John T.S. Keeler (Ph.D., Harvard) is the Dean of the Graduate School of Public and International Affairs (GSPIA) at the University of Pittsburgh. From 1980-2007 he was Professor of Political Science at the (Seattle), where he also served as Director of the Center for West European Studies (1994-2007) and the Center of Excellence (1998-2007), and as Chair of French and Italian Studies (1997-2007)

In terms of research and teaching, Keeler is a specialist on comparative public policy, transatlantic relations and European politics. His books include The Politics of Neocorporatism in : Farmers, the State and Agricultural Policy-making in the Fifth Republic, Réformer: Les Conditions du Changement Politique, Defending Europe: NATO and the Quest for European Autonomy (co-edited with Jolyon Howorth), Chirac's Challenge: Liberalization, Europeanization and Malaise in France (co-edited with Martin Schain), and Agricultural Policy (2 volumes, co-edited with Wyn Grant). He edited a special issue of Comparative Political Studies on “The Politics of Reform in Comparative Perspective” and has contributed articles to Comparative Politics, Comparative Political Studies, Journal of Common Market Studies, West European Politics and French Politics and Society. His most recent publication is “The Politics of Shale Gas and Anti-fracking Movements in France and the .”

Keeler was awarded the Chester A. Newland Presidential Citation of Merit by the American Society for Public Administration (ASPA) in 2018 and was elected a Fellow of the National Academy of Public Administration in 2014. He served as President of the Association of Professional Schools of International Affairs (APSIA) from 2011-2013 and as Chair of the European Union Studies Association (EUSA) from 2005-2007. He was named Chevalier dans l’Ordre des Palmes Académiques by the French Ministry of Higher Education in 2004, Chevalier de l’Ordre du Mérite Agricole by the French Ministry of Agriculture in 2001, and Chevalier de l'Ordre des Arts et des Lettres by the French Ministry of Culture in 1998. He was a Research Fellow of the German Marshall Fund of the United States in 1988-89. Keeler received the American Political Science Association's Gabriel A. Almond Award in 1979 and the University of Washington's Distinguished Teaching Award in 1992.

Keeler has served as a member of the Editorial Boards of Comparative Political Studies and Comparative European Politics. He has also been a research associate or visiting professor at Nuffield College (Oxford), the Institut d'Etudes Politiques de , the Centre de Sociologie des Organisations (Paris), the London School of Economics and the University of Tübingen. In 2006 he served as Co-Director of the EU Studies Summer Program in Brussels, co-administered by the Institute for European Studies at the Free University of Brussels (ULB) and the EU Centers of the University of Washington and the University of Wisconsin-Madison. He has also served as a USAID Consultant to the Supreme Rada of Ukraine.
