why treat israel differently? With the recent statement made by South African Deputy Minister of International Relations, Ebrahim Ebrahim, blatantly urging the general public not to visit Israel, questions must be asked why is Israel being singled out yet again. Could it be because it is the only Jewish country? In which case, targeting Israel is openly antisemitic.

Principles of South Africa’s Foreign Policy The declared foreign policy of South Africa, as explained by Foreign Affairs Minister Alfred Nzo to Parliament in May 1994, was aimed at a commitment to: • Human rights, specifically the political, economic, social and environmental circumstances conducive to these. • The promotion of freedom and democracy throughout the world. • The principles of justice and international law in the conduct of relations between nations. • International peace and internationally agreed mechanisms for the resolution of conflict. • Expanded regional and international economic co-operation in an interdependent world. How does Israel mirror these objectives? Israel’s human rights record is among the best in the global arena. Renowned commentator on the matter, Caleb Myers, says “The greatest abusers of Palestinian human rights are not the Israeli government or the soldiers at the checkpoints or the Israeli settlers in the disputed territories – it is the Palestinian Authority itself.” Bassam Eid also said that the culprits are those in leadership: Fatah in the West Bank and Hamas in the Gaza Strip. Israel is the only truly democratic country in the Middle East. According to the Democracy Index (published by The Economist), the country in the Middle East with the highest Democracy Index score is Israel. Israel complies with the resolutions and guidelines set by the UN. But the pattern is always the same: 1. Israel is attacked. 2. Israel defends itself. 3. The UN or other international group steps in to end the violence, calling for both sides to take certain actions to resolve the situation. 4. Israel attempts to comply but the intransigence and non-compliance of Israel’s enemy’s delays implementation. 5. Israel is blamed for failing to comply while the failures of Israel’s enemies are ignored. This pattern repeats over the decades: Sinai, the 1967 war, the 1973 war, Lebanon, and in 2002 with regard to Israeli actions taken in reaction to a wave of bombings in Israel. Israel is always willing to co-operate in unilateral and multilateral negotiations to resolve the conflict. Israel has always come to the party and has made concessions when it comes to negotiating with the other side. As recently as August, Israel’s prime minister agreed to negotiate the borders of a Palestinian state based on the cease-fire line that marks off the West Bank. Israel’s economic presence and contribution to the international community is outstanding. Israel is at the forefront of technology, and although largely isolated, it is a member of the OECD and contributes to the international community far beyond its economic weight. Israel’s $100 billion economy is larger than all of its immediate neighbors combined. Thus, whilst the evidence clearly indicates that Israel meets the criteria to enjoy exceptional relations with South Africa, the last decade has only seen degeneration in relations; whilst all those states that do not meet the criteria have seen an improvement in relations — such as Iran, , Syria, China, Russia, Cuba and Venezuela. Only by returning to its own high standards will South Africa be able to gain the moral high ground that it has lost, and in so doing play a constructive role in conflict resolution. So what is really happening? • The ANC has never had a particularly close relationship with Israel, but the Palestinian Liberation Organisation (Fatah) did provide logistic support to the ANC in exile. For many within the ANC, they see echoes of their own struggle within the Palestinian conflict. This could explain why the current government does tend to continuously present a one-sided approach to the situation. • Over the past few months, the South African government’s increasingly aggressive pronouncements have caused relations between Jerusalem and Pretoria to drop to unprecedented lows. Under the guidance of Deputy Minister of International Relations, Ebrahim Ebrahim, government has embarked upon a concerted campaign to demonise the Jewish state. • Pretoria, which has always seen itself as a referee in the Palestinian corner, failed to condemn Hamas’ rocket attacks on Israel, the cross-border kidnapping of Gilad Shalit or the use by Hamas of civilians to shield their own forces. It also allowed infamous terrorists into South Africa — such Abdul Aziz ,who took part in the Café Hillel bombing and wants all Jews removed from the Middle East — to promote anti- apartheid week. • Over the past 60 years Israel has been training Africans throughout the continent and has been one of the largest contributors to Africa in the fields of agriculture, rural development and skills training. Israel is also one of the few countries that has transferred actual technology into Africa, and Israeli drip irrigation is one of the most important advances in African food security over the last few decades. Israel does not want special treatment — Israel wants equal treatment Israel’s human rights record within its own territory, especially towards its minority Arab population, is generally perceived as good. The conflict has however been subject to more propaganda than any other dispute in recent times. The actions by the South African government completely ignores Israel’s plight and sympathises fully with the Palestinian narrative. The actions are purely expedient, and serve the personal agendas of certain ministers. The endorsement by the full Cabinet of the labelling issue is troubling for all the Jews of South Africa. It could be related to the ANC doing everything in its power to win back the Western Cape by gaining Muslim support, using Israel as a pawn to sway local voters. COSATU, often at the forefront of these misguided accusations, is extremely successful in rallying their supportors, who often have little or no education regarding Israel. They use the false ‘apartheid’ analogy to stir emotions and gain support. For our government, there appears to be no real benefit in supporting Israel, whereas supporting the Palestinians appears to offer far more political gain and Arab financial support. What is forfeited are the unprecedented economic and life-enhancing benefits that could be gained by working together with Israel.
