In light of nebulous funding from the Board of Regents, Clough’s actions also constitute a sound financial decision. To maximize effectiveness, any new programs should fit a hole left by what is currently provided—or at least work more closely with existing programs to minimize overlap. While the camp is an excellent idea and should be considered for funding in the future, it is first necessary to have a deep understanding of what each existing activity delivers—and what current activities would be sacraficed to fund a large-scale retreat. Parking needs to beef up enforcement and surveillance to catch the perpetrators—whose childish actions cost everyone money.
