Pike Area Youth Athletic League Football Rules of Play: 2021

I. Boundaries: Boundaries of the Pike Area Youth Athletic League: 1. Pike County, PA 2. Orange County, NY 3. Sussex County, NJ 4. Sullivan County, NY 5. Monroe County, PA 6. Wayne County, PA 7. The Executive Board must approve any other areas.

II. Football Teams: A. Senior & Junior Divisions: (excluding post-season teams) 1. Shall have (1) one Head Coach and not more than (6) six Assistant Coaches. A maximum of (7) seven approved people, other than players, can be on each sideline. All sideline personnel MUST be in compliance with PA Act 153 and have completed the USA Football coaching certification. 2. Every Team will have a minimum of (15) fifteen players and a maximum of (22) twenty-two players on each team. The Board of Directors, reflecting the actual number of players who register, with teams being added or deleted as necessary, may adjust these numbers. 3. All teams within a division will have a minimum of 15 players. Player will be re-assigned as needed to meet the minimum requirement. New player to the league and/or division will be the first players re-assigned. 4. At game time, a team shall have a minimum number of 12 players eligible and ready to play. 5. A team shall forfeit or reschedule a game if the team cannot field the minimum number of players required at game time, or if a team’s roster falls under (11) eleven players. Rescheduled games must be approved by the league Commissioners and by both Head Coaches of the respective teams. A forfeit shall count as a (1) one to (0) zero win for the team receiving the forfeit.

B. Division:

FLAG FOOTBALL RULES 2019 Penalties:

• The referee will call all penalties. • Referees determine incidental contact that may result from normal run of play. This is considered a judgement call. • Players cannot question judgement calls. Only the Coach may ask the referee questions about rule clarification and rule interpretations. • All penalties will be assessed from the , except for SPOT FOULS. • Games cannot end on a defensive penalty unless the offense declines. • If the distance to the goal is shorter than the penalty yardage, then the penalty will be assessed half the distance to the goal. • Loss of means that down is consumed. • Any loss of down on the third down results in a turnover on downs and the other team taking possession.

Offensive Penalties:

Live / :

• The ball must be snapped between the legs to start play. • Substitutions may be made on any dead ball. You must always substitute from the same side of the field. • Team must have a minimum of four (4) players but no more than five (5) on the field at a time. • The play is ruled “dead” when: » Ball-carrier’s flag is pulled. » Ball-carrier steps out of bounds.

» » Ball hits the ground. » , PAT or safety is scored. » Ball-carrier’s knee hits the ground. » Ball-carrier’s flag falls out (ball is spotted where the flag is on the ground). » Receiver has one (1) or no flags when catching the ball (ball is spotted where the receiver caught the ball). • Any player who starts a play without a flag is down where he or she touches the ball. • There are no ! Ball is spotted where the ball-carrier’s feet were at the time of the . • In the case of an inadvertent whistle, the offense has two options: 1. Take the ball where it was when the whistle blew down is consumed. 2. Replay the down from the original line of scrimmage.

Equipment:

• All players must always have mouth guard in use on field. • Home team wears dark jerseys. Away team wears light jerseys. • Player's jerseys must be tucked in at all times. • Shorts with pockets must be taped. • Players must remove all jewelry deemed hazardous by the officials. • All players must wear shoes. Cleats are allowed. However, cleats with exposed metal is not permitted.

Game:

• At the start of each game, captains from both teams meet at midfield for the coin toss to determine who stats with the ball. The visiting team call the toss. • The coin winner if the coin toss had the choice to take offense or defense. The loser of the coin toss chooses which direction it will be defend. There is no option to defer to second half.

• The offensive team takes possession of the ball at its 5-yard line and has three (3) three plays to cross midfield. Once a team crosses midfield, it has (3) three plays to score a touchdown. • If the offense fails to cross midfield or falls to score, the ball changes possession, and the new offensive team takes over in its own 5-yard line. • All possession changes except start on the offense’s 5-yard line. • Team change sides after the first half. Possession changes to the team that started the game of defense.

Timing:

• Games are 40 minutes running time (20 minutes each half)

Scoring:

• Touchdown: 6 points • Safety: 2 points • Extra point: 1 point (from 5-yard line) or 2 points (from 10-yard line) • winner: Add 1 or 2 points to the winning team’s score which is determined on their FINAL position and if they scored from the 5 or 10- yard line.

Passing:

• If the QB’s flag is pulled before the ball leaves his or he hand, the play is ruled dead, and the ball is spotted where the QB’s feet are. • Interceptions may be returned except for during a PAT. • If a pass is tipped/blocked by the defender and the QB catches the ball, the play is whistled dead and considered an incomplete pass. • The QB may throw the ball to avoid a sack, Pass must go beyond the LOS.

Receiving:

• All players are eligible to receive a pass (including the QB if the ball has been handed off behind the LOS. • Only (1) one player is allowed in motion at a time.

• A layer must have at least (1) one foot inbounds when making a reception. • Once the ball is advanced beyond the LOS, the current ball-carrier is the only player allowed to have possession of the ball until the play is dead. • Once the ball is advanced beyond the LOS, the remaining offensive players cannot impede the defense from attempting to pull the offensive player’s flag. (No screening or locking; no running next to the ball-carrier.)

Running:

• The QB can run beyond the line of scrimmage with the ball after (7) seven seconds. • The player who receivers the handoff can throw the ball as long as he or she remains behind the line of scrimmage. • The ball is spotted where the runner’s feet are when the flag is pulled, not where the ball is. • Center sneak play is not allowed. The QB may not handoff the ball to the center of the first handoff of the play.

No Run Zone:

• “No Run Zones” are located (5) yards before midfield and (5) five yards before the goal line in each offensive direction. • If the ball is spotted on or inside the “No Run Zone” the offensive MUST use a pass play to achieve the first down or touchdown.

Rushing The Passer:

• Players that rush the passer must be 7 yards from the line of scrimmage when the ball is snapped. • Before each play, an official will mark off 7 yards from the LOS. • The rusher has a clear path to the passer and any interference by the offense to impede his or her path will be considered screening. • If a rusher leaves the rush line early (breaks the 7-yard line area), the rusher may return to the rush line, reset, and then legally rush the passer. • Players not rushing the passer may defend on the line of scrimmage but may not enter the backfield unless the ball is handed off.

• Players rushing the passer may attempt to block the pass, however NO contact can be made with the QB in any way. • Players must be end to end of the rush.

Rushing The Passer:

• A legal flag pull takes place when the ball carrier is in full possession of the ball. A defensive player may not pull the flags off a player who does not have possession of the ball. • Defenders can dive to pull a ball carriers flag, but cannot hold, tackle, or run through the ball carrier when attempting to pull their flags. • It is illegal to attempt to strip or pull the ball-carrier to obstruct the defender access to the flags by stiff arming, dropping the hand, arm, shoulder, or head or intentionally covering the flags with the football or jersey.

III. Participants: A. Age – All Divisions: 1. Ages and Dates: A player will be registered if the said player will attain (4) Four years of age by September 1 of that playing year and cannot be older than (12) twelve years of age by August 31 of the same calendar year. 2. Proof of age shall be attested to by a certificate, duly issued by a government agency, religious organization, or hospital and must be presented at registration prior to Opening Day. 3. Age Divisions are as follows: Flag Football: 4-12 Junior: 7-10 years old Senior: 10-12 years old 4. Any 7-year-old who has NEVER played football in any organized league shall be placed in the Flag Football Division. 5. Placement of a (7) Seven-year-old in the Junior division will be determined by the executive board. 6. The Executive Board reserves the right to place any eligible child on the most developmentally appropriate team with majority vote.

B. Placement/Weigh-ins: Junior/Senior Divisions: (change in title) 1. The Executive Board, with consideration of age, size, maturity, and playing experience, will determine placement of players into divisions. 2. The only official scale will be the league scale. A league Commissioner or his designee, in the presence of a coach from the (2) two competing teams, will conduct an official weigh-in. All questionable weight players will be allowed to strip to meet the established weekly weight. 3. Weigh-ins will take place During half time of pervious game Players must show up for official weigh-ins in game jersey.

C. Weight – Flag Football Division: 4-12 Year Olds with no weight restrictions.

D. Weight – Junior Football Division: 1. (9) Nine years old and under with a maximum playing weight of 105lbs, starting week (1) one of the regular seasons and maintaining a natural progressive weight gain of (1) one pound per week through the final week of the regular season for any position. If a player (9) nine years of age or under is greater than 105lbs., they are to be a Line Only Player until such time as weight can be made. Players (10) ten years of age and 95lbs. or less may be kept at the Junior Division level and are eligible to play any and all positions. If a (10) ten-year-old player is greater than 105lbs. and inexperienced, non-aggressive, or otherwise limited physically or emotionally, he or she may remain at the Junior Division level serving as a Line Only Player, at the unanimous decision of the Executive Board and all Junior Division Head Football Coaches. Players (10) ten years of age and weighing between 96lbs. and 105lbs. will be Line Only Players and will follow line only rules. Players (10) ten years of age and greater than 105lbs. at official weigh-ins who do not meet the above-mentioned requirements, will be deemed ineligible for play in the Junior Division and must move up to

play in the Senior Division. (8 vs. 8 football line only players are defined as guard, center, d-guard) 2. Junior Football Division players will weigh-in every week, beginning week (1) one of the Regular Season to ensure that weight restrictions are followed.

E. Weight – Senior Football Division: 1. Any player who is 12 years old and is enrolled in 7th grade, must weigh less than 165lbs at their first practice and must maintain that weight throughout the season to be eligible to play in the senior division. 2. Eligible 12-year Olds must weigh 135lbs or less to play at any Offensive/Defensive skilled position (Quarter Back, Running Back, Tight End, , Linebacker, D-End, and Defensive Back). Any 12-year-old weighing more than 135lbs must play line only. (Center, Guard, Tackle, D-Tackle, Nose Guard) (8v8 football line only player defined as either guard or nose guard, center, guard only) 3. Eligible 10 ten and all 11-year Olds with a maximum playing weight of 135 lbs. starting week one of the regular season and maintaining a natural progressive weight gain of one pound per week through the final week of the regular season, may play any Offensive/Defensive position including skill positions (Quarter Back, Running Back, Tight End, Wide Receiver, Linebacker, D- End, and Defensive Back). Any Offensive player weighing over the maximum weekly weight for skill positions will be designated as an Offensive Line Only Player. 4. Senior Football Division players will weigh-in every week, beginning week (1) one of the Regular Season to ensure that weight restrictions are followed.

F. Line Only Players – Junior and Senior Football Divisions: 1. May only play “Tackle to Tackle” positions on offense and defense. “Tackle to Tackle” shall be defined as the outside shoulder of one tackle to the outside shoulder of the opposite tackle. The defensive “Line Only Player” must align within this area. This includes the inside shoulder of the “Line Only

Defender” aligning on the outside shoulder of the offensive tackle. (8 vs. 8 football line only players must be lined up at guard and center positions only) 2. Must be in the “down” position on offense and defense with elbow on knees. 3. May not advance the ball on offense in the form of a run or pass play. 4. In the event of a fumble, they may advance the ball. 5. May only play on the front line during a kick return or return and may advance the ball only if it is kicked to said player. 6. All other special teams are restricted to “Tackle to Tackle” positions. 7. May “pull” or “trap” in any division if under skilled weight restrictions. 8. Players’ game jersey numbers will be recorded and kept by the league commissioner. Said jersey numbers shall be provided and posted in the equipment shed. 9. Any coach caught changing jerseys, helmets, or taking any action to disguise the identity of a Line Only Player will be subject to disciplinary action to be determined by the Executive Board. 10. Any coach caught playing a Line Only Player in any position after the of the ball Other than what is enumerated above will be subject to disciplinary action to be determined by the Executive Board; including, but not limited to, suspension and/or game forfeiture. A forfeiture will be recorded as a (1) one to (0) zero loss.

G. Scholastics: Each coach should be aware that they are responsible to encourage each participant to do his/her best in school, and the league shall cooperate with school officials in any academic or disciplinary problem.

H. Participation: A. Each player must participate in a minimum of one half of the practice sessions, or they are ineligible to participate in their next scheduled team league game. Practices missed will be at the discretion of the head coach to decide if a player is eligible to participate in the next scheduled league game. B. Any player ineligible to play in the currently scheduled weekly games may not wear his/her full uniform for that game. However, he/she may sit on the bench in his/her jersey.

C. Any player owing money or equipment to the league will be ineligible to play in any game until debt is repaid. D. A refund, as requested in writing by parent/legal guardian, will be returned to a player at the discretion of the board. E. Any participant who does not attend practice/games without notification for a period of 2 weeks will be considered a 'drop out' and be removed from the roster. The Head Coach is encouraged to obtain all equipment. Name of player will be forwarded to the board. F. All Junior/Senior teams shall play their football players at least the league minimum of 6 plays per half. Pee Wee teams have minimum playing time of 4 plays per half and at the coaches’ discretion.

I. Parental Consent: No child shall be registered as a qualified participant if he/she has not secured written consent of the parent(s) and/or legal guardian(s). The consent may be withdrawn at any time during the current playing year, by written revocation delivered to the head coach.

J. Awards, Recognition, Donations and Spirit Wear: 1. Any and all donations and awards made by anyone to any PAYAL participant must have prior approval from the Executive Board. 2. All Spirit Wear designs and ideas must be presented to the league and the league will place orders if the design is approved. Use of PAYAL logo or team logos is prohibited without prior consent from the Executive Board. 3. The use of adhesive decals on the football helmets is permitted, provided that they are actual decals designed for use on helmets.

K. Player Movement: The following procedure must be followed for a player to move from one team to another one: Movement of players from one assigned team to another will be at the discretion of the executive board and all head coaches within the division and will considered on a case-by-case basis.

IV. Practices – All Divisions: A. Season practice sessions shall not begin before the date specified by the Executive Board.

B. Players in all football divisions must attend a minimum of (10) ten practice sessions prior to playing their first game, subject to the discretion of their head coach and approval by a majority of the Executive Board. C. Practice sessions prior to Opening Day: 1. All division practice days shall be limited to (1) one per day. 2. Junior/Senior Division practice will not exceed (2.5) two and a half hours/day, and not total more than (10) ten hours per week. 3. Pee Wee Flag division practices may not exceed more than (2) two hours/day, and not total more than (6) six hours per week. 4. Every player, regardless of their start date, must go through the heat acclimation practice protocol required by USA Football (see yearly guidelines as per USA Football). If they played for another league a wavier form must be presented and signed by parent or guardian. D. Practice sessions after Opening Day: 1. All division practice sessions shall be limited to (1) one per day. 2. All division practice days shall de designated by the coaching staff and are not to exceed (3) three practices per week. 3. Junior/Senior division practices may not exceed (2) two hours/day and not to total more than (6) six hours per week. 4. Flag division practices may not exceed more than (1.5) one and a half hours/day, and not total more than (3) three hours per week. E. At no time will any PAYAL team be able to practice under the lights or on the game field without prior approval from the Executive Board. F. All practice dates and times shall be designated by the coaching staff. G. All practice locations must be approved by the Executive Board prior to the commencement of practice. H. No current game jerseys will be worn at any practices. Only practice jerseys may be worn. I. PAYAL will not sponsor any off-season camps, clinics, or practices.

V. Games Rules A. All Football Divisions:

1. The players’ bench should be absolutely reserved for players in uniform, coaches, managers, physicians, trainers, or any other personnel authorized by the league. 2. PAYAL will be responsible for securing officials for league games.

B. Game Rules – Junior Football Division: 1. (1) One coach from each team will be allowed on the field during play in the Junior Division. 2. No coaches on the field may speak to/direct players on the field or speak to sideline coaches after the offensive huddle has broken. (First offense: warning; second offense: series suspension; third offense: quarter suspension; fourth offense: current game and next game suspension). 3. No nose guards in the Junior Division. 4. Linebackers must be 3 yards offline-of-scrimmage, inside the tackle box. 5. Linemen inside tackle box must line heads up and may shoot the . 6. Goal Line: linebackers can have toes on goal line, but no one over center. 7. A point after attempt kick shall be open to a rush upon whistle blown by referee. 8. Line only players may not “pull” or “trap” in any division. 9. Coaches may NOT set the ball on kick off or extra point. (First and second offenses: warning; third offense: removal of coach from game.) 10. All game shall be played in accordance with the league’s bylaws and the National Federation of State High School Associations (N.F.H.S.) rules, with the following exceptions: a. Official game ball will be a league-approved football. b. All Junior and Senior Division games shall be composed of four 10-minute quarters. Half-time will last for a period of (10) ten minutes. 11. Point system used by PAYAL: • Touchdown: 6 points • : 3 points • Safety: 2 points • Point after touchdown (kick): 2 points

• Point after touchdown (run): 1 point • Optional 2-point conversion: Completed forward pass from the 7.5 Yard line. If the ball is intercepted by defense, it is whistled a dead ball.

C. Game Rules – Senior Football Division: 1. No coach may be on the field during game play. 2. During a time-out, coaches are allowed on the playing field in a team huddle. a. Official game ball will be a league-approved football. b. All Junior and Senior Division games shall be composed of four 10-minute quarters. Half-time will last for a period of (10) ten minutes.

3. Point system used by PAYAL: • Touchdown: 6 points • Field Goal: 3 points • Safety: 2 points • Point after touchdown (kick): 2 points • Point after touchdown (run): 1 point • Optional 2-point conversion: Completed forward pass from the 7.5 Yard line. If the ball is intercepted by the defense, it is whistled a dead ball. 4. Special teams 1. Punt • Frozen line. • Offense cannot release until ball has been punted. • Defense cannot advance past line of scrimmage. • Line only players must be at guard or center position. 2. Kick off • Line only player is only eligible to kick ball and must not advance more than 5 yards down the field. • Minimum of 3 players on each side of kicker • All players other than kicker must be within 5 yards of ball before kick. 3. Field goal/extra point

• All line players must line up head up from defensive end-defensive end. • No one lined up over center. • Live at the snap of ball

D. Overtime Procedures: 1. Starts with a traditional coin toss. The winner chooses to go first or second. 2. Team A gets the ball on Team B’s 10 Yard line with four (4) downs (not including PAT) to try to score. 3. Team B then gets the same opportunity. 4. If Team B: a. Matches Team A’s score, the game ends in a tie; however, the number of downs becomes a factor. For example: if Team A scored on third down and Team B scored on second down, then Team B gets the win. b. Outscores Team A, then team B wins. c. Cannot score or match team A’s score, then Team A wins. 5. Any defensive score ends the game with a win for the defensive team. 6. The number of overtimes in post season play will be at the discretion of the referees, members of the Executive Board and Commissioners present, the proper coordinator, and the head coaches involved in the game.

E. Special Rules: 1. Any participant who has participated in any middle school football program is not eligible to participate in PAYAL. 2. Persons working the sideline chains/markers are not allowed to coach or cheer in any form, and if they do so they will receive the following penalties: a. 1st offense – warning b. 2nd offense – ejection by the officials 3. Any player who receives a dead ball personal foul will receive the following on field consequences. a. 1st offense – sidelined for 1 series. b. 2nd offense – sidelined for 10 clock running minute. If the penalty occurs within the 4th quarter, the remaining time will carry over to the next game. c. 3rd offense - Ejection from Game d. Any player ejected from the game is subject to at least a one game suspension.

4. Any coach who receives a penalty from a referee during a game may be subject to league disciplinary action, up to and including warnings, suspensions, and removals.

F. League Scheduling Rules: 1. League scheduling will be accomplished by the Executive Board. A period of (3) three calendar days shall lapse between regularly scheduled games. 2. Any game in progress that, in the opinion of the League Commissioners (or duly elected and approved representative) and the referees, is terminated for any reason prior to completion will be rescheduled at a later date. The rescheduled game will pick up where it left off, with regard to time and score. The rescheduled games shall not count against the maximum number of League scheduled games. All forfeits are final and will follow N.F.H.S. rules. 3. Any postponement of games due to inclement weather will be by the authority of the League Commissioners and the President. A Commissioner will notify the division Coordinators involved as early as possible. 4. Reschedules may occur within (2) two full days of regularly scheduled games.

G. Coaches – All Divisions: 1. Head coaches must be at least eighteen (18) years of age and be nominated and approved each year by the Board of Directors. 2. Assistant coaches must be eighteen (18) years of age and be nominated and approved each year by the head coach and the Board of Directors. 3. All potential coaches will be required to sign and agree to abide by the provided Code of Conduct. 4. All Coaches, Volunteers, and board members will complete required background screenings compliant with PA Act 153 and must submit copies of clearances to the PAYAL secretary. Head coaches must have completed clearances by the first practice. Assistant coaches must have completed clearances by the first game. Practices may not be held without a cleared coach present. All head coaches and assistant coaches must have completed clearances before they are allowed to

step foot on the field. NO EXCEPTIONS. FBI receipt may be used while we await results. Practices may NOT be held without a cleared coach present. 5. All coaches, volunteers, and board members are by Pennsylvania law considered Mandated Reporters of suspected child abuse. 6. Water boys/girls: Any child under age eighteen (18) may serve as a water person for a team. The Head Coach of said team may select a water person or persons. Water boys/girls do NOT count towards the number of approved personnel allowed on each team’s during games. 7. All coaches are responsible for the actions of their assistant coaches, staff, and parents. If a problem arises, the head coach will be given an opportunity to resolve the issue. If the problem cannot be resolved the offending person will be ejected. The ejected person and the official involved must meet with the Executive Board and the disciplinary committee within forty-eight (48) hours to review the matter for possible League action. Any disciplinary action will be determined by the Executive Board. **Persons suspended may not reside on the playing field or inside the fence so as to distract players or coaches. ** The only persons to be on the playing field are coaches, players, cheerleaders, officials, water boys/girls or medical personnel. A mandatory coaches meeting will take place at the same time coaches get their rosters. 8. All coaches must have a medical kit and coach’s book on the field at every practice and game for emergency purpose. 9. ALL coaches must obtain USA Football Heads Up Coaching Certification prior to participation in practice sessions. Coaches are responsible for coaching principles of Heads-Up tackle and blocking techniques to ensure the safety of our players, and to maintain our insurance requirements. Coaches found to be teaching tackle styles other than Head's up football will be subject to disciplinary action. 10. Head Coach is responsible for making sure any participant who has had a concussion follows USA Football protocol guidelines regarding progression of practice when returning to play. Coaches are responsible to confirm with league officials that proper medical documentation was submitted by the parent/guardian of an athlete with a head injury and that he/she is cleared to play.

11. Head Coach is responsible for ensuring heat acclimation protocols for practices are followed.

H. Safety Equipment: A. Equipment/uniforms provided by P.A.Y.A.L. (safety approved): 1. NOSAE approved helmets 2. Double snap four-point chin straps 3. Two (2) numbered jerseys (1 game, 1 practice) 4. 1 pair of Black integrated football pants 5. Shoulder pads 6. Rib pads 7. Any other equipment issued by the League must be worn.

B. Equipment provided by the player: 1. Molded cleats, one-piece construction, no metal spikes. 2. Male athletic supporter with plastic fiber cup. 3. Mouthpiece (unchewed, in good repair).

C. All Player Equipment: 1. Any other equipment used must be approved by P.A.Y.A.L. 2. All PAYAL issued equipment MUST be returned at the end of the season. Parents are responsible for directly returning equipment. 3. Any player who fails to return equipment at the end of the season will not be allowed to register for any subsequent seasons until either the equipment is returned OR paid for in accordance with the following fee schedule:
