Mission: To provide a responsible voice and leadership to the Volunteer Fire Fighter of Saskatchewan, with the intent being to minimize loss of life and property in all aspects of Volunteer Emergency Response.

Objectives:

 To provide training and education for the Volunteer Fire Fighter.

 To solicit province-wide membership from every Volunteer Fire Department in Saskatchewan and to encourage active and concerned participation in the Association’s objectives.

4 Comments from the President

Welcome to 2019. I trust that this finds everyone as good as possible and looking forward to spring and all the good stuff that goes with it, such as the spring school and tradeshow hosted in Pilot Butte SK. This school is the first one where the generous donation from Scotia Wealth will provide $1500.00 to offset training costs for one lucky department.

I know there is an air of uncertainty surrounding the peer response team that the SVFFA/SAFC/EMFS has in place. I can tell you all that yes there was a change in the co-ordinator of the team but the team still exists and is still fully funded. If there is any volunteer firefighter crew or individual needing peer counselling support just simply call Courtney Edwards, our esteemed Executive Director, at 306-520-3278 and she will make sure that your needs are addressed and a team is dispatched. We are partnering with OSI , Canadian Mental Health Association and other likeminded organizations to provide further training and response skills. As always we are looking for more people to join and there are training dates being released in the near future.

This newsletter is now being done electronically due to the rising costs of print media. We spend approximately $2000.00 per hard copy quarterly news. The board did not feel this is a prudent use of our resources, so we have ventured into the 21st century.

In closing I want to wish all a great year, with nothing but success and good fortune moving ahead.

The SVFFA Spring Fire School hosted by the Pilot Butte Fire Department, April 26-28 is just around the corner and will be sure to be a great one! Please register early to ensure you are enrolled in your first choice course. Specialty Courses offered this Spring include Ice Water Rescue and Stars Landing Zone and Emergen- cy Scene Traffic Management. A side note to those filling out the Registration Form, please ensure that the spelling of all participants names are correct as these are the names that are printed on the certificates. No nicknames, please =)

A few random items worth mentioning:  Your SVFFA membership cards are in production and will be mailed out shortly.  You may have guessed by now, but our newsletter has gone paperless. The newsletter can still be accessed via the SVFFA website and now the SVFFA Facebook Page (give the page a “like” if you haven’t already).  The SVFFA now accepts eTransfer to our email address: [email protected]. Feel free to transfer payment for membership fees, fire school registrations, certificates and pins etc. etc.  Please ensure that the mailing address you and/or your town office has on file has been changed to the Balgonie location as our previous Executive Directors are still receiving a bit of mail to their addresses.

Zone 1

Hope everyone is staying warm! Good news! The fall edition of the SVFFA Symposium will be hosted in ZONE 1 for the first time since 2010. RM of Swift Current Fire Department will be hosting the SVFFA Symposium in October. Stay tuned for the information. With the symposium in ZONE 1, I am hoping to see many of my zone members participate. IF you haven’t become a member of the SVFFA yet, you still have time. There are many reasons to become a member of the SVFFA. Visit our website www.svffa.ca for more information on the benefits of being a member. The Registration Form can be found on our website as well. As you are well aware the SVFFA has a dedicated SFS-CISM team willing to respond anywhere in Saskatchewan when requested by a fire department or fire fighter. Zone 3

There may be global warming around the world but in Saskatchewan we continue to be in a deep freeze. If you were one of the fire departments called out in this cold weather stay safe and stay warm. This year spring fire school will be hosted by Pilot Butte April 26-28. The host community is planning 18 different classes. Some new classes are Livestock Emergencies, HAZMAT ID/Awareness, STARS LZ, and Ice Water Rescue. If you have not signed up for classes do it now as classes fill up fast. In December I had the honor to tour Wolseley Fire Hall and view their new fire truck. The new fire truck was cost shared between the RM of Wolseley, the Town of Wolseley and donations. If firefighters have any questions or concerns with any fire related issues you can reach me at my contact info that can be found on page 2. Hope everyone has a great spring and summer. Zone 5 Happy new year to all. I hope everyone has had a safe start to 2019. Unfortunately, there were a couple of significant incidents in this area. When these tough calls come through, we need to be reminded that there is help out there. We have a top-notch team, the SFS CISM. They are here to lend an ear and listen. Just a quick phone call will get the process rolling to bring them out. Contact Courtney, our executive director, and she will ensure the team is mobilized to help. The honor guard recruitment process is in full swing. We have compiled the emails of those who have expressed interest. We spoke about the dress attire at the last meeting and we the board have decided that in the spirit of the volunteers we represent, our honor guard will be formed of members using the class uniform standard that your department has. If your department doesn’t have a standard, we can help get you the necessary steps to setup your own dress code. We are still looking for members in just about every zone. At the moment the plan is to setup a Saturday this spring to start working with Regina ems honor guard to start working the marching and ceremony exercise. Stay tuned for more infor- mation. Here in Churchbridge we hosted a wildland suppression course from the SVFFA. We were very happy to have fire fighters from 7 different departments and our very own president Lapchuk as the lead instructor. Thank you very much to all those that attended and instructed for making this a very enjoyable experience. If your department would like to host a training course, contact Courtney our executive director or your local zone director. We are happy to come in and teach just about any course you would like to host. Remember don’t just train until you get it right, train until you can’t get it wrong.

GLAD TO SEE 2018 IN THE REAR VIEW MIRROR, IT WAS A TOUGH ONE FOR SURE. AS I'M WRITING THIS THE LAST FEW DAYS OF JANUARY, FIRST FEW OF FEBRUARY, WE ARE GOING THROUGH OUR FIRST BIG COLD SNAP THIS WINTER. HERE'S HOPING SPRING SHOWS UP EARLY AND STICKS AROUND THIS YEAR !

LOT'S OF NEW STUFF ON THE SVFFA WEBSITE ; FIRST, WE'VE UPDATED THE ZONE MAPS TO REFLECT THE EMFS RADIO AND SAFC BOUNDARIES. THESE HAVE BEEN IN PLACE FOR A FEW YEARS NOW AND IT'S TIME WE FOLLOWED SUIT IN ADJUSTING. THIS WILL ALIGN ALL THREE INTO ONE. THAT BEING SAID, FOR ANY DEPARTMENTS THAT PREFER TO ATTEND THE MEETINGS, TRAINING ETC. IN THEIR PREVIOUS ZONE - THIS IS ABSOLUTELY NO PROBLEM, SIMPLY LET YOUR REPRESENTATIVE KNOW YOUR WISHES. REMEMBER, THIS ISN'T REALLY A CHANGE, WE ARE UPDAT- ING WHAT IS ALREADY IN PLACE. ( WE ARE CURRENTLY WORKING ON IMPROVING THE RESOLUTION OF THE IMAGES.)

WE'VE ALSO ADDED SOME ONLINE TRAINING TOOLS : THE CASA GRAIN ENTRAPMENT LINK ( A PRE REQUISITE FOR THE PRACTICAL COURSE ) IS FOUND UNDER THE TRAINING SECTION, ANY RESPONDER IS AL- LOWED TO TAKE THIS. WE’VE ALSO ADDED THE ICS 100 WORKBOOK AND EXAM. SIMPLY PRINT OFF THE BOOKLET AND EXAM, READ AT YOUR OWN PACE, DO THE OPEN BOOK TEST AND EMAIL IN TO [email protected] . THE CERTIFICATE WILL BE MAILED OUT AFTER GRADING HAS BEEN COMPLETED. ICS 100 IS A PREREQUISITE FOR MANY DIFFERENT COURSES, BUT MORE IMPORTANTLY IS A BASE FOR BUILDING KNOWLEDGE FOR EMERGENCY RESPONSE NO MATTER THE ORGANIZATION.

YOURS TRULY HAS BEEN LOOKING INTO THE USE OF LIGHTS/SIRENS ON RESCUE APPARATUS WHEN RE- SPONDING TO MEDICAL FIRST RESPONDER CALLS. THE SASKATCHEWAN HEALTH AUTHORITY (SHA) IS CURRENTLY REVIEWING THE CONCERNS THAT WERE EXPRESSED AROUND WHY VOLUNTEER MEDICAL FIRST RESPONDERS HAVE BEEN REQUESTED NOT TO USE LIGHTS AND SIRENS WHEN RESPONDING TO MEDICAL CALLS. ONCE THE SHA HAS PROVIDED DIRECTION, I WILL SHARE THIS WITH THE REST OF THE GROUP.

Zone 7 Hello to all fire fighters out there! I am sure everyone is trying to stay warm and not having any or very few calls through this cold snap. Now it the time to do your inside in-house training. Rosetown put on a class about Traffic Incident Man- agement (TIM). Three members and myself from Eston Fire attended which was a real eye opener. We tend to think it is not an important step at an MVC, but it is step ONE. I obtained a stick and was able to teach my fire department the course. This then made us change our SOP’s and SOG’s. I was asked by Fire to give the same presentation on February 1st and 2nd. EMFS in conjunction with the RM, EMO office presented a class about Wildland Fire Suppression. Very good attendance from surrounding RM’s, admin, fire and grader operators. Kyle Fire hosted a P25 radio class mostly on interop. We need to use this option more often. Fire had a dream which is now a fact. They are building a new fire hall. It will have 5 bays, 2 trucks deep with upstairs class rooms etc. Congratulations! is happy to announce that they have a new 3500 gallon water tender. Eatonia will be taking delivery of a new brush truck in the near future. Rosetown Fire got 12 new SCBAs. It is time to renew your SVFFA membership. Zone 8 Greetings from Zone 8. Hopefully everyone was able to stay safe in this most recent cold snap. Firefighting when the temperature falls below -30 C creates different challenges from firefighting in warmer weather conditions. Ensure all of your firetrucks are winter ready to operate in these cold temperatures. A lot of departments use the winter months to teach and instruct indoors. However, don’t forget to train outdoors in the winter as well. Get used to remembering about slippery conditions, and expect visors to steam up and freeze with your breath. We won’t always have a safety person watching our every step to warn us of dangers. Stay safe and practice for every condition. If your fire department is putting on training, please consider inviting your neighbouring departments. Getting to know your neighbours and building relationships with them is exponentially worthwhile when you need to call on them. There has been discussion about a Zone 8 joint SVFFA/SAFC zone meeting. Tentative date is March 2nd in Meadow Lake. Zone 8 member departments, stay tuned for a confirmed date, location and time. The SVFFA spring fire school will be hosted by the Pilot Butte fire department on April 26-28, 2019. Please consider attending this school as the knowledge gained will be fantastic.

Zone 9

Hope everyone had a great Holiday Season. Probably looking forward to Spring, with a look at our fore- casts.

The start of winter was fine, now in the Prince Albert area, it has been snowing and very cold. About 4 feet of snow in my back yard, and don’t know where to put it now.

While we were away, there was the train derailment near . A real mess with railcars and grain all over the scene. Luckily, there were no injuries, or casualties. Nearly all cleaned up now, with the rail bed all in place.

Fire depts, keep the spring school in Pilot Butte in mind. Book your accommodations early, and register for your classes. Check our website for fire dept info. If you have any questions, or issues that you can’t find answers for, contact our executive director, Courtney Edwards. If she doesn’t have an answer, she will contact our executive for a solution.

Please check your batteries in your smoke and carbon detectors, they can save your life and your loved ones.

2019 SVFFA Spring Fire School Pilot Butte SK – April 26, 27, 28 2019

Registration Procedures

 REGISTRATION DEADLINE is April 12th, 2019. Programs have minimum and maximum attendance requirements and may be cancelled if requirements are not met. All participants must list program choices by first and second choice. Any participant whose first choice is unavailable will be notified, as soon as possible, for alternate course confirmation. Please ensure participant names on the Registration Form are printed clearly and spelled correctly, as these names will be printed on certificates.

 Weekend registration fees are $175 (per SVFFA member) or $325 (per non-member). This 16-hour program will combine three Essentials of Fire Fighting lessons. The three lessons will enable students to be able to predict probable fire behaviors and know the actions necessary to change or prevent these behaviors. PPC will enable students to properly identify, use and maintain personal protective clothing. 2005 AUTO EXTRICATION (Friday. Saturday & Sunday) This course is designed to teach rescue personnel involved in vehicle extrication the knowledge & skills necessary to perform a safe expedient rescue using a variety of tools and techniques. Students will gain the knowledge to assess the accident scene using the Incident Command System and have the opportunity to use extrication equipment in a safe, controlled situation under the guidance of a skilled instructor. The safe use, care & maintenance of hand and heavy hydraulic rescue tools will be covered. Students will learn to recognize existing and potential hazards at an accident scene and to stabilize the entire scene, as well as patient access, care and package for removal. Extrication can be dangerous - rescuers should be properly trained in order to protect themselves and work safely near accident victims. Safety equipment must be worn. 2010 Fire Service Instructor Part 2 (Friday, Saturday & Sunday) This course is intended for those participants who have taken Fire Service Instructor Part 1. Participants will be required to teach a part of a module to show their competence in teaching. This course is conducted by E.M.F.S. Participants are required to bring their manuals that were used in Part 1. Prerequisites: Fire Service Instructor Part 1 Course Load: Min 6 / Max 10 Course Fees: Weekend registration

2020 Vehicle Extrication: New Car Technology Seminar (Friday & Saturday) This seminar will address the challenges posed by late model vehicles. Discussions, presentations and practical exercises will address the problems, and the solutions, associated with current vehicle design. Why some equipment and techniques may no longer be adequate to deal with current and future vehicles. Alternative methods and tools will be employed during the class. Topics covered will include: vehicle design and materials, hybrids, extrication techniques and alternatives, problems created by passenger restraint and safety systems, dangers associated with car fires during extrication and how to avoid them, stabilization options, manual, pneumatic and hydraulic tools. This course is for first responders with previous training or experience. Prerequisite: None but Previous VX training or experience is beneficial. Clothing – Turnout Gear or suitable coveralls helmets, with face shields or goggles, gloves, safety boots. Course Loading: Minimum eight – Maximum twelve Course Fees: Weekend Registration Plus: An Additional Course Fee of $50 per person

2035 Hazardous Materials Awareness (Friday, Saturday & Sunday) This classroom course is NFPA 472 certified and a successful passing grade on the exam will give students international accreditation by IFSAC. In this course students will gain a comprehensive understanding on how to use the North American Emergency Response Guidebook. This guidebook will assist respondent in making initial decisions upon arriving at the scene of a dangerous goods/hazardous materials incident, and protecting themselves and the general public during the initial response phase of the incident. Even though this is an Awareness class, the SVFFA has secured a few Class A chem suits. Those wishing to don/doff a suit may do so as long as they have prior SCBA training. Please note: To gain certification at the Awareness Level the individual must: 1. Produce a letter of recommendation from their Fire Chief indicating that they are a member of a fire department, have received training and are adequately prepared for evaluation. 2. Complete NFPA 472 JPR’s through self-study, training on the job and/or through courses and seminar. 3. Successfully pass a 50 question written evaluation based upon the North American Emergency Response Guidebook and IFSTA’s Hazardous Materials for First Responders manual within 1 hour and attain a minimum 70% mark. Prerequisites: None, however students are asked to bring a copy of the 2016 Emergency Response Guide (ERG) with them. Course Loading: 25 Max/ 8 Min Course Fees: Weekend Registration Plus: An Additional Course Fee of $20 per person.

24 2050 FIRE SAFETY INSPECTIONS (VISITATIONS) (Friday. Saturday & Sunday) This course encourages fire safety visitations and evaluations of small community facilities and will include the reason for inspections, authority under the Fire Prevention Act 1992, building classification, inspection & maintenance, emergency planning, calculation of occupant load (based on net floor space & exits), common hazards, orders and appeals, water supply & hydrant maintenance. Prerequisites: None Course Loading: Min 6 / Max 12 Course Fees: Weekend Registration. Please bring a calculator, measuring tape, pen, ruler & notepad.

2055 Pump Operations & Maintenance (Friday, Saturday & Sunday) This course will cover the basic maintenance of a fire pump, how to use a fire pumper, how to use the relief valve, how to draft water from a slough and pumping from a hydrant system. Students will be shown how to perform pump service tests on their trucks. This course consists of both theory and practical work environments. Prerequisites: None Course Loading: Min 8 / Max 16 Clothing: Full turnout gear or coveralls Course fees: Weekend Registration

2070 Fire Fighting Emergency Escape / Self Rescue (Friday, Saturday & Sunday) This course is designed to teach fire fighters how to recognize potential fire ground life safety dangers and ways to avoid life endangering situations. This course also teaches some drastic measures that can be taken in order to help save one’s own life in an emergency. This course is geared to the experienced fire fighter. Prerequisites: Safety, P.P.C., S.C.B.A. and Ladders Course Loading: Min 8 / Max 10 Course Fees: Weekend Registration Clothing: Full turnout gear & S.C.B.A. * A waiver of liability must be signed prior to practical evolutions.

2075 VEHICLE FIRE FIGHTING: (Friday, Saturday & Sunday) This program consists of a theoretical and practical application. The program will enable students to identify and describe dangers associated with vehicle fires. Students will identify and explain the elements of vehicle fire suppression strategy, describe the major dangers of vehicle fires, understand the importance of strategy and tactical team operations, understand the possible indications of deliberate fires. Students will participate in hands-on vehicle firefighting, as well as classroom activities. Prerequisites: SCBA / Fire Behavior / Safety Course Loading: Min 10 / Max 15 Clothing: Full Turnout Gear / SCBA Course Fee: Weekend Registration plus: AN ADDITIONAL COURSE FEE OF $50 PER PERSON

4070 – Officer Management Training (Friday, Saturday and Sunday) This seminar is an opportunity for fire officers and senior fire fighters to explore the challenges and opportunities of managing volunteer departments. Topics covered include alternative management structures, working with municipal councils, developing effective SOPs and tools for evaluating fire department capabilities. The class is also an opportunity for participants to share best practices from their home departments. Prerequisites: None Course Fee: Weekend registration

Handling Livestock at Emergency Incidents (Friday, Saturday and Sunday) This class will meet all the Job Performance Requirements (JPR’s) for NFPA 1006 – Animal Rescue; Awareness level. This 16-hour class will provide students with a basic understanding of livestock behavior, livestock transportation and handling equipment and procedures to be used during an emergency. The class will include the students getting practical experience handling livestock. Prerequisites: none Course loading: min 6/max 20 Clothing: practical exercise will occur outside so dress appropriately in clothing that can get dirty (turnouts not required) Course Fee: Weekend Registration plus: AN ADDITIONAL COURSE FEE OF $50 PER PERSON

25 Ice Water Rescue (Friday, Saturday and Sunday) The Ice Water Rescue course is designed for emergency services involved with incidents where members of the public have fallen through the ice on lakes, ponds, rivers and dugouts. Students will learn how to safely perform rescue techniques with the proper equipment and how to understand ice conditions. Self-rescue, shoreline, platform and entry rescue skills will be taught. Students will be taught how to recognize and treat casualties with hypothermia safely. This will be a mixture of theory and hands on practical training in real ice water conditions. PREREQUISITES - none COURSE LOADING - 12 student minimum required STUDENTS WILL BE REQUIRED TO SIGN A WAIVER PRIOR TO CLASS THOSE WHO ALREADY HAVE ICE RESCUE SUITS ARE ENCOURAGED TO BRING THEM, OTHERS WILL BE PROVIDED/SHARED AMONGST THE CLASS COURSE FEE - Weekend registration plus additional course fee of $50 per person.

Stars Landing Zone and Emergency Scene Traffic Management (Friday, Saturday and Sunday) Landing zone training and information is essential for fire departments. Fire fighters play an important role in the chain of survival and are allies in saving lives. Landing zone training identifies the hazards and risks involved in setting up a LZ. The classroom presentation is approximately 1.5-2 hours in duration. Topics included are as follows: • Identifying partners in the chain of survival • Medical training of air medical crew and capabilities • Pilots and requirements • Emergency Link Center (ELC) and communications with the helicopter • Weather for flight • Night vision goggles • STARS utilization • STARS activation • Landing locations (scene calls, landing pads, hospital sites) • Questions The STARS landing practical will take place Saturday morning. No course prerequisites.

The traffic control guidelines for firefighters at emergency scenes awareness course will demonstrate best practices in slowing, detouring and routing civilian traffic, positioning apparatus and safely deploying fire personnel. Approach, transition, incident scene and termination zones will be described. Practical exercise will take place on Sunday morning.

The SVFFA FIRE FIGHTER OF THE YEAR AWARD will honor up to one outstanding individual from each of the 10 zones.

The applicant must be a VOLUNTEER in good standing and have been a member for at least ONE FULL YEAR. The Department must also have been an SVFFA member for a full calendar year.

Contributing attributes could include; attendance to meetings/practices, performance during actual live calls, volunteering in the community for events as a representative of the dept., personal educational achievements/goals (certificates, test scores), safety awareness, leadership abilities/intangibles, fire pre- vention, public education, ability to secure resources, first aid/responder/ medical skills, shuffling work and personal schedules to attend/respond to department business etc.

As a leader you will need to pick the ONE candidate from your team. This may be a daunting task as you may have several who would fit the bill. But, for obvious reasons, only one can be selected (keep in mind you may nominate one of your other "All Stars" the following year provided they continue their outstand- ing service).

You can write the application in any form you desire: formal letter, bullet point, essay style etc. (please though, no poems).

30 Scotia-Wealth Scholarship Application

The goal and purpose of this funding is to help enable volunteer fire departments to attend and send members for training at the SVFFA spring or fall training symposium. The applying fire department must be a member of the SVFFA. The members must attend, and successfully complete the course which they are enrolled in. This money can be used to offset course costs, meals, travel and accommodations. Upon proof of successful completion, the receiving department will be given fifteen hundred dollars to offset costs incurred. There is no reduction of the fifteen hundred dollars, nor is additional funding available. There is no limit to the department’s ability to apply, but the hope is that if you receive it once, you will wait a full year to re-apply.
