POLICE SCOTLAND REVIEW OF LOCAL POLICING MODEL

1 SUMMARY

1.1 This report was requested at the Public Safety Committee Meeting on 27 October 2015 and provides information for the consideration of the committee in relation to the Review of the Local Policing Model within the Forth Valley Division.

2 OFFICER RECOMMENDATION(S)

2.1 The Public Safety Committee is asked to note the contents of this report.

3 CONSIDERATIONS

3.1 As the Committee will be aware, the consultation in regard to a new deployment model for Uniform Policing in Forth Valley Division has been ongoing for several months. This has included Police officers and Staff, the Convener and Vice-Convener of the Stirling Public Safety Committee and 3 Open sessions at Fire Station, High School and Stirling Police office to which elected members and Community Council representatives were invited. With all the engagement being positive, an implementation date of 23 November 2015 was set allowing preparatory work to be initiated.

3.2 This involved a series of Inputs to officers undertaking the new named Ward Officer role, School Based Officers (SBO) and the Community Alcohol & Violence Reduction Unit (CAVRU). Partner agencies from Stirling Council assisted with these inputs to ensure that partnership working was underlined as best practice.

3.3 Elected members and all Community Council Chairs were contacted with the details of each new named ward officers and how to contact them. Chief Inspector Rollo also included the details of the new model and the Ward Officers in the Stirling Observer with e-mail addresses included to inform the wider public.

3.4 In relation to prevention and School based officer roles, Chief Inspector Rollo, understanding the key nature of the SBO role has increased the number of SBOs from 2 to 3 Officers and now every High School in the Stirling area has access to an Officer. The SBO model is as follows:

 Constable Tracy Diamond - Balfron and McLaren High Schools;  Constable Elizabeth Brown - Wallace, St Modans and High Schools; and  Constable Simon Fraser - and Stirling High Schools.

Each SBO will also work closely with the feeder primary schools and the Ward Officers for the respective areas.

3.5 A further role in terms of partnership working with The Scottish Prison Service and Police Scotland is currently being prepared for implementation and will involve 2 Prison based officers to improve engagement with the SPS and those families and visitors to Cornton vale and the other 2 SPS facilities in Forth Valley. It is hoped to introduce this role in late January 2016.

3.6 As planned, the model was implemented on 23 November 2015 and initial feedback has been positive. An interim review will be carried out in February 2016 with a more detailed and wider ranging review in June 2016.
