1.0 PURPOSE OF REPORT

1.1 This report seeks authority for the design and implementation of highway reconstruction and resurfacing schemes funded from the Local Transport Plan (LTP) settlement.

2.0 BACKGROUND

2.1 Each year the Government makes a specific allocation for the funding of maintenance work on roads. makes a bid for funding as part of the West LTP. The latest LTP Annual Progress Report was submitted in July 2005 along with the second LTP for the period 2006 to 2011. The Government in its settlement letter in December 2005 awarded a sum of money to of which £6,335,000 is to be allocated to road maintenance in Leeds

3.0 DESIGN PROPOSALS/SCHEME DESCRIPTION

3.1 The Government has again made a specific allocation to Local Authorities for carrying out maintenance work on roads. The allocation for Leeds for the financial year 2006/2007 amounts to £6,335,000. This is made up from £5,657,000 for general highway maintenance and a special allocation of £678,000 specifically for three schemes on the former trunk road network: A650 Drighlington Bypass, A660 Road, Adel and A6120 Ring Road Moortown.

3.2 The Highway Maintenance Policy Statement and Plan, approved by Executive Board in October 2005, sets out the methodology to apportion the funding to different hierarchies of road to satisfy maintenance needs. Of the general highway budget of £5,657,000, £1,444,000 has been allocated to the maintenance of Principal roads with the remaining £4,123,000 being allocated to Classified Non-principal and Urban Distributor roads.

3.3 Projects in the Works Programme have been identified in accordance with priorities from condition assessments as described in the approved Highway Maintenance Policy Statement and Plan. Works at certain locations are excluded if they are unable to proceed due to other conflicting proposals such as major junction improvements or proposed developments. With these exceptions projects have been scheduled in accordance with the methodology set out in that policy statement.

3.4 The Proposed LTP Highways Road Maintenance Programme 2006/2007 with project descriptions and estimated financial implications is shown in the Appendices as follows:

Appendix A: Highways Principal Roads Programme 2006/2007 Proposals. Appendix B: Highways Urban Distributor Roads Programme 2006/2007 Proposals. Appendix C: Surface Dressing 2006/2007 Proposals.

3.5 Project number 1 in Appendix A and Appendix B; Retention Money & Carry Over relate to moneys still to be paid on projects carried out in previous years including 2005/06. This constitutes retention moneys, which are held for a twelve month period (twenty four months for Surface Dressing). It also allows for schemes started in 2005/06 but with some work to be done in 2006/07 to complete them. The extent of this carry forward commitment is still to be confirmed but is estimated to be £631,000.

3.6 Project number 2 in Appendix A for the year 2006/2007 sees the continuation of compulsory survey of A roads by machine based survey and its introduction for survey of other classified roads. This is the SCANNER survey. The results of this survey will provide the data for BVPI 223 and BVPI 224a. Procurement of this survey will have to be via a specialist contractor. In addition, surveys on the A roads using the scrim machines will continue in the year 2006/2007.

3.7 Project number 4 in Appendix A and number 2 in Appendix B; Surface Dressing, is a sum allocated to the surface dressing treatment of a programme of roads shown in Appendix C.

3.8 Project numbers 21, 22, & 23 in Appendix A are schemes on the former trunk road network which have their own identified funding in the LTP settlement.

3.9 Project number 3 Appendix B; Stanks Drive. Repair work on this street cannot be delayed but has to be coordinated with the Swarcliffe Housing PFI works and the phasing of the different contracts with in the estate. The sum set aside is sufficient to carry out repairs to half the full length of Swarcliffe Drive. A second phase of work will be programmed for 2007/08.

4.0 CONSULTATIONS

4.1 Ward Members: In accordance with normal practice Ward Members will be informed of arrangements regarding programming and traffic management for each project prior to the work commencing.

5.0 CAPITAL FUNDING AND CASHFLOW

5.1 Funding: A sum of £5,657,000 for reconstruction and resurfacing of roads and additional sum of £678,000 has been allocated for specific schemes on the former trunk road network are covered specifically in the 2006/2007 Local Roads Capital Expenditure Settlement. This sum is included in the approved Network Management section of the City Services Department, Highways Capital Programme parent number 99509 and is eligible for 100% Government funding.

5.2 Subject to any unforeseen circumstances, all the schemes above the respective cut-off lines will be completed prior to the end of March 2007, with those schemes carrying forward from previous years being given priority for early completion within the 2006/2007 financial year. The surface dressing will be completed during summer 2006.

5.3 Reserve schemes will be pulled forward for implementation as required to ensure expenditure to the limit of the budget allocation.

6.0 COMPLIANCE WITH COUNCIL POLICIES

6.1 The Local Transport Plan: The Local Transport Plan is an integral part of this report, the funding for all the work proposed is wholly funded from grants made from the 2006/07 Local Transport Capital Expenditure Settlement.

6.3 Environment Policy: The work will be undertaken in accordance with the principles of the Council’s Environmental Policy. Where appropriate carriageway thin surfacing and the footway slurry sealing will be used as an alternative to conventional resurfacing and reconstruction. This will improve the condition of the street with minimal use of newly quarried materials.

6.3 Mobility: Where appropriate dropped kerbs will be provided at road crossings and raised kerbs will be installed at bus stops to provide level access onto buses.

6.4 Area Delivery Plans: All area delivery plans have a common theme in relation to streetscene in wishing to see an improvement in the condition of the highway within the respective areas. The work proposed in this report is spread through out the district therefore having an impact on all areas.

7.0 RECOMMENDATIONS

7.1 The Director is requested to:

i) approve the schemes at a total cost of £6,335,000; and

ii) give authority to incur expenditure of £5,368,000 construction and £967,000 staff costs, all costs to be funded from the Road Network Management section within the approved 2006/2007 Capital Programme.
