Water resources remain stable despite dry summer

Our water resources remain stable despite one of the driest June’s on record and below average rainfall in July. In Southeast England, these conditions have not been seen since the 1920’s.

However, the above average rainfall our region experienced in December 2017, March 2018 and April 2018 led to a significant recovery in our aquifers (porous rock where groundwater is stored), which continued into May 2018. This put us in a much stronger position going into the summer compared to the summer of 2017.

Due to these wet months, careful management of our network and working with other water companies to share water, we were able to meet the exceptional demand during the hot weather over the summer with only a limited number of local pressure issues and without the need to introduce restrictions. In these exceptional conditions, the experience and dedication of our 24/7 operational teams helped to ensure we maintained a reliable supply of water for the vast majority of our customers.

The long, hot, dry summer has affected some chalk streams in our area, which are also fed by groundwater, but more particularly those that are also supported directly by rainfall and groundwater that is stored in gravel close to the surface.

River and chalk stream flows are strongest during rainfall/runoff periods and when gravel groundwater levels nearer the surface are high and are easily able to feed into surface water.

After periods of prolonged dry weather, the contributions from rainfall and runoff disappear. Visible water on the surface depletes quickly and shallow groundwater stored in gravel near the surface also falls away, which then affects the flow of some rivers and chalk streams.

We abstract from chalk groundwater sources much further below ground, which has less impact on the flow of rivers and chalk streams than the short term effects of prolonged dry weather.

Water will remain a scarce resource in the South East of England as we continue to meet the high demand for water from customers, whilst meeting our commitment to leave more water for sensitive habitats and local rivers.

We are doing our bit too and deployed extra leakage teams in areas of high demand during the hot weather to fix leaks where they occurred. We also continue to use the latest leakage detection technology to identify and fix leaks faster than ever before. We have committed to reducing our leakage by 14% by 2020, the largest percentage reductions of any other water company in England and Wales and have consistently met our leakage targets we agreed with Ofwat since 2010.

Three Rivers District Council Monthly Economic Summary General Economy The data releases for the month began with June’s Markit/CIPS Manufacturing PMI, maintained its headline balance of 54.4. The sector continues to show a stronger performance after a slow Q1, but was expected to be slightly healthier. Construction PMI, however, maintained its recovery from the dent caused by the Beast from the East by increasing from 52.5 to 53.1 in June - but worries about Brexit have caused some projects to be put on hold. Services PMI also showed the economy’s slow Q1 was temporary as the rise in the headline business activity index rose far above expectations from 54.0 to 55.1, well above the forecast of 54.0. This provided further evidence that the economy’s slow start to 2018 was only temporary and can be predominantly chalked up to the weather. Furthermore, the surveys suggest that solid growth in the services sector should be sustained in the coming months. British consumer price inflation (CPI) was lower than expected in June, holding at 2.4% despite forecasts of 2.6%. This is despite the rises in fuel and utility prices, offset by a fall in the core rate to 1.9%. Oil prices should eventually fall back down later in the year, and CPI should also fall as the impact of a weaker pound continues to wane. June’s public finances figures were strong overall; the deficit in June stood at £5.39bn, compared with £6.24bn a year ago, however a Reuters poll had predicted £5bn this time around. As of this financial year, the deficit stands at £16.8bn, 24.4% lower than for the same period in 2017, but it must be noted that early in the financial year it is difficult to draw many reliable conclusions. Public debt, excluding nationalised banks, stood at £1.792trn, 85.2% of GDP. This is down from 86.2% in June, but still double the figure from before the crisis. The final reading of first quarter GDP growth saw an upward revision to 0.2% from initial estimates of 0.1%, following underlying revisions to construction output.. The yearly figure for GDP growth up to May was 1.5%. Moreover, May’s monthly GDP also showed a strong 0.3%, up from April’s 0.2%. and evidencing further that the Q1 weather-induced figures are behind us. July’s data also showed that British workers’ wages rose at the slowest rate in six months during the three month period to May, despite our continually decreasing unemployment rate. Unemployment may be lower than ever at 4.2%, but average weekly earnings rose by just 2.5% in said three month period, down from 2.6% in the previous period, and pay growth excluding bonuses slowed to 2.7%. Q2’s retail sales growth grew by the most it has since the first quarter of 2004. Despite retail sales in June alone were down by 0.5% from May; however the quarterly figure was 2.1% higher than the first quarter. June’s figure can be said to be poor partly because of the World Cup keeping people out of the shops. The figures as a whole contrast with relatively soft wage and inflation data, and the ONS said the strong retail sector data would probably add 0.1% to Q2 GDP growth.

These are only preliminary figures but the data points to a slight slowdown in the Eurozone, which is not good for both the bloc itself and its trading partners. The ECB held its interest rates at 0% still, remaining at a -0.4% deposit rate as well, with Mario Draghi implying that a rate rise is likely towards the end of the next year, as the single currency’s economy is still too fragile to accommodate a rate rise yet. Inflation went slightly up to 2.1% for July, and the unemployment rate very marginally decreased to 8.3%, a level which the EU will still not be comfortable with. In the USA, unemployment stayed at a low level, but slightly rose to 4% from 3.8%, with non-farm payrolls decreasing to 213,000. President Trump will certainly be extremely happy with US GDP, hitting 4.1% in Q2, compared to 2% previously, a massive increase.

Housing Nationwide revealed that house prices rose by 2.5% y/y in July, up by 0.5%. On a monthly basis, house prices rose by 0.6%, well ahead of a 0.2% Reuters poll. Nationwide continue to expect house prices to rise by around one per cent over the course of 2018, but acknowledge it will depend on the broader economic conditions, particularly subdued economic activity and ongoing pressure on household spending and real wages.

Forecast Neither Link Asset Services (LAS) nor Capital Economics made changes to their bank rate forecasts during July. LAS suggests that the next interest rate rise will be to 0.75% in the final quarter of this year, with further rises of 25 basis points in Q3 2019, Q2 2020 and Q4 2020. Capital Economics expect the next rate rise to 0.75% will be in August, with further rises of 25 basis points in Q4 2018, Q2 2019, Q4 2019 and Q4 2020.

Chorleywood Common Local Nature Reserve Greenspace Action Plan (GAP)

As the declaring authority for Local Nature Reserves, Chorleywood Parish Council (who owns and manages Chorleywood Common) has asked TRDC to sign-off the Chorleywood Common Local Nature Reserve Greenspace Action Plan (GAP).

The GAP has been written by the Countryside Management Service on behalf of and in partnership with Chorleywood Parish Council. The GAP was produced after consultation with various stakeholders and the general public.

44 Item 5 Leisure venues update of works

Regular communications will be available in the venues and directly to customers so they are aware of the works and the timescales of the below.

William Penn 3G Pitch

The works to the new 3G pitch has been completed.

William Penn Gym and Dry Changing Refurbishment

Phase one of the gym refurbishment has been completed. Works to phase two have started. During each phase there will be approximately 50% of the gym space available for customers to use. This will ensure that there is some provision for the majority of the time the refurbishment takes place.

During the gym works, members will be able to use The Centre, Watford sites and Harrow Leisure Centre as often as they like. (Normally, members can use other sites but only a limited number of times per month to stop users from joining at cheaper venues and then using more expensive ones).

William Penn Gym schedule:

1. Monday 27 August – Friday 7 September – phase 2 of the gym refurbishment 2. Sunday 9 September: Remaining kit extracted from phase 1 area and gym closed completely late afternoon 3. Monday 10 September: Technogym installation of new equipment and gym will be closed all day

William Penn Dry changing schedule:

The changing room works started on Tuesday 28 August and the works are due to be completed Monday 1 October. The dry side changing rooms will be closed for the duration of the project with customers directed to the wet side (pool) changing village.

Rickmansworth Golf Club Fairway Inn and Function Room Refurbishment

Tuesday 2 January to Thursday 31 January 2019

This period was chosen as there were no bookings during this time and it is a very quiet time for functions following the busy Christmas period. The space will be refurbished in phases and there will always be a space available for golfers to get a drink and food before and after they play. Regular bookers will be liaised with directly regarding relocating their booking whilst the work is taking place if the ‘available space’ is not suitable.

45 Item 5 The Centre – pre main contract works to refurbish the Small Hall and refurbish and extend the gym

The refurbishment of the Small Hall and extension and refurbishment of the gym has been brought forward to be completed before the main project commences for two reasons:

• To ensure that for the 16 month period when there is only the small hall and gym available they have both been refurbished to provide better quality facilities • To take some pressure off the works to be completed during the main project

Small Hall

Monday 24 September to Sunday 14 October. The works to the small hall include new flooring and redecoration of the walls.

Dance Studio closes and works commence to turn into gym extension

Monday 15 October to Friday 16 November. Part of the dance studio will be being used to extend the gym. In order for the gym works to take place this will be closed and the works completed to the extension which then leads into the refurbishment of the existing gym.

Refurbishment of existing gym

Monday 19 November to Friday 14 December. The gym refurbishment will take place in two phases, each lasting just over two weeks. During each phase there will be approximately 50% of the gym space available for customers to use. This will ensure that there is some provision at all times.

During the gym works, members will be able to use William Penn, The Centre, Watford sites and Harrow Leisure Centre as often as they like.

The gym will be closed completely on Saturday 17 or Sunday 18 November to allow kit to be moved between spaces.

The main works at The Centre

The main works at The Centre are scheduled to start in February 2019, subject to planning permission, to run at a 65 week programme. The planning application will be submitted to Three Rivers District Council in September 2018. Designs of the works will be made available in September for all to view.

The Youth Zone, leased by Hertfordshire County Council, will remain open during the works.

SLM are starting to engage with regular bookers of the facility to make them aware of the works and to discuss arrangements of activities.

Further details of the programme will be made available to members of the public and Councillors in the coming months.

A Members’ briefing is planned for Monday 24 September at 8pm at The Centre to provide an update and answers to questions that Members may have on works to The Centre.

Hertfordshire County Council Briefing for Members in Three Rivers Summer 2018

YC Hertfordshire (YCH) provides targeted prevention and early intervention, through youth work projects and programmes, information, advice, guidance, work related learning, outdoor education and support for young people.

South Oxhey Youth Projects

Mental health awareness has been a specific focus of the youth project for young people in Years 10-11 which takes place in YouthZone in South Oxhey every Thursday evening. Approximately 20 young people attend this group on a regular basis and address issues such as forming strategies for dealing with peer pressure, looking at future aspirations and making better choices. With a focus on healthy lifestyles and independent living skills, young people are encouraged to take part in team sports and to practice their ‘healthy living’ cookery skills with youth workers.

The Tuesday evening project at YouthZone is specifically for young people in Years 8-9, with sessions this term ranging from challenging ideas and stereotypes to age-appropriate sexual health discussions, and how to deal with exam pressure. Young people again have the opportunity to practice their ‘healthy living’ cookery skills with staff and to take part in team sports.

YouthZone on a Friday is an open session for all local young people within the age range 13-17. This evening has seen the development of new strong friendships and has been very beneficial in developing self-esteem and personal development. Structured discussion has focused on youth engagement and participation.

Better Choices programme

Following funding from the PCC fund and with the support of the Three Rivers Community Safety Partnership, the Better Choices CSE prevention programme has now started across Three Rivers. Young people identified as at early-risk of CSE are referred to the project on an individual basis for tailored one to one work to enable them to make better choices in the future. Referrals to date have been received from Children’s Services Families First Triage panel, schools and from other partners. Better Choices is currently working with approximately 10 young people across the district – with each young person expecting to receive support from between 1-12 interventions with a personal adviser or youth worker.

Early intervention

Referrals to YCH from partners have been increasing steadily. These come from: the Triage process; HCC and Borough Council colleagues; schools; police; health professionals and other agencies. Once the referral has been assessed and accepted, bespoke support is offered so that the young person is actively supported to engage in the most appropriate project or programme and staff are able to target issues such as healthy relationships, personal/social development; gender identity and anti-social behaviour. YCH staff are also undertaking the Families First Key Worker role and will co-ordinate a Team Around the Family process to ensure that the needs of the whole family can be addressed.

Plus One programme

YCH Youth Workers were delighted to report that all those who took part in the 20-week Plus One programme for young parents across the district, which finished in July, successfully completed all of the four different City & Guilds’ Units. All the young mums reported that they felt they had benefitted enormously from the programme – with one commenting, “Having other young mums to talk to helped me know I’m not the only one who has a hard time every now and again. I’ve made friends for life”, while another added, “having supportive staff to help me with the work really enabled me to learn properly.”

West Hyde summer programme

Young people who take part in the term time West Hyde youth projects have enjoyed spending time planning their summer activity programme. This has included two-sessions every week over the summer holidays – one with a focus on sport and the other focusing on creating a new art mural within the young people’s centre.

National Citizen Service

This summer has seen approximately 1,100 young people from across the county take part in the National Citizen Service with YCH. Young people have been able to choose either a 4-week or a 3-week programme: with both programmes including two residential weeks followed by either one or two weeks for planning and delivering a social action project.

Social Action Project in Three Rivers

As part of their social action project, young people in Three Rivers supported the Otley Family Centre summer fete – contributing towards a profit of £500 raised for the Peace Hospice. Their actions were very much appreciated by the Intensive Families First Support Team, and Team Manager, Debbie Stone wrote to express her thanks saying: “We really appreciate it. The young people from NCS were brilliant and as always it’s lovely to do something jointly with YCH”

Rickmansworth Youth Projects

Regular weekly projects continue to take place at Rickmansworth Young People’s Centre for young people with learning disabilities and for LGBTQ+ young people. Both groups have spent time this term focusing on relationships and healthy living including alcohol awareness and coping with exam stress. Programmes have included arts and crafts, cooking and issue-based sessions and young people have increased their awareness of support services available to them.

Work Experience

YCH work with most of the schools in Three Rivers; providing 1 week block work experience placements for students (mainly in year 10) with local employers. This invaluable experience helps schools work towards achieving Gatsby Benchmark 6 (which suggests that by the age of 16 every pupil should have had at least one experience of a workplace). Work experience is a proven way for students to gain a better understanding of the expectations of employers and the practicalities of being in a workplace and over the last year 350 placements have been sourced for students from across 4 different schools in Three Rivers.

YCH also assists with finding extended work experience for students – these placements tend to be one day per week over a term, and these placements are a great way for students to explore and understand the kind of workplace that they may want to be part of in the future. Extended work experience placements are very useful in helping to build confidence, commitment and to help raise aspirations in students. Over the past year more than 50 of these placements

Horse Park & Ride events now available on Walks & More

Horse “Park and Ride” events are on offer throughout September and beyond in Braughing, Lilley, Shenley and Wheathampstead. The majority of these run monthly, with details and booking now available. The events give horse riders who stable in areas with little off-road riding or who want to explore somewhere new, the opportunity to do this. The events are very informal, with participants following a suggested route with a map. If required, off road horse box or trailer parking is available for a small fee payable to the land / farm owner on the day. Unlike Sponsored Rides these events are very relaxed and the ride routes mainly follow public rights of way, which are always open to the public.
