Student’s name: _________________ Date: _______________ 2 Summary Summary To achieve sustainability in the global economy requires all organisations to operate in ways which are equitable and socially acceptable, technological viable, economically affordable and with minimum impact to the environment. Worldwide, and in particular in the UK, the sustainability of the oil refining industry has come under increasing scrutiny in an environment with high energy demand and stringent regulations. The oil refining sector processes large amounts of raw materials and produces substantial quantities of waste which need to be treated, mostly at facilities away from the refinery site. Waste management represents a challenge to the industry not only because of the impacts to the environment but also due to high treatment costs. This thesis describes research carried out to investigate and address some of the problems related to sustainability, in particular the management of raw materials and waste, based on the Valero Refinery, Pembroke, Wales as a specific example. The starting point of this research was a review of general theory, legislation and practice for measuring, monitoring and managing raw materials consumption and waste production. This was followed by an analysis of specific waste management practices at the Valero Refinery which showed that individual process units can do much to improve their performance by increased monitoring and control. Following the identification, classification and quantification of refinery waste over 2007-2013, it was observed that although variable, the annual amount of total waste produced has shown an increasing trend from about 21 kt to 24 kt with a peak of 29 kt in 2011. Similarly, the total annual costs of waste treatment have increased from about £2.0 M to £5.0 M. From this trend it was identified that hazardous waste was the largest (about 75 % w/w) and costliest (about 70 % of total) waste to treat, composed mainly of fluoridic caustic (about 85 %) but with significant contributions from phenolic caustic and oily sludge. Finally, a novel application of material flow analysis (MFA) methodology was developed to detect points where value could be recovered and waste reduced during a refinery-wide turnaround for maintenance and project purposes. The MFA revealed that waste management practices, in particular collection, segregation and temporary storage of some wastes, can be improved to avoid environmental contamination, landfilling and transportation within and outside the Refinery boundaries. It also evidenced opportunities to investigate alternative treatment methods, especially for used catalysts. 3 Acknowledgements Acknowledgements I would like to thank the Centre for Environmental Strategy (CES) of the University of Surrey especially Chris France for giving me the opportunity to carry out this research providing all the support on both academic and personal levels.     Case Study - Valero Energy Oil Refinery Background: LOBO Advanced Platform System And Valero Energy at Pembroke Refinery. The Pembroke Refinery is an oil refinery situated on the Pembrokeshire coast in Rhoscrowther, South West Wales. It first came on stream in 1964. The refinery occupies a prominent position on the south bank of the Milford Haven Waterway and can be seen for many miles. Valero Energy Approximately a quarter of the site is within the Pembrokeshire Coast National Park. It was initially owned by The Regent Oil Company, a large domestic marketer of Trinidad-produced oils. The Regent Oil Company was fully acquired by Texaco in 1956 (although the brand name was only phased out in the UK in favour of Texaco in the late 1960s). Chevron acquired Texaco in 2000 and Valero Energy Corporation bought the refinery from Chevron in 2011. In August 1992, Texaco offered to purchase the entire village of Rhoscrowther, which lies immediately adjacent to the refinery. Many of the residents accepted the offer - especially after a large explosion occurred - which included their properties being purchased at market price plus reasonable expenses. Once the properties were acquired by the refinery, they were demolished. Today, five houses, a 14th-century church and an abandoned farm are all that remain of Rhoscrowther. Production Units The refinery has a fluid catalytic cracking unit that came on stream in 1982. It also has an HF Alkylation unit, a catalytic reforming unit and three hydro treating type units. Pembroke refinery has the capability of refining high Total Acid Number crude oils like Captain and Doba crudes.

Petroleum powers everything from the vehicles people rely on, to the ships that carry goods around the world, to the heating of homes in colder climates. The petroleum process chain is complex and the environmental impacts within the process chain are not always well understood. A deeper understanding of where emissions come from along the process chain will help policy makers in the path towards a less carbon intensive society. One of the core processes of the petroleum process chain is refining. Petroleum refining is a complicated process which can have varying crude inputs and varying fuel outputs depending upon the refinery make-up, the crude blend and the market conditions at the time of production. The goal of this paper is to introduce a lifecycle analysis on the UK petroleum refining sector. Where emissions occur along the process chain and which fuels cause the most pollution on a per unit basis will be reported and discussed using lifecycle analysis framework. The refining process is difficult to maneuver around and it can be difficult to discern which processes create which products. The analysis is broadened to understand the refining emissions associated with different fuel types at both a process and country level.

    UK fuel market review Refining www.racfoundation.org/uk-fuel-market-review • Understanding the latest structural changes in the global and European refining sectors is essential for an appreciation of the recent developments in UK refining. • Demand for refined products has been gradually declining in the US and Europe; this is reflected in the flat or falling refinery capacity and utilisation rates in these regions. • In contrast, demand for oil products has been growing in emerging countries, which is where the majority of growth in refinery capacity has occurred in the past five years. • There is an increasing imbalance between demand and supply for refined products in the US and Europe. • Growing environmental regulations in Europe and the US are also increasing the cost of refining. • The UK refinery sector faces similar challenges: demand for oil-refined products is overall flat while the structure of demand is changing. The UK increasingly relies on trade flows to counter the impact of changes in the structure of demand. • The UK had nine refineries nine years ago. Two refineries have closed and all but one have been sold or put up for sale in the past three years. 1.
