WIKIPEDIA’S ECONOMIC VALUE Jonathan Band and Jonathan Gerafi policybandwidth In the copyright policy debate, proponents of strong copyright protection tend to be dismissive of the quality of freely available content. In response to counter- examples such as open access scholarly publications and advertising-supported business models (e.g., newspaper websites and the over-the-air television broadcasts viewed by 50 million Americans), the strong copyright proponents center their attack on amateur content. In this narrative, YouTube is for cat videos and Wikipedia is a wildly unreliable source of information. Recent studies, however, indicate that the volunteer-written and -edited Wikipedia is no less reliable than professionally edited encyclopedias such as the Encyclopedia Britannica.1 Moreover, Wikipedia has far broader coverage. Britannica, which discontinued its print edition in 2012 and now appears only online, contains 120,000 articles, all in English. Wikipedia, by contrast, has 4.3 million articles in English and a total of 22 million articles in 285 languages. Wikipedia attracts more than 470 million unique visitors a month who view over 19 billion pages.2 According to Alexa, it is the sixth most visited website in the world.3 Wikipedia, therefore, is a shining example of valuable content created by non- professionals. Is there a way to measure the economic value of this content? Because Wikipedia is created by volunteers, is administered by a non-profit foundation, and is distributed for free, the normal means of measuring value— such as revenue, market capitalization, and book value—do not directly apply. Nonetheless, there are a variety of methods for estimating its value in terms of its market value, its replacement cost, and the value it creates for its users. -

Recent efforts to bolster Google+ include your decision to require that before a user can comment on a YouTube video they must have a Google+ account and allowing schools using Google Apps for Education to enable Google+ for students 13 and older. Turning a blind eye to the troubling privacy vulnerabilities on Google+ while encouraging greater use of the social network is simply unacceptable. Writing last month in the British newspaper The Daily Mail Chairman Eric Schmidt outlined steps that Google is taking to fight child pornography on the Internet. The article described how Google “in the last three months put more than 200 people to work developing new, state-of-the- art technology to tackle the problem.” Your effort to block Google Search from returning links to child sexual abuse material from appearing in your results is commendable. Shortly thereafter you cooperated in the arrest of a pedophile who was storing images on Picasa. However, there is a simple and more important step you must take if people are to believe you are genuinely concerned about combating this depravity. -

Open Search Environments: The Free Alternative to Commercial Search Services. Adrian O’Riordan ABSTRACT Open search systems present a free and less restricted alternative to commercial search services. This paper explores the space of open search technology, looking in particular at lightweight search protocols and the issue of interoperability. A description of current protocols and formats for engineering open search applications is presented. The suitability of these technologies and issues around their adoption and operation are discussed. This open search approach is especially useful in applications involving the harvesting of resources and information integration. Principal among the technological solutions are OpenSearch, SRU, and OAI-PMH. OpenSearch and SRU realize a federated model to enable content providers and search clients communicate. Applications that use OpenSearch and SRU are presented. Connections are made with other pertinent technologies such as open-source search software and linking and syndication protocols. The deployment of these freely licensed open standards in web and digital library applications is now a genuine alternative to commercial and proprietary systems. INTRODUCTION Web search has become a prominent part of the Internet experience for millions of users. Companies such as Google and Microsoft offer comprehensive search services to users free with advertisements and sponsored links, the only reminder that these are commercial enterprises. Businesses and developers on the other hand are restricted in how they can use these search services to add search capabilities to their own websites or for developing applications with a search feature. The closed nature of the leading web search technology places barriers in the way of developers who want to incorporate search functionality into applications. -

Sometimes is ill and slowly to obtain necessary information from so over- much number searched and offered web-pages. By searching in the INTERNET assists the advanced searching, but sometimes it does not conduce to searched information. For assistance by the solving of these problems and for speeding-up of the work serve specialised servers, which give grouped information from certain scientific area and first and foremost links for next relative relevant web-links and web-pages, which are in the area of chemistry, for example, Yahoo- Chemistry-Server [3], list of Mendeleev periodic tables of elements [4], from which each provides certain supplementary information about properties of individual elements, isotopes, occasionally radionuclides.
