The overall objective of the Working Group is to assess the state of the small pelagic resources in Northwest Africa and make recommendations on fisheries management and exploitation options aimed at ensuring optimal and sustainable use of small pelagic fish resources for the benefit of coastal countries. The thirteenth meeting of the FAO Working Group on the Assessment of Small Pelagic Fish off northwest Africa was held in Nouadhibou, Mauritania from 10 to 15 June 2013. Meeting was funded by the countries of the region, and the meeting was organized by FAO and “Institute National des Recherches et de la Pêche” (IMROP), Nouadhibou, Mauritania. Participants were funded through their respective organizations and IMROP supported local meeting costs. Altogether 18 scientists from six countries and FAO participated. The chairman of the Group was Birane Sambe from the Canary Current Large Marine Ecosystem Project (CCLME). A first editing of the report was made by the participants of the Working Group. Final technical editing was done by Ana Maria Caramelo and Merete Tandstad. We are grateful to Valérie Schneider and Danielle Rizcallah for their assistance in the final editing of this document. PRÉPARATION DE CE DOCUMENT Un Groupe de travail permanent de la FAO, composé de scientifiques des États côtiers et des pays ou organisations qui jouent un rôle actif dans les pêcheries pélagiques de l'Afrique nord-occidentale, a été créé en mars 2001. ABSTRACT The thirteenth meeting of the FAO Working Group on the Assessment of Small Pelagic Fish off northwest Africa was held in Nouadhibou, Mauritania from 10 to 15 June 2013. The Group assessed the status of the small pelagic resources in Northwest Africa and made projections on the development of the status of the stocks and on future effort and catch levels. The advices for the stocks are given in relation to the agreed reference points F0.1, FMSY, B0.1 and BMSY and on the basis of the projections for the next five years. The structure of the report is the same as that of the previous Working Group reports (FAO, 2002– 2012). A separate section is devoted to each of the main groups of species (sardine, sardinella, horse mackerel, chub mackerel, bonga and anchovy). For each of these, standardized information is given on stock identity, fisheries, abundance indices, sampling intensity, biological data, assessment, projections, management recommendations and future research. In the absence of reliable age compositions, the Working Group used dynamic production models for almost all stocks. Most stocks in the area are influenced by abnormal hydrographical conditions in certain years. An index of environmental quality has therefore been introduced in the production models since 2005. The Norwegian research vessel DR. FRIDTJOF NANSEN surveyed the subregion from 1995 to 2006, carrying out acoustic surveys during the months of October–December each year. From 2004 to 2006 intercalibrations and parallel surveys were carried out between R/V DR. FRIDTJOF NANSEN and the national research vessels AL-AMIR, AL-AWAM and ITAF DEME and in 2007 and 2008 these national research vessels carried out a coordinated regional survey during the months of October–December. It should be noted that during the 2008 survey, The Gambia was not covered. In 2009 to 2012, the coordinated regional survey was conducted without the participation of the Senegalese R/V ITAF DEME. The Senegalese research vessel had no surveys in the region in 2012. Sardine in Zones A+B, for which a reduction of CPUE has been observed since 2009 as well as a reduction in biomass compared to the overall series, is still considered overexploited.

It has been projected that 800,000 people in Mauritania, will need humanitarian assistance in 2012. In addition to the drought situation, the ongoing armed conflict in Northern Mali has forced thousands of Malians to cross the border to Mauritania. The drought and conflict have negatively impacted the entire Sahel Region resulting to hunger, malnutrition, displacement of people, destruction of local economies/livelihoods, pressure on limited existing food and water resources, increase of insecurity and violence. ACT member, LWF/DWS will respond to the drought situation in Mauritania, Fatick region of Senegal and provide assistance to the Malian refugees in Mauritania by working through local partners. The local partners include: ARDM, AU SECOURS and BSF in Mauritania, and Lutheran Church in Senegal (ELS) in Senegal’s Fatick region. This appeal will supplement the Mauritania government’s emergency response plan called ‘’EMEL’’ (hope). The project target is 8,653 households including: 4,206 drought affected households from Mauritania, 1,447 drought affected Households in Senegal and 3,000 Malian Refugees’ Households.

    CONVENTION ON INTERNATIONAL TRADE IN ENDANGERED SPECIES OF WILD FAUNA AND FLORA NOTIFICATION TO THE PARTIES No. 2012/036 Geneva, 18 April 2012 CONCERNING: National laws for implementation of the Convention 1. Article VIII, paragraph 1, of the Convention requires each Party to take appropriate measures to enforce the provisions of the Convention and to prohibit trade in violation thereof. 2. Resolution Conf. 8.4 (Rev. CoP15) on National laws for implementation of the Convention was initially adopted in 1992. It establishes the basis for a CITES National Legislation Project aimed at providing legislative assistance to Parties and preparing analyses of their legislation in relation to four requirements (see document CoP12 Doc. 28 at http://www.cites.org/eng/cop/12/doc/E12-28.pdf for a detailed explanation of the requirements). Legislative analyses conducted under the National Legislation Project determine which of the following categories the legislation of each Party and dependent territory should be placed in: – Category 1: legislation that is believed generally to meet the requirements for implementation of CITES; – Category 2: legislation that is believed generally not to meet all of the requirements for the implementation of CITES; or – Category 3: legislation that is believed generally not to meet the requirements for the implementation of CITES. 3. In Resolution Conf. 8.4 (Rev. CoP15), the Conference of the Parties instructs the Standing Committee: to determine which Parties have not adopted appropriate measures for effective implementation of the Convention and to consider appropriate compliance measures, which may include recommendations to suspend trade, in accordance with Resolution Conf.

    Pécs Journal of International and European Law - 2016/II Situations Referred to the International Criminal Court by the United Nations Security Council – “ad hoc Tribunalisation” of the Court and its Dangers Tamás Lattmann Senior researcher at the Institute of International Relations (Prague); associate professor at the National University of Public Service (Budapest) The study examines the possibility created by the Rome Statute, the founding and governing document of the International Criminal Court, according to which the United Nations Security Council has the option to refer situations to the court by a legally binding resolution acting under Chapter VII of the United Nations Charter. This is possible, regardless of the fact that the state concerned is a party to the Statue or not. According to the author’s conclusion – although only limited number of such situations could yet be examined – this legal possibility is currently far from being a success story. It is still important to emphasize that while it can be a really useful tool from the perspective of international politics, it may poses a serious threat to the future of the court. He mentioned that after many years of instability and repeated coup d'états the political situation in Mauritania seems to be gradually settling down. However, the situation still continues to be fragile due to unsettled issues, particularly regarding the National Inclusive Dialogue indicated in the 2009 Dakar Agreement. 28 months after the Agreement, the dialogue finally took place in September and October 2011. While the major opposition parties boycotted the Dialogue, only two opposition parties joined the dialogue discussions. The Court made significant progress during the reporting period, including: the issuance of its first judgement and sentence; one new case at the confirmation of charges phase; two new cases in the trial phase; and four new arrest warrants. The number of States parties to the Court’s founding treaty, the Rome Statute, increased from 115 to 121. The Court celebrated its tenth anniversary on 1 July 2012, which marked 10 years since the entry into force of its Statute. The Court issued its first judgement, in the case of The Prosecutor v. Thomas Lubanga Dyilo, on 14 March 2012. Mr. Lubanga was sentenced to 14 years’ imprisonment on 10 July 2012. The judgement and the sentence are subject to appeal.
