1. Introduction

1.1 Background This Travel Plan Statement report has been prepared by Waterman Infrastructure & Environment Ltd. on behalf of Terra Strategic in support of an Outline Planning Application for a development of up to 85 dwellings on land to the east of Church Street in Cropwell Bishop, Nottinghamshire. The location of the site is shown in Appendix A. Vehicular access to the development would be achieved via a new mini- roundabout junction on Church Street. The Local Highway Authority for the area is Nottinghamshire county Council (NCC). The scope and content of this Travel Plan would be binding through incorporation within a Section106 Agreement on grant of the formal planning permission for the proposed development.

1.2 Format of Report This Travel Plan has been produced in order to summarise the existing situation with regard to sustainable transport facilities in the vicinity of the site and set out measures that would be put in place at the site in order to, as far as is practical given the rural nature of the site, promote sustainable alternatives to private car use. This Travel Plan is structured as follows: -  Section 2 describes the function of the Travel Plan;  Section 3 provides a summary of the existing local conditions;  Accessibility to key services/facilities is summarised in Section 4;  The development proposals are outlined Section 5;  The measures that would be put in place at the site are examined in section 6;  Targets and monitoring are discussed in section 7; and  Section 8 summarises the report.

2. Aims and Objectives

2.1 What is a Travel Plan? The aim of a Travel Plan is to reduce the impact of travel on the environment by reducing the amount of single-occupancy car journeys that are made. Travel Plans can also help to reduce emissions of greenhouse gases, improve local air quality, minimise health risks and reduce congestion. Encouraging residents to carry out their everyday activities in a more sustainable manner can also contribute to improvements in the health of the local community. It is important to highlight that Travel Plans are about encouraging people to use a mix of different modes of transport to undertake their everyday journeys. A Travel Plan is not about the total abandonment of cars or the sudden shift of large numbers of people from using their cars five days a week to using the bus. For each individual, there may be a slightly different modal shift. Some will take the bus, some will car-share, some will cycle and some will walk (as appropriate to personal circumstances, work address, etc.). The important objective is to make all of these options, as far as is practical, available and attractive. The key principles of residential Travel Plans are as follows:  They are site specific and are, to certain extent, determined by opportunities and constraints e.g. public transport routes, health facilities and workplaces in the immediate area;  They combine hard and soft measures;  They provide a holistic package in which individual measures are integrated into design, marketing and occupation of the development (rather than “retrofitted” once the site is established). They can provide a key mechanism for ensuring that sustainable access is in place from the earliest stages of development;  They include measures to support walking, cycling and public transport use; and  They can include parking restraint.

2.2 Main aims of a Travel Plan This report outlines the aims and strategy for the development and details the measures that would be introduced to ensure the aims are realised. It should be recognised that this report represents the initial strategy that would be adopted to develop the Travel Plan in the first instance, and that the Travel Plan would evolve as the development is occupied, and resident details can be analysed and travel behaviour influenced. It should also be recognised that the measures to be adopted would also be targeted at visitors to the development, as well as residents. In recognition of these factors, the Travel Plan will have the following aims;  Manage the demand for travel to the site;  Improve the availability and choice of travel mode to the site;  Reduce the need to travel (to and from the site);  Reduce the number of vehicles attending the site, particularly single occupancy vehicles;  Reduce the costs associated with on-site parking provision and congestion;  Provide the absolute minimum possible car parking spaces on site;  Improve the safety and security of people who travel to the site;  Promote the increased use of cycling, walking and public transport and therefore healthier living;

 Promote integration between different transport modes;

 Promote co-ordination between developments on larger sites;  Make positive changes to attitudes in relation to the use of alternative transport modes;  Improve accessibility for non-car users and the disabled; and  Promote the development of a transport system which enhances the environment and supports a sustainable economy. This Travel Plan aims to encourage a reduction in the number of car trips made to and from the development, particularly during peak hour periods. A reduction in the level of vehicular traffic would provide a number of benefits to the residents and to others in the local area. Further consideration of these benefits is provided in the following paragraphs.

2.3 Personal Benefits of a Travel Plan It is considered essential that in order for any Travel Plan to be successful, it requires commitment from the people for whom it is intended. Therefore, it is vital that the personal benefits of reducing single-occupancy car trips in favour of more sustainable modes of transport are highlighted and promoted.

2.4 General Benefits of a Travel Plan The DCLG document ‘Good Practice Guidelines: Delivering Travel Plans through the Planning Process’ (2009) states that Travel Plans are important and beneficial as they:  Support increased choice of travel modes;  Promote and achieve access by sustainable modes;  Respond to the growing concern about the environment, congestion, pollution and poverty of access; and  Promote a partnership between the authority and the developer in creating and shaping ‘place’. It has long been known that motorised vehicles are a major source of air pollution. These pollutants can have a wide range of impacts, from reducing local air quality through to global warming. Therefore, reducing (or at least limiting the growth) of car-based travel would offer benefits to the environment. There are also undisputed health benefits from increasing the amount of walking and cycling people undertake. The recommended level of exercise is 20 minutes, four times a week. For people who live within walking or cycling distance, a journey to work could form a valuable part of a daily exercise routine. It has also been shown that people travelling in congested conditions are also exposed to higher levels of pollution inside the car compared to outside of the vehicle. Therefore, it could be argued that people travelling by car would be more likely to be exposed to poorer air quality. Furthermore, the true cost of car travel is often overlooked and miscalculated, resulting in a perceived lower cost for car travel and higher cost (in terms of time and money) for all other modes of transport. In fact, once the true costs of car travel are considered, the alternatives would be much cheaper for many people. There are many websites that allow users to calculate the true cost of car travel, for example http://www.theaa.com/driving/mileage-calculator.jsp. There are also cost benefits for new developments in the sense that, if less car parking is required, then development land can be used for more productive purposes.

2.5 Site Specific Objectives The objective of this Travel Plan is to encourage residents to travel by sustainable modes in order to limit the number of single-occupancy vehicle movements that are generated.

This objective would be achieved by:  Identifying a wide-ranging package of measures that are aimed at encouraging travel by alternative modes;  Setting out targets for the Travel Plan to achieve. The targets would be challenging, but realistic;  Setting out a Travel Plan monitoring strategy; and  Setting out remedial measures that would be implemented should the Travel Plan fail to achieve its targets.

3. Existing Conditions and Sustainable Transport

3.1 Site Location The site is located on land to the east of Church Street in Cropwell Bishop, Nottinghamshire. The location of the site is illustrated in Figure 1 below. A plan illustrating the site location is also provided in Appendix A. The application site consists of approximately 4.6 hectares of agricultural land.

To the north the site is bound by a narrow lane that links the site to Road, whilst to the east it is bound by fields under the ownership of the same landowner of the proposed allocation site. To the south, the site is bound by residential properties and Cropwell Bishop School, whilst to the west it is bound by both residential properties and Church Street.

3.2 Cropwell Bishop Cropwell Bishop is a village and in the borough of , located circa 7.5 miles (12 km) southeast of the centre of Nottingham. The population taken at the time of the 2011 Census was 1,853. The site is situated in an ideal location, with access to an abundance of local amenities such as schools which include Cropwell Bishop Primary School, School and Primary School. Local pubs, shops and a GP Surgery are also located within a short walking distance of the site.

Table 1 below, identifies local community facilities available in the Cropwell Bishop. A plan illustrating the location of local facilities is included in Appendix B

Overall it can be seen that a wide range of local facilities are available within a reasonable walking and cycling distance of the site.

3.3 Local Highway Network The site is conveniently located to access key highway routes in the vicinity of Cropwell Bishop, with access to the Greater Nottingham conurbation available via the A52 corridor to the west. The A46 also provides access to Newark/Lincoln to the north and / to the south. Church Street extends between Nottingham Road to the south and Cropwell Butler Road to the north. In the vicinity of the site it is subject to a 30-mph speed limit. The carriageway measures approximately 6.2 metres wide at the site frontage, with footways measuring 1.2 metres along the eastern edge of carriageway and approximately 1.5 metres along the western edge. On-Street parking occurs along Church Street to the south of the site, primarily on the western side of the carriageway. It was evident from on-site observations shown that much of the off-peak parking along Church Street was associated with the Co-op Food Store. 3.4 Sustainable Transport The following paragraphs consider the existing level of sustainable transport near the site. 3.4.1 Walking There is an extensive network of footways within the local area which offer good pedestrian access throughout Cropwell Bishop. Church Street includes footways on both sides of the carriageway extending to Nottingham Road. Cropwell Bishop Primary School, Co-op, GP Surgery, Church, hair dressers and a post office are all located within a reasonable walking distance of the site. The Public Rights of Way (PRoW) network provides alternative traffic free routs for pedestrians locally. A plan illustrating the local PRoW network is provided below, Figure 2.

Two public footpaths route through the site:  Cropwell Bishop FP5 routes through the site in east-west direction from Church Street to Cropwell Bishop FP2  Cropwell Bishop FP2 runs through the site in a north-south direction from Fern Road to the south joining FP3 to the north. Overall it is considered that the footways within Cropwell Bishop provide safe access to the bus stops and a range of local facilities (detailed above) and leisure routes. Given the level of pedestrian infrastructure in the vicinity of the site, and links to facilities in an acceptable walking distance the site considered to be well located to encourage pedestrian journeys, in place of car journeys to local facilities.

3.4.2 Cycling It is widely recognised that cycling can act as a substitute for short car journeys, particularly those up to 5 miles (8km) in length. On this basis, , Radcliffe-on-Trent and Bingham are all accessible from the site by cycling. A review of the www.sustrans.org.uk website highlights that there are no formal cycle routes in the village of Cropwell Bishop. Cycling within the vicinity of the site is achieved largely by on-road cycling. Nevertheless, cycling trips should still be encouraged to/from the site as a number of local roads are considered to be suitable for cycling, due to reasonably low levels of vehicular traffic and wide street lit carriageways. Overall, the site is well located to encourage cycle journeys in place of car journeys to/from Cropwell Bishop. A key objective of the development would therefore be to encourage as many as possible of these short / local trips to be undertaken by cycling. 3.4.3 Public Transport – Bus The CIHT document ‘Planning for Public Transport in Developments’ recommends that bus stops are located within a 400m walking distance of a site, but recognises that this distance should be treated as guidance only. It is understood that NCC operate to more locally focused design guidance which is contained within the 6C’s Design Guide. This document states: “Generally walking distances to bus stops in urban areas should be a maximum of 400m and desirably no more than 250m. In rural areas the walking distance should not be more than 800m”. The nearest bus stops are located approximately 75 metres to the south of the site on Church Street. These bus stops consist of flag and pole arrangements and are served by Route Numbers 41, 822, 850 and 852. These services connect the site to Nottingham city centre, Bingham, Radcliffe on Trent and Cotgrave. Table 2 overleaf provides a summary of the bus services operating within the local area. The bus timetable is included in Appendix C.

The Your Bus 822 (formally V2) is the most frequent service which operates to/from Cropwell Bishop running every hour between Nottingham, , Cropwell Bishop and Bingham on Monday to Saturday. This Your Bus service is run on behalf of Nottinghamshire County Council. Travel by bus would be a convenient option for trips to / from the development by many future residents.

3.4.4 Public Transport – Rail The nearest rail stations to the site are Bingham and Radcliffe on Trent, which are approximately 5km to the north of the site. These stations provide direct rail connections to . This station provides a link to major cities including London and Birmingham. Sheltered cycle storage spaces are available at this station along with a large multi-storey car park (circa 950 spaces). The Station is also accessible via public transport via the Cropwell Bishop Connection service.

3.4.5 Sustainable Transport Summary With generally favourable local topography, walking and cycling may be considered realistic options for journeys within Cropwell Bishop. Cycling would also be a realistic option for residents wishing to travel to/from destinations such as Cotgrave, Radcliffe-on-Trent and Bingham. Existing public transport services provide a realistic opportunity for future residents of the site to travel to destinations such as Bingham, Cotgrave and Nottingham city centre. It is therefore considered that the development proposals represent a sustainable form of development, having regard to accessibility to local services and alternative modes of transport to the private car.

4. Accessibility This section considers the accessibility from the development, by modes of sustainable transport to local facilities including education, health services, employment, leisure and retail. To demonstrate the sustainability of the site, guidelines from the CIHT with regards to acceptable walking distances to services have been used. For a settlement such as Cropwell Bishop it is considered that a distance of 400m is desirable, 800m acceptable, with a maximum distance of 1.6km walking distance to local services. This section therefore considers the accessibility from the development, by modes of sustainable transport to local facilities including education, health services, employment, leisure and retail. The location of local facilities in Cropwell Bishop is illustrated in Appendix B.

4.1 Accessibility to Education Primary school education is available at Cropwell Bishop Primary School, located directly to the south of the site. Secondary education is available in Bingham at (2.7 miles from the site) and in Radcliffe-on-Trent at South Nottinghamshire Academy (3 miles from the site).

4.2 Accessibility to Health The developments most accessible primary health care facility is the Cropwell Bishop Surgery located off Fern Road, approximately 710m to the south of the site. The surgery therefore lies within a short walking/cycle ride from the site.

4.3 Accessibility to Employment Cropwell Bishop it is not considered to be a primary employment location and many residents commute out of the village to access employment opportunities in destinations such as Nottingham, Grantham and Leicester.

4.4 Accessibility to Retail and Leisure Local retail and leisure facilities are limited to a Co-op Food Store, Post Office, public houses, church and village hall. Residents are more likely to travel to Bingham (circa 2.7 miles north of the site) which is host to a range of facilities including a leisure centre, Natwest and Lloyds banks, restaurants, public houses, library and numerous food and non-food retail outlets. Many retail and leisure facilities are also provided in Nottingham including restaurants, cinemas, theatres and a range of brand name and independent stores. Bingham and Nottingham are both accessible using the 822 YourBus service.

5. Development Proposals

5.1 Development The development proposals consist of up to 85 residential dwellings. A copy of the preliminary site masterplan is provided in Appendix D.

5.2 Site Access Arrangement Vehicular access to the development would be achieved via mini-roundabout directly onto Church Street as shown in Appendix E. The access road would be designed with a 5.5-metre-wide carriageway, 2 x 2m wide footways. Pedestrians would be able to access the site from Church Street and via the existing PRoW network as shown on the site masterplan in Appendix D.

5.3 Parking Provision Car parking provision and guidance are discussed within both the DCLG’s ‘Residential Car Parking Research’ and NCC ‘Residential Car Parking Research for Nottinghamshire – Highway Development Control Guidance’ (February 2010) document. However, it is understood from discussions with NCC Highway Development Control Officers that the following provision is now requested for residential developments in Nottinghamshire:  4 or more bedrooms – 3 parking spaces; and  3 or fewer bedrooms – 2 parking spaces. Parking provision is to be provided in line with that identified above.

5.4 School Access/Parking Provision Following consultation with Cropwell Bishop Primary School the development proposals would include a new vehicular link through the site to the School. The proposals would also include a staff and parent drop off/pick up car park. The car park would include 36 spaces of which 8 spaces would be allocated for staff parking only. The additional access and parking would create a safer environment for pupils and parents to access / egress the school site.

Travel Plan Measures and Initiatives 6.1 Introduction This chapter of the report details a range of measures that are proposed within the Travel Plan. 6.2 Travel Plan Co-ordinator As part of the Travel Plan, a Travel Plan Co-ordinator (TPC) would be appointed. The TPC would be employed on a part-time basis to drive the Travel Plan forward and gain support from residents and other interested parties. The TPC would be in place 3 months before first occupation. Details of the nominated TPC would be provided to NCC accordingly. Any future change in the identity of the TPC would be notified to NCC. The TPC would be available as a contact for the full length of the monitoring period. It is expected that the TPC would be employed by the Client, would be provided on a part-time basis and would be assisted by one of the sales assistants based on site. The sales assistant would be the primary point of contact for residents and other outside organisations in all matters regarding travel (with support provided by the TPC). The TPC role in the development, implementation and management of the Travel Plan includes:  Ongoing assessment of the objectives of the Travel Plan;  Distribution and promotion of the ‘Sustainable Travel Pack’ to residents;  Implementation of the Travel Plan;  Conducting resident travel surveys;  Management of the Travel Plan; and  Co-ordinating the monitoring programme for the Travel Plan. The management functions to be undertaken by the TPC would also include:  Liaison with the local residents;  Liaison with the Travel Plan officer at NCC and with planning / highway officers at NCC;  Liaison with local bus service providers;  Liaison with other TPC in the area;  Collation and distribution of public transport information, cycle route information / events;  Implementation or promotion of local car sharing programmes;  Designing and implementing effective marketing and awareness raising campaigns to promote the Travel Plan;  Preparing and maintaining publicity for alternative travel; and  Creating the conditions and organisation to carry on the travel planning work when the role is no longer provided by the developer’s staff.

6.3 Sustainable Travel Packs Good communication is a vital part of a Travel Plan and making residents aware of the options available to them is critical. In order to ensure this, it is proposed that all new residents of the development would be provided with a ‘Sustainable Travel Pack’.

The travel pack would provide useful information in relation to sustainable travel options to assist people in making informed choices for travelling to/from the site. The travel packs would include information such as:  Plans showing the location of bus stops;  Details of bus services and routes;  Contact details for organisations providing public transport information;  Details of local discounted ticketing arrangements;  Information regarding a time limited free bus pass. Vouchers would be provided and would be available upon request;  Information on local car sharing schemes, including Nottinghamshire own car sharing scheme (NottinghamShare)  Walking/cycling maps and plans;  Details of local taxi operators;  Details of useful website such as: Traveline , National Rail, NottinghamShare, WalkIt, Sustrans etc; and  Plans showing local amenities and facilities (shops, schools and community facilities). The TPC would ensure that the travel packs contain up-to-date information and would work in partnership with NCC to provide these packs. The travel packs would be provided in hard copy however; the information could also be provided on any website which is used to promote or advertise the proposed development. It is proposed that the ‘Sustainable Travel Packs’ are funded and issued by the developer.

6.4 Travel Plan Delivery During construction of the development, a facility to allow for the on-site delivery of the Travel Plan would be provided, such as at the sales marketing suite. This would provide an area for residents to get advice on travelling sustainably and offer an opportunity for the initiatives in this Travel Plan to be promoted. The facility would either be staffed by the TPC, who would be available to give travel advice to residents as necessary, or this may take the form of a virtual portal which does not require staff to be on-site at all times. This facility would be provided prior to first occupation.

6.5 Walking Initiatives Associated with a Travel Plan, there are undisputed health benefits from increasing the amount of walking and cycling people undertake, as well as reducing car emissions. The recommended level of exercise is 20 minutes, four times a week. This level of exercise could be achieved as part of a person’s journey to work, school, shops etc. It is essential that, within the overall design of the development, appropriate linkages are provided between local facilities and destinations. The development would be designed in such a way as to provide linkages with existing pedestrian routes.

To encourage walking to and from the site, the Travel Plan would raise awareness of the health benefits of walking through promotional materials and work with NCC to analyse safe walking routes for residents. Measures would also be investigated to encourage parents to walk their children to school, including the Walking School Bus scheme. This would be based on guidance from the Sustrans website (www.saferoutestoschools.org.uk). To encourage greater use of walking to and from the development, the following initiatives would be promoted / provided:  Pedestrian links are to be provided from the proposed development onto Church Street and to/from the PRoW network (FP2 and FP5). These links are illustrated on the masterplan for the development in Appendix D.  Pedestrian facilities within the development would be a minimum width of 2 metres;  Appropriate pedestrian crossing facilities would be provided internally within the site and at the site access junction. i.e. uncontrolled dropped crossings and tactile paving;  All pedestrian routes would be adequately surfaced, and lighting would be provided in accordance with local design standards; and  All footway routes would be designed to ensure that they are open and subject to appropriate levels of natural surveillance. All new pedestrian facilities would conform to the appropriate design standards, within the 6C’s Design Guide. This would ensure that there would be sufficient capacity and space for all users, along with an adequate provision of street lighting, in order to encourage their use. All pedestrian facilities within the proposed development would have a minimum width of 2 metres. All footway routes would be designed to ensure that they are open and subject to appropriate levels of natural surveillance.

Action: Footways would be provided in accordance with the 6C’s Design Guide.

6.6 Cycling Initiatives Safe, secure and sheltered cycle parking facilities would be provided within the proposed development in accordance with local parking standards. Individual dwellings would make adequate provision for cycle parking within the boundaries of each dwelling plot and this would be determined at the reserve matters stage.

Action: Cycle parking for residential dwellings to be provided on each dwelling plot.

6.7 Public Transport Initiatives It is considered that travel by bus would represent an attractive public transport mode for users of the proposed development, particularly for travel to/from Bingham and Nottingham. The proposed development would seek to take advantage of public transport facilities and services within the adjacent area.

6.7.1 Information Provision of information on bus services would be easily accessible to all residents, in advance of occupying the site. Information would include details on routes, services, timetables and fares. This information would be displayed in the ‘Sustainable Travel Packs’.

Action: TPC to include public transport leaflets and information in all ‘Sustainable Travel Packs’, with residents kept informed with changes/updates.

6.7.2 Bus Pass Vouchers In addition to these initiatives, through the provision of the ‘Sustainable Travel Packs’ the developer would provide vouchers for 2 free time-limited bus passes per household (valid for 3 months) or 1 free time-limited bus passes per household (valid for 6 months). Such provision would seek to influence the travel patterns of residents in favour of public transport and can also be promoted in the sales material for the units. Establishing a culture of public transport use at the early stages of the development’s life would also encourage more people to use such modes in the long term.

Action: Public transport vouchers to be provided to residents i.e. Vouchers for 2 free time-limited bus passes per household for 3 months (or 1 bus pass for 6 months).

6.8 Car Sharing Car sharing, also known as lift sharing and ride sharing, is a useful initiative which can help to reduce traffic congestion. Car sharing is an arrangement whereby two or more people travel together by car. It is an effective way of reducing single occupied cars travelling to and from the same origins and destinations, thus reducing the total number of cars on the highway network. Individuals can select local car sharers by registering with a national or regional car sharing database on the internet. Websites allow people to register personal travelling details and search for other car sharers who live within the vicinity, or wish to car share a specific car journey, for example to work places.

Action: TPC to promote appropriate car sharing scheme i.e. NottinghamShare

6.9 Promotion and Awareness Through the promotion and introduction of Travel Plan initiatives identified above, residents would be able to make more informed, sustainable travel choices. It is key to the success of the plan that initiatives are effectively marketed and promoted to households within the development site. The TPC would also promote national and local sustainable travel events such as; Bike to Work week, walk week, walk to school week, national car share day etc. The adopted marketing strategy would involve initial engagement with residents on an individual basis. This would take the form of the site occupation travel survey.

Following site occupation, residents would be made aware of the travel arrangements and the access options serving the site from the outset with provision of a travel information pack, in conjunction with the normal sales and marketing process for the new development. Promotion of good public transport links, attractive walking and cycling routes and other initiatives outlined above would be incorporated into sales literature.

6.10 Residents Travel Survey It is proposed that monitoring is undertaken in the form of a resident’s travel survey. The travel survey would be undertaken within 3 months of 50% occupation and then on an annual basis for five years.

6.11 High Speed Broadband The developer would investigate, in conjunction with service providers, the possibility of delivering high speed broadband to each dwelling. This would enable residents to access online shopping/delivery services and allow residents to work from home where possible.

6.12 Electric Car Charing Points The use of electric vehicles is an important measure in reducing emissions locally and therefore the provision of necessary infrastructure which promotes the use of such vehicles is essential. Growth in the uptake of plug-in vehicles is also steadily increasing and therefore it is important that new development seeks to encourage continued growth and respond to such change. Electric charging points would therefore be provided throughout the development, location and numbers to be determined at the Reserved Matters stage.

Action: Provision of electric car charging points throughout the development.

6.13 Summary The concept of Travel Planning is still a relatively young field, and inevitably the Travel Plan is a strategy that would evolve over time as new ideas develop. Although the objectives to promote sustainable travel choices and to reduce single occupancy car use would not change, it would be possible over time to define or re-define specific targets. A summary of the measures to be implemented, the timescales and the responsibility for implementing each of the measures in provided in Table 2.

7. Targets and Monitoring

7.1 Introduction The development of a Travel Plan is a fluid process which would respond to changing local conditions and shifts in attitude towards different modes of travel. All Travel Plan targets should be SMART: Specific, Measurable, Achievable, Realistic and Time-bound Targets. The aim of this section is to begin the process of establishing targets in advance of the site being occupied. These targets would be subject to change as the development progresses and the consultation process begins.

7.2 Targets It is important to ensure that the targets for the Travel Plan are achievable and not so challenging as to undermine the whole process. As the site is not currently operational the primary target for the Travel Plan has been developed using the trip rates/values set out in the development’s Transport Statement. The (vehicular) trip generation values given in the Transport Statement are detailed below in Table 5. The above trip generation figures have been used to calculate the target number of vehicle trips to/from the development. The initial target is to achieve a reduction in vehicle trips of 10% (11 vehicles) from the bassline figure of 110 trips during the highway peak hours. As the Travel Plan develops the appointed TPC would liaise closely with officers at NCC to provide updates on the success of initiatives implemented in helping achieve the primary target and other targets as they are identified. The TPC would review the targets once the first traffic counts and travel survey have been undertaken and would agree new targets with NCC (if necessary).

Target: To ensure that car trips to/from the site during the AM and PM peak hours do not exceed a total of 99 trips.

7.3 Monitoring and Review Strategy A key part of the Travel Plan is to establish a monitoring and review strategy. The measures introduced would need to be monitored to ensure that the targets are achieved. It is proposed that monitoring is undertaken in the form of a resident’s travel survey. The TPC would liaise with the Travel Plan officer at NCC to discuss the content of the travel survey forms. The travel survey would be undertaken within 3 months of 50% occupation and then on an annual basis for five years. The travel survey would seek to ensure a minimum 80% response rate. Residents would be encouraged to complete the travel survey through entry into a free prize draw. The winner of the prize draw would receive a sustainable travel related prize such as cycling or walking equipment.

The survey would cover:  What mode of transport they use to get to work;  Where they travel to;  How long their journey takes them;  If they drop partners / children off on the way;  Suggestions to improve facilities/ initiatives at the site; and  Awareness of the Travel Plan. The results of the resident’s travel survey would be forwarded to NCC on the following dates:  First Monitoring Report – Once the development is 50% occupied (within 3 months);  Second Monitoring Report – one year after development 50% occupied;  Third Monitoring Report – two years after development 50% occupied;  Fourth Monitoring Report – three years after development 50% occupied;  Fifth Monitoring Report – four years after development 50% occupied; and  Final Monitoring Report – five years after development 50% occupied. The results of the survey would also be disseminated to residents. The build out rate is expected to be 4 dwellings a month. From commencement on site the development would therefore be completed in approximately 2 years. As part of the monitoring process traffic counts would be undertaken at the site access every other year. The traffic survey data would be analysed by the TPC and incorporated into the monitoring reports in years 1, 3 and 5.

7.3.1 Review The Travel Plan would be reviewed on a regular basis to monitor its progress against the set targets. The monitoring process would culminate in producing annual reports which would summarise the data collected throughout the year, identify any areas which need improving and discuss potential changes for the forthcoming year. The annual reports would be published around the anniversary following the initial 50% occupancy of the development for a period of five years and would be provided to NCC. Should the Travel Plan targets, as set out above in Section 5, not be achieved within five years of the development being occupied then the measures and initiatives would be further promoted, and additional monitoring undertaken, in agreement with the Local Highway Authority. Should additional measures be required to achieve the targets, then these would be implemented, and this is discussed in greater detail below.

8. Conclusions The implementation of the Travel Plan for the proposed residential development is seen as a positive initiative by the applicant to provide travel choice, enhance accessibility and, where possible, to encourage travel by modes other than the private car by residents. The overall success of a Travel Plan would therefore rely on the support of residents and a close working relationship with NCC. It is seldom possible before a development is occupied to identify the full range of initiatives that are likely to be appropriate to residential needs. Indeed, almost all established Travel Plans go through significant changes in their early months. The range of initiatives proposed within this Travel Plan cannot therefore be seen as definitive but rather they represent a commitment by the developer to investigate measures that are appropriate. Through the appointment of a TPC, a range of measures would be developed over time and tailored to the needs and emerging travel patterns of the residents. The TPC would play a key role in the development of the Travel Plan and its implementation. The TPC would be responsible for the day to day running of the Travel Plan and would provide the co-ordination to ensure the plan’s success along with keeping residents up to date on local changes. All residents would receive a ‘Sustainable Travel Pack’ containing various information, including walking and cycling routes and public transport service information as well as time limited bus passes. This pack would also identify the full range of initiatives and facilities that are available to them. Regular monitoring of initiatives would be imperative to ensure the success of the Travel Plan and continued liaison with NCC would provide a co-ordinated approach to transport access to the development as a whole. The Travel Plan aims to achieve a reduction in car journeys to and from the site through the promotion of alternative modes of transports and implementation of measures to make these attractive to new residents. The primary Target for the Travel Plan has been developed using the trip rates/values set out in the development’s Transport Statement report. The trip generation figures should be considered as maximum values for the Travel Plan.
