Their courage, their service and their professionalism make an immeasurable contribution both to building peace and stability around the world and to protecting our nation here at home. The Government is acutely aware of the debt we owe our Armed Forces, and our gratitude for the work they do in the service of our country is reflected in our recent initiatives on pay, on tax-free bonuses, on housing and on health care, as well as in our decision to commission a Command Paper on conditions of service and quality of life, which we will be publishing this summer. But beyond these individual initiatives, important though they are, it is vital for our serving men and women, especially those engaged in difficult and dangerous overseas campaigns, to know that the whole of Britain understands and appreciates the work that they do in our name. I believe the British public are fully behind the men and women of our Armed Forces, and people want to do more to pay tribute to them. -

Final Report on the Work of the Police Restructuring Commission of Bosnia and Herzegovina Final Report on the Work of the Police Restructuring Commission of Bosnia and Herzegovina December 2004 Final Report on the Work of the Police Restructuring Commission of Bosnia and Herzegovina 31 December 2004 HE Paddy Ashdown High Representative Office of the High Representative for Bosnia and Herzegovina HE Adnan Terzic Prime Minister Council of Ministers of Bosnia and Herzegovina Dear Sirs: In accordance with Articles 1 and 9 of the Decision of the High Representative [Bosnia and Herzegovina Official Gazette 36/04] issued on 5 July 2004, I have the honour to hereby submit my Final Report on the Work of the Police Restructuring Commission of Bosnia and Herzegovina (hereinafter Final Report). The Final Report provides a comprehensive review of the work of the Police Restructuring Commission (PRC) during its brief tenure including the results of the plenary meetings of the PRC. The report contains supporting appendices of the agendas of the meetings and the conclusions summarizing the main points of discussion that together serve as the official record of the proceedings. At the first meeting in July 2004 the PRC accepted a working methodology based on the principle of consensus. The methodology stipulated that debate on points of discussion would not be subject to voting in the PRC, but I reserved the right as Chair to determine when the PRC had reached an acceptable level of consensus on an issue. Importantly, the working methodology specified that the PRC recognized and would not infringe on the role of the legal institutions – governments and parliaments – as the appropriate decision-making bodies for implementing police restructuring recommendations. -

In addition to addressing the Security Council, the SRSG met with the UN Secretary-General, Ban Ki-moon, with other senior UN officials and with Ambassadors from Member States. He is now on his way to Germany where he will attend a conference on Kosovo in Bad Boll on the 23rd - 24th March. Today at 14:15, the PDSRSG Steven Schook is meeting with a delegation of the Socialist International headed by Sergej Stanishev, Prime Minister of Bulgaria and Mr. George Papandreou - President of the Socialist International and former Foreign Minister of Greece. There will be a Photo-Op at the beginning of the meeting. We have a new KPC Coordinator. Major General Chris Steirn CBE will depart Kosovo on Friday 23 March after 14 months in post as the KPC Coordinator. He will hand over his duties to Major General Matthew Sykes, from the United Kingdom, who arrived in Kosovo on Monday 19 March. General Sykes was commissioned into the British Royal Artillery in 1976. His most recent appointment was as Director Royal Artillery and his most recent tour of duty was in 2004 when he was the last Deputy Commander of the NATO Stabilization Force (SFOR) in Bosnia and Herzegovina. Let me take this opportunity to express UNMIK’s sincere gratitude to General Steirn for all his hard work and significant achievements during his time as KPC Coordinator, and extend a warm welcome to General Sykes. -

Executive Summary The Chair of the Bosnia and Herzegovina Police Restructuring Commission has determined an acceptable level of professional consensus exists for proposing to the Council of Ministers and the High Representative a “single structure of policing under the overall political oversight of a ministry or ministries in the Council of Ministers”. The proposal adheres to the 12 directing principles of police restructuring, enumerated in Article 2 of the Decision of the High Representative [Bosnia and Herzegovina Official Gazette 36/04], including a policing service that is, inter alia, efficient and effective, financially sustainable, reflecting the ethnic distribution in Bosnia and Herzegovina, protected from improper political interference, and accountable to the law and the community. The proposal stipulates that the Institutions of Bosnia and Herzegovina will be vested with exclusive competency for all police matters, which includes legislative and budgetary competency. The Minister of Security of Bosnia and Herzegovina will have responsibility for overall political oversight of the single structure of policing in Bosnia and Herzegovina. The independent, national Police Inspectorate will monitor the effectiveness and efficiency of the single structure of policing.
