ANSWER वाणि煍य एवं उद्योग मंत्रालय मᴂ रा煍य मंत्री (श्री सोम प्रकाश) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI SOM PARKASH) (a) & (b): Startup India is a flagship initiative of the Government of India launched on 16th January 2016. The initiative aims at fostering entrepreneurship and promoting innovation by creating an ecosystem that is conducive to growth of Startups. Since, the launch of Startup India initiative, a total of 44,534 Startups have been recognized by DPIIT as on 24th February 2021. The States/UTs wise breakup of DPIIT recognized startups is at Annexure-I. (c) & (d): As on 24th February 2021, a total of 693 Startups from Bihar and 8,327 Startups from Maharashtra have been recognized under the Startup India initiative by DPIIT. The district wise breakup of DPIIT recognized startups from Bihar and Maharashtra is at Annexure-II. -

SHRI VINAYAK RAUT Will the Minister of EDUCATION be pleased to state: (a) whether University Grants Commission (UGC) has identified those educationally backward districts in Maharashtra where Gross Enrolment Ratio in higher education is less than the national average; (b) if so, the names of the districts which have been identified in the Census, 2011; and (c) the efforts made/being made by the Government to increase the level of higher education in these districts? RAMESH POKHRIYAL ‘NISHANK’) (a) to (c): A statement is laid on the table of the House **** STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (C) OF LOK SABHA STARRED QUESTION NO. 374 TO BE ANSWERED ON 22.03.2021 ASKED BY SHRI VINAYAK RAUT, HON’BLE MEMBER OF PARLIAMENT REGARDING EDUCATIONALLY BACKWARD DISTRICTS IN MAHARASHTRA (a) & (b): An Expert Committee constituted by the University Grants Commission (UGC) had identified 374 Educationally Backward Districts (EBDs) where Gross Enrolment Ratio (GER) in higher education was less than the national average of 12.4% based on 2001 census data. Amongst the 374 EBDs, 7 districts were identified in the State of Maharashtra viz., Buldana, Gadchiroli, Hingoli, Jalna, Raigarh, Ratnagiri and Sindhudurg. Under the erstwhile scheme of setting up of one model degree college in each of the 374 EBDs, UGC had approved one MDC each in the 7 EBDs of Maharashtra. (c): Education being in the Concurrent List, creation of new institutions and enhancing the quality of education are the responsibilities of both the Central and State Governments. -
