MINUTES OF THE MEETING OF BREEDON PARISH COUNCIL HELD IN THE COMMUNITY CENTRE, BREEDON, ON MONDAY 3RD FEBRUARY 2020.

Open Forum: Residents raised the following: 1) Concerns with a government website stating properties in the high-risk flood area, when in fact they’re low risk. This has a detrimental affect on houses prices and the sale of them when the searches are completed. Clerk to investigate this inaccuracy and liaise with County Council.

2) The state of the grass verges and roads on The Crescent in Breedon. This is largely due to housing not having adequate parking and HGVs attending the new development. Cllr Rushton will send out highway inspectors to the area. Cllr Rushton has explained that there isn’t a budget for grass verges so doesn’t anticipate work to be complete here.

3) Wooden Pallet on The Green advertising a contractor. Cllr Morris to look into this and report to the appropriate authority.

4) Village Voice will officially be delivered to every house in Breedon.

5) Volunteer Centre – Dial a Ride poster advertising shopping trips has been updated and shared again; this will include a trip on a Friday to Morrisons in . This will be included in the Parish Council newsletter. Clerk to liaise with CDVC. GP driver volunteers have come forward since advertising.

6) Speed Cameras – Neighbourhood Watch to look into this. Clerk to send through information to the NHW.

7) War Memorial lighting – will be addressed further down in the minutes.

2015) Attendances and apologies: Present: Parish Councillors: Cllrs R Morris, J Morrison and H Wagner. Clerk: Miss S Lockwood. 10 Members of the public. County Councillor: N Rushton. Apologies: Cllrs S Jones and R Bates.

The chairman received a letter from Nigel Page and is sad to report that our colleague has resigned from the Parish Council. The good news is that he will continue with other duties within the village i.e. flood warden. The Chairman thanked Nigel on behalf of the members for his input whilst on the council.

2016) Code of Conduct - Councillors’ Declarations of Interest RESOLVED: None.

2017) To approve the minutes of the previous meeting of the Council RESOLVED: The minutes of the meeting held on Monday 13th January 2020, having been previously circulated, were signed by the Chairman as a true and correct record of that meeting.

2018) Any matters to be raised with the County Councillor. RESOLVED: Cllr Nicholas Ruchton attended the meeting. A report was given on the strategic updates at LCC. LCC Budget – LCC spends roughly 500 Million pounds a year. Financial pressure this year is children. 101 unaccompanied asylum seeker children which are expensive to take care of with no money from the government. 820 children in care in Leicestershire. This puts a lot of strain on the budget with a £6million over spend this year unless the government gives any money to take care of this. When caring from elderly residents in care LCC has been increasing the council tax by 2% each year, at present next years budget is covered, however the year after needs looking at. . 1 Monday 3rd February 2020

Any spare money Cllr Rushton would like to see it being spent on local roads, environment things that are a problem in villages. A roads are in a good condition being the top 5 in the country, B roads were in the top 20 in the country but C roads we are at the bottom. This leaves road looking tatty, but there isn’t any money for these minor roads. Also, pavements haven’t had a budget for 8 years! £6 million is going towards these minor repairs.

London Local Government Updates provided. Planning reforms - white paper – village plans will be really important. HS2 ongoing work – working hard until the decision is made. Half a million pounds set aside to deal with HS2 from LCC budget. This will go up if HS2 goes ahead to attend select committees. After election Cllr Rushton has 7 MPs. NWLDC Conservative Party will be selecting a new Councillor very soon. The tradition has always been that the party whose councillors has died in office will call the election. This should be called around Mar/April.

The Crescent – Highway Inspector to be sent out to look at the road, but will not look at the grass verges as there is no money for grass. Clerk to email N Rushton.

Squirrel Lane towards the Church and Wilson. – Highway inspector to visit.

Flooding: Flooding Issues have come to stop – 3 and half years since the floods of 2016. There had been steady progress, but now we would like the report from LCC. N Rushton to look into this and chase this up. N Rushton explained process of bidding for money towards a project delivery and the time it takes.

Gullies – R Bradley-Horton provided a plan of the drains. Clerk to email the plan to N Rushton. The plan shows the gullies that are clear and those that are blocked.

Neighbourhood Link community messaging service

Neighbourhood Link is a community messaging service from that provides news and information about policing activity or initiatives, crime prevention advice as well as major incidents affecting your area.

Through this service you can receive messages from your local Neighbourhood Policing Team, local police or, in the event of a major incident or event affecting the whole of Leicestershire, from a partnership of agencies known as the Local Resilience Forum (LRF).

In order to receive messages you will need to register your details. This information will enable us to send you messages relevant to the areas you live and work. Anyone can register, whether you live, work or travel into Leicester, Leicestershire and Rutland. Registration is free and simple to follow.

Once you have registered you will receive messages via email unless you have specified otherwise. On some occasions it may be appropriate for messages to be sent via text messages or voicemail.

#LivesNotKnives Our Lives Not Knives campaign aims to deter people from picking up a knife in the first place by highlighting the dangers and consequences of doing so. One knife crime incident is one too many. There is support available for those who carry a knife or may be considering carrying a weapon, as well as anyone concerned about someone they know who has one. We are committed to working with our partners to tackle knife crime and address its underlying issues.

What is knife crime? Put simply, knife crime is a crime that involves a knife. Knife crime includes: • carrying a knife • trying to buy a knife if you are under 18 • threatening someone with a knife • owning a banned knife • injuring or fatally wounding somebody with a knife • intent to injure or harm somebody with a knife • a robbery or burglary where a knife was carried as a weapon

What's the law? Setting aside the damage inflicted by a knife on a life, the potential legal consequences for those who carry, and use in acts of violence, a knife are severe. For simply carrying a knife in a public place or on school premises, the maximum penalty if convicted is four years in prison. Those found on more than one occasion to be in possession of a knife face a minimum sentence of six months.

For offences when a knife is used on another person or in the commission of a crime (i.e. street robbery), the punishments become even more life-changing. Using a knife or another bladed instrument, depending on the circumstances and nature of injuries caused, can lead to offenders being charged with a range of offences, from assault to Section 18 causing Grievous Bodily Harm (GBH) with intent, from attempted murder to manslaughter and ultimately murder. Such offences can lead to many years in prison. While committing murder carries a mandatory life sentences, offenders can also be sentenced to life in jail for committing a Section 18 GBH offence.

2021) Chairman’s Report. RESOLVED: The litter pick – a fantastic turn out! Our previous attendance record was in the early 20s, but typically we average between 12 and 20. This time we had 50 volunteers. A massive thank you to everyone that gave their time to help. For the first time we were joined by four staff members from Breedon Quarry, who kindly covered the A453 between Tonge station and the A42 and beyond. Volunteers from Airport cleaned up along the A453, adjacent to the airport entrance a few days after and as ever, Angus Shields from Isley Walton continued his one-man crusade against litter. I think the sheer turnout of numbers shows how fed up residents are with constant littering and how they take pride in their Parish and local environment. It is a real expression of pride in the community and a credit to their public spiritedness.

(b) The Parish Council to receive to Internal Auditors interim report. (fwd Cllrs) RESOLVED: The Parish Council received and accepted the interim report from the Internal Auditor and all members have a copy. (c) To consider a financial contribution towards the Castle Donington Volunteer Centre. RESOLVED: The Parish Council discussed the application received regarding a financial contribution towards the Castle Donington Volunteer Centre. The contribution would go towards DBS checks for all volunteer drivers, issue expenses and towards the software to keep updated which allocates drivers to the customer, estimates time required. Cllr J Morrison proposed £200, Cllr R Morris seconded the motion all members present agreed.

2023) Local Council and Community Affairs (a) Flooding - To receive an update of actions undertaken by The Flood Working Group since the last Parish Council meeting. RESOLVED: Community Response Plan The Clerk had an email from LLR Prepared explaining that the Community Emergency Store Scheme initiative is due to be withdrawn at the end of this financial year, as a result of this decision LLR are imposing a deadline of 20th February 2020 for the receipt of any draft community response plan. Therefore, the Parish Council needs to make sure it reviews, makes any necessary amendments and gets the store order form complete within the next couple of weeks.

The Clerk has a meeting with Victoria Coombes, for a catch up, as she is now back with LCC where I will find out about progress with Breedons Plan and make arrangements for a joint meeting with highways and flood dept.

2024) Planning (a) Planning Applications: consider and respond to the following: 20/00079/COM: Breedon Southern Limited - Demolition of existing 1.5 storey office, construction of new 2 storey office, external works to provide new car parking and renovation and restoration works to exsting building at Pinnacle House, Breedon Quarry, Main Street, Breedon On The Hill. DE73 8AP. - NO OBJECTIONS - The parish Council resolved to approve the planning application before them. However, there were concerns expressed about the treatment of the facade facing the road elevation.

The previously approved extension has proved controversial in the village and considered to be inappropriate in the village setting. The plans presented to the PC do not give sufficient detail as to the final treatment nor specify that the original building will be re-clad in an acceptable material and colour. 20/00102/LBC: New door opening in road side elevation at 22 Main Street, Breedon On The Hill, , DE73 8AN. – NO OBJECTIONS. (b) Planning Decisions notified since the previous meeting: 19/01293/FUL: Erection of building for the storage of machinery, straw and animal feed at Windmill Cottage, 27B Melbourne Lane, Breedon On The Hill, Derby DE73 8AT. – PLANNING PERMISSION.
