Mother’s Day in the Coronavirus Pandemic: How to Still Celebrate Mom on May 10

Although we should always be grateful for how much the maternal figure in our lives does for us, Mother’s Day is the day to really show your appreciation. Whether it’s your mom, your grandma, an aunt or someone else, honoring that person might look a bit different in 2020 in the wake of the coronavirus pandemic. Luckily, there are ways to be creative and have a good Mother’s Day regardless. You can do simple acts of kindness from your home or partake in a socially distanced festivity. A little celebra- tion or gesture can go a long way. Here are just a few ideas to make Mothers Day special in 2020. Have a Movie Night Sure, you can watch a movie any night, but if it’s tradition to take your mom out to the movies on any other Mother’s Day, then set up a theater in your house. Dim the lights and cover your coffee table with bowls of goodies like buttery popcorn and theater candy. Stream a nostalgic favorite or rent one of the new releases that have been sent straight to the internet. If you don’t live with your mom, hold a watch party virtually. After all, that is one of the best ways to keep in touch with loved ones during the coronavirus pandemic. Send a Homemade Gift If you’re looking for ways to keep your kids entertained during quarantine, break out the art supplies and have them make me- mentos for their grandma. If you’re a father looking to give something special to mom, these homemade gifts will truly make her smile. Special Invitation Dinner If you normally take your mom out to an expensive dinner on Mother’s Day, this year you might just have to make your own kitchen a five-star establishment. Print out a special invitation, decorate the kitchen, light some candles and set the table for a full-service meal. If you’re not living at home, leave it at her door and then set up a video call dinner date. Send Her Flowers Call your local florist to see if they’re delivering and send mom her favourite flowers. Order a few bouquets if you’re planning on sending some to your grandma or aunts as well. Family Video Call Due to social distancing, it can be hard being away from your mom on this special day. Set up a family video or face time call for your entire family to join in. You don't have to be apart from your mom to be with her during these times.

Recap—Anzac Day Dawn Service—Rutter Park—Saturday April 25

With social distancing measures in place to lessen the spread of coronavirus all events and activities to commemorate Anzac Day were cancelled across .

Rather than the norm of attend marches and memorial services, Australians commemorated the solemn day at home by remembering the fallen with a “Light Up The Dawn “from their front driveways at 6.00am.

Here in Port Albert we had the honour of Saul Stainer play the Last Post , that was so moving and fil- tered through the town.

There was no crowds at Rutter Park however as a community we still honored those that fought for our freedom and they will never be forgotten.

We all hope that this terrible pandemic that has struck the World so fiercely will be just a memory on April 25 , 2021, when we can return to Rutter Park and honour those brave men and women once again.

Take Care Everyone !

Open Letter—Wellington Sire Council—Mayor Alan Hall

On April 4 , through your initiative , Wellington Shire Council announced a $ 470,000 help support to local small businesses prompted by the lockdown enforced via both the Commonwealth and State Governments that will ultimately save lives and better prepare Australia out of this terrible Corona Vi- rus inflicted on so many and livelihoods in limbo. Mid last year the region incurred bushfires never seen for decades that destroyed homes , saw lives lost and families left homeless and uninsured. For years prior to that drought has been the curse of farmers and families in the region and now corona virus has shut down the World and our lives as we know it. While , the initiative from the Council is commendable there is one area that your administration can help the whole shire and that is with rate relief—not in total reduction but with spreading out the cost to ease the burden. Each year rates are spread from September—May and of interest is that the payments of September / November are every second month , February and May every third month and May to September four months. So my solution is simple : Reduce the May rate notices by 50% and the balance then becomes due on July 30 , then revert back to the September 2020 rates payment schedule as per normal—no revenue loss to the Shire just a short extension. What this will do is put a “breather “not only on businesses but farmers , residences EVERYONE that is required to pay rates and the public support will be a huge tick for the Shire. I live in the Yarram region and on one side of Commercial Road ( that stretched just 900 metres ) there are 20 shops either totally closed or locked up as non essential and all these shop owners are no doubt worried not only for how long will they be closed but how will they be able to pay their water , elec- tricity , phone bills plus rates that for some will be in the thousands.

With restaurants , cafes , clubs , social clubs , hotels , caravan parks , motels and community support ( neighborhood house , men's shed , Rotary / Lions ) and non essential business being forced to close the small region surrounding Yarram / Alberton and district knows someone who has lost their job for the foreseeable future and by the Shire just amending the May rates will ease some of the burden. This virus has caused so much sadness , unrest and concern for the future , in such a short time it is mind -blowing , with no end in sight so actions now will assist the future— the Shire has a real opportunity to help its community. As TV , Radio and other media outlets are constantly championing “WE WILL GET THROUGH THIS TOGETHER “ I hope that this open letter will receive a positive response from Council and your Councilors. Thank you for your ongoing support and leadership in what are unchartered times.

Promoting and Marketing of Historic Port Albert and District

I am delighted to report on behalf of Port Albert Progress Association, our community now has an updated promotional brochure, featuring Port Albert and surrounds. While we are extremely happy with the brochure, there have already been some great suggestions on fu- ture improvements, greater community group involvement and other considerations, but for now, we need to focus on distribution and look to everyone for assistance, so that when tourism becomes active again, we are ready! Please contact myself if you would like to assist with distribution or have ideas on effective circulation [email protected] Gratitude Acknowledgments Thank you to every advertiser for showing your faith financially in the process. The brochure is fully funded by your generosity with a marginal excess available for photography ac- knowledgments and distribution costs. A truly remarkable community achievement given 2020 circumstances. Thank you to Progress Association members Warren Curry, Charla Smith and Marcus McKenzie for their expertise in various areas. And Jenny Smith for her assistance with invoicing and financials. It really is encouraging to have an active PAPA team to draw on. Thank you to everyone who submitted photography, both through the Visit Port Albert Facebook page pro- motion and members of PAPA. There is no doubt the beauty which surrounds us every day is unprece- dented. Despite numerous beautiful images being submitted, very few could be included due to the unprecedented demand for advertising………something I certainly did not anticipate when I launched the appeal for pho- tographs. Special thank you and congratulations to PAPA members Ori Millo and Charla Smith for beautiful images selected by the graphic designer to demonstrate our tourism diversity and to Marg Crosbie, a regular visi- tor to the Port for her vibrant and energetic capture. We are most grateful and your efforts will be re- warded. Thanks everyone once again for supporting this vital community project, please be in touch if you can as- sist with distribution. World Renowned Street Artist Heesco Khosnaran Transforms Yarram

After 6 weeks of nonstop work, Heesco Khosnaran has finished 10 huge murals in Yarram Victoria and has headed back to for a few weeks.

With his wife and 2 young children stuck in Sweden (Covid 19), the Heesco Town project has been a welcome creative project for this awesome artist, enabling him to give his 'all' to Yarram, a town now dear to his heart.

YARRAM—THE TOWN THAT REFUSES TO QUIT

The Gippsland bushfires and now the Corona virus pandemic cannot stop this small town. When in these times of crisis, Yar- ram has turned to ART as a secret weapon against a potential tourist downturn, depression and financial ruin. The town has readily adopted Heesco, an internationally acclaimed street & silo artist and watched on in awe as he has transformed their building walls into a blaze of colour and hope.

HEESCO KHOSNARAN—AN OLD FRIEND

Heesco was invited by artist & film maker Wayne Tindall to undertake the project. The two have worked together and col- laborated on numerous street art and skateboard park transformations over the past few years, the most recent being the Fos- ter Skate Park which included several local youths as painters and film making trainees.

The Heesco Town project was the brainchild of local Yarram identity Eric Greenaway who saw Heesco’s art works on the walls of Yarram’s Bull Bar & Gallery (owned by Wayne and Anne Tindall). Eric quickly saw the opportunity for Heesco Town to become a reality. "From what I have seen and heard, locals have welcomed what Heesco has brought to the town, so he has agreed to return very soon to add a little more colour and light.

A big shout out to:

Zoe Janssen for Coopers Mitre Ten sponsorship and for getting Dulux on board

Peter & Jenni Rowe for financial assistance

Darren Young for scissor lifts

DMG Financial for financial assistance

The Yarram Traders for financial assistance and for coordinating all financial transactions

Matt Langdon and Garry Stephens for always being there

The Yarram Rotary Club for financial assistance

Paul & Jody from the Ship Inn for accommodation, food, care & support for Heesco

World Renowned Street Artist Heesco Khosnaran Transforms Yarram

Paige Eaton for providing daily lunches All the wall & business owners for enthusiastically getting behind this project...and Last but not least Eric Greenaway for his vision, passion and for putting his money where his mouth is.

“I personally have been blown away by the overwhelming support and encouragement from this awesome community who now stand to greatly benefit from this initiative."

Wayne Tindall

Project manager/producer and documentary maker

WHY WE BECAME INVOLVED “When Wayne Tindall approached me about the Heesco Town project they had planned there was no hesitation this would be great for Yarram. The painting of the Sheep Farmer shearing a sheep with his dog beside him represents our business perfectly, what we do for the community and for Wendy (the building owner) where she has spent her childhood growing up on a sheep farm in the Yar- ram area. Heesco’s work and detail of the wall paintings around Yarram has been nothing but amazing. The amount of people stopping and taking pictures and just seeing the joy on their faces during these troubled times of COVID-19 virus has been fantastic. When these times are over the Heesco walls of Yarram will put us a small town on the map, for the Art Society and the Tourism Industry. Yarram should be thankful to be chosen by Wayne Tindall’s Heesco project to showcase such amazing pictures to boost local business and put smiles on people’s faces nothing but amazing.” Grant Shanks – Yarram Business Manager 12

Exploring Our Region— Sale

Sale is a city situated in the Gippsland region of Victoria. It had an estimated urban population of 15,021 as of June 2018. The Aboriginal name for the Sale area was Wayput. Two famous Gippsland explorers, Paul Strzelecki and Angus McMillan, passed through the immediate area around 1840. The first white settler was Archibald McIntosh who arrived in 1844 and estab- lished his 'Flooding Creek' property on the flood plain country which was duly inundated soon after his arrival.

In the 1840s, drovers heading south to Port Albert crossed Flooding Creek and were confronted with the difficult marsh country around the Thomson and Latrobe rivers. A punt operated across the until a toll bridge was erected. A Post Office named Flooding Creek opened here on 30 September 1848 being renamed, somewhat belatedly, as Sale on 1 January 1854.[

The town greatly benefitted from the 1851 gold rush at Omeo as it was situated on the Port Albert to Omeo route and was an important base for the goldfields, until the arrival of the railways. It was also an important service centre for and the Monaro Plains of New South Wales. A building boom took place c. 1855–65.

In 1863 the population of Sale reached 1800 and it became a borough. The courthouse opened the following year. Shops, hotels and offices spilled over into Raymond Street and the first Anglican Church was erected on the site now occupied by St Anne's and Gippsland Grammar School. The Gippsland Times newspaper was established in 1861 while the first Star Hotel and the Criterion Hotel were built in 1865. In terms of access, the first reasonable road from Melbourne arrived in 1865 and Cobb and Co established a rough-and-ready 24 -hour coach service linking Melbourne and Sale. The Latrobe Wharf was built in the 1870s and two hotels emerged to exploit the new centre of activity. It was located near the present swing bridge although little is left.

With the growth of shipping on the local waterways and the (and the establishment of a railhead at Sale in 1879) schemes emerged to develop Sale as a port. The construction of the Sale Canal (complete with turning circle) duly com- menced in the 1880s, thereby linking the town via the and the Gippsland Lakes to the open sea. It was com- pleted in 1890. Other elements were the Sale Swing Bridge, completed in 1883, a high wharf, and a launching ramp which still exists in the heart of the city. However, neither the bridge nor the canal created the desired surge of trade and the depression of the 1890s soon engulfed the town. Sale became a town in 1924 and a city in 1950.

In World War II, the West Sale RAAF base was the landing site of 2 Japanese Mitsubishi Zeros.

Sale has seen much development and redevelopment in the past decade, one example being the multimillion-dollar redevelop- ment of the city's Port of Sale.

MEDIA RELEASE—The Search is on for Gippsland’s Best Original Music Artists Wellington Shire Council in conjunction with Theatre Gippsland and Esso Australia announce the launch of Gippsland Live, a digital search for Gippsland’s best musicians. This exciting digital music competition will be held via Facebook and culminate in the major prize-winner performing at the 2021 Esso Night Under the Stars. The contest will run over two rounds. Round one will be open to everyone to submit a video performance of an original song. Over a two-week period the videos will be uploaded to Facebook and then the voting period will begin. There will be two voting streams, one will be the public vote on Facebook and the second will be from peer judges. At the end of round one, three musicians from the judges’ vote and seven from the public will make up the top 10 for round two, which will follow the same process as round one and will culminate in our final three winners, one from the judges’ votes and two from the public vote. Following the success of the inaugural Esso Night Under the Stars in 2019, planning is well underway for the second Esso Night Under the Stars, which has been pushed back to early 2021 with the current uncertainty surrounding events due to the COVID- 19 pandemic. ExxonMobil Australia Chairman Nathan Fay said the company was excited to be part of the Gippsland Live project. “We hope that the competition and stream of entries provide some virtual entertainment for the Gippsland community while our social interactions continue to be impacted by COVID-19,” he said. “We are really looking forward to seeing the finalists perform at the Esso Night Under the Stars concert alongside a major headline act which will be announced shortly.” Wellington Shire Council Mayor Alan Hall said the continued partnership between Council and Esso had been beneficial to the community. “There is no doubt that everyone who attended the inaugural Esso Night Under the Stars had a wonderful time,” Cr Hall said. “This is now an opportunity for Wellington and Esso to work with the Theatre Gippsland network of five performing arts ven- ues across Gippsland and bring us together again, especially at a time when we have been through some hardships and need some positivity.” The Gippsland Live competition will be run through the Theatre Gippsland Facebook page at : www.facebook.com/ theartregippsland. “In recent times we have been pleased to assist the Loch Sport Bowls Club purchase new window shade blinds; the Stratford Town Crier committee purchase a new laptop to continue publishing their monthly newsletter; and, we also assisted the Rose- dale Kilmany Cricket Club to pay for important lawnmower repairs.

Wellington Launches COVID-19 Relief Information Line

Wellington Shire Council has launched a COVID-19 Relief Information Line for members of the public who require assistance as a result of the current pandemic. The line will be answered by Council staff equipped to answer questions, provide advice and referrals for enquiries about food; accommodation; psychosocial support; medications; transport; internet access and/or shopping delivery services; and other locally available services. Wellington Shire Council Mayor Alan Hall said the Relief Line had been established to assist locals who were finding it difficult to find the information they need. “The situation with COVID-19 is new territory for all of us,” he said. “None of us have managed a situation like this before, so it’s not surprising some people in our community are feeling a bit overwhelmed and don’t know where to source local information. “This Wellington COVID-19 Relief Information Line will help connect members of the public with the products and services they require to get through this pandemic.” The Wellington COVID-19 Relief Information Line number is 1300 137 218 and is open 9am-4.30pm Monday to Friday. The Line will operate until it is no longer required. For all relief queries outside the normal business hours please contact Coronavirus state-based hotline available 24 hours each day on 1800 675 398.

Wellington Libraries Hit The Road With Click and Deliver

Wellington Shire Council has established a new Click and Deliver library service to assist the community with read- ing material and other resources during the COVID-19 pandemic. While uptake of the online resources available through Wellington libraries has been strong, some patrons were missing the feeling of reading a physical book and others didn’t have internet access. Wellington Shire Council Mayor Alan Hall said library staff had put considerable work into establishing the Click and Deliver service, abiding by all current COVID-19 restrictions and health advice. “We understand how important our local library services are to many in our Wellington communities and we expect the Click and Deliver service to be popular,” he said. “Feedback already from those who have received a delivery of books from their local librarian has been fantastic. “It is a very simple process for the library member to navigate, they just need to phone their local library or place an On Hold request through the online catalogue. “Library staff will then make contact to organise a mutually convenient time to deliver the books or other resources such as DVDs, magazines and the like – it’s that easy.” Cr Hall said like many other organisations, Wellington Shire Council had to become innovative about how it contin- ued to provide services to the community during the pandemic. “Thank-you to all our Wellington residents who have heeded the Chief Health Officer’s warning to stay at home during this time and we are pleased Wellington Shire Council has been able to provide a delivery service so you can stay connected with your local libraries.”

Good Morning

I would like to provide an update on some movements in the Community Committees team. Bodye has stepped into the role of Manager Community Wellbeing while our Manager has taken on an Emergency Management role. I have stepped into Bodye’s role as Coordinator Community Committees and my Community Committees Officer role will be filled soon. These role changes will be in place until 31 Decem- ber 2020, so for now, all enquiries and requests for support from Committees can be directed to me.

We will also be holding another online Q&A session to gather more feedback on the Community Managed Facilities Strategy. So far we have had 22 responses to the survey and we had 3 people attend our first Q&A session.

The session will be held on Tuesday 5 May 7pm – 9pm on Zoom.

Please let me know if you would like the log in details.

The feedback we have received to date has been both positive and constructive. Some key points include:

 Ensuring the language is easy to understand, remove jargon

 The Strategy is very thorough

 Provide examples so that changes can be easily related to real life situations

 Communication about “how this affects me” will be important as changes are being implemented

 It was great to see that there is an acknowledgement of inequities and they will be addressed Include more acknowledgement and celebration of what volunteers do

Thanks again to those that have already provided feedback.

Hopefully I will see some of you on Tuesday evening.

Regards Lisa Lyndon Community Committees Officer

Council Meetings and Public Engagement go Online

Wellington Shire Council has temporarily changed the way it interacts with the public during Council meetings in response to recent State Government legislation relation to the COVID-19 pandemic. The State Government last week passed legislation that will allow all Councils throughout Victo- ria to conduct their meetings electronically rather than in person. This means that members of the public wanting to take part in the Council meeting will also need to do so electronically. Beginning Tuesday 5 May, members of the public wishing to speak about a particular item on the Council agenda or ask a question during the Council meeting will need to submit their submis- sions or questions no later than 1pm on the day of the meeting. The submission or question will be read aloud to the Councillors by the Chief Executive Officer for a response. These changes will enable Wellington to continue to provide meetings in an open and transpar- ent way, also enabling the continued participation from the rate payers. As always, Council meetings will continue to be live-streamed via YouTube. For information about how to submit a submission for an agenda item or a question relation to an agenda item, visit www.wellington.vic.gov.au/meetings or call us on 1300 366 244 to receive as- sistance over the phone.

Working together to manage African Lovegrass

As part of the ‘Protecting Our Ponds Project’ Wellington Shire Council is conducting roadside African Lovegrass control in the Perry River/Providence Ponds catchment area.

Due to recent rains following an extended drought, African Lovegrass levels have increased in recent months.

Council is conducting an additional treatment of roadsides in the Perry River/Providence Ponds catchment area during autumn to control the outbreak as much as possible.

These works will reduce the spread of African Lovegrass into adjacent farmland and endangered Red Gum Grassy Woodland vegetation along Council roadsides in the area.

Wellington Shire Council Mayor Cr Alan Hall said Council had an extensive African Lovegrass control program working closely with partner agencies to improve control of this weed on roadsides within Wel- lington.

“It is imperative we work together to manage this outbreak as African Lovegrass is a significant threat to agricultural and environmental values,” he said.

African Lovegrass control is being implemented in accordance with Council’s Roadside Weeds and Pests Program Control Plan and overlaps areas included in the Providence Ponds and Perry River Catchment Strategic Directions Statement.

This project is supported by Wellington Shire Council through funding from West Gippsland Catchment Management Authority and the Victorian Government’s Our Catchments, Our Communities Program.

For more information on Council’s roadside weed control program or African Lovegrass contact Councils Land & Natural Resource Coordinator on 1300 366 244.

A Message from Brendon McClements—CEO Visit Victoria

It’s been a start to the year that no one anticipated, and one that continues to challenge us all.

Yet as we head towards Easter, we can all take inspiration from the way in which our industry is pulling together, supporting each other and finding ways to innovate and adapt.

Many of you are changing and adapting your business models. From virtual galleries and live streamed symphonies, to distiller- ies making hand sanitizer and fine diners offering home delivery, businesses across Victoria have been quick to show their resil- ience and innovation.

At Visit Victoria and the Melbourne Convention Bureau, we’re already planning how we can play a part in supporting and re- building the business events sector and tourism industry when this has passed.

But right now, the message is clear: everyone must stay home. For accommodation providers, you are strongly advised not to accept bookings for leisure travel. Accommodation should only be provided to:

 People who live there permanently

 People without a permanent place of residence

 People whose permanent place of residence is temporarily unavailable

 People who have travelled to Victoria for work

 People who were already staying there temporarily at the time the restrictions came into force

 People who need emergency accommodation as a result of family violence or other threat

 People who require accommodation for work, where their work is helping to slow the spread of coronavirus.

Consumer Affairs Victoria states that under Australian Consumer Law if a trip cannot proceed due to coronavirus (COVID-19) consumers are entitled to a refund for any services not provided.

Organisers may deduct reasonable expenses they have already incurred from any refund.

Organisers should have clear refund policies and processes in place, to ensure they meet their obligations.

It’s best to talk to your customer to negotiate alternative arrangements, such as holding the deposit over to be used at a different time.

A Message from Brendon McClements—CEO Visit Victoria

Visit Victoria is strongly encouraging people to postpone, not cancel their holiday bookings, through our communications.

The Victorian Government has established an Economic Survival Package to support Victorian businesses and workers through the far reaching implications of coronavirus (COVID-19).

You can read about the key programs under the $1.7 billion package here.

If you haven’t already, I encourage eligible small businesses to apply for a $10,000 grant through the Victorian Govern- ment’s Business Support Fund. More than 16,000 businesses have already applied and $50 million in grants will have been paid to 5,000 businesses across the state by the end of today.

Some of you have also been asking about support for sole traders. The Commonwealth Government has announced meas- ures to support sole traders. Visit their business website for more information.

The National Cabinet has endorsed a mandatory Code of Conduct to guide commercial tenancy arrangements, which in- cludes a principle of proportionality to rent reductions based on the tenant’s decline in turnover, to ensure that the burden is shared between landlords and tenants. The Code also allows tenants and landlords to agree to their own temporary ar- rangements.

Other Resources and Links: There is a range of support packages available to small to medium sized business from both the Victorian and Comm wealth Governments. You can visit our website for more resources and FAQs. The Department of Health and Human Services has also responded to frequently asked questions from the community about the stay at home restrictions. You can also receive updates from the Commonwealth Government via the COVID-19 WhatsApp. Download WhatsApp onto your Smartphone, then follow the prompts here.

These are unprecedented times. But we are all in this together and we all have a part to play to slow the spread of coro- navirus (COVID-19) and save lives.

Take care and look after each other.

Kind Regards,

Brendan McClements CEO, Visit Victoria
