surroundings offer exercise trails and hiking routes. You can fish in the lakes and go skiing in the winter.

Sports facilities Mölndal offers several facilities where you can play football, swim, skate, play tennis, or go horse-riding. Åbybadet and Aktiviteten are large and popular facilities.

22 Lots of sports at Aktiviteten Aktiviteten is a large facility for sport and fitness. The facility is used for football, basketball, bowling, handball, yoga, gymnastics, and dance. Competitions and matches are also held at Aktiviteten.

Local sports facilities Kållered, Lindome, and Mölndal all have local sports facilities. These are smaller sports facilities where anyone is welcome at any time. Here you can play basketball and football or go inline skating and skateboarding. You don’t have to join a club or book a time.

Associations Mölndal has around 300 associations, student associations, and organisations in various fields ranging from sport, dance, theatre, and music to animals and nature. Bathing There are bathing areas at Rådasjön, Sisjön, Färåstjärn, Tulebosjön, Stensjön, Horsickan, Södra Barnsjön, and Västra Ingsjön.

Hike through culture and history Many places in Mölndal have exciting reminders of the people who lived here a long time ago. These include old graves or settlements. 23 Youth centres

A youth centre is where those aged 13 to 19 can meet up with friends, play video games, get creative, sing, play guitar, and do other fun stuff. Youth centre activities are free to attend. Youth centres are usually open in the afternoons and evenings. Mölndal has six youth centres – in Åby, Lindome, Kållered, Balltorp, Eklanda, and Fässberg. 25 Swedish Social Insurance Agency (Försäkringskassan)

The Swedish Social Insurance Agency decides on and pays social security benefits. If you’re entitled to assistance from the Swedish Social Insurance Agency, you should go there and register. First, you must have your personal identity number, called your “personnummer”. Bring a copy of your residence permit when you go to register. For more information visit www.forsakringskassan.se.

Examples of financial support from Swedish Social Insurance Agency

Housing allowance The housing allowance helps those who have difficulty paying their rent. If you are homeless you can also apply for the housing allowance if you live with your children. It’s important that you tell the Swedish Social Insurance Agency if you move, if your family grows, if your income increases, or if your rent changes.

Child allowance If you are registered with the Swedish Social Insurance Agency and you have children under the age of 16 who have a residence permit, you will receive a child allowance. You will receive the child allowance automatically after you have registered the child with the Swedish Social Insurance Agency.

Maintenance allowance If you are divorced and live with your child, the other parent will pay maintenance. If the other parent cannot pay, you can get help from Försäkringskassan. If the other parent is dead, you can get help from the Swedish Pensions Agency (Pensionsmyndigheten).

Parental allowance Families with young children can get a parental allowance. The parental allowance is money you receive so that you can be at home with your child instead of working, seeking work, or studying.

28 Introduction for those who are new to Mölndal The City of Mölndal provides an induction programme for everyone who is new to Sweden and Mölndal. Information that is handy to know is available in several languages. The course has different themes and is provided at various times. Topics include the Swedish labour market and education system and what you can do in Mölndal in your spare time.

The course is given in your own language and is free to attend. It takes place at Södra Ågatan 4b.
