60001041542.txt To the Federal Communications Commision, I would like to express my views on M.B. Docket 15-71 aka Section 102/Market Modifications of STELAR. I'm glad the FCC has done something for those living in orphan-counties eventhough I don't live in an orphan county. What I like about this that the FCC would put us in more than one DMA as defined by Nielsen Media Research. Localism is important to your community and state you live in, besides watching in-market locals from Greenville-Spartanburg-Anderson, SC/Asheville, NC DMA, I would like to watch out-of-market in-state locals from Charleston, SC and Columbia, SC DMAs. I do live in a moderate to bad TV reception area despite getting three adjacent locals over the air with an antenna (Augusta,GA Charlotte, NC and Columbia, SC which the latter is in-state and our capitol city of my state). People deserved more choices, but the exclusivity rules aka Network Non-Duplication and Syndicated Exclusivity are not pro-consumer, they are a thing of the past and needs to be eliminated. I've seen the local newscasts from the Charleston, SC TV stations online before, but it's not the same as you watch it on television (you don't get actual commercials/station promos, or network/syndicated programming).

Here in the Greenville-Spartanburg-Anderson, SC/Asheville, NC DMA our NBC station WYFF-4 does not carry the 4th hour of THE TODAY SHOW with Kathie Lee Gifford and Hoda Kotb because they are preempted by the syndicated LIVE! WITH KELLY AND MICHAEL at 9am and delayed TODAY's 3rd hour an hour later at 10am (the same time as KLG and Hoda do the 4th hour live), of course WIS-10 out of Columbia, SC and WCBD-2 in Charleston, SC do carry THE TODAY SHOW's 4th hour in its entirety live at 10am. I wanted to know what's happening in the state of from the out-of-market in-state locals from Columbia and Charleston markets besides my in-market of Greenville, SC. The significantly viewed list from 1972 is outdated as well. About 90% of Americans subscribe to MVPDs and 10% rely on over-the-air TV with antennas for broadcast TV. Not all TV station signals over-the-air aren't created equal.

Folks in Orphan Counties like Stephens, Elbert, Franklin, and Hart Counties in Georgia (which is in my market) are denied to get Georgia news, weather, sports, PBS from Georgia Public Broadcasting, and they're forced to watch the Carolina Panthers instead of their Atlanta Falcons for NFL football. I'm glad the FCC eliminated the Sports Blackout rules last Fall. The only significantly viewed TV station for my county according to FCC (since it's outdated) is the Augusta, GA ABC affiliate WJBF-6 (which is out-of-state). People need more choices, they want in-state programming from all TV stations that originate in their state of residence, I would love to watch Charleston, SC (WCBD-NBC, WCBD-CW, WCIV-MNT formerly WMMP, WCIV-ABC, WCSC-CBS, WITV-PBS, and WTAT-FOX) and Columbia, SC (WIS-NBC, WLTX-CBS, WOLO-ABC, WRLK-PBS, WZRB-ION, WACH-FOX, and WKTC-CW/MNT) stations in real-time and in its entirety. For in-state locals, I'm about 40-98 miles from the Greenville- Spartanburg-Anderson, SC/Asheville, NC TV towers, 77 miles from the Columbia, SC TV towers, and 162 miles from the Charleston, SC TV towers. My parents are subscribers to DIRECTV, I would like to see Page 1 60001041542.txt DIRECTV petition on my behalf to add the Charleston, SC and Columbia, SC TV stations on my line-up besides Greenville, SC locals. Why I wanted to watch out-of-market South Carolina TV stations one day? Because they tell news, weather, sports, and political news of my state from the TV stations in Charleston, SC and Columbia, SC besides Greenville, SC (which they do mostly South Carolina and North Carolina news, less Georgia news). We need rules that reflect 21st century, not the 1950s business models. In conclusion thank you for your time to express my concerns. Sincerely,

Spencer Karter Greenwood, SC (in the Greenville, SC DMA)
