1 Assessment and response updates Updates from cluster members 1. PSWD – Province has 41 municipalities. The coordination from Ormoc area covers districts Ormoc hub coordination covers 2,3,4,5 districts in Leyte Province (District 2 – only 1 municipality)Albuera, , Bato, Cawbian, , Hindnang, , Isabel,Mateg-ob, Merida, , San Isidro,, , Kananga, Leyte,, Ormoc city. Government has no current plans for shelter assistance. Social Welfare Department would be the one to assess who should be prioritized for shelter activities. PSWD request actors to consider Northwest municipalities (district 3) as a priority, as they are the worst hit and poverty level are the highest. House damage data of families affected is being fed to the national DSWD database and circulated twice a day. However, more updated figures can be found at the municipality level.

NOTE: Families from other affected municipalities are moving to Ormoc to try to receive assistance. 2. CSWDO Marietta Legaspe –there are 1983 evacuees still in evacuation centers in Ormoc. Over 63,000 families have received food assistance in Ormoc and just finished the second round of relief goods deliveries. Third 34,000 totally damaged homes and 13,222 partially damaged homes. Blankets and sleeping mats (about 14,000) were delivered to evacuation centers. Housing materials needed for affected 48000 households, over 63,000 families People staying in evacuation centers are those who are homeless. They have been told that they have to leave evacuation centers by 2nd Dec for the schools to recommence. They return to their sites during the day to try to rebuild, then go back to the evacuation centers at night to sleep. IOM and UNHCR are working together to address the needs. Humanitarian organisations -observations 3. PLAN International – Some schools in Bay-Bay still being used as evacuation centers. School activities are starting soon but people are still in schools 4. Mayor of San Isidro: Over 7,000 households: 2,181 totally damage, 2,369 partially damaged homes in San Isidro – the needs are large carrying out food for work to clear roads. Giving a bag of food and 100 pesos for each person to work. 5. UNHCR – Protection advisor arrived on the 18th initial focus on worst hit barangays: Lao, Linao, Naungan, Karanga. Doing this in coordination in CSWD.

______Has also gone to Albuera municipality and the assessment is that people there are coping with the disaster. Went to Libertad and saw that people had their own contingency plan and had purchased their own materials before the typhoon. Visited Teguetay and determined this barangay should be included in distribution. UNHCR is planning to target this area. Poorer communities are finding it difficult to cope. The difference between better off families and poor communities is very visible. People who are better off can borrowing money from family and friends so they can buy items for reconstruction -even seen people able to buy solar panels

2 Who, what, where and when Municipality level reporting – DSWD Coordination at Ormoc City level Comments – - WWWW excersie was made, this enabled members to visualize the gaps. - Ormoc city seems to be well served by Humanitarian actors.However support to other municipalities are very sparce. PSWD ask members to consider the other municipalities for shelter support. - UNHCR: Do no harm principle should be followed and suggested guidelines to be developed.
