Despite the significance he attaches to trust Lawson does not provide an extended elaboration of the nature of trust but rather considers it in various contexts where his primary focus lies elsewhere. The purpose of the current paper is to examine how trust features in Lawson’s discussions. I identify three phases of argumentation where trust has some significant prominence in his work. Most recently Lawson when outlining his general socio-philosophical ontology describes trust as the essential glue binding society together. In earlier contributions he approaches trust from a developmental perspective and at times sees trust as a condition required for generalised human flourishing. I argue that a coherent and compelling account of the nature and significance of trust emerges from these discussions and that it is one that deserves further elaboration and critical attention. Resources in the form of certain complementary perspectives are identified that may help to flesh out aspects of Lawson’s account of trust. Introduction Tony Lawson has over the last three decades or so been concerned with setting out and defending a specific social ontology – that is in providing a general account of the social world. This social ontology provides a basis for questioning much of what goes on in mainstream economics. He shows that the implicit ontology presupposed by the methods of mainstream economics is unsustainable. Lawson demonstrates that once an ontological perspective is adopted the metaphysical commitments implied by these methods do not really constitute a serious contender as an account of the nature of the social realm. The profound problems associated with mainstream economics at this level have been masked by the persistent ontological neglect that has for so long characterised the discipline and which Lawson has done much to challenge. Lawson demonstrates that the ontological position he outlines has important advantages over not only the impoverished ontological vision implied by mainstream methods but also other altogether more coherent and carefully articulated alternative positions in social ontology.1 It is his defence of a particular social ontology that informs his various constructive contributions to methodology, ethics, the history of thought as well as his developed accounts of the nature of institutions, gender systems, money, and the corporation.2 Among the various categories that are important to Lawson as he articulates, elaborates and explores the implications of the general social ontology he defends is that of trust. A concern with trust has been a significant feature of his output over the years. Lawson emphasises in more recent contributions that our capacities of trusting and being trustworthy are nothing less than the ‘glue’ that binds social reality together – they are “the adhesive that enables the organisational structure to achieve a degree of binding” (2014: 27). In earlier writings Lawson displays what might usefully be referred to as a developmental orientation toward trust. In Economics and Reality, for example, he writes: “whereas in infancy the experience of trust, stability, sameness, and continuity is achieved through the parental maintenance of predictable caring routines, in adult life it is obtained in the routine modes of conduct that facilitate ‘going on’ generally. The performance of routines, in other words, is not only essential to the reproduction of social structure but is equally fundamental to the production and reproduction of each individual personality” (1997a: 181). When considering the implications of his ontological framework for ethics Lawson once again makes reference to trust suggesting specifically that “generalised human flourishing requires the proliferation of both trustworthiness and (where appropriate) trust” (2001: 65). Lawson thus sees trust as fundamental to any adequate account of the nature of the social world. Despite the importance that Lawson assigns to trust it remains a relatively under theorised category within his framework at least compared to the comprehensive accounts he offers of such terms as emergence, positions, collective practices, rights, obligations and norms. Trust is rarely Lawson’s primary focus - rather he comments on it as he addresses other issues and topics. His treatment of institutions, gender systems, the corporation and money are detailed respectively in Lawson (2015b, 2007, 2015c and 2016a). 2 commentators on Lawson’s ontological project explicitly call for further clarification regarding his emphasis on trust.3 In this paper I pinpoint three phases of argumentation where trust figures especially prominently in Lawson’s work and argue that a coherent and compelling account of the nature and significance of trust emerges from these discussions and that it is one that deserves further elaboration.4 Particular aspects of Lawson’s account of trust that he has only partially elaborated upon are considered including how trust relates to processes of social positioning, the pervasive and often hidden nature of trust and its connection with human dependence/vulnerability. Resources are identified that can be used to productively extend Lawson’s developmental treatment of trust. In terms of his comments on ethics it is noted that on his understanding trust is primary in providing certain necessary conditions for human flourishing and yet limited in always needing to be significantly supplemented. Clarifying and drawing out some of the implications of Lawson’s treatment of trust can help us better understand both his general ontological framework and his account of certain key social existents central to economics. Lawson’s recent emphasis on trust as the glue binding society together is considered in section 2. Important features of this account of trust that Lawson only points to are explored in section 3. The developmental account of trust is the focus of section 4 where complementary perspectives are also discussed. How trust ties in with Lawson’s discussion of ethics and human flourishing is explored in section 5. Concluding remarks follow. 2. Positions, Collective Practices, Norms and Trust In order to appreciate the significance that Lawson attaches to trust it is necessary to review various key elements of his ontological framework. In fact quite a lot of context setting is required as, in his latest ontological elaborations, trust figures only after a series of other categories (emergence, collective practices, norms, etc.,) have been introduced. If Lawson’s recent comments on trust are considered without sufficient attention being paid to this broader framework their significance can be easily missed. The real problem with neoclassical theory is not its‟ “lack of realism” but the “ideology” (a word Lawson never uses) that it smuggles in and carries with it. Lack of realism and homo oeconomicus If economics needs to be “reoriented”, it is because its present orientation is wrong. What precisely is wrong with its orientation? If you read Lawson‟s book, it is wrong partly because of the assumption about man that it adopts. Man is assumed to be “rational”, “omniscient”, “selfish without limit” and so on.     7 Gender and social change tony lawson ow in the context of the currently develop- ing global order (and consequent ever-changing local H political frameworks) might feminists most sensibly seek to transform the gendered features of society in such a manner as to facilitate a less discriminating scenario than is currently in evidence? This is a question that motivates much of the thinking behind this book. But posing it carries certain presuppositions. In particular it takes for granted the notion that gender is a meaningful as well as useful category of analysis. And it presumes, too, that, whatever the socio-political context, it is always feasible to identify some forms of emancipatory practice, at least with respect to gender discrimination. Or at least there is an assumption that such emancipatory practice is not ruled out in principle. Both sets of presuppositions have been found to be problematic. Specifically, various feminist theorists hold that there are conceptual and political difficulties to making use of the category of gender in social theorising (see e.g. Bordo 1993; Spelman 1990). And the reasoning behind such assessments tends in its turn to be destabilising of the goal of emancipatory practice. In this chapter I focus on these latter concerns rather than the more specific question posed at the outset. For unless the noted difficulties can somehow be resolved any further questioning of appropriate local and global strategies appears to beg too many issues. I shall suggest that the difficulties in question can indeed be resolved, but that this necessitates a turn to explicit and systematic ontological elaboration, a practice that feminists have tended to avoid (see Lawson 2003), but which, I want to suggest, needs now to be (re)introduced to the study and politics of gender inequality.

It is especially so when, as here, the reviewers offer their assessments, including criticisms, in a constructive and generous spirit. I provide brief reactions to the reviews, addressing them in the order in which they appear above. There is in each review much with which I agree, as well as critical suggestions on which I want to reflect more. Although all the reviewers express some agreement with Reorienting Economics, each concentrates her or his focus mostly (though not wholly) where differences (or likely differences) between us seem to remain. In responding I will do the same. 1 DOW Sheila Dow starts with an accurate summary of my purpose with Reorient- ing Economics. Central to the latter is my arguing for a reorientation of social theory in general, and of economics in particular, towards an explicit, systematic and sustained concern with ontology. Dow seems to accept the need for this. But she believes there is a problem with an aspect of my argument, or, more specifically, with an implication I draw from my own ontological analyses, concerning the possibilities for modern economics. The issue in contention is, or follows from, the manner in which I character- ize the various heterodox traditions. An essential component of my argument is that mainstream economists, by restricting themselves to methods of mathematical-deductivist modelling, are forced to theorise worlds of isolated atoms.

Why this is so requires some extended discussion of context, providing a narrative that explains the development of his thinking. Lawson’s “ontological turn” and “reorienting economics” Lawson has come a long way since his early work on industrial decline in the UK (Kilpatrick and Lawson, 1980; Lawson, 1982). Today, he is best known as a critic of mainstream economics, but not just this (see Pratten, 2015). Very often this dichotomy is associated with Thorstein Veblen (being referred to as the “Veblen dichotomy”) even though on close scrutiny of Veblen’s texts it is easy enough to find commentaries seemingly at odds with it. Reliance upon the dichotomy in question has been most apparent within the domi- nant North American strand of institutionalist thinking, with some contributors even prepared to argue that it constitutes the tradition’s central analytic tool or defining core (see, e.g., Waller 1982; Munkirs 1988; Klein and Miller 1996). However, not all institutionalists have accepted the dichotomy as formulated, even within the North American movement. Indeed in recent years, especially,1 there appears to be a signifi- cant amount of dissent within this grouping (see, e.g., Ramstad 1995; Wisman and Smith 1999) as well as endeavor to reformulate aspects of the dichotomy (see, e.g., Tool 1979; Miller 1992; Bush 1987, 1989; Waller 1987; Dugger 1995). I think it is fair to say, though, that most dissenters and reformers have rested con- tent largely with identifying substantive limitations of the dichotomy as traditionally for- mulated or else with questioning the legitimacy of associating it with Veblen.

The immediate stimulus was the publication of Lawson's Economics and Reality arid the two lectures, "Where Do Laws of Nature Come From?" and "The Rule of Physicsrrhe Rule of Economics: Empire or Alliance?," delivered by Cartwright on 10 April 1997 in the University of California, Davis. First off, we argue that Newtonian physics has been the primary version of pro-science ideology within mainstream economics, rather than mathematics per se. Secondly, we argue that the particular uses of mathematics within mainstream economics have always been ideological in the pro-capitalist sense of the term. In order to defend these claims we engage in two procedures that Lawson has thus far strategically avoided. Namely, we view mainstream economic theory as an integrated theoretical paradigm with intrinsic links to the capitalist economy. Viewed in this way, it becomes obvious that Lawson’s (trans) historical analysis is too general to capture the complexity of the relationship between natural science, mathematics and mainstream methods. Having briefly outlined Lawson’s central argument, we highlight the non- mathematical methods underpinning Classical Political Economy. Thereafter, we assess the nature of the mathematics associated with the Marginal Revolution of the 1870’s and the Formalist Revolution of the 1950’s. Amongst his publications are the Routledge monographs Economics and reality (1997) and Reorienting economics (2003). Numerous journal symposia and publications by others have been devoted to his work, most recently Edward Fullbrook’s Ontology and economics: Tony Lawson and his critics (2009). Lawson’s various activities over the last twenty five years include founding and chairing the Cambridge Realist Workshop and the Cambridge Social Ontology Group and serving as the director of the Cambridge Centre for Gender Studies.
