This schedule contains the infrastructure requirements for the China Clay CNA. This CNAs falls within a combined planning framework for the area as set out in the , and China Clay Area Regeneration Plan and as reflected in the Local Plan. Local Plan The St Austell, St Bazey and China Clay area is one of the council’s two priority areas for strategic regeneration and investment. The area is endorsed as a location to create an eco ‘town’ (eco communities), forming part of a Government supported project to create a number of eco ‘towns’ communities creating outstanding places to live and work that meet high environmental and social standards. The Local PLan identifies the area as one where economic opportunity should be maximised through development that is sustainable, transformational and of a nature and scale that would bring about significant change for the better. The Local Plan seeks developments that address local needs to achieve high social standards, lead the way in achieving high quality, high environmental performance and to support the development of environmental technologies and industries. The Local Plan key objectives for the China Clay CNA: 1,500 homes to support sustainable development of established communities 1,700 homes in the eco community locations which fall within this CNA Development in the area should : • help rebalance the communities by providing facilities, economic development or housing for local needs of a scale that is appropriate to the settlement and reduces the need to travel; • deliver community benefits in the form of affordable housing for local people and contributions to requirements for facilities, services and infrastructure identified locally.

Development will be supported which is sustainable, transformational, of a nature and scale that would bring about significant change for the better and which has been the subject of robust community consultation. It should: • Achieve high environmental standards. Developers will be required to demonstrate the range of carbon reduction and energy efficiency measures that were considered as part of the proposal, and provide a rationale that explains which measures will be applied • Deliver mixed use development in order to deliver new jobs, skills and economic growth to existing or new businesses, and strengthen local supply chains Town Framework The St Austell, St Blazey and China Clay Area Regeneration Plan was prepared by the Council to help inform and guide future development in St Austell and the wider China Clay area. In many cases however the project costs are not known or are subject to change and caution is needed in regarding these costs. The total known costs of projects in the China Clay CNA schedule are shown below but these come with a health warning as they are only are temporary totals. The total known cost (many costs unknown at this time) for delivering the infrastructure projects in the area is:- £203,321,500.00

Funding As with costs, the information on funding as shown in the schedule needs to be considered with caution, as new information on funding sources and figures emerges regularly. Funding for infrastructure in the CNA could come from a number of sources including: ERDF Convergence, infrastructure providers, Council, Homes and Communities Agency, the New Homes Bonus, Cornwall Community Infrastructure Levy, Tax Increment Funding and the Regional Growth Fund.
