22. MINUTES OF THE LAST MEETING

RESOLVED:

That the Minutes of the meeting held on 16th January, 1980 be approved as a correct record and signed by the Chairman.

23. COMMONBANK LAKES

Further to Minute- No. 15 of the last meeting of this Committee, a report was submitted, for information, on the condition of Commonbank Lakes. This indicated that as a result of poor quality water entering the lakes from the and its feeder streams, only very limited numbers of pollution tolerant organisms were present in the top lake and conditions in the lower lake represented the bare minimum necessary to support fish life. Investigations into possible causes of pollution were being carried out by the Authority and the C e n tr a l L a n c a s h ire New Town.

RESOLVED:

That the report be received.

2 4 . ROD AND LINE LICENCE DUTIES

In accordance with Minute No. 40(7) of the Authority on 11th February, 1980 instructing the Regional Fisheries Advisory Committee to formulate proposals for increases in fishing licence duties to be effective from ls£ January, 1981 of a level at least equal to forecast increases in inflation up to and including 1981, consideration was given to increases in rod and line licence duties from 1st January, 1981 as follows:-

To conform with the instruction of the Authority it was necessary to increase licence duties by 45%, using the probable gross expenditure on fisheries in 1979/80 as the base point and measuring forecast increases in inflation from that point.

Although appreciating the need for licence duties to take account of inflation, Members expressed concern at the method by which the proposed new duties were calculated.

RECOMMENDED:

That the existing rod and line duties be increased by 20% to take account of inflation in the current year.

25. JUMBLES RESERVOIR FISHERY

The Committee considered proposals to develop Jumbles Reservoir as a coarse fishery.

Experience in managing Jumbles as a mixed fishery had shown that the coarse fishing element was relatively inexpensive whilst the inclusion of trout had proved more costly as both comprehensive supervision and repeated stocking was necessary. It was also pointed out that the limited coarse fishing facilities on the Reservoir were inadequate considering the predominance of coarse anglers in the area. It was envisaged that trout would always be present in the water even if developed into a coarse fishery.

RECOMMENDED:

(1) That the present policy of developing Jumbles Reservoir as a mixed fishery be reconsidered to permit its development and management as a coarse fishery. -3-

(2) That stocking with coarse fish to be obtained from a commercial supplier be carried out in the Autumn of 1980, supplemented from tme to time, by such additional stocking as may be possible and desirable, from the Authority's own resources.

26. FUTURE PLANS AND PROGRAMME FOR TROUT FISHERIES IN THE AREA

The Chairman reported that he had been approached by the Horwich Fly Fishers Club for information on the future plans and programme of the Authority in relation to trout fisheries in the Bolton area.

The Area Fisheries Officer reported on the progress and future development of trout fisheries in this area and in particular the complex of reservoirs. He also indicated that a report was to be submitted to the next meeting of the Recreation Sub-Committee on angling at Rivington.

RESOLVED:

That the appropriate Officers meet the Horwich Fly Fishers with a view to discussing any problems concerned with trout fishing in the Bolton area.

27. BAILIFFING STAFF - MERSEY AND WEAVER AREA

The Committee were informed that the Regional Committee on 4th February, 1980 had resolved that the recommendation of this Committee with regard to relocation of bailiffing staff in the Mersey and Weaver area bel not approved and that the Finance and Personnel Sub-Committee be requested to approve the strengthening of bailiffing staff in the area as a matter of urgency.

28. CALENDAR OF MEETINGS

The proposed dates for meetings of the Regional and Local Fisheries Advisory Committees for the 'Authority Year' 1980-81 were submitted for information, dates for meetings of the Local Committees being noted as follows:-

29. REPORT BY THE AREA FISHERIES OFFICER ON FISHERIES ACTIVITIES

The Area Fisheries Officer presented his report on fisheries activities within the area since the last meeting of the Committee which included river conditions and fishing, the Hollingworth and pilot hatcheries the Worthington stock ponds, stocking by the Authority and Angling Associations, consultations with outside interests and pollution incidents. -4-

The Area Fisheries Officer also reported on the alleged illegal introduction of Zander in the Leeds-Liverpool Canal at Maghull and Aintree and the Grossens drainage system. This indicated that following a short electro-fishing exercise at Maghull no Zander were caught. However the Authority, in statements on local radio and television, had requested that anglers catching a fish suspected to be a Zander should remove it from the canal and contact the Authority for positive identification.

It was also reported that Vale Royal District Council were proposing to remove and transport silt from the Winsford Flashes upstream to the Furey lime beds at Northwich and discussions were proceeding between the Council and the Authority to ensure that any disruptive effects were minimised.

39. MINUTES OF LOCAL ADVISORY COMMITTEES

A. Joint Meeting of North Cumbria and Lune, Wyre and Furness.

The Chairman of the Joint Meeting of the North Cumbria and Lune, Wyre and Furness Advisory Committees submitted the Minutes of the proceedings of the meeting held on 14th February, 1980.

RESOLVED:'

That the recommendation contained in Minute No.3 (Net and Fixed Engine Licence Duties) be considered along with the recommendation contained in Minute No.27 of the Derwent and West Cumbria Advisory Committee of 31st March, 1980, (Minute No.39B).

B. Derwent and West Cumbria

The Chairman of the Derwent and West Cumbria Advisory Committee submitted the Minutes of the proceedings of the meeting held on 31st March, 1980.

RESOLVED: :

(1) That the Minutes of the meeting of the Derwent and West Cumbria Advisory Committee - held on 31st March, 1980, be received.

Following consideration of the recommendation of the Joint Meeting of the North Cumbria and Lune, Wyre and Furness Advisory Committees held on 14th February, 1980, contained in Minute No.3, (Net and Fixed Engine Licence Duties) which was made subject to the comments of the March 1980 meeting of the Derwent and West Cumbria Advisory Committee; and of Minute No. 27 (Net and Fixed Engine Licence Duties) of the Derwent and West Cumbria Advisory Committee and the recommendation contained therein (which also catered for the recommendation of the Joint Meeting of the North Cumbria and Lune, Wyre and Furness Committees), it was

The Chairman Of the North Cumbria Advisory Committee submitted the Minutes of the proceedings of the meeting held on 1st April, 1980.

F. Lune, Wyre and Furness

The Chairman of the Lune, Wyre and Furness Advisory Committee submitted the Minutes of the proceedings of the meeting held on 10th April, 1980.

RESOLVED:

(1) That the Minutes of the meeting of the Lune, Wyre and Furness Advisory Committee held on 10th April, 1980 be received.

(2) That the recommendations contained in Minutes numbered 32 (Rod and Line Licence Duties), and 41 (Calendar of Meetings 1980-81) be considered under the appropriate Agenda items. -5-

(3) That the recommendations contained in Minutes numbered 34 (Fisheries Byelaw 14 - Baiting), 35 (Survey of Mergansers and Goosanders), and 37 (Skerton Fishery - Match Fishing) be approved.

40. ROD AND LINE LICENCE DUTIES

Further to Minute No.35 of the last meeting of the Committee, proposals were submitted for a new scale of rod and line licence duties to take effect on 1st January, 1981.

In particular, on 11th February, 1980, the Authority had considered Estimates and Charges for 1980-81 and had approved, inter alia, the following recommendation:

"That the Regional Fisheries Advisory Committee be instructed to formulate proposals for increases in fishing licence duties to be effective from 1st January, 1981, of a level at least equal to forecast increases in inflation up to and including 1981".

The Chairman reminded the Committee that a review of the then existing rod and line licence duties was undertaken in 1978 with a view at that time to introducing a two licence structure in 1979, but that the proposals had been unacceptable to MAFF. Consequently the 1978 duties had remained in operation throughout 1979. Revised proposals had been submitted to MAFF in June, 1979 and approved and these duties had come into operation on 1st‘January, 1980.

The proposals now before the Committee envisaged a straight increase of 45% on all existing rod and line licence duties and included those duties in respect of fixed eel traps, eel or fyke nets, and traps putcheons or baskets used in commercial eel fishing.

These proposals had been considered by the Local Committees at their March/April round of meetings and, as indicated in the Minutes of the respective Committees, only the North Cumbria and the Lune, Wyre and Furness Committees had accepted an overall increase in duty of 45%. The Derwent and West Cumbria Committee were against such an increase and both the South Lancashire and Mersey and Weaver Committees had recommended that the increases be limited to 20% to account for inflation in the current year.

The Chairman then drew the attention of the Committee to Minute No.40(2) of their meeting of 15th February, 1979:

"That in the event of a further revision of licence duties in the future, prime consideration be given to the introduction of Option 2 (a single tier licence system) subject to such variation in the amount of the duties as may be considered necessary, at the time".

but the Committee were advised that it was not appropriate to pursue this proposal as no structural revision of the system was contemplated although it was an objective for the future. This was accepted. -6-

After a full and detailed discussion the Committee considered that an increase in the duties of 20% only was justifiable.

RECOMMENDED:

(1) That the Policy and Resources Committee be recommended to approve that the following scale of licence duties in respect of rod and line and commercial eel fishing throughout the region come into force from 1st January, 1981:-

Salmon (Whole area)

Single Rod and Line Licence - Season Adult - £18.00

Part Season Adult - £12.00 from June 1st

Season Junior - £ 9.00 (14 to 16 years inclusive) man aged 65 or over and woman aged 60 or over, and registered disabled persons.

Part Season Junior - £ 6.00 from June 1st (14 to 16 years inclusive) man aged 65 or over and woman aged 60 or over, and registered disabled persons.

(2) That subject to the approval of this recommendation by the Policy and Resources Committee, the Director of Administration be authorised to publish a Notice of the Authority's intention to fix these fishing licence duties in appropriate newspapers, as required by Clause 3 of Schedule 2 of the Salmon and Freshwater Fisheries Act 1975.

(3) That the Director of Administration be authorised to take all such steps as may be necessary, including representation at a Public Inquiry, in the event of objections to the proposals being received by the Minister of Agriculture, Fisheries and Food.

41. DEVELOPMENT OF PUBLIC TROUT FISHERIES

The Committee considered a report concerning the selection of possible sites for public trout fisheries.

Current investigations suggested that on grounds of marketability, accessibility and lower costs, initial efforts should be concentrated on bringing the existing fisheries in the Rivington/ group into proper management but in the meantime further research and investigation ought to be carried out into the development of new sites.

The fundamental problem lay in respect of site management, in particular it was agreed that the need for a warden, not only during permitted fishing hours but at other random times, was an essential pre-requisite to the establishment and management of any public fishery, and in the present economic situation the Authority was experiencing severe problems with manpower recruitment. Consequently -8-

the requirement for any warden would need to be assessed in relation to requirements by the Authority for additional operational and other staff.

RECOMMENDED:

(1) That in the development of public trout fisheries, the Authority continue to give priority consideration to the Rivington/Roddlesworth group.

(2) That the Authority consider favourably the appointment of wardens to manage public trout fisheries.

(3) That the Recreation Sub-Committee be informed accordingly.

42. CALENDAR OF MEETINGS FOR 1980-81.

The proposed dates for meetings of the Regional and Local Fisheries Advisory Committees for the "Authority Year" 1980-81 were submitted for information, dates for meetings of the Regional Committee being noted as follows:-

At the meeting on 2nd April, 1980, (Minute No.28) the South Lancashire Local Committee recommended that the proposed date of 25th June, 1980 be altered to 19th June, 1980 and the Lune, Wyre and Furness Local Committee recommended at the meeting on loth April, 1980 (Minute No.41) that the officers be requested to find an alternative date for the January, 1981 meeting of the Committee which was now recommended to be held on Thursday 8th January, 1981.

RECOMMENDED:

(1) That the dates for the meetings of the South Lancashire Advisory Committee during the "Authority Year" 1980-81 be as follows:-

FISHING OFFENCES AND PROSECUTIONS 1979/80

1. The total number of persons prosecuted by the Authority within the whole Region for fishing offences during 1979/80 was 414 compared with 390 in 1978/79, which indicates that the number of prosecutions has been maintained at a reasonably consistent level.

2. In the area of this Committee, 1 person was prosecuted for illegal possession of salmon, 14 persons were prosecuted for byelaw offences and giving false names and addresses, and 124 for fishing without a licence. Action was taken on a further 50 cases which did not result in legal proceedings being instituted. There has been a marked increase in the overall level of fines imposed by the Courts in this area over the period.

REPORT BY THE AREA FISHERIES OFFICER ON FISHERIES ACTIVITIES

1. RIVER CONDITIONS AND FISHING

Variable weather conditions, with many rivers in spate, resulted in poor catches during the closing weeks of the coarse fishing season. Notable exceptions in the Cheshire area were individual catches of 151b. and 251b. consisting of chub and dace taken from the River Weaver at Nantwich. In the area to the north of the River Mersey, three specimen fish were taken despite the adverse conditions. Perch of 31b.3oz. and 31b.4 oz. were taken from the Bridgewater Canal at Leigh and King William IV reservoir respectively and a pike of 221b. was taken from Doffcocker Lodge, Bolton.

The weather remained changeable throughout March and into early April but had no adverse effects on the opening of the trout fishing season. Excellent sport was noted in most Stillwater fisheries with the exception of Longdendale where peat run-off reduced success. The latter part of April was warm and dry with catches of trout remaining consistently good.

2 . HATCHERIES

Hollingworth Hatchery

The development of the trout fry was hampered in the early stages by the incidence of yolk sac deformities and 'Blue Sac' disease, however those fry that commenced feeding made rapid progress. All the brown trout fry (23,000) were removed to Langcliffe hatchery to allow more space for the development of the rainbow trout fry.

The substantial discrepancy of 5,000 fish in the number of 2 year old brown trout discovered in February has been investigated. Whilst th is could remotely be due to theft, it is more 1 ikely that an inaccurate estimate was made when the fish were counted previously as fingerlings. All the 2 year old brown trout were stocked out during the review period and a cage containing 2 year old rainbow trout was raided on the 13th April, 1980.

The numbers of fish being held at 21st April, 1980, were as follows:-

Pilot Hatchery

800 eyed rainbow trout ova were brought into the pilot hatchery to assess their performance in a re-circulating warm water system. The eggs were incubated at 10°C and the fry grown-on at around 17'C. The experimental fish hatched earlier and grew much faster than their siblings at Hollingworth hatchery. The experiment was brought to a premature end by an unscheduled power cut on Sunday 13th April, which killed all the trout fry and approximately 25% of the mirror carp fry in one tank. Two further tanks containing grass carp and larger mirror carp escaped without loss. The fish remaining continued to grow well with the best mirror carp from the September 1979 stripping approaching 1 Kg in weight. On 27th April, 1980, all the grass carp were taken to Trawsfynnydd Lake to be reared on in cages in the warm water channel.

In addition to the above, three incidents of fish disease were reported during the review period. Ulcerative Perch Disease was found at Village Pool, Whitley and infections cause by a Pseudomonas sp bacterium were found on coarse fish in Woods Pool, Macclesfield and Woods Meadow, Davenham.
