The Reverend David Morgan. We hope that you and yourfamily will enjoy this lovely part of as much as we do.

Making things new It is a great delight to be able to write my first column; a responsibility that is only the latest in what I know will be a continuing stream of new things that accompany becoming the vicar here. There have, of course, been all the usual things that go with moving house and starting a new job; a new address and telephone number to learn (and to remember to tell everyone who needs it), new travel routines for school and family visits, a whole new pattern of life. I am beginning to get to know communities and people who are all new to me. Vickie and I, together with our children, are so grateful for the warm welcome that we have received here. I hope that you will forgive me when it takes me a long time to learn your names and faces! As you know, however, this is not Just a new start for me. It marks a new phase of our collective life as a church, as Soberton, Newtown and Hambledon have come together as a benefice, with the three parishes having the same vicar. This creates great and exciting opportunities, as we continue to explore what we can do when we all work together. It also creates challenges, and the need for change, possibly most noticeably on a Sunday. The former patterns of services are simply not sustainable now that one person has responsibility for all three churches. We are working hard to create a new pattern, but such things take time to get right. In the meantime, please do take extra care checking the service lists, as the evolution from the old to the new will make things a little unpredictable for the next few months. One of the challenges with any kind of change is that it is not always easy or comfortable. Even when we know that it is the right thing to do, when it is something that we want to do, newness and change can be difficult and demanding. Starting a new job and moving house are both consistently rated among the top ten most stressful things to do in life. Getting married is also often in that list. For the younger members of our community, this is the time of year to think about a new schpol year, maybe even a new school. These are all good and important things to do, things that we know will be positive and will be worth it in the end, but they can be difficult or even scary while they are happening. Right at the end of the Bible, in Revelation chapter 21, God gives us a glorious vision of "a new heaven and a new earth". His promise to us in that passage is: "See, I am making all things new". The things that we want and will enjoy involve the challenges of newness and change; so do the things that God offers to all of us, both in this life and in the life to come. Of this we can be sure, though - the abundant newness of life that God gives is worth that challenge. Moving to Hambledon and beginning a new ministry as Vicar of Soberton, Newtown and Hambledon has of course had its moments of stress and difficulty, but we as a family have already found great joy in our new life here, and I am looking forward to getting to know you all and to sharing in our common life. Shaping our new shared life as a benefice will undoubtedly continue to bring challenges amid the changes, but I firmly believe that God has great things in store for us and that any short-term difficulties will be worth our perseverance. Whatever new things your life holds, whether they are big things or small things, may you discover in them something of the God who makes all things new, and may you be richly blessed.

A note of thanks It would not be right to let this first column pass without taking the opportunity to express my thanks. To the churchwardens, the Readers, and all the members of the PCCs of all three churches, who have borne the extra pressures of the vacancies with skill and grace; I hope that I can now relieve you of a few of those burdens. To everybody who supports the life and work of our churches in any way; I am looking forward to discovering how best we can work together. To all the visiting clergy who have conducted services and administered the sacraments during the vacancies; all of us appreciate your ministry. To my all predecessors, especially my immediate predecessors Revd Robin Coutts as Vicar of Hambledon, and Revd Sandra Beavis as Vicar and latterly Revd Nick Fennemore as Interim Minister of Soberton and Newtown; I am conscious of the privilege of building on the foundations which you have laid. Above all, to each and every one of you; you have made me and my family feel very welcome here. •JO' I and my family are eternally grateful to everyone who sent cards and letters of condolence after the sad passing of Jo at the end of June. Her illness lasted for seven months during which time she bore it with considerable spirit and fortitude every day. To see St Peter's completely full last Friday on the occasion of Jo's service of "Celebration for her life" was breathtaking and heart warming. You gave us your full support in every conceivable way. We were uplifted by the singing and general participation during the service which was so ably led by the Area Dean Gregg Mensingh, with organist Kate Jones and a huge choir. We want to place on record our thanks to the ladies who crafted the flowers in the church; with grateful thanks to Heather Kille for the white daisy cross on the coffin I know that Jo would have been so happy to know that they were white daisies! I thank Louise and Anthony for all that they did to support me in the preparation for the service and much more.

Made in Dagenham - The Musical

Soberton Players' next production maybe some months away but rehearsals have already commenced for what is expected to be a blockbuster of a production!

Made in Dagenham is an uplifting British musicai comedy based upon the true events of the Ford sewing machinists strike of 1968. Funny, touching and timeless.

There will be a chance to learn more about our water meadow and the river from local experts on the afternoon of Sunday 15*^ September.

The session will start near the Northern end of the meadow, close to the end of West Street, and include:

• An update on progress with the management plan and a chance to walk the meadow with Chris Lycett(HIWWT Ranger) • A demonstration of river fly (invertebrate) monitoring and a short talk about river keeping [Matt Owen Farmer, Environment Officer for Portsmouth Services Fly Fishing Association (PSFFA)] • A chance to try trout fly casting on the river(Anthony McEwen and possibly other members ofPSFFA) Do put the date in your diary and join us if you can.

I shall be presenting FISHERMAN'S FRIENDS. I have reviewed this film at great personal expense and can confirm it is entirely suitable for people of a nervous disposition.(A British comedy with an entirely predictable outcome).

The life and work of the late Jo Cox, Member of Parliament, was the inspiration for Soberton and Newtown's Great Get Together on Sunday June 23rd. It was just one of countless events held up and down the country that weekend which brought together thousands of people in the same cause. That cause is a simple one - the idea that, even in these troubled times, we have more that unites us than divides us.

At Soberton and Newtown's own event on Soberton Church Green, that togetherness expressed itself in a wonderful mix of generations with toddlers and the rising 80s, plus all ages in between, enjoying the camaraderie alongside each other. The format was a simple picnic, which gave rise to the classic game of Guess-What-I've Got-ln-My Cool- Box? The fare ranged from the most genteel of salmon and cucumber sandwiches to the most down-to- earth pork pies.

Also in the same cool boxes were drinks - still and sparkling, boozy and teetotal. Those drinks were supplemented by the finest ales from the adjacent White Lion. Fifty people joined in. Jenny Day and Helen Stranks once again played the combined roles of prime- movers, convenors and bunting fettlers, with thanks to the FCC for making the Green available. The rain held off. After a sun-dappled first event in 2017, last year's was a rain-flecked affair. 2019 proved to be the middle ground. Grey clouds overhead, but dry and warm at ground level. The Great Get-Together had a lovely finale, with the teenagers staging an impromptu game of French cricket in one corner of the Green, while Chris Mortimer serenaded us in the other. With voice and acoustic guitar, he shared a well-chosen selection of pop, rock and country hits, all amplified by excellent singalong accompaniment. We plan to do it again next year. The Progressive Supper, in June, was a great success and thanks are due to the hosts and those who contributed desserts. The Treasure Hunt, arranged by Faith & Chris Mortimer, proved most enjoyable on a particularly lovely July evening.

Our first meeting of the new programme is on 4th September at 8pm. It will be held in Curry Cottage, home of Susan Hyland, where local artist and teacher Jo Dawson will be talking about artwork.

Fete planning every year focuses on the weather: "If it doesn't rain it will be a good Fete". 1^ What we never really anticipate is a heatwave, but that's what we got! There were many |pi hot bodies, and the sun and heat- together with other commitments, such as the Round |b ^ The Island Race - kept many away and numbers were down, and those that came did not 3 stay as long as usual for fear of melting. \ m \ mJ Despite the British weather "curveball", it was a great day enjoyed by everyone. The "Fete ^ \ . Master" Nigel Whales opened proceedings and the Meon Valley Orchestra played ^ ^ throughout the afternoon. Teas, where the Strummers entertained beautifully yet again, ^ Pimms and Ice creams were kept busy. ^ The National Centre for Reptile Welfare brought their various "attractions". Due to the heat, ^ these cold-blooded beasts were more active than normal, which was a bonus for some! ^V. Four teams entered the Tug of War - Male and Female from the White Lion and Travellers 1^ Rest. The Ladies of the White Lion triumphed and were presented with the prestigious ^ 1^ Bowman's Ales Trophy.

On behalf of the Rotary Club of Fareham, we would like to thank all those who supported the recent Soberton Open Gardens event - the garden owners, refreshment providers, helpers, and visitors. I'm pleased to advise that the sum raised was £866, which will go towards our Sand Dam project.

The project aims to raise sufficient funds to build a dam in the drylands of Kenya, which will provide clean water to a community of around 1,000 people. Currently women & children have to walk for hours to find m anything drinkable. In addition the dam will provide sufficient water to % allow for irrigation of the land, allowing the community to grow crops, and generate an income.

This is a very low cost solution to the problem of heavy rain, falling over a short period of time, washing over the land and straight out to sea. The dam will trap millions of litres of water, which can be accessed all year round, and should last for more than 50 years. mm The cost of the dam is in the region of £30,000, which we aim to raise by fundraising, and Global Rotary grants. ^■1 /■ So, again, many thanks to all who contributed towards this great cause.

I guess we often think that this will never happen to us and that we don't

Editor s note need to know how to do CPR. However, on a sunny Easter Sunday morning this year in Martins Corner, Newtown, my husband, Brian, suffered a cardiac arrest whilst out cycling with 2 fellow Soberton friends. He was lucky - one of his fellow cyclists knew how to give CPR and continued this for 13 minutes until the ambulance arrived and Brian survived. Without the CPR, and knowledge of what to do in an emergency, the outcome would have been very different. To say that I support and endorse the great efforts of HEARTSTART is an understatement - several of our friends have now done the course since the events of that Sunday morning. Please support - the more people that know what to do, the more the survival rate in such instances will be improved. Just remains to say a massive thank you to David Buttriss, who not only saved a life, but has encouraged the rest of us to learn how to do this life-saving skill.

Meon Valley Heartstart is a Bishop's Waltham based community group, (affiliated to the British Heart Foundation), which offers free training in emergency life saving skills to members of the public, schools, local groups and businesses primarily in and around Southern Hampshire. Last year we trained over 4,600 people in emergency life saving skills. All of our trainers, helpers, coordinators and committee members are volunteers. We have no paid staff. We rely solely on donations and grants to finance our training programmes. We are looking for someone to help our Treasurer with some of the finance and administration tasks associated with the good governance of our group. Specifically we are looking for someone to help with: 1. Setting up systems for on-line banking 2. Researching and recommending a new governance structure for our organisation which will make on-line giving and gift aid possible 3. Being the back-up for the Honorary Treasurer in preparing financial reports, undertaking transactions and banking cash 4. Other activities from time to time. Initial and on-going training will be provided. Travel and out of pocket expenses will be covered. We are committed to good volunteering practices; we will recognize individual time constraints and can be flexible about when and how these tasks could be undertaken. 32 Meon Valley Garden Club -116*" birthday!

On Saturday 15 June members of Meon Valley Garden Club gathered at Meonstoke Hall to celebrate the Club's 116"^ Birthday. A super time was had by the 80 members in attendance as they tucked into traditional fare of finger sandwiches, scones and clotted cream and birthday cake with a glass of fizz and cups of tea.

Two members Stuart Attrill and Alan Hibbert spent some months last year conducting research to ascertain when the Club was established. They found a reference in the Hampshire Chronicle of 1904 reporting the Second Annual Show of the Meon Valley Flower, Fruit and Vegetable Show. Having missed the opportunity to celebrate the 100th birthday, the Committee decided it would be a great idea to hold an event to mark the ongoing success of such an old Club. Sadly Alan died in December 2018.

The Afternoon Tea included an exhibition of Club artefacts some of which were recently presented to the current Chair, Olive Hathaway, by a former Chair Mr Everett. Amongst them were Show schedules going back to 1921 and Minute books dated from 1930. They provided an insight into social history and how times have changed. In 1921, there was one Class for 'Women' and that was a bowl of cooked potatoes together with a Class for 'Ladies' for flowering arranging. In 1950, the holder of the programme with the Lucky Number won a pig and the runner-up a pair of nylon stockings. In 1991, John Martin, Committee Member then and now and Club member for over 50 years, was in the local paper bemoaning that the Club was likely to fold as there was only 80 members and only a few members willing to help on Show day. It was about this time that the Club decided to reinvent itself as a Garden Club and today the Club boasts a flourishing membership of over 200. The Royal British Legion is not just for ex-Service personnel and membership increasingly includes civilians with little or no military connection. Recalling past conflicts is essential to understanding Britain's identity as a nation and our position in the World, whilst appreciating the realities and horror of war. It's said that 'those who cannot remember the past are condemned to repeat it' and, as veterans of the great wars of the 20'" Century fade, it's incumbent upon us who remain to educate and, above all, commemorate the service and sacrifice of our forebearers.

The next Branch meeting will be at 1900 on Monday 9*" September 2019 at Droxford Village Hall when Philip Stride, FICE, FRIGS, the Strategic Project Director of the Tideway Project will present "Building on Bazalgette - the Thames Tideway Project". (husband of author Daphne du Maurier who, incidentally, chose maroon for the paratroopers' berets). The airborne divisions had been relatively inactive since Normandy and sought the opportunity for further action. The Operation had the potential for not only saving lives but of matching the Soviet Red Army's rapid advance into Germany from the east. There was also a desire to enter Germany before Lt Gen George Patton's US 3^" Army who were making rapid progress in the south with a plan to link up with the US 7*" Army that had landed in the South of France. The fact that Germany was now launching V2 rockets at London from North Holland tipped the balance and the, normally cautious, Montgomery was authorised by the Supreme Allied Commander, Gen Dwight Eisenhower to proceed with the Operation; MARKET being the airborne assault and GARDEN being XXX Corps' advance. The plan, however, allowed little room for delay or other setbacks as lightly armed airborne troops were only equipped to fight without reinforcement for 3 days and attempts to resupply them by air were hampered when several drops fell behind the fluctuating enemy lines. Intelligence also failed to spot or chose to ignore the presence of 2 German SS Panzer Divisions refitting near Arnhem and Eindhoven. Despite acts of incredible heroism (5 Victoria Crosses were won) and enormous sacrifice, MARKET GARDEN was a failure; however, had it succeeded, it might have shortened the war by at least two months. Sport & Leisure Park reaches first milestone Construction of Winchester's sport & leisure park is well underway with the site having reached its first key milestone - the piling and the 50-metre pool tank excavation is now complete. Building partner, Willmott Dixon, is currently undertaking pipe work and concrete works, and the pad foundations of the building are also underway.

Winchester City Council declares climate change emergency Winchester City Council has joined more than 70 authorities across the country in declaring a climate emergency. The council will be aiming to make itself carbon neutral by 2024 and achieve the same with the wider district by 2030. An action plan, setting out how this will be achieved, will follow the declaration, which was declared by the city council's Cabinet. A focus on the environment has been named as the top priority for Winchester City Council's new Liberal Democrat administration. The new administration said its focus would fall on three key areas - reducing the carbon footprint of the council and wider district, balancing the budget, and building homes for all sectors of the community.

Promotional Signage Anyone placing a sign on highway without the consent of the Highway Authority (in this case HCC)is in contravention of Section 132 of the Highways Act 1980 and can be fined for doing so. The only signs that can he authorised are those prescribed by The Traffic Signs Regulations and General Directions 2016 or those given special dispensation by the Department for Transport (such as specific safety campaigns). In addition Part VIIA of the Highways Act (sections II5A to K)allows signs such as "A boards" to be placed in pedestrianised areas although HCC does not currently licence these therefore they are not authorised either.

Children's Services are Outstanding

Ofsted's recent inspection of HCC Children's Services has resulted in a rating of outstanding across all areas - which means children in Hampshire's care are safe and well looked after. Inspectors reported how the County Council's social workers are highly skilled at building meaningful relationships with children and that children in care benefit from high-quality support, which is making a real difference to their lives. Alongside this, Ofsted credited the County Council's strong political and corporate support - and how the well-targeted financial investment has enabled the Service's leadership team to implement an ambitious transformation programme. All of which has led to strengthened services, ensuring that the right help is available at the right time from the right people.

The OFSTED report comes at a time when the County Council is working with over 10,000 children, young people and their families in need of specialist children's social care services. Among the many strengths highlighted in the report Hampshire's Children's Services are recognised for having:

High quality services that improve the lives of children and young people in need of help or protection, whatever their level of need; Tailored and highly effective help from intensive support workers which benefits children with more complex needs; Social workers who are highly skilled at building and sustaining consistent and enduring relationships with children; A highly effective strategic and operational partnership response to vulnerable young people at risk of exploitation; Good support for 16 and 17 year olds who are homeless or at risk of becoming homeless; Dedicated and effective support for care leavers, resulting in a marked improvement in the proportion of care leavers who are in employment, education and training; A confident, strong leadership team, with an unwavering focus on improvement and senior leaders that recognise their greatest asset is their staff and who have invested heavily in the workforce.

Upgrade M27 Junction 9 and Parkway South Roundabout

An updated scheme which will see enhanced walking and cycling facilities as part of an upgrade to the Junction 9 of the M27 and Parkway South roundabout has been given the go ahead by Hampshire County Council. The M27 is a critical, strategic corridor in southern Hampshire which helps to keep the economy moving, but at peak times queues caused by congestion at Junction 9 can extend back several kilometres along the motorway. The project is essential to improve traffic flow and journey times in the area. We have secured extra funding through Highways , to enable us to build the improved facilities for cyclists and pedestrians as an integral part of the overall scheme being developed by the County Council.

At Junction 9, the works will involve carriageway widening which will provide an additional lane on both motorway off-slip roads, the westbound on-slip road and the Whiteley Way approach, together with additional lanes on the northern and southern sections of the circulatory carriageway. Work is due to start this autumn for approximately 24 months. The cost of the works will be funded from combination of Highways England Growth and Housing Fund, Highways England Congestion Relief Fund, Highways England Designated Cycle Fund, Local Transport Plan funding, and developer contributions. Hampshire Highways teams are trialling recycled plastic kerbing as an alternative to concrete to reduce carbon emissions and promote more sustainable ways of delivering services to Hampshire residents. We are currently trialling small areas of recycled plastic kerbing in areas which see a high number of heavy vehicles, to test the resilience of the material. This innovative use of recycled plastic kerbing, which is durable but much lighter than the concrete equivalent, results in 40% less carbon during manufacture. It can be easily installed manually, reducing the need for mechanical handling equipment.

The recycled plastic kerbing contains 88% recycled material and is cut with hand tools which does not create crystalline silica dust, as working with concrete would do. These plastic kerbs have been BBA/HAPAS approved meaning they are manufactured to the highest standards for the Hampshire network. With its light weight features the Highways team can lay four times faster than traditional methods.

Hampshire Day

The first ever 'Hampshire Day' took place on 15^ July with the inaugural raising of a new Hampshire flag. The special ceremony took place in the Castle Yard of The Great Hall in Winchester and was hosted by HM Lord Lieutenant of Hampshire, Nigel Atkinson. The 15**^ July is now designated as "Hampshire Day"[also the feast day of St Swithin - the patron saint of Winchester Cathedral] and will provide an annual opportunity for people across the County to share In celebrating Hampshire's rich history, its traditions and the diverse culture of Hampshire communities today. The new Hampshire flag is not owned by any one organisation but signifies the whole of Hampshire and, like the County Council's banner of arms, the Hampshire Flag comprises a bi- colour of yellow and red. Its design includes a Tudor rose and a Saxon crown in reference to Hampshire's ancient history, including the fact that Winchester was once the capital of England.

Above - Photo circa 1930's. The Hurdles, which was previously called the Station Hotel. It was built just a few years after the Meon Valley Railway opened in 1903. Situated opposite "Oroxford for Hambledon" station at Brockbridge, travellers could pause there for refreshment while waiting for their transport to arrive or be taken by taxi to their destination. Below - This photo also appears to be from 1930's when The Station Hotel was a popular venue for charabanc trippers from Portsmouth and as seen here it hosted a Hambledon Hunt meet. Sadly, boarded up and for sale at present.
