Page 2 Western Queensland Alliance of Councils Assembly - Richmond 2021 Page 3 Western Queensland Alliance of Councils Assembly - Richmond 2021 WELCOME Welcome to the 2021 Western Queensland Alliance of Councils (WQAC) Assembly. The WQAC is a collaboration between the three regional organisations of councils (ROCs) in Western Queensland – North West Regional Organisation of Councils (NWQROC), Remote Area Planning and Development Board (RAPAD), and South West Queensland Regional Organisation of Councils (SWQROC). Our three ROCs represent 22 Councils across the north west, central west and south west of Queensland. This area covers 60 per cent of the State and makes a major contribution to the economies of Queensland and Australia. We have come together under the banner of the WQAC to represent the views of our 22 rural and remote councils on matters of common concern in the State’s far west. WHAT WE ARE: 1. A mechanism to provide high level coordination for the 22 member councils of NWQROC, RAPAD and SWQROC to articulate, advocate and address the common, but unique issues affecting Western Queensland. North West Queensland Regional 2. A unified voice to highlight Western Organisation of Councils Queensland’s contribution to the State and National economies. 3. A collaborative platform to support and facilitate engagement across, Cairns R CARPENTARIA and with, the three member ROCs; DOOMADGEE State and Australian Governments; the LGAQ and other relevant industry BURKE ETHERIDGE groups and interested parties. LONGREACH BLACKALL-TAMBO DIAMANTINA WHY WE EXIST: BARCOO The challenges confronting Western MURWEH Queensland councils and communities are typically more extreme than other QUILPIE MARANOA parts of Queensland due to remoteness BRISBANE (vast distances); declining populations; BULLOO PAROO social disadvantage; workforce BALONNE attraction and retention issues; inadequate infrastructure; and funding challenges. By combining forces, the WQAC is able to attract greater public attention and leverage our advocacy power due to our larger representative base. It provides an opportunity to highlight, explain and advocate for dedicated funding support and ‘place based’ policy responses for Western Queensland communities. It also provides an opportunity to showcase Western Queensland and how much we contribute to the prosperity of communities across Queensland, and further, the nation.     12 June 2016 Mr Aaron Harper MP Member for Thuringowa PO Box 393 THURINGOWA CENTRAL QLD 4817 Dear Mr Harper, RE: Abortion Law Reform (Woman’s Right to Choose) Amendment Bill 2016 The Queensland branch of the Public Health Association of Australia would like to ask for your support for the Abortion Law Reform (Woman’s Right to Choose) Amendment Bill 2016 which Mr Pyne has submitted to Parliament. From a public health perspective, we would like to see prevention of unintended pregnancy become a higher priority within the health system, however with an estimated 25-30% of Australian women having an abortion at some stage in their lives, safe, accessible abortion services are also crucial. Abortion is safest and least distressing when women can reach affordable and accessible services in the first trimester. Australian women in other states now have a choice of surgical or medical abortion and they are increasingly choosing medical procedures (only an option in the first trimester) and this is a growing pattern worldwide. The overwhelming proportion of abortions are in the first trimester and it is usually those very few with fetal abnormalities, who have discovered too late or with some grave disadvantage who present later than this. It should not be used as an excuse to prevent legalization. In Queensland, it has only been since a judicial ruling in 1986 that abortion has been able to be carried out legally if a doctor determines that to continue the pregnancy would pose a risk to the woman’s physical or mental well-being. Although some might argue that this requirement balances the need for abortion services with the concerns of the minority anti-choice lobby, this situation creates fear and uncertainty and places women and health professionals at risk of criminal sanctions for obtaining or delivering health care.
