52/20 RECEIVE THE FOLLOWING REPORTS

(a) Borough Councillors Report (Discussed after 53/20) See Appendix 1 Councillors Moon and Martin-Moran-Bryant had met with 3 Council Officers regarding New Road Farm planning matters. The recent Lawful Development Certificate application had

been refused. It was likely the applicant would have to go to appeal and/or submit a fresh application.

(b) Police – Crime statistics and Community Priority setting The crime statistics were circulated to Councillors prior to the meeting (Appendix 2) The new Community Policing Priority for three months (from October) was Burglaries. This would cover both burglary dwellings and burglaries to sheds, garages and

outbuildings. The priority would be reviewed in January 2021.

53/20 RECEIVE UPDATES ON CURRENT ISSUES

(a) Neighbourhood Plan Councillor Miller-Donkin provided an update. A new flyer for the Neighbourhood Plan had been circulated to Councillors prior to the meeting. The flyer would be submitted for inclusion in the January issue of the Parish magazine. The Parish Council would look to move forward with the Neighbourhood Plan once responses to the flyer had been received. AMD/NS

(b) Digital Connectivity Strategy Councillor Sankersingh talked through the Strategy. Future actions would be: 1) Continue to lobby the Borough Council 2) Signpost Parishioners on the Parish Council website as to other routes to improve their access 3) Look to see what funding and projects there were to connect schools and village

halls Councillor Sankersingh would liaise with the Clerk to add the signposting details to the Parish Council website NS/Clerk

(c) Website Three pen portraits had been received. The remainder would be sent to the Clerk and then all would be added to the website. In addition, Councillors would review the website and suggest additional content. All/Clerk

(d) Safer cycle routes Councillors Worrall and Halton had been working with Borough Councillors and had approached SUSTRANS and Borough Council Highways. Councillor Halton was

looking into possible funding from the Minerals and Waste Plan. Budgets were an issue for and would therefore look into funding pots for covid-19 cycling schemes SH

Grange Lane to Cardington would be another potential route. Councillor Cole had contacted the Whitbread Estate about this route and would chase up a response. LC

Councillor Moon would ask Councillor Martin-Moran-Bryant for an update and for information regarding any possible funding for a safer cycle route SM

Councillor Miller-Donkin put forward the suggestion of a link to the bridleway by Dog Farm. Councillors felt that a bridge across the brook at the Dog Field would be beneficial and would allow a circular walk

(e) Recycling Plant No further information

(f) Cople to Cardington footpath Discussed under safer cycle routes LC

(g) Speed Watch (discussed after item 54/20) Training was not currently available for volunteers and current volunteers could not carry out Speed Watch checks. Councillor Worrall had suggested additional locations for the

speed van but had been advised that they were not suitable for the vehicle. The speed van was visiting Cople regularly at a location on Willington Road

(h) Sewer pipes (discussed after item 54/20) Anglian Water had confirmed that it owned the pipes. Anglian Water would not consider the restoration but would be happy for the Parish Council to undertake it. Councillor Worrall had a contact who may be able provide further support and advice. CW

54/20 AMENITY & HIGHWAYS

(a) Agree signage for Dog Field Ideas were circulated to Councillors prior to the meeting. Councillors felt that a non- humorous sign would be more effective - the sign should be factual.

Councillor Moon advised that Bedford Borough Council could put CCTV cameras in place where there is an issue. This would have an enforcement element as vehicle registrations

could be recorded. Councillor Moon would speak to the appropriate Director at the Borough Council and feedback to the Parish Council. SM

(b) Discuss an offer to plant an oak tree in Cople The Parish Council has been contacted with a request to plant an oak tree in the village in

memory of a lady who worked in Cople as part of the Land Army.

The Village Trust was responsible for the playing field and there was a precedent for planting trees along the boundary. The Village Trust could be contacted regarding this.

Alternatively, a memorial bench could be donated for siting in the Millennium Woods. Further trees were not required in the woods

(c) Discuss correspondence from The Five Bells The new landlords of The Five Bells had contacted the Parish Council to introduce themselves and to also ask for the Parish Council’s support for a village consultation on whether or not a Village Shop and Cafe on the pub site would be welcome The Parish Council was keen to improve the amenities in the village and would support the consultation. It was noted that there was a mobile café that visited the village on a Tuesday.

Water End – update on highways maintenance and agree actions for highways (d) issues The overhanging vegetation outside The Retreat had been cleared by BBC Highways. A safeguarding concern had been raised with Bedford Borough Council. It was felt that there was not any more that the Parish Council could do regarding these concerns.

Andrew Prigmore would be visiting Water End to advise on what could be put in place to deal with the traffic issues that had been raised. The Clerk would follow this up Clerk

The Clerk had been unable to locate any planning documents relating to the operating hours for Poletech. Councillor Moon could assist with locating further information. The Clerk would provide details to Councillor Moon. Clerk/SM

Councillor Worrall joined the meeting at 20.23

Discuss formally approaching Bedford Borough Council Highways with respect to (e) funding possibilities for average speed cameras Andrew Prigmore had advised that the Parish Council write to him formally stating the contribution that the Parish Council could donate towards to Average Speed Cameras and that further fundraising was being considered.

Councillor Worrall reported that the last traffic survey was undertaken in 2017/2018 and could not be repeated for 3 years from this date. The Clerk would locate the data from the last traffic survey. Clerk

To write to Andrew Prigmore reaffirming the contribution that the Parish Council held towards Average Speed Cameras and that the Parish Council would consider getting fundraising underway in the village to support the application. Clerk

(f) Discuss light pollution and agree actions Concerns had been raised by Councillors about light pollution and its impact. This was

BBC has advised that there was an option of dimming Borough owned lights via their central management system (CMS). This would need to be designed and risks considered. Alternatively, , Oakley and Turvey have been using part night

lighting for more than about 4 years. They have switched off lighting part-way through the night i.e. 0100hrs to 0530hrs

Councillors advised that lighting for Bedford Girls School and the Primary School were on all night; these disturbed neighbouring properties. Councillor Moon would look into the planning consents for the Bedford Girls School facilities and advise the Council if there were restrictions in place. Councillor Halton could write a piece for the December issue of the village magazine

To survey residents, via the parish magazine, to gather opinions on dimming the street

lights or turning them off. LC

(g) Report any Highways issues • All Saints Road – by No.13 a pot hole on edge of drain was causing the drain to

rise. • Water End – large pot hole, 50 yards from entrance to 1st bridleway and dog

exercise field. • Water End – pot hole formed at entrance to woods and bridleway. This was felt to

be due to vehicles parking for the dog exercise field. • Water End - verge damage due to vehicles parking for the dog exercise field.

It was agreed to report all Highways issues to Bedford Borough Council Highways. In addition, a letter would be sent to the business owner and the letting agent to ask that

measures be put in place to address the parking at the dog exercise field to reduce damage to the surrounding area and prevent impact to the Highway. Clerk

(e) Consider draft 2020/2021 budget (Appendix 5)

Two street lights would need to be replaced within the next five years. A quote for £2570 had been received for replacement of the lights. £1000 was currently held in reserves towards this project. The street lighting maintenance budget would be increased to allow

funds to be put into the reserves to cover the cost of the replacement street lights. Andy Muskett Ltd would be asked to advise as to when the street lights would need replacing.

A discussion was held around the village map project. Councillor Cole would take the project forward as Councillor Halton would be leaving the village. CIL funds of £2124 needed to be used by April 2021. It was agreed to allocate 50% to the village map and 50% to restoration of the stink pipes. Stink pipes and village map would be included on January 2021 agenda.

draft budget would be reviewed in January 2021 once the tax base was available Clerk

(f) Agree new pay scales for 2020/2021 to be implemented from 1 April 2020

The National Joint Council for Local Government Services (NJC) had agreed the new pay scales for 2020-21 to be implemented from 1 April 2020. These were implemented automatically by the payroll provider.

The current maintenance contract finishes in December. A 1 year contract for 2 x mains

57/20 NEW MATTERS FROM COUNCILLORS FOR DISCUSSION AT THE NEXT MEETING

Golf course/recycling plant. Councillor Moon would look into the current status of the site SM Payroll provision Clerk Advert for new councillor in the January Parish magazine. Councillor Worrall advised the

Council that she would also be leaving the village. Clerk Councillor Halton would meet with Warners to discuss winter maintenance for the woods.

Work required to be discussed and agreed at the next meeting. SH Councillor Halton reported that he had really enjoyed his time as a Parish Councillor in

Cople and would always be happy to act as an advisor to the Parish Council.

Appendix 1 – Borough Councillor report

A603

The changes to the speed limits on the A603 as it passes though Cople and Willington are scheduled to be in place by the end of the year. It will mean that the 30mph limit through Willington is extended to the Willington Road/A603 junction and the 50mph limit extended back to Dog Farm. Once that is in place the average speed cameras in Willington will go “live”. These measures should help control both speeds and traffic noise along this stretch.

Community Hub The Council’s Community Hub has been revived during this second lockdown. It formed a valuable link with the many voluntary groups that existed in the community and which have been and continue to be active in supporting the vulnerable during the continuing Coronavirus pandemic. The lessons learned have not been lost. Thank you to all those who volunteered their time or made donations.

Local Government Boundary Review The draft proposals have now been published. The proposal is to split Ward and combine Cople and Cardington with and Wilsted into one single member ward which will be called Wilshamstead Ward.. The draft recommendations are subject to a consultation which closes on 7th December.https://www.lgbce.org.uk/all- reviews/eastern/bedfordshire/bedford

Litter and bins Green bin collections will cease at the end of the month which will pose problems for some, not least anyone living near a tree! It is not obvious that the Borough has any clear idea of when seasons start and finish. The recycling centre in Barker’s Lane is remaining open with the on-line booking system still in place. It can be easily found on the Borough website

Local Plan Consultation The first round of local plan consultation has now closed. The consultation considered the time period that the plan should cover and the broad locations for growth and was responded to by the Parish Council and many individuals. The plan is likely to be very similar to the one up to 2030 just completed but the Borough was ordered to produce another because the 2030 plan did not deal with issues such as the pressures from the “Oxford -Cambridge Arc”. The pressures arising from the growing population and the attendant housing shortage are considerable but one bit of positive news is that the government’s targets for housing in Bedford are likely to be revised downwards.

National Planning Consultations The Planning For The Future White Paper contained many proposals for speeding up the planning process. Many of us are concerned that these proposals, if implemented, will reduce the influence of local residents, both individuals and Parish and Borough Councils, in relation to planning developments both large and small. We have drafted a response criticising the proposals as has the Borough Council

Pavement ParkingThis has been a long running problem affecting many villages, unfortunately all too often by the time any enforcement action is taken the offending vehicle has moved. However, the Govt has consulted nationally with three options: 1. Improving the Traffic Regulation Order (TRO) process, under which local authorities can already prohibit pavement parking.

2. A legislative change to allow local authorities with civil parking enforcement powers to enforce against ‘unnecessary obstruction of the pavement’.

3. A legislative change to introduce a London-style pavement parking prohibition throughout England.

Support for families A reminder that there is still a range of support available to families, including those of children aged 0-5 who may be feeling cut off at the moment.
