WELCOME

Welcome to the 2021 Western Queensland Alliance of Councils (WQAC) Assembly.

The WQAC is a collaboration between the three regional organisations of councils (ROCs) in Western Queensland – North West Regional Organisation of Councils (NWQROC), Remote Area Planning and Development Board (RAPAD), and South West Queensland Regional Organisation of Councils (SWQROC).

Our three ROCs represent 22 Councils across the north west, central west and south west of Queensland. This area covers 60 per cent of the State and makes a major contribution to the economies of Queensland and Australia. We have come together under the banner of the WQAC to represent the views of our 22 rural and remote councils on matters of common concern in the State’s far west.

What we are: 1. A mechanism to provide high level coordination for the 22 member councils of NWQROC, RAPAD and SWQROC to articulate, advocate and address the common, but unique issues affecting Western Queensland.

SPEAKER BIOGRAPHIES

Liz Ritchie, CEO, Regional Australia Institute

Liz’s primary purpose at the RAI is to make a difference through providing leadership, engagement, information and connectivity.

Heralding from country NSW, she understands the issues impacting regional Australia and has designed and executed programs across Australia to engage in economic and social issues affecting our regions.

Hon Glenn Butcher MP, Minister for Regional Development and Manufacturing

Glenn Butcher is the Minister for Regional Development and Manufacturing and Minister for Water having first been appointed as a Minister in May 2020. He is the ALP Member for Gladstone. He was elected to Parliament in January 2015 and has held several Assistant Ministerial positions including – Treasury; Transport and Infrastructure; and Local Government and Infrastructure. Glenn has also served as Chair of the Agriculture and Environment Committee and a Member of the Infrastructure, Planning and Natural Resources Parliamentary Committee.

When back at home Glenn is an Independent Director of the Gladstone Rugby League and a Member of the Gladstone Area Promotion and Development Ltd. Prior to entering Parliament Glenn was an apprentice, maintenance tradesman and maintenance superintendent.

Senator Susan McDonald, Senator for Queensland

Senator McDonald holds the following committee positions in the Senate: Chair of Rural and Regional Affairs and Transport Legislation Committee, and Deputy Chair of Rural and Regional Affairs and Transport References Committee.

As part of a grazing family, Susan McDonald has a deep understanding of regional Queensland and the challenges facing our farmers. Raised in Cloncurry, Susan attended Mt Isa School of the Air before completing her education in Brisbane. A registered accountant and mum to three teenagers, she is also the Managing Director of Super Butcher retail group.

Susan is passionate about ensuring a bright future for regional Queensland and is especially focused on ensuring regional students get the best possible educational opportunities.

Susan is be based in Townsville and travels extensively across the state to ensure local communities are listened to and have their needs addressed.

Andrew Barger, Policy Director - Economics, Queensland Resources Council

Andrew Barger has over 25 years of practical public policy experience, having previously worked for the Commonwealth Government and the Housing Industry Association. Andrew has been with QRC since May 2005.

As QRC’s Economic Policy Director, Andrew’s small team works with QRC members and stakeholders to develop practical policies across a portfolio of issues such as:

• Economics, royalties & tax • Infrastructure issues – rail & ports and water; • Energy and climate change; and • Tracking industry’s annual local contribution to the Queensland economy through our unique postcode data. Hon Scott Buchholz MP, Assistant Minister for Road Safety and Freight Transport

Scott Buchholz is the Assistant Minister for Road Safety and Freight Transport being appointed to the position in May 2019. He is the member for Wright in Queensland’s south-east corner having been first elected in 2013.

Prior to his current position Scott was Assistant Minister for Roads and Transport from August 2018 to May 2019. His Parliamentary Committee service has included – electoral matters, public works and Australian Commission for Law Enforcement Integrity. Prior to entering Federal Parliament Scott was Chief of Staff to Senator Barnaby Joyce, Agri- finance manager, managing director and ringer.

Gary Mahon, CEO, Queensland Trucking Association

Gary is the CEO of the QTA, an association that has been actively serving the industry since 1907. QTA is the pre-eminent industry association for road freight operators in Queensland and membership is well represented across all sectors of the industry and distributed across the state.

Gary has a reputation as a trusted navigator in the transport industry and combined with his open engagement style, makes him a strong advocate for facilitating innovative changes for the road freight industry in Queensland and Nationally. Spending a large part of his career in senior executive positions within the Queensland Department of Transport and Main Roads, Gary has a proven reputation for positively influencing Heavy Vehicle Industry reform.

During his career Gary has led reform of the Queensland Disaster Management Act, the Australian Road Laws, the introduction of (PBS) High Productivity Multi-Combination vehicles into Queensland from 1998 and the introduction of the 50km per hour speed limit in residential areas to name a few. The recent announcements of both State and Federal Governments to fund the Inland Freight Route is a key example of his advocacy.

Gary has extensive policy experience, holds an Executive Masters’ degree in Public Administration and is well known in road transport. Gary is a Trustee Director of the TWU Industry Superannuation Fund and was appointed to the NTC Heavy Vehicle National Law Review Expert Panel in early 2019. He is a strong and effective communicator and industry opinion leader.

Denise Brown, CEO, Outback Queensland Tourism Association

Denise Brown is affectionately known as ‘DD’ harking back to a shortcut for her maiden name ‘Deveney’. As Chief Executive Officer of Outback Queensland Tourism Association, DD brings 38-years tourism experience and dedication to Outback Queensland, it’s communities and tourism operators.

As CEO she advocates for the regions, Councils and operators to ensure the voice and needs of Outback Queensland is heard in a timely and forthright nature. With a solid understanding of the different needs across the regions, DD lobbies for destination marketing and infrastructure funding initiatives and allocations to drive destination development in line with future consumer expectations, rising market demand and lifting experience development opportunities.

As CEO, she manages the day to day responsibilities of the organisation, working to serve members interests and the promotion of tourism in Outback Queensland. Hon Mark Coulton MP, Minister for Regional Health, Regional Communications, and Local Government

Mark was first elected to the House of Representatives for the seat of Parkes, NSW in 2007. He has since been re-elected in 2010, 2013, 2016 and 2019. On 6 February 2020, Mark was sworn-in as the Minister for Regional Health, Regional Communications and Local Government. He was appointed as the Minister for Regional Services, Decentralisation and Local Government, and Assistant Trade and Investment Minister on 29 May 2019.

During his time in the Federal Parliament, Mark has also held the positions of Deputy Speaker of the House of Representatives, National Party’s Chief Whip, Shadow for Ageing and the Voluntary Sector, Shadow Parliamentary Secretary for Water and Conservation and Shadow Parliamentary Secretary for Regional Development and Emerging Trade Markets.

Mark has also served on numerous parliamentary committees since entering Federal Parliament in 2007. Prior to his election to the House of Representatives, Mark was the Mayor of Gwydir Shire Council from 2004 until 2007.

Mark has an extensive agricultural background having spent 30 years as a farmer and grazier. Mark and his wife Robyn owned and operated a mixed farming system growing cereal crops and running beef cattle.

Paul Bell AM, Chair, Queensland Local Government Grants Commission

Paul, affectionately known as Belly, has a long history of service to his home of Emerald and the Central Highlands.

First elected as a councillor in 1985 and subsequent periods as Mayor, Paul retired from local government in 2020. He also has a strong history of board leadership including the health, energy, rail, superannuation and community service sectors.

An electrical fitter/mechanic by trade, Mr Bell is chair of the Central Highlands Healthcare Ltd Board, a director of the Central Highlands (Qld) Housing Company Ltd, a director of the Queensland Police-Citizens Youth Welfare Association Board and a director of the CQ NRL Bid.

He has been a director of Ergon Energy Corporation (1999-2005), Queensland Rail (2000- 2008) and LG Super (2004-2014).

He has a strong belief in the public sector and its ability to deliver, given the right leadership and clear objectives.

Mr Bell was awarded the Order of Australia, General Division, in 2005. He has a Bachelor of Business Administration and is a Member for the Australian Institute of Company Directors. Graham Davis, General Manager - Passenger Transport Services TransLink, Department of Transport & Main Roads

Graham Davis has been in the bus and coach industry for over 40 years. He is currently the General Manager of Passenger Transport Services, TransLink Division within the Department of Transport and Main Roads.

His position works with delivery partners to provide reliable and efficient public transport services, including customer information. He is responsible for a multi-modal network delivering metro and regional services. He oversees the negotiation and management of rail, air, bus, tram and ferry service contracts for the state of Queensland.

Working alongside a strong Executive team, Graham manages a branch of around 320 staff. He is an advocate for zero emission transport and equality in the workplace.

Graham has been the Chair of the Queensland Bus Industry Council (QBIC) Commercial Committee and served three years as its President. Graham is a Graduate of the Australian Institute of Company Directors and a Fellow of Chartered Institute of Logistics and Transport Association. He also completed the Enterprise Workshop Program in Business Management and Entrepreneurship and he also holds an Advanced Management Diploma.

Steve Jones, State Manager, REX Airlines

Steve started out life in the finance sector, working as a foreign exchange dealer for corporate, and banking sector major companies. Following this he enjoyed almost 15 years in international and domestic tourism working with large maritime and aviation tour operators in operations, Sales, and General Management positions in Japan and Queensland.

Since 2006 he has worked with regional airlines, and has been fortunate to have had a heavy involvement with the Outback in those roles. Based on his experience Steve believes Tourism has a major part to play in the future economy of Outback Queensland, and one he is committed to continuing in his current role as State Manager for Queensland for Regional Express (Rex) Airlines.

Rex Airlines is Australia’s largest independent Regional Airline, operating to regional areas across Australia.

Steve’s experience and industry knowledge will help drive the success of tourism in Queensland’s Outback, building strategies for new markets and working within tourism distribution channels to turn good intentions into firm bookings for visitation to the region.

Brendan Cook, General Manager, Regional Airports, Queensland Airports Limited

Brendan is an experienced aviation operations leader, responsible for the day-to-day management of Queensland Airports Limited’s regional airports in Townsville, Mount Isa and Longreach. In his role he oversees all facets of airport operations, including airside, terminal, commercial and maintenance operations.

He has worked in senior aviation roles for more than 10 years for airport operators and consultants, including Newcastle Airport, BHP and Avisure. Brendan has tertiary qualifications in science and environmental management from the University of Newcastle and University of New England. Nikki Boyd MP, Assistant Minister for Local Government.

Nikki has dedicated her working life to looking after others and fighting for a fair go for everyone in our society – particularly those who are forgotten about or marginalised.

From her early working life as an Early Childhood Educator to her recent career campaigning for the rights of workers in Queensland – Nikki is about standing up with those who need it most. These are the values she brings to being the member for Pine Rivers.

Over the last decade Nikki has advocated for thousands working people including Early Childhood Educators, Aged Carers, Health Professionals through her work with her union, the United Workers Union.

Now Nikki brings her campaigning experience and passion for a fair go for all to standing up and fighting for a better future for the community she cares about – Pine Rivers.

Damien Walker, Director-General, Department of State Development, Infrastructure, Local Government and Planning

As Director-General of the Department of State Development, Infrastructure, Local Government and Planning, Damien Walker is a key leaders of the Queensland Government’s agenda to drive economic growth and create jobs for Queenslanders.

Damien is a former Director-General of the Department of State Development, Tourism and Innovation and prior to that, the Department of Innovation, Tourism Industry Development and the Commonwealth Games, where he successfully led the Queensland Government’s delivery of the Gold Coast 2018 Commonwealth Games and the Department of Tourism, Major Events and Small Business from October 2016.

Before leaving Adelaide to live in Queensland, Damien held senior executive roles in the South Australian Government in infrastructure planning and delivery, investment facilitation, contract management and reform implementation. Philip Noble, CEO, Queensland Treasury Corporation

As Queensland Treasury Corporation’s Chief Executive, Philip Noble oversees a multi- billion dollar funding program and balance sheet, managing key relationships with global and domestic institutional investors and government stakeholders to deliver financial outcomes for the State.

Philip has more than 30 years’ experience in the international banking and finance sector and was appointed Chief Executive of QTC on 1 December 2010. Prior to joining QTC, he was Managing Director and Head of Fixed Income Division Australia and New Zealand at Credit Suisse in Sydney, where he had responsibility for establishing and delivering a ‘full service-provider’ business model for Australian and New Zealand clients.

He has held previous senior positions with Deutsche Bank in Sydney as their Director of Global Markets, and with Bankers Trust Australia in Melbourne and Sydney, as their Vice President of the Financial Markets Group. Philip also held a number of board positions at Credit Suisse and was a member of their Executive Management Committee in Australia.

With his extensive commercial experience, and significant expertise in treasury and risk management, fixed interest and debt capital markets, and an understanding of government priorities and borrowing requirements, Philip has a wealth of experience in domestic and international banking. This experience enabled him to lead QTC through a strategic change program that transformed the organisation’s systems, structure and culture—an achievement that has been commended by independent auditors and awarded by industry bodies.

Brendan Worrall, Queensland Auditor General

Brendan Worrall has extensive experience in senior executive roles in both public practice and the Queensland public sector.

Prior to joining QAO, Brendan was the Crowe Horwath Managing Partner for Audit and Assurance across Australia and New Zealand. Brendan’s previous roles in government include Assistant Auditor-General at the Queensland Audit Office and Chief Financial Officer for Queensland Treasury.

He is the chief executive and accountable officer for the Queensland Audit Office. Brendan is the 23rd Auditor-General.

Alison Smith, Head of Advocacy, Local Government Association of Queensland

In her role at LGAQ, Alison leads the Advocacy team, working with State and Federal Governments on the top policy positions and funding priorities critical to Queensland councils and their communities.

Between 2007-2020, Alison has worked with ASX-100 companies, heading their corporate affairs functions. Alison was Group Executive External Affairs at The Star Entertainment Group, and previously held media and corporate affairs roles at Rio Tinto’s coal and uranium businesses in Australia, Africa, and Canada.

Alison has worked in the public and private sectors in ICT, transport, energy, police, and corrective services. She also spent 14 years as a journalist, working in newspapers, radio, and television, before being a senior media advisor in the Queensland Government for two terms.

Alison’s current external appointments are Chair of the Brisbane Festival board, and Vice President of the Queensland Futures Institute Corporate Affairs Council. Neil Glentworth, Chair, GWI

Neil is passionate about productivity at a macro level and is an active advocate of economic growth and the creation of public and shareholder value. Neil is known for his no-nonsense advice with a focus on practical ways to leverage data for social and economic benefit.

Neil is the founder and chair of information and data management firm GWI, growing the business from his kitchen table into the respected national professional services company it is today.

As a passionate advocate for open and transparent government, Neil is a founding director of Community Data, a specialist in powering a more effective and accountable government. With his comprehensive understanding of data, Neil knows that assembling these into meaningful insights for decision making is a critical enabler for better government.

Working alongside all levels of industry and government, Neil has had a particular focus driving civic innovation and smart community strategies at the local government level, helping to grow Australia’s regional economies from the outback to the coast.

Louise Martin, State President, Qld Isolated Children’s Parents Association

Louise is married with twin daughters and lives on a sheep and cattle property 30km from Tambo. Louise and her daughters have experienced education through School of the Air and at boarding school for secondary eduction.

She worked for several years jillarooing, before heading overseas. For five years she worked as James Packers polo groom – a position that allowed her to see the world – of which she feels most fortunate.

Louise moved to Tambo in 1995 to take a position as the bookkeeper/cattle manager at Lansdowne. During Louise’s years at Lansdowne she completed a Bachelor of Commerce, majoring in Marketing and Agribusiness, externally over a seven year period.

From the time she moved to the area, she has always played an active role in the community. She served on a number of local committees including the Tambo Stock Show, Tambo Polocrosse Club and Tambo Arts Council. She is currently a member of the local RADF committee.

She joined the Tambo branch of the ICPA several years ago and started playing an active role in 2012 when she attended the Goondiwindi conference as the lone delegate. Louise joined state council in 2013 at the Toowoomba conference and has been vice president since 2015.

Warren has extensive experience delivering connectivity solutions throughout rural and remote Australia over the past 24 years. He has a passion for delivering community benefit across residential, agribusiness, remote communities, small to medium business, Enterprise Business, the Resources Sector, and all levels of Govt.

Warren has an innovative and collaborative approach with a technology as an enabler focus. His ability to translate complex ideas into simple solutions sees him highly regarded by clients and peers alike. His has a can-do attitude and delivers connectivity solutions for rural and remote Australia.

He prides himself on being an educator and will always endeavor to leave people feeling that they have learnt something beneficial and worthwhile.

Kylie Lindsay, Head, NBN Local, Queensland Regional and Remote

With over 15 years’ experience in media, communications, crisis management and strategy, she has worked in all levels of government with Prime Ministers, Premiers and Lord Mayors, as well as the private sector. In that time she managed high-level state based, national and international media as well as providing internal communications advice and strategic direction. An expert in crisis communications, she managed all media for the Brisbane City Council during the 2011 flood and aftermath, and played a pivotal role in running the Queensland State Government response to cyclones, floods and natural disasters for a number of years. Kylie is an accredited IAP2 practitioner (community and stakeholder engagement) with a very strong track record of delivery in both the proactive and reactive media spaces.

As a proud regional Queenslander, Kylie is passionate about bridging the divide between the city and the country, and believes the telecommunication industry has a very important role to play in achieving this. A redhead, Kylie is fun and feisty and lives in Queensland with her husband and young son, rescue mutt Rosie, an assortment of chooks and a hive of bees.

Rachel Cliffe, Regional General Manager - Northern Queensland, Telstra

Rachel joined Telstra in 1994 and is the most senior Telstra representative in an area she knows intimately. Rachel was born in Townsville and is a North Queenslander through and through. She was in the thick of things during and in the aftermath of Cyclone Yasi in 2011, professionally as part of the Telstra team restoring telecommunications services, and was also personally impacted.

In her spare time she juggles family commitments and enjoys cheering on the NQ Cowboys at home games and spending time with her friends and family.

Chris Fechner, Chief Customer & Digital Officer, Queensland Government

Chris became Queensland’s first Chief Customer and Digital Officer in February 2020. A key focus for Chris in this role, is driving customer and digital transformation across government. Chris brings to the department a wealth of digital and ICT experience as a Senior Executive in both the Queensland and NSW Public Service.

Most recently as Chief Digital and Product Officer, Service NSW, Chris was the driving force behind the implementation of the global standard in customer service and digital excellence in delivering customer centric technology and services. Brant Wood, General Manager, St Hilliers Property

As St Hilliers General Manager, Brant brings over 20 years of construction experience to strategically drive a positive and collaborative team.

Sophie Cartwright, Executive Director, Flood Branch, National Recovery and Resilience Agency

The National Recovery and Resilience Agency works hand in hand with communities, all levels of government, charities and agricultural organisations to support farmers and other rural and regional Australians living through the immediate and longer-term effects of drought, flood and bushfire.

Our aim is to ensure people and communities are given the support they need to be better prepared for droughts, floods, bushfires for now and into the future.

Brendan Moon, CEO, Queensland Reconstruction Authority (QRA)

Brendan Moon was appointed to the role of Chief Executive Officer of the Queensland Reconstruction Authority (QRA) in June 2016, after acting in the position since November 2015. Prior to this, he was Deputy Chief Executive Officer and has been at QRA since 2011 as General Manager, Operations. As Chief Executive Officer, Brendan leads the strategic direction of QRA, Queensland’s permanent disaster recovery organisation.

This includes the efficient and effective coordination of natural disaster reconstruction efforts across Queensland with administrative responsibility for more than $15.7 billion in restoration and recovery funding under the Natural Disaster Relief and Recovery Arrangements (NDRRA), Disaster Relief Funding Arrangements (DRFA) and the State Disaster Relief Arrangements.

He is also the State Recovery Policy and Planning Coordinator. This standing role’s purpose is to lead recovery planning, policy and recovery capability development to ensure better preparedness of government agencies and the community for recovery operations.

He is a regular contributor to national and international dialogue on disaster risk and resilience and has addressed the United Nations Office of Disaster Risk Reduction’s Asian Ministerial Conferences on multiple occasions.

Brendan previously held the role of General Manager, Environment, Biodiversity and Sustainability of Wyaralong Dam Alliance, responsible for the procurement and delivery of what was, at the time, the largest vegetation and carbon offset project in Queensland

Sanjay V Ram, Regional Director (North Queensland), DTMR

Sanjay Ram is the Regional Director of North Queensland for Department of Transport and Main Roads. Sanjay has worked in TMR since 1994 and worked in various roles within the Department.

Some of the large infrastructure projects he has worked on are:-

• the Gold Coast Light Rail Project as deputy Project Director • the Gateway Bridge Duplication • the Pacific Motorway Upgrade (Nerang to Varsity Lakes); and • Flood Recovery works after the 2011 Floods in Brisbane He currently oversees the delivery of more than $500 million of works across North Queensland Region which covers Cairns, Cloncurry and Townville areas. Dave Grosse, Regional Director (Central Queensland), DTMR

Dave Grosse is the Transport and Main Roads Regional Director (Central Queensland) for Program Delivery and Operations.

He leads a team of 265 engineers, designers, technical and support staff across the three Central Queensland districts of Central West, Fitzroy and Mackay/Whitsunday.

The Central Queensland region covers an area 600,000km2 and services over 9000km of state-controlled roads and 1500km of national highway.

Dave started his career with TMR in 2000 as the ITS engineer on TransLink’s South East Transit Project – the first dedicated busway in Australia with five tunnels.

He came to the role with qualifications and experience in telecommunications and engineering, and has expanded his knowledge base through a succession of functional specific management roles in Managed Motorways and Corridor Management and Operations, before taking on regional leadership roles in the South Coast and Brisbane Metropolitan regions; taking up his current Central Queensland role in 2013.

Kym Murphy, Regional Director (Southern Queensland), DTMR

Kym is a skilled and capable leader who has a great deal of experience working in regional communities. Kym first joined TMR in 1993 as a graduate Civil Engineer in Roma where she enjoyed the experience of building roads and structures from the ground up.

Continuing in Roma, Kym served as Senior Project Manager and Deputy Regional Director, with a particular focus on leading her people and strengthening strategic relationships with community, local government and industry.

In 2014, after 21 years in Roma, Kym moved to Toowoomba to take up the role of District Director before starting her current role of Regional Director in 2015 where she leads the business, planning and program delivery for the Downs South West Region which recently became the Southern Queensland Region.

In late 2019, Kym was awarded the Queensland Woman in Engineering Award from the Institute of Public Works Engineering.

Lachlan Millar MP, Shadow Minister for Fire, Emergency Services and Volunteers and Member for Gregory

Lachlan Millar is the Assistant to the Leader of the Opposition and Shadow Assistant Minister for Western Queensland. He has previously held the position of Shadow Minister for Fire, Emergency Services and Volunteers and is currently the LNP Member for Gregory. Lachlan was first elected to State Parliament in January 2015.

His Parliamentary Committee service includes: Agriculture and Environment; Finance and Administration; and Infrastructure, Planning and Natural Resources. Lachlan is an active community member being a Rugby Coach, Netball Coach and P&F Committee member.

Prior to his election Lachlan was a farmer, harvesting contractor and rural reporter for the ABC.
