New Business: ML: No information to delegates, no information on april 8 meeting, no reports regularly from any of the members. We have 35% of the membership here. There is no reason from the board to attend the HOD. We need information, and there is no direction. -BM:as of right now with the new elections, we are holding them accountable -I have been taking attendance and counting on reports turned in on time. ML: we have gone a long time with out staffing and committee reports should be out and on time AK: We do need information out more on time and shared with everyone

USAS Convention Notes

Thank you to our Illinois Swimming Board Members and Delegates who attended the USAS Convention September 10-14 in St. Louis.

LSC Development- LEAP Program will be changing in 2021. Instead of level 1, 2 and 3, LSCs will now just go thru the LEAP process.

USA Swimming is working on providing more readily available and usable analytical data thru the LSC portals on the USA Swimming website.

Rules and Regulations- USA Swimming HOD sent a resolution back to the USA Swimming Board of Directors regarding the increase of club dues to USA Swimming. Currently club dues to USA Swimming are $70 annually the proposed fees were $250 for current clubs and $500 for new clubs. No reasonable explanation was given for the increase and thus the HOD directed this go back to the Board.

Central Zone Meeting- A .25 cent per premiere swimmer membership and outreach swimmer membership was passed. Illinois Swimming will make this payment to the Central Zone at the end of each registration year. This fee will allow for the Zone to support officials and meet enhancements at the CZ Age Group Meets and the Speedo Sectional Meets.

Illinois Swimming will be attending the Central Zone Meet in Jenks, Oklahoma in 2020.

Illinois will be hosting a Central Zone Age Group Meet in 2021 at the FMC facility. Congratulations on being awarded this meet.

Athlete Meeting- Our athletes did a great job in St. Louis. We were able to meet to during the athlete engagement meeting to discuss some potential goals for 2019-2020. I am excited to see what the athletes bring to the Board for future programming consideration.

USA Swimming House of Delegates- Congratulations to the Chicago Park District on being awarded the DEI award.

Congratulations to Bill Schalz of the Academy Bullets on being elected to a 4 year term on the USA Swimming Board of Directors.

Budget

General Chair Report HOD September 22, 2019

Thank you to all board members for working thru the budget we are pleased to propose a balanced budget for the 2019-2020 swim year. Marc will give more detail in his report to the house.

Annual Audit is being worked and will be posted upon completion.

Personnel Committee

Illinois Swimming has posted a job for an Administrative Assistant to work alongside Pam and Debbie in the office.

Currently no search is being conducted for the position of Sport Director. It is the intent of the Board to re-evaluate this position as we head into the end of the quad.

By Laws

The mandated By-Laws update has been posted and is available as part of this report. Please note these By-Laws have been sent to USA Swimming for approval and we have been granted approval.

Notes

It has been my pleasure to step in and serve as Interim General Chair of Illinois Swimming. In the coming weeks I hope to name an Interim Administrative Vice Chair.

We will continue to work on using the analytical data available to us to evaluate our programming. As we move into the final year of the 2020 quad we should have a greater ability to see how all of our various programs have enhanced our LSC.

In the past 6 months I have had the opportunity to sit in on Performance Committee Meetings, Senior Committee Meetings, Age Group Committee Meetings, Zone Workshops

General Chair Report HOD September 22, 2019 and numerous events at the USAS Convention. We have a lot of good people working very hard to make our LSC the best it can possibly be.

During the next few months we will work on forming our first ever Governance Committee (to be elected officially at the Spring 2020 HOD) and Athlete Committee.

A special thank you to all of the board members for their support and assistance thru the transition from Admin Chair to General Chair.

SENIOR VICE-CHAIR REPORT HOD – Fall 2019

USAS Convention – Highlights from the convention in St. Louis, MO:

 2019 Toyota U.S. Open (LCM – SCY TT on Sunday) to be held December 4-7, 2019.  2019 Speedo Winter Junior Championships (SCY – LCM TT on Tuesday) to be held Dec. 11-14, 2019. Relay only swimmers will NOT be able to time trial at this event.  Futures 2020 location will be Fargo, ND (July 30-Aug. 2).  USA Swimming Invitational (combined Senior & Junior meet) will be held Aug. 4-8 in Indianapolis, IN. o Standards will remain the same as this past year (18&U summer junior and 19&O summer national) o Bonus standards will be summer junior (19&O) and winter junior (18&U) with a max of 2 bonus events. o Will follow the speedo summer junior national meet format o Finals will be D, C, B, A with the D final being restricted to 18&U. o Relay only swimmers will be permitted but not allowed to time trial o Top 8 overall finishers will be awarded. Top 16 places will be scored. No separate scoring based on age.  Speedo Champion Series time standards have been slightly adjusted. Both the winter (RecPlex) and summer (University of Minnesota) meets will again be held in LCM. There will be a bonus event structure for the summer meet to allow athletes qualified to have a minimum of three (3) individual events provided they achieve the bonus time standard.  TYR Pro Series will be making 5 stops this season. See locations and qualifications below. Meets will be capped at 650 athletes.

2019 LC Senior Championships – Thank you to the Academy Bullets Swim Club on an outstanding job hosting. We would also like to thank our Meet Referee Ann Widdowson and all of the Illinois Swimming officials for officiating another great event for our senior athletes. 12 of the 34 events established new meet records. Congratulations to the Academy Bullets Swim Club on winning the 2019 LC Senior Championships team title.

2020 SC Senior Championships – As a reminder, this event will be held March 5-8, 2020 at the UIC Natatorium in Chicago, Illinois. The meet packet will be posted to the Illinois Swimming shortly. We will continue to have the Super Final. In events prelim/final events 200 yards and shorter, the Top 28 athletes will compete in finals. In the 400 IM and 500 Free, the Top 20 athletes will compete in finals.

SENIOR VICE-CHAIR REPORT HOD – Fall 2019

Senior Champs LC 2020 – The committee received two (2) bids to host the event – the Academy Bullets Swim Club at Munster High School and WEST Swim Club at FMC/UIC to be held on July 16-19, 2019.

 Action Item: The Senior Committee recommends the Academy Bullets Swim Club host the 2020 LC Senior Championships July 16-19, 2019 at Munster High School.

Time Standards – Illinois Swimming Senior time standards have been separated from age group standards again this season. These standards are again meet specific and not annual.

LC Training – We are looking to offer LC training opportunities for athletes throughout the year as we did in 2011-12 and 2015-16. These workout dates and locations are currently in the planning stages and will be posted on the web site and distributed via email when official. We will be needing help to staff these two-hour training sessions.

Hall of Fame – Illinois Swimming will be unveiling our Hall of Fame in the Fall of 2020. We are excited to finally have this program moving forward and celebrating the successes of our athletes thru history.

National Event Travel Support Program –The National Travel Support Program overview for September 1, 2019-August 31, 2020 is attached to this report. A few updates and reminders regarding the program over the next 12 months

A. All forms or questions must be submitted to the new email address [email protected]. B. Reminder - All competitions, whether designated or preparation, must have an application submitted to receive funding support. C. Short Course and Long Course seasons (for purposes of support) are defined with dates. D. Swimmers may submit support for one (1) designated competition per season. Please note - LC National Support counts as a designated competition in the summer. E. Athletes with a USA Swimming Winter Junior National Championship qualifying standard are eligible for Preparatory Competition support. F. Qualified athletes may submit support for preparatory competition a maximum of three (3) times for the year with no more than two (2) submissions in a given season (short course / long course). The Illinois Swimming National Event Travel Support Program provides financial support for those participating in designated USA Swimming national championship meets and other competitions previously approved.

The National Event Travel Support Program requires a submitted application for funding for all designated and preparation competitions. This application requires receipts to be attached with all other required documents/proof of performance and must be submitted no later than fourteen (14) days after the conclusion of the competition.

Illinois Swimming National Event Travel Support Program Purpose: The Illinois Swimming National Event Travel Support Program provides financial support for those participating in designated USA Swimming National Championship Meets. Other competitions may be designated for support based upon recommendation by the Sr. Committee and upon approval by the House of Delegates or the Board of Directors.

Method Of Funding: Eligible athletes/clubs will receive funding according to the formula approved by the House of Delegates or Board of Directors. On an annual basis, the Board of Directors will determine the schedule for disbursement of funding.

Eligible Club: All clubs receiving funding through the National Event Travel Support Program must be members in good standing of USA Swimming and Illinois Swimming at the time of competition, and participate in the competition designated for funding.

Eligible Athletes:  Athletes must have been continuously registered with ISI for 24 months immediately preceding the competition.  Athletes participating in collegiate programs (NCAA, NJCAA, NAIA and others) are not considered eligible during the period September 1 – May 31 of each year. Athletes participating in collegiate programs may be considered eligible during the period June 1 – August 31 provided they are a member of and training with an Eligible Club. The Board of Directors may request verification of membership and training status.  Only Eligible Athletes representing an Eligible Club may be considered for funding unless otherwise exempted in the approved funding formula. Eligible Clubs may request that the Board of Directors designate an athlete competing with UNATTACHED status as an Eligible Athlete.  Eligible Athletes may only be considered once, at the highest level of competition, each season in the approved funding formula.

All competitions, both designated and preparation, must have an application submitted for reimbursement with receipts. Application must be received 14 days after the last day of competition. Please contact [email protected] or the Senior Committee if you have any questions.

Designated Competitions (September 1, 2019 – August 31, 2020): To be considered for funding in a Designated Competition, Eligible Athletes must compete in one or more individual events. “Relay Only” participants are not Eligible Athletes.

Preparation Competition Support: • Funding for Summer Sectional or equivalent caliber of competition per club coach discretion • Athlete must meet the current qualifying standard (USA Swimming Winter Jr. National Championships) in an individual event to be eligible for support • Assistance is a maximum funding of $300.00 per competition per Eligible Athlete • Submission for assistance is a maximum of three (3) times for the year with no more than two (2) submissions in a given season (short course / long course). • Submission of qualifying standard and verification of time achieved at submitted meet must be attached to the proper application for each Eligible Athlete requested. • National competitions may be allowed as preparatory meets as long as it is not the athlete’s highest level of competition within the designated season.

Mission/Purpose/Process/Timeline

The Mission and Purpose of the Illinois Swimming Hall of Fame is to inspire our members, preserve our history, and to honor the superior performances and achievements of our athletes, coaches, and contributors. A Nomination Form will be available on ISI website after 1/September 2019 and will be due to the Selection Committee by 1/Feb 2020. The incoming Hall of Fame Class will be announced at the Spring ISI House of Delegates Meeting; presentation, induction, and recognition will be at the annual HOF Class presented for induction at ISI Awards Banquet. Our first Hall of Fame Class is slated to be inducted in the Fall of 2020. Criteria and structure of the Selection Committee are under development. The ISI Performance Committee will be the Hall of Fame Selection Committee for first 3 years for HOF operation.

Note: Criteria for Honor Paralympic and Open Water Athletes and Coaches, and Honor Contributors are under development.

Complete Hall of Fame details will be released through the ISI website after September 1, 2019. Stay tuned!

Illinois Swimming took 72 Swimmers 24 from the following age group 11-12, 13-14 and 15-16, 12 female and 12 male swimmers. The meet was three timed final sessions over two days. Athletes had two dinners with Team Indiana. It was a great experi- ence with Team Illinois coming out victorious against Team Indiana. 2019 Illinois Swimming 11-12 Age Group Pro Series Camp: This years camp took place at the USA Swimming Pro Series Meet in Bloomington, IN. This year 16 11-12 Girls and Boys from Illinois Swimming qualified to attend the meet. The Head Coach for the camp was Dustin Thompson (PPD). Assistant Coaches for the camp were Kate Mul- (WILD) and Mirko Mirkov (MDWY) and the Camp Manger was Joey Waldorf (LYON). Swims that are not eligible for bonus are; 14 & Under 400 IM, 14 & Under 400 / 500 Free, 800 / 1000 and 1500/1650. 2020 Summer Regional Championships: ISI received 6 bids to host the 2020 Summer Regional Championships from Academy Bullets (Riverside-Brookfield)(Riverside -Brookfield High School Aquatic Center - 6 lane 25 yard), CATS Aquatics(Libertyville High School – 8 lane 50 meter / 16 lanes 25 yard), Elgin Cyclone Swim Team (The Elgin Centre - 6 lane 25 yard), Lincoln Way Swim Association (Lincoln Way Central High School – 2 X 6 lane 25 yard), St Charles Swim Team (Norris Rec Center - 50 meter / 12 lane 25 yard) and Swift Aquatics / Blue Devil Swim Club (Niles North High School – 8 lane 25 yard). The Age Group Committee recommendation is that Academy Bullets (Riverside-Brookfield), CATS Aquatics, El- gin Cyclone Swim Team, St Charles Swim Team and Swift Aquatics / Blue Devil Swim Club to host the 2020 Sum- mer Regional Meets July 24 thru 26, 2020. On August 30th, 2019 ISI reopened to accepting bids for two remaining host sites. Program Operations Vice-Chair Report HOD Meeting – September 22, 2019

Included in this report is a summary of items both completed and in-progress since taking on this position. • New computers and networking system bought and installed in ISI office. Thanks to Jeff Arce for taking point on this as I was just getting in this position as it was happening.

• Worked with Pam on lodging and transportation for several ISI camps and championship meets.

• Built and posted LC Championship meet databases. Working to iron out minor kinks for upcoming short course season.

• Attended multiple Performance Committee meetings. Big focus was HOF criteria.

• Worked with Officials, Age Group & Senior Chairs to ensure smooth running of our Championship meets.

• Attending Championship meet host meeting at Burr Ridge Marriott. Informational and productive event coordinated by Pam Lowenthal.

• Purchased lane bells for distance events. Officials Committee now in possession of enough working bells to cover all of our championship meets (up to 20 lanes).

• Properly disposed of antiquated office electronics (computers, etc.) at the Village of Des Plaines facility. Thanks to Jeff and Melissa for doing a major de-cluttering of the ISI office.

• Worked with multiple meet hosts to ensure they were planning their meet sessions to adhere to USA & Illinois Swimming time schedule rules & regulations.

• Meet/Session planning information – all sessions must be planned to adhere to all USA & Illinois Swimming timeline which are as follows: - Illinois Swimming Rule 203.3.1 (and USA Swimming rule 205.3.1-F) states “All timed final competition on a single day must be completed within a maximum of ten (10) hours. With the exception of championship meets, the program in all other age group competition shall be planned to allow the events for swimmers twelve (12) and younger to be completed in four (4) or less hours or less for a timed finals session or in a total of eight (8) hours or less per day for preliminaries and finals meet.”

- Illinois Swimming Rule 203.3.1 states: “All preliminary/final competition on a single day shall be completed within a maximum of eleven and one half (11½) hours exclusive of all warm-up periods.”

- Illinois Swimming Rule 203.3.4 states: “No additional entries shall be accepted after the daily maximum time limit has been reached. Meets shall be considered “closed” when the daily maximum time limit has been reached and no further entries can be accepted.”

TREASUER REPORT-ISI HOUSE OF DELEGATES Fall 2019 September 22, 2019 Because of HOD being in September this year, the fiscal year ending August 31, 2018 has not been closed out yet. Please find posted the budget vs actual from September 2018-August 2019 and the proposed 2020 budget. 2019 looks like we will end the fiscal year with approximately $140,000 in net operating income and currently ISI has about $375,000 in cash. Both programming expenses and especially general and administration expenses were lower than budgeted. 2020 Budget Revenue=$1,983,850 Expenses=$2,016,835 AEF contribution for Olympic Trial athletes=$33,000 Total net income for 2020=$15.00 2020 Budget Highlights Sponsorships are a continued work in process. $15,500 is budgeted in 2020 and we received about $16,500 in 2019 We spent $34,000 in 2019 on webcasting and are forecasting about $10,000 this year $34,000 is budgeted to support the Olympic Trial Camp and suite for trials in June The inaugural ISI Hall of Fame is in the works and $10,000 is allotted for that The recommendation of the Board of Directors to the House of Delegates at the August 2019 board meeting is to adopt the attached 2020 budget as presented. AEF Update August 2019 No funds were added or withdrawn from October 2018 thru August 2019 The AEF was $729,230 on August 31, 2018 The AEF was $679,836 on Dec 31, 2018 The AEF was $742,699 on August 31, 2019 The portfolio has a moderate growth and income investment objective (60 equity/40 fixed income) and current yield of 2.5%. Annual dividends from the portfolio are about $19,000. This portfolio is exactly how USA Swimming has its portfolio positioned for their long term money.

Governance Achievements We have partnered with an accounting firm to do monthly bank reconciliation and monthly payroll. This puts more checks and controls in place and coincides with the USA Swimming policy. We are working on a sales tax exemption for ISI. The process is almost complete and that will help on the expense side throughout the budget. Attended the USAS Convention and specifically the treasurer workshop and was pleased to find that ISI procedures and USA Swimming procedures line up very well. I want to thank Pam and the office staff for all their help in getting me up to speed that past nine months. I look forward to serving as your treasurer for the next couple of years. The Coaches' Committee and ISI hosted a Social at Age Group Champs in July and a Golf Outing in August. We are trying to provide some opportunities for Collaboration where coaches can share ideas and information.

USAS Convention Report It was a tremendous honor to represent ISI at the convention this year. Here are a couple of things that I think we all can use to make ourselves better as coaches and our athletes better.

If Something is Empty Fill It UP The one thing that really hit me is excellence finds a way. Listening to coaches that have facilities issues have engineered ways to feed their base of developmental athletes. Example---on a school day off bringing in the developmental groups for starts and turn work. That could be 4-6 extra opportunities for the introductory level of our programs.

Best On Best Training In the coaches' forum the buzz was USA Swimming's weakness in the distance events. Specifically the men's distance events. The nugget was providing opportunities for the best swimmers to train hard and race together. This can be done across any race, Fly, Back, Breast, Free, IM, Sprint, Stroke, and Distance events. These opportunities can be vital for ISI swimmers to get some great competition in training against each other. Not just getting together, but getting them together to train hard. I want to work with the Senior Committee and coaches in ISI to get these opportunities rolling as we approach Omaha and Tokyo.

Coaching Education. Here are the new required coach education courses for this year. USADA Coaching Advantage Tutorial Starting September 1, all coach members will be required to complete an annual USADA Coaching Advantage Tutorial (CAT) course by January 1, 2020. This 20-minute video course (presented in four modules) was added following discussions with the Age Group Anti-Doping Task Force and will be available on the LEARN platform, covering WADA code, checking medications, the testing process and a coach’s role in the clean sport movement. The latter is an incredibly significant element of the training that is crucial at all age levels. Renewal date for this course will be one year from completion date. Athlete Protection Training In response to member feedback, beginning September 1, 2019, you may notice the next time you log in that the three courses of the Athlete Protection Training have been streamlined into one. The training course continues to be produced by the U.S. Center for SafeSport and must be completed annually with a renewal date one year from the completion date. All adult athlete and non-athlete members must complete this training. This includes coaches, officials, Junior Coaches and anyone authorized to have regular contact with or authority over a minor athlete. Please direct questions about the Athlete Protection Training to Concussion Protocol Training This requirement is new for all coaches and officials in 2020. Though several states have previously passed concussion education requirements, USA Swimming will now require all coaches and officials complete Concussion Protocol Training by January 1, 2020. Goals for the next HOD Raise Awareness of Educational Opportunities and Grants to attend Raise Awareness of USA Swimming Recognition—World Top 100, NAG Top 10 Raise Awareness of USA National at JR National Selection Meets and Process Raise Awareness of USA Swimming programs and services available to ISI Coaches and Clubs Initiate a workout sharing and collaboration forum for ISI Coaches. OFFICIALS BY THE NUMBERS

 ISI has 862 registered officials as of September 15. This is up from 792 on April 3 and in line with where we should be. This is an 8% increase, making good on the 4% loss from 2018 registration. We are the largest LSC in officials.  12% of teams still have no officials.  There are 140 Referees serving ISI, nearly even with the 138 at this time last year, so most of our increases are at the “incoming positions” of AO and Stroke Judge.  394 (45%) of our officials are female, up from 41% three years ago.  The top five teams in registered officials are: o FOX 38 o SCST 38 o ACAD 34 o MAVS 30 o PAC 24  There are also 27 unattached officials in ISI, meaning these five teams and the unattached officials constitute 191 of our 862 officials, or 22%.

TRAINING:  We have the following scheduled full clinics for this season: o 9/22 – MAVS (Naperville) o 10/5 – PPD (Palatine) o 10/20 – HPAC (Highland Park) o 10/20 – HEAT (Champaign) o 10/27 – BBSC (Bradley)

In addition, we are working out details of a Springfield Clinic.

CHAMPIONSHIP MEETS  We are currently working on staffing the spring championship meets. We expect to have the information to the Age Group and Senior Committees for inclusion in the initial meet packets. We wait for regional assignments until the HOD approves the regional meet assignments but expect to make requests to meet referees and admin officials for the meet packets this week.  Thanks to the staff of the 2019 Long Course Championship Meets: o Seniors: Ann Widdowson, Meet Ref; Brent Lightfoot, Admin Ref; Paula Myhre; Lead SR/DR; John Eckstrom/Julie Yetter, Lead CJ o Age Groups: Brett Cumberland, Meet Ref; Becky Menso, Admin Ref; Bill Shanel, Lead SR/DR; Chuck Franckowiak, Lead CJ. o Regional Meet Referees: Tim Lehman, Michael Jaskae, Tom Merlin, Shevaun Fennell, Dan Schober, Dave Champa, Jeff Waddell.

INITIATIVES

 Online Learning o With the support of the Board of Directors the Officials Committee has undertaken moving training for stroke and turn judges and admin officials to online platforms. o The program will be a combination of video lessons we will produce and an interactive webinar with an Illinois Swimming trainer. o A subcommittee of Jack Yetter, Tim Krull, Dave Johnson, Amanda Schleede and Jayne Spittler are currently working to have a fully developed program in place to beta test and launch in 2020. o We believe the following benefits will come from this initiative: . More flexibility for new officials to take classes and become certified. have proven helpful in combating that, small or geographically isolated clubs struggle to get individuals to the physical clinics. . Less stress related to finding hosts and instructors. . A reduction in costs of clinics. We currently charge $35, most of which is given to the hosts to mitigate their costs. Our initial analytic work shows we can make the online clinics revenue neutral and charge $12 to $16 dollars. We will know for certain when we finalize our contracts with software and webhosting providers. o While this removes the on-deck portions of clinics for stroke and turn, a recent survey of existing officials we took showed that 74% felt that they learned more in their on-deck training sessions than at the clinics. This being said, we still believe that a robust training program has to introduce them to the rules and other basics before putting individuals on deck. o It is our intention to evaluate this project after completing these levels then determining a way to scale them out to train starters and referees.  Succession planning o We are in the process of planning for 2021. At that time, I will reach my term limit as officials chair and planning will make for a better transition to the next chair. o To that end, we are going to begin pairing area reps with existing committee members to help them learn the jobs of those people, and we are attempting to groom the next generation of leadership.

ACCOMPLISHMENTS  Since the last House of Delegates: o We began the Online Learning Subcommittee o We began succession planning o I attended the National Officials Chair meeting in Charlotte (side note: there was a tornado). I advocated for more Illinois Swimming representation on national decks and at trials and spoke on training and technology issues. o I attended Convention for one day, as most official’s business was handled at the National OC Meeting, and little proposed legislation impacted our work or was controversial. I continued my lobbying efforts on behalf of ISI. o Amanda Schleede, Tim Krull and John Eckstrom attended a Central Zone meeting designed for future championship meet referees. o Our budget was submitted and approved by the Board for recommendation for the house. Two notes: . Our proposed budget is somewhat higher this year for two primary reasons. First, 202 is a recertification year which means we have to pay Official’s Chair Report to the House of Delegates September 22, 2019

the costs of putting on two recertification clinics. Second, as Trials is this year, I requested $1500 per official for scholarship for that meet. It is a 9-day commitment by the selected officials for which USAS provides no financial support. I also requested for three officials even though we have only had two selected in each of the previous three cycles as I have been pushing for greater inclusion of ISI officials at these meets. o In my role as a member of the Rules and Regulations Committee, I supported the committee in its work on the new by-laws, including setting forth the newly proposed Officials section of the policy and procedure manual to make up for the loss of content in the rules and regulations and by-laws. o We’ve been investigating best practices for moving championship meet e- scratch from an email system to an online system and intend to have a proposal for the Senior and Age Group Committees for incorporation into next summer’s meets.

IN RECOGNITION

 Rome Yount has resigned from the Illinois Officials Committee. Rome has served on the committee in many capacities for more years than he wishes for me to mention. He was Officials Chair but made a lasting and overwhelming contribution in two areas. First, he was instrumental in managing and organizing our current processes for certifying officials. In doing so he took many hours of work off the hands of the office staff, as they have to deal with our non-athlete registration, but not our certifications. Second, and more importantly, he has been an important mentor to nearly all of ISI’s current officials, and certainly our most senior officials owe him a great debt.  Eric Peterson of the St. Charles Swim Team was selected to be a starter for the 2020 Olympic Trials. This is a tremendous accomplishment. Eric has been a tireless worker, continuing to work our developmental and championships meets while working a heavy load on national decks. He has also been very giving of his time, teaching dozens of starter clinics throughout Illinois over the last five years, evaluating at our championship meets, acting as Meet Referee at Seniors in 2019 and mentoring literally hundreds of officials.

Please note that concussion training will not have an expiration date, but that different LSC’s might require that the class be done in the last 3 years, for example. Please use the NFHS for concussion training instead of the CDC site. They are the same, but the NFHS is searchable for your certificate should you not print it right away. USA Swimming Membership status is dependent on compliance with all of the above.

~Coaches need to make sure 18 and over athletes are completing their APT. Coaches can log into their team portal and look on their athlete roster for completion date.

~Make sure your APT is up to date! It’s now only 1 course instead of 3 separate courses and is on the

LEARN platform.

SSRP

There is going to be a big emphasis this year on teams completing Safe Sport recognition. Starting in 2021 this MAY become mandatory.

Sport is working on developing a checklist for clubs to help make the process a little bit easier.

Athlete/Parent Training

The U.S. Center for SafeSport Youth Athlete Training courses are now live! These FREE resources include courses for children of preschool age; grades K-2; grades 3-5; middle school and high school. These online trainings are designed as an introduction for minor athletes and their parents or other caregivers to understand the importance of positive, welcoming environments in sports, where misconduct like bullying or abuse is less likely to happen, and to know where to report abuse, should it occur. These courses will be

on the USA Swimming Learn Platform soon. It is preferred that athletes and parents still take the course

currently on LEARN so that points will be automatically calculated for SSRP.

Safe Sport Reps

It is highly recommended that each Club should have a Safe Sport rep. It is also recommended that it be a

parent instead of the Head Coach.

Safe Sport Education

USA swimming is working with an organization that has developed 2 curriculums. There is one for boys called Coaching Boys into Men, and one for girls called Athletes as leaders. These are 12 week “courses” that

coaches can do with their swimmers in the hopes of provoking thought and conversation regarding subjects

such as bullying and abuse. Once the program is available and ready to go I will have more information and

ideas on how to implement at the club level if you are interested.

Safe Sport Athlete Committee member Abbey Piech did an awesome job at AG state with a safe sport table

that included a survey for parents/athletes/coaches to fill out and a chance to win prizes (2 Speedo

Backpacks were given away as well as Safe Sport t-shirts and various items). Results of the survey were very positive. It looks like we are as an LSC doing a good job of enforcing safe sport policies at practices and

meets. Keep up the great work!

Diversity, Equity & Inclusion Report

Diversity & Inclusion Name Change USA Swimming has officially changed Diversity and Inclusion (D&I) to Diversity, Equity and Inclusion (DEI). The addition of the word Equity refers to the fair and respectful treatment of all people. This means that we do everything we can to identify and eliminate unfair biases, stereotypes or barriers that may limit full participation in our education system. A barrier is anything that keeps someone from participating fully in all aspects of society. In education, barriers limit opportunities and successful outcomes. Barriers can be visible or invisible. They can relate to physical factors like inaccessible building features, social factors like cocurricular programs that focus on one area of interest or academic factors such as instruction that accounts for only one learning style.

Illinois Diversity Select Camp Our Illinois Diversity Select Camp will be held in conjunction with the TYR Pro Series meet in Indianapolis. It will be a co-camp with Indiana Swimming. We will be inviting athletes, ages 11-14 to participate. Dates are May 6-9, 2020. More details will be on the Diversity webpage as they become available.

Transgender Change Request USA Swimming has now added a webpage that will allow athletes to request competition categories. The page lists a seven (7) process athletes must take as well as documents needed to complete the process. The website is: www.usaswimming.org/changerequest.

Disability Report:

Our LSC has implemented the new LSC Para Championship time standards for our Illinois Age Group and Senior State Championships. Both events were successful and the athletes enjoyed the opportunity.

Just a couple notes and reminders:

 Entry procedures and event limitations will be posted in the meet packets.  Swimmers will compete in prelims as a timed finals event. Distribution of awards will be up to the meet host.  Official sport class recognition of a swimmers with a disability is not required, however, they must be identified as such on the team’s meet entry. The entry should include the USA Swimming member ID, event number and qualifying time. Entry and qualifying standards are grouped by P1, P2 and P3. The grouping descriptions are: o P1 ‐ non‐ambulatory (wheelchair bound): limited use of all four extremities o P2 ‐ dwarfism, multiple limb deficiencies, ambulatory with assistance, can be wheelchair bound with high functioning upper body. o P3 ‐ single limb deficiencies, visual impairments, intellectual impairments, ambulatory without significant assistance

National Event Travel Support Program

The Illinois Swimming National Event Travel Support Program provides financial support for those participating in designated USA Swimming national championship meets and other competitions previously approved.

The National Event Travel Support Program requires a submitted application for funding for all designated and preparation competitions. This application requires receipts to be attached with all other required documents/proof of performance and must be submitted no later than fourteen (14) days after the conclusion of the competition.

Illinois Swimming Paralympic Event Travel Support Program Purpose: The Illinois Swimming Paralympic Event Travel Support Program provides financial support for those participating in designated USA Swimming, Paralympic or Disability Meets. Other competitions may be designated for support based upon recommendation by the Diversity/Inclusion Coordinator and upon approval by the House of Delegates or the Board of Directors.

Method Of Funding: Eligible athletes/clubs will receive funding according to the formula approved by the House of Delegates or Board of Directors. On an annual basis, the Board of Directors will determine the schedule for disbursement of funding.

Eligible Club: All clubs receiving funding through the Open Wat Event Travel Support Program must be members in good standing of USA Swimming and Illinois Swimming at the time of competition, and participate in the competition designated for funding.

Eligible Athletes:  Athletes must have been continuously registered with ISI for 24 months immediately preceding the competition.  Athletes participating in collegiate programs (NCAA, NJCAA, NAIA and others) are not considered eligible during the period September 1 – May 31 of each year. Athletes participating in collegiate programs may be considered eligible during the period June 1 – August 31 provided they are a member of and training with an Eligible Club. The Board of Directors may request verification of membership and training status.  Only Eligible Athletes representing an Eligible Club may be considered for funding unless otherwise exempted in the approved funding formula. Eligible Clubs may request that the Board of Directors designate an athlete competing with UNATTACHED status as an Eligible Athlete.  Eligible Athletes may only be considered once, at the highest level of competition, each season in the approved funding formula.

All competitions, both designated and preparation, must have an application submitted for reimbursement with receipts. Application must be received 14 days after the last day of competition. Please contact [email protected] or the Senior Committee if you have any questions.

Convention Updates

OW Nationals and Junior Nationals will be held April 3-5, 2020 in Ft Meyers. It is the FIRST year of the quad for OW!!

Rule Change: OW Zone meets will now use December 31st of that year to determine age. OW is unlike the pool because you must show up to the race to compete you can’t just throw a time down. Therefore we needed to align the ages for Zones with Junior Nationals and Nationals especially for swimmers potentially moving on to international competition.

Nationally over the past year we have added an OW introductory session to all select camps, thank you Andrew Gemmell for the idea! It has been well received among coaches and athletes. We look forward to exposing more swimmers to the wonderful world of OW!

In the upcoming year look for a better and easier sanction process for OW races, more educational opportunities in OW for coaches and a centralized calendar of races.

Pool Plunge

The Pool Plunge is coming back! We will be offering this again from Dec 1 – Jan 15, so plan that into your training plans. Awards have already been ordered so they can go out as soon as the event is over

Overview (what we’ve done since April): ● Created a newsletter to be sent to swimmers of Illinois Swimming ○ Joelle and Garret both wrote articles for the newsletter ○ Joelle and Garret selected spotlight swimmers to appear in the newsletter ● Recognized class of 2019 college commits ○ The class of 2019 swimming college commits were recognized at long course senior championships ● Aaron Pierson and Josh Davis for the banquet this fall ○ There will be a clinic beforehand to increase athlete engagement ● Increased influence in social media ○ Joelle and Garret have sent posts to be posted on Illinois Swimming’s Instagram to increase athlete awareness ○ We are continuing to try and reach more athletes ● All athlete reps attended the USAS Convention this past weekend ○ Met other athletes from different LSCs ○ Learned how to better serve the athletes of Illinois

Takeaways from USAS Convention: ● Try and start a leadership summit within the LSC ○ Reach the athletes from Illinois to talk about specific ways we can improve Illinois Swimming ● Create a budget for the athlete committee for this season ○ With a budget we will be able to allocate money for clinics, food for meetings, and possibly a leadership summit ● Bring more people to HOD from all clubs, big and small ○ We need athletes to make up 20% of the voting membership for HOD ○ All clubs should be represented at HOD ○ Diversify the athlete committee for Illinois Swimming so that no one club is represented too much ● Increase athlete engagement ○ Our goal is to create an athlete committee with one athlete rep from each club in Illinois
