1. CALL TO ORDER

The Board of Education of the Borough of Hillsdale held a Work Session/Regular Meeting at the Anthony S. De Norchia Administration Building on Monday, July 23,2018. The meeting was called to order at 5:30p.m. by Kathleen O'Flynn, President and Presiding Officer.

The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of the Act, the Hillsdale Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted at the Hillsdale Borough Hall, Hillsdale Avenue, Hillsdale; the Hillsdale Public Library, 509 Hillsdale Avenue, Hillsdale; the Hillsdale Board of Education Office, 32 Ruckman Road, Hillsdale; and sent to the Board's designated newspapers: The Record on April28, 2018 and the Ridgewood News on May 4, 2018. This meeting's agenda has been posted and sent to The Ridgewood News and The Record on July 23, 2018.

It is recommended that the Board approve, the superintendents HIB, Violence, Vandalism, Weapons and Substance Abuse annual report for July 2017 through June 2018.

10E. APPROVAL OF FY19 IDEA- PART B APPROVED FY19 IDEA- PART B AND PRE-SCHOOL FLOW THRU AND PRE-SCHOOL FLOW THRU FUNDS APPLICATION; 2018-2019 FUNDS APPLICATION

It is recommended that the Board approve the IDEA Flow-Thru Application for fiscal year 2019 in the amounts of Pre-School $28,251; Age 3-21, IDEA Basic $285,870 (of which $17,195 is the non-public share).

11E. APPROVAL OF HIB SELF­ APPROVED HIB SELF­ ASSESSMENT; 2017-2018 ASSESSMENT

It is recommended that the Board approve, the Harassment Intimidation and Bullying Self-Assessment.

It is recommended that the Board retroactively approve White School teacher Sarah Boland to provide home instruction for a student for a total of 5 hours per week, for approximately seven weeks, as needed at a rate of $50.00 per hour. This home instruction began on Friday, April13, 2018 and continued to Thursday, May 31, 2018.

7F. APPROVAL AUTHORIZING THE APPROVED PURCHASE OF PURCHASE OF NATURAL GAS NATURAL GAS SUPPLY SUPPLY SERVICES FOR PUBLIC USE SERVICES FOR PUBLIC USE ON ON AN ONLINE AUCTION WEBSITE AN ONLINE AUCTION WEBSITE

WHEREAS, Hillsdale Board of Education has determined to move forward with the EMEX Reverse Auction in order procure natural gas for Hillsdale Board of Education; and

WHEREAS, the Local Unit Technology Pilot Program and Study Act (P.L. 2001, c. 30) (the "Act") authorizes the purchase of natural gas supply service for public use through the use of an online auction service; and

WHEREAS, Hillsdale Board of Education will utilize the online auction services of EMEX, LLC, an approved vendor pursuant to the Act, waiver number EMEX LLC-1, located at www.energymarketexchange.com; and

WHEREAS, EMEX, LLC is compensated for all services rendered through the participating supplier that a contract is awarded to; and

WHEREAS, the auction will be conducted pursuant to the Act; and

WHEREAS, if the auction achieves a price of $0.562/ therm or less for a 12 month term, a price of $0.581/therm or less for an 18 month term, a price of $0.559/therm or less for a 24 month term; Hillsdale Board of Education may award a contract to the winning supplier for the selected term.

NOW THEREFORE BE IT RESOLVED, that the Business Administrator of the Hillsdale Board of Education be and she hereby is authorized to execute on behalf of the Hillsdale Board of Education any natural gas contract proffered by the participating supplier that submits the winning bid in the EMEX Reverse Auction if the auction achieves a price of $0.562/ therm or less for a 12 month term, a price of $0.581/ therm or less for an 18 month term, a price of $0.559/ therm or less for a 24 month term; Hillsdale Board of Education may award a contract to the winning supplier for the selected term.

ART- DIGITAL MEDIA TEACHER

Qualifications:

(1) A valid New Jersey teacher certificate in art.

(2) Bachelor's Degree.

(3) Evidence of successful potential as demonstrated in student teaching, prior experience, references, and interview.

The education and welfare of children shall be the primary consideration of the teacher in the performance of all duties. Special emphasis areas include student focus on research, writing skills, public speaking, computer skills and digital editing. The teacher is directly responsible to the Building Principal or his official designee, and is required to uphold all rules and regulations issued by the Board.

Duties and Responsibilities:

(1) Know and carry out the policies, program and curriculum of the school system, as these may apply to your class(es).

(2) Be responsible for the discipline of students under their control and render such assistance as the Principal or his official designee may require in maintaining good order and discipline outside their own classroom, in the building, or on the playground. Teachers should consider it their duty to see that good order is maintained, even when not on specific assigrunent.

(3) Exercise due care for the health, safety and well being of students, both in the classroom and outside the classroom, when assigned to other supervisory duties.

(6) Work in the development, revision and evaluation of the curriculum as requested by the Principal.

(7) Carry out an approved marking system or other means of evaluating student progress.

(8) Be responsible for the care and proper use of all school property utilized by yourself and by students. (Proper attention shall be given to heating, ventilating, lighting, and sanitation in the classroom. Unsatisfactory and unsafe conditions shall be reported to the Principal.)

(9) Keep records and make reports as required by the Principal.

(10) Keep plan books, seating charts, teacher's editions of textbooks, and other essential material and information in a designated place in order that a substitute teacher may carry out the regular school program.

(11) Collect monies when authorized to do so and take responsible care to safeguard same.

(12) Report to the Principal and/ or Nurse any injury to self or a pupil incurred at any time or place under the schools' jurisdiction.

(13) Attend staff meetings as may be authorized by the district.
