Housing in London: Planning for recovery from the COVID-19 crisis

Thank you for your letter of 8 June concerning our housing programmes and COVID- 19. I have responded to your specific questions in detail below.

In general terms, while it is too early to say what the precise impact of COVID-19 will be, it is clear that it presents real challenges, including for our partners in delivering the genuinely affordable homes that London needs.

Nevertheless, I’m proud that we went into this crisis with a strong track record of affordable housing delivery. As you and the Committee will be aware, last year we supported starts of over 17,000 affordable homes in London - more than in any year since GLA records began in 2002/3. This included over 7,000 homes at social rent levels - more than the total number of homes for social rent delivered during the entirety of the previous Mayor’s second term – and over 3,300 homes started by councils, the most in any year since 1984/85.

The Housing Delivery Taskforce which I chair is focusing on developing a post-COVID- 19, cross-sector recovery plan. We know that there are concerns about the resilience of the construction sector, demand for housing, development viability challenges and maintaining a pipeline of developable land, amongst other things. The Taskforce is looking into all these issues and how we can best work together with all partners to address them, and is on track to publish its recovery plan in July.

The Innovation Fund is part of the main Affordable Homes Programme. A total of £88.5 million has been contracted via the Innovation Fund. These contracts are with: • Pocket Living, see MD2122 • Real Lettings, see DD2175 • Rural Urban Synthesis Society (RUSS), see DD2269 • Apex, see DD2326 • Cornerstone, see DD2280 • Place, see MD2284

2. Analysis indicating how you expect delivery of the Affordable Homes Programme to be impacted by the COVID-19 crisis. In particular, we would like you to quantify the predicted impact on delivery targets and timeframes.

The GLA’s target for the current Affordable Homes Programme is to start 116,000 affordable homes by 31 March 2022. To the end of March 2020, the Mayor has supported starts of 58,960 genuinely affordable homes, with 57,040 starts on site still required to reach the target. The GLA has commitments in place with housing providers to deliver a further 58,550 starts, totalling 117,510 starts (1,510 homes above the 116,000 target). Of these, 116,188 starts are contractually committed with housing providers.

While it is too early to say what the precise impact of COVID-19 will be, we are already clear that COVID-19 will delay the delivery of housing on many schemes, due to the critical need to follow social distancing measures on site, which reduces the pace at which construction sites can be built-out. I have convened a Housing Delivery Taskforce which is focusing on developing a post-

COVID-19 cross-sector recovery plan, developed in partnership with the housing sector and development industry, which will report in July.

However, at this stage it is expected that, without any action from the Government on key areas, affordable housing delivery in London will reduce significantly compared to the record levels of affordable housing starts achieved last year. My team is continuing to raise the urgency of clear decision making from the Government, and is seeking urgent clarity on a number of issues including an extension of the current Affordable Homes Programme, and confirmation of the next one.

3. Details on land owned by the GLA and functional bodies that would be suitable for development.

The GLA and its functional bodies do not, as a rule have property holdings beyond those which are for operational use and/or already earmarked for development, therefore the amount of land that is not already in use or subject to a disposal process is very limited.

The GLA’s functional bodies have reported the following:

• MOPAC- As a result of the national officer uplift programme MOPAC/Metropolitan Police Service (MPS) are reviewing their estate. The vast majority of sales have been paused pending the outcome of that review. Other than Paddington Green Police Station and surplus Hendon sites which will not be required to accommodate the uplift MPS is also working on completing the sale of Wembley Feeding Centre which is a site no longer required and was approved for disposal. • LFB is in the process of disposing of two significant sites suitable for development. As at June 2020, the former LFB HQ complex at 8 Albert Embankment anticipates a final determination on planning within the next 12 months. The former Clerkenwell fire station is subject to current negotiation between GLA, LB and LFC respectively on the timing of the sale. The remaining estate is currently being reviewed to consider what might be surplus and suitable for development and this work will be informed by timing of the new LFB London Safety Plan. • TfL has identified additional development opportunities on its estate and is currently undertaking detailed due diligence on a range of sites across the capital to assess their suitability for redevelopment. This process is ongoing. • LLDC – The purpose of all LLDC owned land is addressed through the Legacy Communities Scheme masterplan which covers the legacy areas and therefore there is no land that remains without a disposal route. • OPDC does not have any land holdings.

GLA Land and Property (GLAP), is the property-holding company of the GLA, and as such, acquires and disposes of a range of sites across London. The sites in the portfolio, for the most part, are subject to a disposal process or existing development plan. A small number of sites which might be suitable for redevelopment are currently awaiting the agreement of a fixed strategy, although all are currently being prepared for marketing.
