    Pragmatics 23:2.361-383 (2013) International Pragmatics Association DOI: 10.1075/prag.23.2.07ver THE STRATEGIC VALUE OF PRONOMINAL CHOICE: EXCLUSIVE AND INCLUSIVE “WE” IN POLITICAL PANEL DEBATES Bram Vertommen Abstract This study explores the use of the first person plural pronoun “we/wij” by government and opposition party members in panel debates from the Flemish talk show De Zevende Dag. Both groups of politicians enter this arena with divergent communicative goals, which has clear implications (i) for the type of propositions in which subclasses of “we/wij”-pronouns are generally involved and (ii) for the politicians’ assessment of the status of these propositions. Patterns with regard to these three implications are analyzed by means of a systemic functional approach supported with quantitative data. It is claimed that government and opposition party discussants either employ distinct patterns in accordance with their different aims, or that they use similar ones, albeit with divergent discourse functions. The former scenario turns out to be true in the case of exclusive uses of “we/wij” and the latter in the case of inclusive meanings. In that way, the paper sheds light on subtle differences in how government and opposition party discussants argue and deal with the invisible presence of an overhearing broadcast audience.     Responsive Public Management IGPDE /Research Office Public Management Monitoring News - No. 42 - February 2012 Belgium The Di Rupo Government: State and public management reforms A new government and a focus on budgetary consolidation On 6 December 2011, after a year and a half of negotiations, a new Belgian coalition government was sworn in. It consists of twelve ministers1 and six ministers of State, under the leadership of the French-speaking Socialist Elio Di Rupo. The ministerial posts are divided between six political parties, including social democrats, Christian democrats and liberals from both the French- and Dutch-speaking communities. The government does not include the major winner in the June 2010 elections, the New Flemish Alliance (N-VA), because it withdrew from the talks. The civil service, which had previously been managed by a specific Federal Public Service (FPS)2, is now the responsibility of the Minister of State for the Civil Service and the Modernisation of Public Services (Hendrik Bogaert), attached to the Minister of Finance and Sustainable Development (Steven Vanackere). Administrative simplification is now the purview of Olivier Chastel, Minister for the Budget. Budgetary restraint is a pressing issue. In its proposed policy statement of 1 December 2011, the government made putting public finances back on a sound footing a top priority3. Even before the vote on the 2012 budget took place, an initial budget review was scheduled for the end of February4. This was triggered by a likely downward revision of growth forecasts and an ongoing Excessive Deficit Procedure initiated by the European Commission5, which requested that certain expenditures be suspended pending the corresponding budget adjustments.

Verhofstadt's Government On October 17th Deputy Prime Minister and Minister for the Budget and Public Enterprise Johan Vande Lanotte (SP.A) resigned from the federal government in order to replace Steve Stevaert at the head of the Socialist Party. He was replaced by Freya Van den Bossche as Deputy Prime Minister and Minister for the Bud­ get - she kept her portfolio of Consumer Affairs. Her portfolio of Employment passed on to Peter Vanvelthoven, who was succeeded in his turn by Bruno Tuy­ bens as State Secretary for Public Enterprise. Previously, Tuybens had been head of the Sustainable and Socially Responsible Investment Department at KBC Asset Management and a member of the board at Arnnesty International.

    Le SP.a (Socialistische Partij anders) Régis DANDOY Le 13 octobre 2001, les membres du parti socialiste flamand SP adoptent en congrès à Gand un nouveau nom et un nouveau sigle pour leur parti qui devient le Socialistische Partij anders – Sociaal progressief alternatief (SP.a). Cette double appellation est révélatrice des tendances observées au cours de la dernière décennie dans ce parti, à savoir un discours rénovateur récurrent et une volonté de construire un grand mouvement de gauche, flamand et progressiste. Ces deux ambitions parallèles jalonnent son histoire récente, expliquant en grande partie les performances électorales, les participations au pouvoir, l’éphémère cartel électoral avec Spirit, le contenu des programmes électoraux ou encore le profil socio-démographique des électeurs et des membres du parti socialiste flamand. Le parti socialiste flamand provient de la scission linguistique de l’historique parti socialiste belge (PSB) en une aile francophone – menant à la création du PS – et une aile flamande en 1978. Les socialistes flamands étaient minoritaires par rapport aux francophones, ce qui eut un impact non négligeable, notamment sur la sélection des dirigeants et élites ou la ligne idéologique et programmatique du parti. Le SP (Socialistische Partij), officiellement créé lors du congrès des 8 et 9 mars 1980, se départit peu à peu de l’influence de son « grand frère » francophone. Le mot anders (autrement) dans le nom du parti fait en partie référence à cette prise de distance par rapport à l’héritage historique du parti et ses liens avec son alter ego francophone. Cette différenciation des deux anciennes ailes linguistiques du PSB atteint son apogée en 2007 lorsque le PS choisit de participer à la coalition en place au gouvernement fédéral, tandis que le SP.a fait le choix de l’opposition.

    INTERNATIONAL TRADE UNION CONFEDERATION (ITUC) SUMMARY REPORT: Trade Union Summit, October 1, 2010 Asia Europe People’s Forum, 2-5 October, 2010 ASEM 8 Summit, 4-5 October, 2010 Introduction The Trade Union Summit was organised by ITUC, ETUC and their Belgian affiliates, CSC- ACV, FGTB-ABVV, and CGSLB- ACLVB. It took place in the International Trade Union House in Brussels on October 1 with a view to preparing the input of the trade unions to the ASEM8 Summit and the 8th Asia Europe People’s Forum (AEPF8). The People’s Forum was held in various locations in Brussels from the 2nd to the 5th of October. Moreover, on the morning of Monday 4 a limited delegation of trade union leaders and representatives met with the Belgian Prime Minister and host of the 2010 Asia Europe Meeting, Yves Leterme. 1. The Trade Union Summit, October 1, Brussels Trade Union session The Summit was attended by almost 30 Asian unionists and 40 Europeans, including Belgian unionists. In his welcoming speech Jaap Wienen (Deputy General Secretary of ITUC) stressed the importance of the Asia – Europe dialogues for building international cooperation and underlined the union priority to include the labour element in the discussions. He also spoke of the difficult circumstances created in both Europe and Asia by the effects of the financial and jobs crisis. In his speech, Joel Decaillon (Deputy Secretary General of ETUC) highlighted the pan-European demonstration day of September 29 and the gradual erosion of the European welfare state. He also argued that the core labour standards and decent work should be promoted through trade agreements, as well as in the context of the WTO and that adaptation and mitigation measures should be adopted in order to stop climate change.
