    ANNUAL REPORT 2015 CHAIRMAN’S REPORT Following on from the adoption of the Governance and Electoral procedural review last year and GUW’s commitment to Sports Wales Governance Framework we advertised Board and Chairmen of Committee vacancies. The number and calibre of applicants was gratifying and has resulted in the appointment of a group of people with a diverse range of skills that will enable us to continue to build on the excellent foundation and progress achieved by GUW since its inception in 2007. A strategic review of GUW will be held shortly to ensure we are addressing the needs of Welsh golf in the best possible way. Dr Val Franklin Richard Dixon continues to manage and support a dedicated team of staff whose hard work and commitment delivers the best possible programmes to support Welsh golf clubs and players. It’s always sad to lose members of any such team but we wish Gavin Reen, Stuart Stenhouse and Ben Waterhouse all the best in their future careers and thank them for their contributions during their time with us. Challenges remain for golf globally in terms of participation, particularly in the area of male and female golfers for which the levels of players remain at 85% and 15% in Wales respectively, and retention of members but adopting flexible approaches to being part of a club, playing the game and encouraging families should hopefully help to redress this balance. GUW’s programmes are available to support clubs and players and its encouraging that more clubs are engaging in these programmes as reflected in case studies on the GDW web site but clubs do need to fully commit to using and implementing these resources to maximise their impact and sustainability of change.

The Importance of Skill and Luck on the PGA Tour Abstract Using a variety of methods, we study the relative contributions of skill and luck in determining the scores of professional golfers who play on the PGA Tour in the U.S. Fixed effects modeling establishes the presence of important changes in skill over the multi-year sample used in our empirical analysis. We apply a set of tests in the literature for hot hands, and employ a markov- switching model on scores of individual golfers. Trenham 2010 to 2016 2010 In November Leo DeGisi was sworn in for a second three-year term as a PGA of America director. 2011 The Section celebrated its 90 th birthday and Rich Steinmetz won the Section Championship for a third time. 2012 Stu Ingraham won the Section Championship, Sr. Championship, Player-of-the-Year, points and scoring average. 2013 Harry Hammond won the PGA Bill Strausbaugh Award, Mark Sheftic was on the PGA Cup Team for a 3rd time. 2014 Lou Guzzi-teaching, Rick Kline-merchandising and Scott Nye-merchandising were honored with national awards. 2015 The Philadelphia Cricket Club hosted the PGA Professional National Championship. 2016 In November Tom Carpus was elevated to chairman of the PGA of America rules committee. 2010 A new decade began with the country in a deep recession and the business of golf was in just as deep. There were more golf courses than there were golfers. Definitely, there were too many golf professionals. Some golf courses were closing which was the best for the business in general but difficult for the employees. One golf writer stated that for the first time more golfers were on waiting lists to get out of clubs in the United States that there were waiting to get into clubs. In January the PGA made some changes to the apprentice program. One of those was that all applicants to the apprentice program would have to complete three online courses and pass a knowledge course before being al- lowed to register in the program.
