AND SCERT : : Online applications are invited from the fresh candidates for two-year D.El.Ed. Course for the academic session, 2018-2020 in 30 DIETs, 04 BIETs, 31 Government Elementary Teacher Education Institutions (ETEIs), 02 Government Elementary Teacher Education Institutions (SC & ST Development) and 01 Non Government Aided Secondary Training School managed by Minority Community of the State.

1.0 DURATION AND WORKING DAYS OF THE COURSE : 1.1 Duration : The D.El.Ed. programme shall be of a duration of two academic years. 1.2 Working Days : There shall be at least 200 working days each year exclusive of the period of Examination and admission. The minimum attendance of student teacher shall have to be 80% for all course work and practicum, and 90% for school internship .

4.0 Eligibility for D.El.Ed. Course (All) :

The candidate must fulfill all the eligibility conditions given below :

4.1 The candidate must have passed Higher Secondary / +2 Examination in Arts / Science / Commerce or its equivalent examination from recognized Boards / Councils (the candidates shall have to submit equivalent certificate from the competent authority) with a minimum of 50% of marks in aggregate (45% of mark in aggregate in case of SC, ST, SEBC and PH candidates) excluding marks secured in extra optional. 4.2 She / he must have passed Odia as MIL up to HSC level or any such equivalent or higher examination (+2) or have passed Odia in single subject Examination conducted by BSE, Odisha of HSC standard or should have passed HSC Examination of BSE, Odisha in Odia medium with MIL other than Odia. Such candidates who have passed HSC Examination of BSE, Odisha without Odia as MIL should produce a certificate to the effect from the Headmaster of the concerned school that he / she has passed HSC Examination in Odia medium. § The candidates seeking admission in Government ETEI, Urdu, Cuttack and ETEI, Pahimahura must have passed Urdu as MIL up to HSC standard / equivalent examination as notified by Board of Secondary Education, Odisha, Cuttack. § The candidates seeking admission in Government ETEI, Telugu must have passed Telugu as MIL up to HSC standard / equivalent examination as notified by Board of Secondary Education, Odisha, Cuttack. N.B. : The Candidates who have appeared the last qualifying examination i.e. Higher Secondary and its equivalent (whose results are yet to be published) are also eligible to apply with a pre-condition that their selection for candidature shall only be considered for admission if they secure the required percentage of marks as mentioned under eligibility criteria at Para 4.1 above during the time of admission. 4.3 The age limit as on 30.06.2018 : For SC, ST, SEBC She / he should not have 33 years Candidates born before 30.06.1985 For Women Candidates of She should not have born 33 years all categories before 30.06.1985 He should not have born For General Candidates 28 years before 30.06.1990 She / he should not have For PH Candidates 38 years born before 30.06.19 80 Note : The upper age limit is inclusive of age relaxation for relevant groups as admissible under Rules

4.4 Residential Certificate :

§ The candidates except Outlying Odia Tract (OOT) category must be permanent residents of Odisha. To that effect each candidate shall furnish a permanent resident ial certificate (issued after 30.06.2017) in the prescribed format issued in favour of him / her by the Tahasildar / Additional Tahasildar concerned.

4 4.5 Caste Certificate :

§ In case of SC, ST and SEBC candidates, the Caste Certificate should be issued by the concerned Tahasildar / Additional Tahasildar. The Caste Certificate shall be considered by virtue of birth only (Caste by marriage or adoption will not be considered).

4.6 PH Candidates:

§ Four percentage seats in each social category shall be reserved for candidates with disability as per section 34 of the Rights of Person with Disability Act as follows :

1. 1% for blindness and low vision 2. 1% for deaf and hard of hearing 3. 1% for loco-motor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy 4. 1% for autism, intellectual disability, specific learning disability and mental illness and multiple disabilities

§ Such candidates are required to submit PH Certificate issued in their favour in the prescribed form by District Medical Board. Candidates in possession of temporary disability certificate shall submit their latest renewal certificates. The candidates cannot claim reservation in two types of disabilities to fulfill the minimum percentage of disability. § The selected candidates shall be referred immediately to the Appellate Medical Board constituted at SCB Medical College, Cuttack / MKCG, Berhampur (RDC Division-wise) for verification. § On the basis of the report of the Appellate Medical Board, the candidate who would be suggested by it having 40% or more than 40% disability shall be given admission. If the degree of disability shall found to be less than 40% by the Appellate Medical Board, the provisional selection of candidate under PH Category shall be cancelled. § However, such candidates shall pursue their studies within the existing facilities available in the institutions until special provisions are made for them. § During Entrance examination, 20 minutes compensatory time per hour shall be allowed. § If a candidate desires to take scribe of his own or wants the provision of a Scribe from the Examination Centre, he / she shall intimate the concerned Head of the Examination Centre one day before for making necessary arrangements. § The Head of the Examination Centre shall verify the PH certificate of the candidate before allowing the candidate to use the Scribe as well as the identity proof of the Scribe, if arranged by the candidate himself. § All PH candidates shall be allowed to give examination in the ground floor only. § All other conditions mentioned in the letter No. WCD-DW1-Misc.1/2013 – 18357/CS (W&CD) dated 17.09.2013 shall be followed.

5 4.7 OOT Candidates :

§ Candidates from the Outlying Odia speaking Tracts of Andhra Pradesh, Jharkhand, Chhatisgarh and West Bengal with required academic qualification / conditions as indicated above are eligible to apply. § They are required to submit permanent Residential Certificate to that effect, issued in prescribed form in their favour by the competent authority of their respective state. § Only those candidates who have prosecuted their studies at least up to High School Certificate Examination in their respective states will be considered for selection under the Outlying Odia Speaking Tract quota. § They should have passed Odia as a subject of study in HSC examination or any such equivalent or higher examination or have passed Odia as a subject in single subject examination conducted by BSE, Odisha of HSC standard. § Kashmir Migrant: The following type of relaxation will be admissible in case Kashmir Migrants in the matter of their admission (vide Government letter No. 6110 / SME dated 15.04.2010) § Extension in date of admission by about 30 days. § Relaxation in cut-off percentage up to 10% subject to minimum eligibility requirement. § Increase in intake capacity up to 5% - course – wise. § Reservation of at least one seat in merit quota in technical / professional institutions. § Waiving of domicile requirements § Facilitation of migration in second and subsequent years.

4.8 Ex-servicemen Candidates :

§ The person who is retired from Defence service (Army, Navy and Airforce) is to be considered as Ex-serviceman except Central Army Police Force (CAPF). The son / unmarried daughter / spouse of Ex-serviceman including self are eligible to apply on submission of Certificate issued by the Rajya Sainik Board, Nageswar Tangi, Odisha, Bhubaneswar in favour of his / her parents / spouse at the time of filling up of the Online Application Form. The certificate must reflect the name of ex-serviceman, the date of entry to the defence service and retirement, his relationship with the candidate, seal and signature of the concerned authority.

4.9 Green Card Holder Candidates :

§ The candidates under this category are eligible to apply (as per Government Resolution No.29055/HFW dated 09.11.2012) on submission of the prescribed Green Card of Health and Family Welfare Department, Government of Odisha issued by CDMO concerned. § The Green Card holder shall be treated under this category provided the dates of operation of parents are prior to 09.11.2012. § The name and date of birth of the candidate and name of the parents written on Green Card must be same as reflected in HSC certificate of the candidate. Any overwriting and manipulation with the Green Card shall reject the candidature under Green Card Category.

6 4.10 Sportsperson Category Candidates :

§ In case of Sportsperson Category, candidates must have represented Odisha in National School Games organized by School Games Federation of and representing Odisha / India in national / international championship organized by recognized National / International Federation in Senior / Junior / Youth category in the disciplines approved by Sports and Youth Services Department, Odisha. § The Director, Secondary Education, Odisha is to countersign the certificates issued by School Games Federation of India. § The Director, Sports and Youth Services will issue weightage certificate in respect of Certificates issues by National / International Federation. § The above conditions are approved vide Government Resolution No. 2859/SYS dated 21.11.2003. § Certificate issued by any officer / organization other than the above conditions shall not be entertained.

§ Candidates belong to SC and ST categories of the concerned districts (Mayurbhanja for BIET, Gorumahisani; Rayagada for BIET, Gunupur; Nawarangpur for BIET, Umerkote and Sundargarh for BIET, Kuanrmunda) can apply as per their permanent resident in the respective districts.

Additional Eligibility condition for Olchiki – Santali Quota (in addition to common eligibility conditions mentioned at Para 4.0) :

§ Those candidates who can read and write Santali (Olchiki) language are eligible to apply. § The Santali Candidates seeking admission in DIET, Mayurbhanj at Baripada for Olchiki D.El.Ed. Course shall have to appear the MIL Subject of Entrance Test in Olchiki Language compulsory. § The selected candidates shall be referred immediately to a Board constituted for verification of reading and writing ability in Santali language at DIET, Baripada. On the basis of the report of the Board, the admission shall be given only to the candidates suggested by it.

Additional Eligibility condition for Christian Community Quota (in addition to common eligibility conditions mentioned at Para 4.0) :

§ All the women candidates interested for admission to D.El.Ed. (C.T.) course in Thompson Women’s Training School, Cuttack shall have to appear the general entrance test conducted by TE & SCERT. § 50% of the total number of seats i.e. 25 seats will be reserved for the Christian minority community women candidates and rest 25 seats for other women candidates. § Out of the total 25 number of minority seats, 13 seats will be filled up by the Christian minority candidates and 12 seats by the Dalit Christian. In case of non availability of qualified candidates in any category there will be interchange of seats. § Christian minority candidates shall produce the required documents and their caste certificate in support of their caste and other documents etc. as per the requirement at the time of admission in the Thompson women’s training school, Cuttack.

9 Additional Eligibility condition for Kandhamal District Quota (in addition to common eligibility conditions mentioned at Para 4.0) :

§ Those candidates who are permanent residents of Kandhamal district can apply under this category.

6.0 Interchange of Seats :

Total seats in each category shall be distributed between Arts / Commerce and Science discipline candidates on 50 : 50 basis.

If the available seats in any category of Arts / Commerce and Science happens to be odd number, in such case benefit shall go to the candidates having the higher career marks either in Arts / Commerce and Science category.

§ In case of non-availability of eligible candidates in any one PH category (VI, HI, Locomoto Disability and Autism) and OOT (Andhra Pradesh, West Bengal, Jharkhand, Chhatishgarh) Categories, the vacant seats will be filled up by the other PH and OOT category candidates respectively. § Interchange of seats among the institutions keeping the total seat allotted to different categories intact shall be permitted. § The seats earmarked for special reserved candidates shall be converted and added to total number of seats for direct admission under Unreserved (UR) category if the specific categories of candidates are not available. § The candidates seeking admission under special reserved category can apply for any one. § In no case SC / ST vacant seats shall be filled up by candidates from other categories.

7.0 Modalities of Online Entrance Test :

There will be Online Entrance Test for selection of candidates.

The whole test is of 1 and 1/2 hours (90 minutes) duration carrying 90 marks with two sections .

Section – I carries 30 marks. There shall be 30 questions, each carrying one mark. Section – II carries 60 marks. There shall be 60 questions each carrying one mark.

All the questions shall be of multiple choice type.

The test will be bi-lingual for all the subjects except the language subject. Questions in the language section shall be available to candidates in Odia, Urdu, Telugu and Olchiki languages.

Negative Marking : The performance of the candidates shall be evaluated both on the basis of correct and incorrect responses recorded on the OMR sheet. For every

10 incorrect response, 0.25 mark shall be deducted from the marks secured by the candidate for correct responses.

More than one response to a question shall be considered incorrect and negative mark will be awarded.

Venue of the Test : The Online Entrance Test shall be conducted in the Centres identified by the Examination conducting agency approved by Government.

Issue of Admit Card : Admit Cards shall be issued Online. The candidates are required to take print out of the same and produce at the Examination Centre.

Time and Date of Online Entrance Test : Will be communicated to the applicants through SMS / Mail and will be published in the Website

SYLLABUS FOR ENTRANCE EXAMINATION

Selection for admi ssion to the D.El.Ed. Course (General, Urdu, Telugu & Santhali) shall be made through an Entrance Test.

The Online Entrance Test shall have Two Sections.

The whole test is of 90 marks. Section – I carries 30 marks. There shall be 30 questions, each carry ing one mark. Section I shall include four aspects, which have been detailed out.

Section II carries 60 marks. There shall be 60 questions each carrying one mark. All the questions shall be of multiple choice (MCQ)

Instructions for the Candidates :

§ The candidates are required to take their seats in the Examination Hall 30 minutes before the commencement of the examination. § The candidates are required to occupy the seats allotted to them. The candidates are not allowed to change their seats or examination halls. § No candidate will be allowed to enter the Examination Centre and take examination after the commencement of the examination.

12 § They are required to bring with them the Admit Card. No other document, textual materials, calculators or any other electronic gadget, Log tables, Mobile Phone, plain papers etc. are allowed inside the examination hall. § They are not allowed to bring baggage / luggage to the venue of the examination. The Centre Superintendent shall not be responsible for the loss of any such belongings of the candidates. § Smoking, eating and drinking of tea, coffee, cold drinks etc. inside the examination hall are strictly prohibited. § The candidates are required to strictly adhere to the rules of examination. Any candidate found to have resorted to unfair means or misconduct in the examination hall shall be expelled from the examination hall on the spot and his / her examination shall be cancelled. Criminal Proceedings may be initiated against the candidates misbehaving with the Invig ilators and attempting to disrupt the conduct of examination.

8.0 Selection and Placement :

Selection Authority :

State Level Selection List of all categories of candidates is to be published by the computer firm on the basis of Online Entrance Test marks and shall be approved by the admission committee constituted for the Online Entrance Test in the Directorate of TE and SCERT before admission.

Selection and Placement : State Level Selection of all categories of candidates shall be made through Online Entrance Test on the basis of their marks secured in Entrance Test.

The result of the Entrance Test does not ensure the confirmation and guarantee of admitting the student to the Course as it is subject to verification of the authenticity and appropriateness of the documents at the time of admission.

Selection and placement of candidate shall be made purely on the basis of marks secured by him / her in the Online Entrance Test. Merit list shall be published on the basis of the result of Entrance Test both category-wise and subject-wise. In case of tie, the higher percentage of marks at +2 levels shall be taken into consideration. If the +2 Mark becomes tie, in that case, the candidate who is born earlier will come first in the Merit List.

Placement of candidates will be made centrally through online placement as per the choices given by the candidate. The original certificates and mark sheets of the selected candidates shall be verified at the institution level, where the candidate will be placed for admission. If any discrepancies are observed, then the provisional selection of the candidate for admission will be cancelled

N.B. : The selected PH candidates shall be immediately referred to Appellate Medical Board, SCB Medical College, to verify the genuineness and authenticity of their disability. On the basis of the report of the Appellate Medical Board, the admission shall be given to the candidates suggested by it. The authority of the Appellate Medical Board shall be requested to submit their verification report within 15 days of time in order to ensure the admission of candidate.

How to obtain Information Brochure and Application Form :

13 § The Information Brochure and Online Application Form shall be available in the website (www.samsodisha.gov.in / www.sme.odisha.gov.in / www.scertodisha.nic.in). § Syllabus of the entrance examination shall be made available in the Website as well as in the Information Brochure. § General and SEBC category candidates are required to pay Rs. 500.00 (Rupees Five Hundred) only. SC and ST category candidates are required to pay Rs. 300.00 (Rupees Three Hundred) only (The candidates have to pay convenience fee and GST extra as applicable per application form). The candidates are required to make the payment through Debit Card / Credit Card / Net Banking / Cash Deposit in Axis Bank only.

9.0 Documents to be submitted at the time of Admission : All candidates are required to submit one set of Xerox copy of the following documents with self-attested.

§ Downloaded Online Application Form § Downloaded Intimation letter § All Certificates and Marksheets, in original § Certificate of Headmaster of the school to the effect that he / she has passed HSC in Odia medium (in the cases who have passed from Board of Secondary Education, Odisha without Odia as MIL). § Residential Certificate issued by Tahasildar / Additional Tahasildar after 30.06.201 7. § Latest Caste Certificate in case of SC, ST and SEBC candidates, by virtue of birth. OBC certificate shall not be considered § Physically Handicapped Certificate in case of PH candidates § Ex-serviceman Certificate in case of son / unmarried daughter / spouse issued only by the Rajya Sainik Board, Nageswar Tangi, Odisha, Bhubaneswar § Green Card in case of Green Card Holder provided the dates of operation of parents are prior to 09.11.2012.

13.0 Interpretation :

Interpretation of any of the rules of admission by the Director, TE and SCERT, Odisha shall be final and binding. If at any point of time, it will be found that the candidate have submitted false information / documents for his / her selection and study, then his / her provisional admission shall be cancelled.
