TIME 1900 (7.00pm) A brief period will be made available for the public to raise appropriate matters with the Council. 1. Apologies. 2. To receive declarations of personal or pecuniary interests, in accordance with the Code of Conduct. 3. Planning applications for OBSERVATION • 30/20/0028 erection of implement shed at Orchard Court Hill Road, Blagdon Hill. • 30/20/0029 conversion of garage to craft studio and erection of ground and first floor extensions with a detached garage at Blackdown Edge Pitminster Road Pitminster. • 30/20/0033 conversion of outbuilding for ancillary use at Quoits Field, Honiton Road, Duddlestone, . (amended scheme to 30/19/0032). • 30/20/0034 Replacement of dwelling at Park Lodge Poundisford Road Pitminster. 4. Minutes of virtual meeting held on Thursday 17 September 2020, already distributed, to be approved, and signed. 5. Matters arising. None. 6. To receive any planning infringements for possible enforcement. 7. To receive report from Peter Kirby regarding Playing Fields and section 106 money. 8. To discuss repaint of telephone boxes. Quote for paint of all three boxes £850, including materials. Cllr Threlfall report back re Lowton Box. 9. Climate Emergency. Cllr Threlfall. 10. It was resolved at last meeting to spend some CiL money on refurbishment at Pitminster Church for use by community. CiL funds stand at 23575.84. Clerk was requested to seek guidance from West and Council. An email was circulated to Cllrs showing an expression of agreement from Rebecca Staddon lead on CiL 11. Purchase of Grit Bins. One has been discovered at Angersleigh. For discussion initial purchase 1 for Pitminster 1 for Blagdon Hill and 1 for halfway up Blagdon Hill. Funds from Anesco? 12. Clerk Salary. Cllrs have been sent information from Clerk. 13. Debate possible purchase of a second SID for Howleigh Lane. At last meeting Cllr Threlfall proposed the purchase but emphasized that the type with the smiley face have the most effect at slowing down motorists.
