The Southern Zonal Council comprises of the States of Andhra Pradesh, Tamil Nadu, Karnataka, Kerala, Telangana and Puducherry. The Chief Ministers of all these states and senior officers from both Central and State Governments are expected to participate in this meeting. The Zonal Councils, created under the State Reorganization Act, 1956, are advisory bodies that discuss and advise the Central and State Governments on matters of common interest pertaining to a gamut of subjects, viz., infrastructures, health, security, social welfare, linguistic minorities, border disputes, etc., on the action to be taken in such matter. There are five Councils, one for each Zone viz., Eastern, Western, Northern, Southern, and Central. The secretarial functions of the Zonal Councils have been transferred to the Inter State Council Secretariat with effect from 1 April, 2011. The North-East Council set up under a separate Act of 1971 is under the administrative ambit of the Ministry of Development of North-Eastern Region (DoNER). The meeting of each Zonal Council needs to be held once in a year to iron out the differences between the governments on issues of development concerning regional interest and national programmes. However, meetings of most of the zonal councils were quite infrequent during the past. Given the great potential of these institutions in resolving regional and interstate issues through their consultative mechanism, the present Government immediately after coming to power decided to revive and further strengthen these fora. Inter State Council Secretariat, which looks after the work of Zonal Council since 2011, was instructed to take on the preparatory work to complete meetings of all Zonal Councils, pending for years, by the end of 2015. It was a challenging task as it mandatorily required holding of all the meetings of Standing Committees of these Zonal Councils prior to the Councils’ meetings. It called for immense coordination and networking to have all the states to meet on the table under the Chairmanship of Union Home Minister for each of these Zonal Councils. State elections, natural calamities, law and order problems and such other pressing situations, more often than not, stymied the execution of this task but the government machinery rose to the occasion and pulled it off. With completion of this meeting of Southern Zonal Council which is last in the series of the Councils’ meetings this year, all the meetings of the Zonal Councils will be completed as committed by the Government. The 8th meeting of the Standing Committee of the Southern Zonal Council was held at Hyderabad on 19th November, 2014 to scrutinize the agenda for deliberation and resolution for this meeting. Issues of Inter-State and Centre-State cooperation and coordination have been flagged for this meeting, such as coastal security, peninsular region industrial corridor, introduction of peninsular tourism trains, finalization of inter-state reciprocal transport agreement, curbing the use of unacceptable levels of pesticides in fruits and vegetables, maintaining uniform standards of nursing courses, etc. Some other substantial issues of Centre State and Inter-State matters are also likely to be raised by Member States in the Council.     Prelim Bits 24-10-2019 Snow Leopard Population Assessment Union Environment Ministry launched the First National Protocol on Snow Leopard Population Assessment in India. It was launched in the Global Snow Leopard & Ecosystem Protection (GSLEP) Program on International Snow Leopard Day. It is the first of its kind, developed in association with the Snow Leopard States/UTs - Ladakh, Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh. Snow Leopard is found in 12 countries - India, Nepal, Bhutan, China, Mongolia, Russia, Pakistan, Afghanistan, Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan. It is listed as a ‘vulnerable’ category in the Red List of IUCN. GSLEP It is the world’s first initiative that aims to conserve high mountain ecosystems by protecting snow leopard in the region. It unites all 12 range country governments, non-governmental and inter- governmental organisations, local communities, private sector. Arunachal Pradesh is one of the 22 priority landscapes of the GSLEP. In 2004, WWF-India introduced the concept of Community Conserved Area (CCA) in the State to empower local communities to become active decision- makers and implement conservation initiatives.     Brief on Zonal Councils There are five Zonal Councils which are statutory bodies set up under the States Re-organization Act, 1956 to provide a common meeting ground to the States and UTs in each zone for resolution of inter-state and regional issues, fostering balanced socio-economic regional development and building harmonious Centre- State relations. The Zonal Council meetings are chaired by the Union Home Minister. The Chief Ministers and two Ministers from the member States are the members in each Zonal Council. In case of UTs, there are two members from each UT. Each Zonal Council has set up a Standing Committee consisting of Chief Secretaries of the member States of the respective Zonal Councils. The Standing Committees meet from time to time to resolve the issues or to do necessary ground work for further meetings of the Zonal Councils. Senior officers from the NITI Aayog (erstwhile Planning Commission), Central Ministries and State Governments are associated with the meetings depending upon necessity.     CHAPTER INSTITUTIONS TO FACILITATE 3 COOPERATIVE FEDERALISM “Federalism” is defi ned as “the method of dividing powers so that the general and regional governments are each within a sphere, coordinate and independent”. This implies a system of governance in which sovereignty is constitutionally divided between a central governing authority and sub-national political entities. Two contrary concepts have arisen in India - Cooperative Federalism and Competitive Federalism. Cooperative federalism implies the Centre and states share a horizontal relationship, where they “cooperate” in the larger public interest. It’s visualized as an important tool to enable states’ participation in the formulation and implementation of national policies. Competitive federalism can refer to the relationship between the Central and state governments (vertical) or between state governments (horizontal). This idea gained signifi cance in India post the 1990s economic reforms. In a free-market economy, the endowments of states, available resource base and their comparative advantages all foster a spirit of competition. States need to compete among themselves and also with the Centre for benefi ts. Increasing globalization, however, made the already existing inequalities and imbalances between states starker. This gave rise to concerns about states’ freedom to formulate their own growth policies. Executive Mechanisms for Co-Operative Federalism Inter-State Council (ISC) Article 263 of the Constitution, provides the provision for the formation of an Inter-State Council.
