Overview

Section 1502 (Conflict Minerals Provision) of the Dodd-Frank Wall Street Reform and Consumer Protection Act passed in July 2010 requires manufacturers and other companies listed on US stock exchanges to conduct a conflict minerals inquiry and file a report with the US Securities and Exchange Commission. The first calendar year of reporting has begun in 2013.

In order to standardize inquiry procedures and reduce the amount of work involved, the EICC and GeSI have launched the CFS program for determining whether smelters serve as a source of funding for armed groups. They also offer a conflict minerals reporting template for tracing the supply chain back to the smelter. This template is used by many companies worldwide. JEITA supports the efforts of the EICC and GeSI. It has signed a memorandum of understanding with them and is working to promote widespread use of the CFS program and the template.

JEITA and the Japan Auto Parts Industries Association (JAPIA) have overlapping supply chains and face similar challenges. Together, therefore, they organized a series of 18 briefings in 10 locations throughout Japan focusing on how to complete the conflict minerals reporting template. These were designed to foster a better understanding of the conflict minerals issue, and the survey tools available, among relevant personnel at second- and third-tier suppliers generally not invited to briefings organized individually by major manufacturers.
