SITUATION REPORT

ASSAM FLOODS DATE: 14.10.04 at 11.00 AM

The incessant rains in the whole of and its catchment areas in neighbouring States started since 6-10-04 triggering the third wave of floods. The affected Districts are Kamrup( Metro) ,, , Karbi Anglong, , Kamrup(Rural), Morigaon, Sonitpur, Darrang ,, , , and Lakhimpur, where large areas have been submerged. 10.46 million people were affected by the current floods and Landslides.

SITUATION IN AFFECTED DISTRICTS:

In the city of , many areas such as Anilnagar, Nabinnagar, Tarunnagar, Bhaskarnagar, Chandmari, Dhirenpara and Ujjal Nagar etc have been badly affected due to inundation. In Kamrup ( Metro ) district Khetri-Maloibari ,Sonapur-Umdang,Dhupguri-Oujari road, Tetelia- Maloibari ,Chamata roads have been damaged. Available rubber boats were used for rescue. About 0.2 million people have been affected in Guwahati alone. In the city of Guwahati, 18 persons have lost their lives (6 on 7-10-04 and 11 on 8-10-04) due to landslides. In addition, one person was electrocuted and one person lost his life due to drowning in the city, bringing the total death toll in the metropolis to 19. On 8-10-04, considering the seriousness of the situation, Army and Police personnel were called in for rescuing the marooned people with the help of 10 Army Bauts, and 3 country boats in the city. 53 persons were rescued and 7400 people were sheltered in 16 relief camps. Doctors' teams also have been moving in the flood-affected areas to provide necessary medical assistance. In , many areas between Goalpara town and to the north of the National Highway 37 have been badly affected due to flash floods caused by water coming from Garo hills of neighbouring State. Marooned people had to be rescued by use of helicopter and 16 such persons were rescued on 8-10-04. According to the report sent by Deputy Commissioner Goalpara over phone, 22 persons were drowned in Krishnai area on 8- 10-04. According to him the number of dead increased to 153 on 12-10-04. So far 66 relief camps have been opened in Goalpara district and 71,000 people have taken shelter there. One bridge on the National Highway on Bolbola River near Goalpara has been threatened by floodwaters as reported by the Deputy Commissioner. On 9-10-04, two Air force helicopters were pressed in to service to rescue marooned people in Krishnai and Bolbola areas. In , flood waters of Kopili inundated many areas in Kampur, Raha and Hojai circles. Jamuna River also inundated areas in Doboka circle of Nagaon district disrupting road communication between Doboka and . On 8-10-04, National Highway was overtopped at Nellie. Deputy commissioner Nagaon reported on 11-10-04 that the floodwaters over the NH-37 receded. However one RCC Bridge was badly affected on 10-10- 04 morning after which vehicular traffic between Guwahati and Upper Assam was totally disrupted. In Nagaon district, road communication has been disrupted at Kampur- Baithalangshu, Kampur-Bakulguri, Kampur – Kathiatuli as the NH-37 damaged at Raha due to RCC bridge collapse. Army help has been sought for restoration. In the district about five lakh people have been affected by the current flood. River Kopili was flowing at 1.18 metres above danger level on 10-10-04. One death due to drowning has been reported from the district. In , floodwater of the river Kolong and Killing have inundated large areas of Mayong and Morigaon revenue circle. More than 40,000 people have taken shelter in relief camps as reported by DC Morigaon.DC is taking action for providing relief to the people. Vehicular traffic was closed at Nellie on 10-10-04 due to overtopping of the NH-37. In , 15,000 people of 18 villages in Sisibargaon revenue circle and 18,000 of Dhemaji circle area have been affected by flood. In , more than 23,000 people in 20 villages are affected by the flood. GR has been provided to the affected people. In Salmara subdivision of , three persons have been reported drowned in the floodwaters. In , on 9-10-04, a country boat with 29 passengers while crossing the river Jia-Dhansiri under Dalgaon P.S capsized at Nawrasisa Parghat. Five persons were reportedly drowned and one body has been recovered so far. In , Hojai- Baithalangshu-Dongkamokam road submerged and one culvert washed away.

ADMINISTRATIVE MEASURES: • Honourable CM Assam made an aerial survey and visited affected sites in Goalpara on 11th October, 2004. • 21 relief camps have been opened by District Administration in Karbi Anglong accommodating 15065 inmates. • Affected people of Marigaon district have been shifted to safer places. • In Kamrup metropolitan district, 15 relief camps have been opened since 7th October'04 and about 7000 inmates have taken shelter. • In Goalpara District -two medical teams along with emergency medicines, ORS, Phenyl, Bleaching powder has been despatched to Goalpara on 10th October'04. • Honorable Revenue Minister and Additional Chief Secretary are camping at Goalpara and reviewing the rescue operations. • E x-gratia grant of Rs 5,000 each to the next of kin of 68 deceased (provisional) • Army help from 4 Corps has been sought by the District Administration to restore the RCC bridge on the National Highway 37. • For recovery and disposal of carcasses, skilled persons from adjacent Bongaigaon and Dhubri districts in addition to the local volunteers and workers have been deployed.

BRIEF FLOOD HISTORY OF THE STATE 5 per cent of Assam's total area is flood-prone. The with its 34 tributaries causes regular floods in the state. The average annual rainfall in the state is 1662.2 mm. Ninety per cent of the heavy downpour occurs in the months of April-September. In 1996, floods in Assam damaged 7,848 dwellings killing 38 people. In 1999, more than 200 villages were inundated, and 0.27 million people in 749 villages of 10 districts were affected. In 2000, 1,94,382 people in 12 districts and 483 villages were severely affected. Road and rail communication was cut off in many districts. In 2000 alone, 3 million people lost their homes and vast stretches of paddy were swallowed by floodwaters. During 2002 floods 41 people have lost their lives,19827 houses damaged and 0.3 million hectares of cropped land has been affected. During 2003, 30 people have lost their lives, 4660 houses have been damaged, and 0.2million hectares cropped area has been affected.
