Chamber Connections, February 2020 3 Cornerstone Member - R & R Realty Capital Station: From Empty Factory to Bustling Shopping Center When Playtex mothballed their factory on the intersec- tion of Division Street and DuPont Highway, the corner went dark for nearly two decades. An important part of Dover’s history, the facility on the edge of downtown had employed hundreds. As it sat empty, weeds began pushing their way up through the asphalt and the old teal water tower browned with rust. By the early 2010s, the facility was in a state of disrepair. A Brownfield Remedial Investigation revealed that it was par- tially contaminated which added to the list of obstacles to repurpose the site. Nevertheless, the idea of transforming it into a modern, high-traffic shopping center began to perco- late. After navigating a complicated maze of zoning, architec- tural and engineering stumbling blocks, Capital Station Do- ver LLC (the developer) initiated the project in 2017. Several years of careful demolition and construction later, the vision was realized and Capital Station rose from the rubble. The 60,000 square-foot shopping center quickly caught the attention of large international brands like Starbucks and Aldi. They were joined soon after by SuperCuts, Village Optical, Massage Envy, Verizon and Orangetheory Fitness. Red Robin Gourmet Burgers and Brews climbed aboard as well and is currently putting the final touches on their new location. Not only did the development do away with a long-shut- tered factory, it breathed new life into the busy corner. From dawn till dusk, on-the-go Doverites now file into the Star- bucks drive thru, pick up groceries, get a massage or drop in for a quick workout. Where there was once a perimeter of barbed wire fencing, there’s now a network of brand-new sidewalks – transforming it into a walkable business district. Helping to ease added traffic, multiple entrance and egress points were added to make Capital Station accessible from Maple Parkway and Kings Highway in addition to the high- way and Division Street. With approximately 400 parking spots, the center holds a lot of visitors. “It’s been a great project to be a part of,” said Charles Rodriguez, owner of R&R Commercial Realty. “Revitalizing the area with a shopping center has helped provide more high-quality amenities for nearby residents and businesses while adding jobs to the local economy and increasing the total amount of commerce taking place on Rt. 13.” As the leasing broker for Capital Station, R&R has been responsible for showcasing it to prospective tenants. Al- though the biggest available spaces were snatched up, Ro- driguez said there are still some great storefronts available. “There are a few spots left starting as small at 1,490 square feet,” he said. “But they can be combined into a space as big as 5,225 square feet.” For some, seeing the old factory fade into Dover’s past was bittersweet. But, it’s undeniable that Capital Station is a part of the city’s future, and the future is bright. There they heard from many staff members about all the aspects of producing and deliv- ering a quality daily . Joel Safranek passed the torch of leadership to Col. Matthew Jones. Due to the cold January temperature, the ceremony was held at Dover Air Force Base’s Aerial Port Squadron. A symbol of the heartbeat of DAFB’s mission, the Aerial Port provided a fitting setting for this auspicious cere- mony. In his final address to base personnel and gathered guests, Col. Safranek bid a fond farewell to Dover, his home over the past 18 months. He remarked that his time in Dover has been “the highlight of my career, and my family and I will miss Dover greatly.” His productive tenure as the commander of the 436th airlift wing saw many significant accomplishments including the 2019 Thunder Over Dover Air Show, more than 5,000 flights, and the receipt of the 2019 Air Force Outstanding Unit Award. His next assignment will be at Scott Air Force Base, Illinois. Flanked by more than 35 family members and friends, Col. Jones was eager to accept his new assignment. Serving in the military is a strong and long-held family tradition. Even though it is somewhat of an unusual move for the Air Force to select a new commander from someone in the ranks at the same base, there will be several advantages for the Jones family, as well as for the base and the community: TEAM Dover. Without the upheaval of another move – the Jones family has moved 5 times in the last 6 years – Col. Jones will be afforded the opportunity to build on many relationships that have already begun. In addition, he looks forward to continuing the fine work of Col. Safranek which he and the former colonel worked on together. In his new role, Col. Jones will be responsible for the mission of Dover Air Force Base to safely fix and fly aircraft, prepare and deploy Airmen, move cargo, and return America's fallen heroes with dignity, honor and respect. He will be charged with ensuring the well-being of the approximately 6,100 individuals who make up the base’s workforce plus 5,000 family members, and of carrying out the mission of flying cargo around the world. Jan. 8, 2020 - USDA Rural Development has rural energy funds available for small rural businesses and agri- cultural producers to improve en- ergy efficiency systems or install renewable energy systems under the Rural Energy for America Pro- gram (REAP). The REAP grant can provide up to 25% of the project costs for energy efficiency improvements and renewable energy systems. The application deadline is March 31, 2020.
