Message from the Superintendent

Frederick County enjoys a well-earned reputation for excellence in education. Each year our schools and students rank among the best in the state and nation. Our mission is to reach our students with exceptional teaching and caring support, challenge them to achieve their potential, and prepare them for success in a global society. We engage all of our students in meaningful, high-quality learning experiences in a caring, collaborative learning community. All of our work is supported through partnerships with businesses, non-profit organizations, higher education and government agencies to develop students who think creatively, solve problems, persevere and work collaboratively. Because of the many generous organizations that give of their time and expertise, Frederick County students have amazing opportunities to explore new interests and develop valuable skills through a broad variety of experiences in the classroom and beyond.

For example, over the past year alone, business and community partners were integral in the planning of LYNX – Linking Youth to New eXperiences – an innovative approach to secondary education that relies on strong community partnerships that begins at Frederick High in the 2017-2018 school year. The LYNX team collaborated for a year to design the continuum of unique partnership experiences available to LYNX students. Their groundbreaking work will fundamentally enhance what secondary education looks like in Frederick County and beyond. LYNX at Frederick High is just one example of the many ways our business and community partnerships have made FCPS a premier school system in . The activities highlighted in this report illustrate many of the ways that our partners add value to the educational process, helping to secure the future for our community as well as for our children.

Education and Business Partnerships

Frederick County has a proud history of collaboration between the education and business communities.

In 1998, FCPS developed the EBI Connection – a network of partnerships of education, business and industry based on a community vision for fostering a quality workforce through education. Five years later, the school system celebrated the signing of 200 formal business partnerships since the inception of this program.

The focus of this initial effort has evolved over the years as the school system has refined our vision and strategic goals to meet Frederick County’s business and industry workforce needs. Today, more than 1,200 community partners collaborate with Frederick County Public Schools in preparing students for success in a changing world.

Business support of public education significantly increases student achievement. Partnership activities allow students to expand their learning horizons, have more interest in school, earn better grades and realize a deeper understanding of their role in society as it relates to becoming productive citizens. The school system’s strength and success are directly linked to the generous contributions of talent and resources from community and business partners.

Over the past year FCPS has formalized more partnerships than ever before - we’ve more than doubled the number of formalized, systemic partnerships. A database was complied to quickly identify and access partnership infomation and activities.

The following pages highlight partnership activities and provide examples of the vital role partners play in helping students reach their full potential.

Asteroid Hunters Our students are doing things OUT OF THIS WORLD! 14 FCPS high school students, known as the Asteroid Hunters, discovered 35 asteroids at the FCPS Earth and Space Science Lab. The students’ accomplishments are now cataloged with the Minor Planet Center at Harvard University. These students said they would not have been able to discover these asteroids without the help of the program.

Student Homelessness Initiative Program

SHIP launched New Horizons Frederick during the summer of 2016 to help local homeless high school students through academic support and work opportunities. In its first year, the program served 25 students at Gov. Thomas Johnson High who were struggling academically. A year later, all 25 students, a mix of juniors and seniors, are on track to graduate. Because of the success of that initial year, SHIP and other partnering organizations expanded the 2017 program to 75 students from three high schools. In the morning, participants will attend Frederick County Virtual School, using that academic block to either retake a class or get ahead for the next school year. In the afternoon, students will put work boots on and earn money. They’re able to work up to 25 hours each week through a Frederick County Workforce Services summer program already in place that matches youth with jobs.

Brunswick High’s Rachel Beall won the competition and was awarded a $2,000 check for her business idea, “Zephyr,” a small-scale, oscillating, roadside wind turbine designed to harness the power of air turbulence vortices created by passing cars.

Frederick County Reading Council is a volunteer organization under the umbrella of the State of Maryland International Reading Association. Their goal is to promote a love for reading and writing as well as a deeper understanding of how to teach more effectively. FCRC sponsors many events such as the Frederick County Youth Authors Contest, Reading in the Mall – a book giveaway event, Feed Your Brain to provide new books for families, and the Summer Achievement Academy to provide a library of books for summer students including a selection of new books to take home.

Literacy is one of the greatest gifts a person can receive.

Downtown Frederick businesses Curious Iguana and Dancing Bear partnered with Frederick County Public Schools to provide opportunities for FCPS staff to use their space for events, to obtain educational resources through discounted rates and provide fundraising opportunities. They notify FCPS of special programs such as speakers, author visits and workshops that benefit staff and students. In addition, Curious Iguana and Dancing Bear hosted a “Welcome Back, Teachers!” open house last August.

Frederick Mentors is a group of local agencies that came together in September 2015 to support Frederick County Public Schools students. Frederick Mentors includes Frederick County Fire and Rescue, Frederick County Government, the Frederick City Police Department, the Frederick County Sheriff’s Office, Frederick County YMCA and the Boys and Girls Club of Frederick County. The Frederick Police Activities League program is a recreation-oriented juvenile crime-prevention program that relies heavily upon athletics and recreational activities to create and cement the bond between police officers and community youth ages 8 - 18.

Rising Entrepreneurs Workshop is a program for high school juniors and seniors at Frederick and Governor Thomas Johnson high schools sponsored by Frederick Community College, the Frederick County Office of Economic Development, Entrepreneur Council of Frederick County, and The KENT Group. During the sessions, students develop a practical understanding of the tools and resources needed to launch a business. Each session is led by a local business leader who shares professional experiences and answers questions on a variety of business-related topics including obtaining business loans, leadership development, meeting local business leaders, networking opportunities, resume building, business plan exploration, A group of FCC faculty members and staff recently and more. BHS is the first FCPS school to host this financial-literacy club, designed to teach students leadership and entrepreneurial skills. Nymeo provides seed grants and a detailed curriculum developed by the National Endowment for Financial Education. The club also engages students in competitions such as The Stock Market Game.

With the support of several businesses and organizations, Nymeo designed a program called Passport to Fun to offer students access to exciting and educational destinations in Frederick County, many of which provide them free or low-cost admissions.

Deeply interested in helping young people become wise stewards of their money, Nymeo also sponsors Banzai, an online, award-winning financial-literacy program, free for local educators and students.

Frederick County Public Schools renewed our partnership agreement with the Frederick Keys. The Keys sponsor several system-wide educational programs including the Keys for Reading Program, a Report Card Program to support learning achievement, and specific curricular theme days such as History Day, Family Fitness Weekend, and STEM Day. Middletown High, Wolfsville Elementary and Middletown Elementary students visited Doubs Meadow Park and the Albert Powell Fish hatchery for hands-on lessons about the environment around them. The Trout in the Classroom program teaches students to raise and release their own trout, learning first-hand about fish biology and stream ecology. Thanks to the Department of Natural Resources, the Alice Ferguson Foundation and Catoctin Fish and Game for making this opportunity possible.

Fun Activities in the Summertime (FAST) is a program funded by the U.S. Department of Education that serves 375 students. Its purpose is to create community learning centers that provide students with academic opportunities as well as additional services designed to complement the regular school day. The program targets high poverty schools. FAST provides students with extended learning opportunities that ensure personal and academic growth. Students build on individual talents in a respectful, safe and nurturing environment by engaging in recreational and youth development activities. Incoming 9th graders participate in an online course through FCPS Virtual High School – Money, Finance, and Economics. Business and community partners in Frederick County can provide a wide range of learning opportunities, including career presentations, videoconferencing, job shadowing, facility tours, and ultimately internships and apprenticeships. Focus groups with business and community partners were conducted, and the feedback will inform ongoing FCPS efforts to recruit, prepare, support, recognize, and retain LYNX partners. Partnering with the LYNX program provides an opportunity to directly influence and foster the future Frederick County workforce. Celebrating its 27th year, this partnership exemplifies the benefits of a successful collaboration. This year the Maryland State Department of Education recognized the NCI program as the Outstanding Business Partnership for the Year in Career and Technology Education. The program has provided opportunities for over 1,000 students to work alongside nationally known scientests on cutting-edge diagnostic tests and treatments for cancer and AIDS research. The goals of the partnership are to provide authenitc STEM-related experiences for high school students to expose them to laboratory research and administrative management in a healthcare enviornment.

The students in the Support of Science/Research Internships are assigned projects in budget, personnel, information technology, graphics and media. They work during the summer of their senior high school year in a stipend position. During the school year, students work a 3-hour per day internship. This is a highly prestigious, competitive program. Most students will return at some point to assist their mentor in other endeavors.

The Dominion Energy Charitable Foundation is dedicated to improving the physical, social and economic well-being of communities. The foundation fosters an understanding of energy in our economy and helps develop the future workforce capacity in the energy industry. Dominion presented checks totaling $15,500 to Frederick High, Monocacy Middle, New Market Elementary, and Myersville Elementary. The funds are being used to purchase science equipment for lab activities, aquarium materials needed to raise trout as a part of the Trout in the Classroom project, materials to create an aquaponics garden, build an outdoor classroom, and horticulture plots, and materials for a sensory garden, a native garden and a wetlands area.

Stuff The Bus!

Ensuring that children have the supplies they need to do their homework, take tests, and complete science and art projects is a simple but important way we can help them receive their education and succeed in school. Each year generous Frederick County businesses and citizens help students start school with the necessary supplies that some families cannot provide. This year was no exception.

The Frederick County Public Schools’ Community Agency School Services (CASS) Program partners with the United Way of Frederick County. More than 1,500 students benefited from the 8th annual Stuff the Bus drive, with more than 77 companies participating and more than 33,000 items donated!

Interfaith Housing Alliance sponsors a series of workshops called “Growing Stronger Together,” designed to support the unique needs of low income mothers and teenage daughters. They also sponsor “Housing Matters” to prepare students to be financially stable by focusing on improving credit, learning about savings, and budgeting. In addition, IHA meets with FCPS school counselors to provide programs such as speakers and workshops that benefit FCPS staff or students.

The 10th Annual Frederick County Spelling Bee was held at the JBK Theater on the campus of Frederick Community College. Emma Liu, an 8th grade student at Urbana Middle, was the winner and moved on to represent Frederick County at the Scripps National Spelling Bee in Washington DC. The Frederick County Spelling Bee is sponsored by The Frederick News-Post, Frederick County Bank, and Frederick County Public Libraries.

The Frederick Jaycees, AstraZeneca and Thermo Fisher Scientific partner with FCPS to sponsor the Frederick County Science and Engineering Fair – Secondary Division. We are 1 of 7 Intel International Science and Engineering Fair (ISEF) participants in Maryland. Through our affiliation with Intel ISEF, our high school winners compete at the Intel ISEF every year, and our middle school winner advances to Broadcom MASTERS.

Our Science and Engineering Fair is 36 years old. Thermo Fisher Scientific and AstraZeneca provide financial support along with judging support.The Frederick Jaycees coordinate the judges and help with set up and tear down of the fair. This year Thermo Fisher Scientific sponsored student observers to attend the Intel ISEF along with the two finalists who were their own science research to STEM professionals. The competing at ISEF. Since 2011, FC Frederick has partnered with Frederick County Public Schools to provide the Golden Mile Soccer program to over 1,750 students at Hillcrest and Waverley Elementary Schools. The Golden Mile program enthusiastically provides the free training and equipment for over 250 students each season. Many of the children in these elementary schools simply could not afford to play soccer and were being excluded from doing so. FC Frederick Executive Director Bo Eskay started Golden Mile Soccer after working in after-school enrichment programs at Hillcrest and Waverley Elementary Schools and discovering that none of the kids had access to after-school sports. The program is run by Todd Knepper, art teacher at Tuscarora High and head coach of Tuscarora High’s varsity soccer team. Many high school and FC Frederick players volunteer their time to help coach. “This program is an excellent way for our local soccer community to have a positive influence on youth soccer players and their families,” says Knepper.

Frederick Indoor Sports Center provides materials for participants in the FCPS Vanguard Teacher Program. The three-year program is designed to prepare teachers to lead and coach others in fostering excellence through personalized learning in the classroom. Vanguard teachers focus on four core competencies: mindset, instructional technology skills, teaching practices, and professional learning and networking skills.

Future Link This year we celebrated the 10th anniversary of Future Link, an exciting STEM career conference for middle school students at Frederick Community College. The mission of Future Link is to connect middle school students with local professionals to spark interest and raise awareness of STEM careers. Over 1,000 Frederick County 7th graders attend sessions and actively engage with local STEM professionals to learn about STEM careers and help guide them in their academic choices.
