I 1 I' Extract from the Order in Council 1979 I "Approval of the City of Traralgon Urban Renewal Proposal and Declaration of the Area to be an Urban Renewal Area. I

WHEREAS pursuant to the provisions of Section 5(14) of the I Urban Renewal Act, 1970, it is among other things enacted that His Excellency the Governor in Council may approve an I urban renewal proposal with or without modifications or alterations and declare the area specified to which the proposal relates to be an urban renewal area;

AND WHEREAS pursuant to the provisions of subsection (5) of I. the said Section 5, the Housing Commission, in its capacity as an urban renewal authority, adopted an urban renewal I proposal for the City of Traralgon with modifications and alterations in August, 1978, and a copy of said proposal as I so adopted with modifications and alterations has been deposited at the office of the Housing Commission; I,

AND WHEREAS the Housing Commission in its capacity as an urban renewal authority, has given the appropriate notices I. under subsections (2), (6) and (7) of the said Section; I AND WHEREAS in pursuance of subsection (11) (-a-)-e-f-t-he-sa-id Section 5 the Minister of Housing has considered the report I of the Town and Country Planning Board; I, AND WHEREAS in pursuance of subsection (12) of the said Section 5 the Minister of Housing has recommended various modifications· and alterations to the proposal; I

AND WHEREAS the Minister ··of Housing has recommended the I approval of the said urban renewal prop·osal with the modifications and altera-tions as so adopted by the Housing I Commission in its capacity as an urban renewal authority; and also with the additional modifications and alterations I set forth in a further document containing the same, lodged with the Housing Commission; I I I I NOW THEREFORE His ..~~~-~-llency, _:tJ1e Governor of. the State of ·. · , in the Commonwealth of , by and with the advice of the Executive Council of the said State doth by I this order approve the City of Traralgon Urban Renewal Proposal with modifications and alterations recommended by I the Minister and contained, in the amended copy of the proposal annexed heret6·~~copy of which is lodged at the I Central Plan Office of the:.·~epartment of Crown Lands and Survey numbered 207/1), and declares the area bounded by the I central line of the main Gippsland Railway, the Traralgon Creek and Shakespeare Street in the City of Traralgon to be I an Urban Renewa:J.. Area." I The Reasons for Renewal The preparation of the Urban Renewal Proposal was I authorised by the Governor in Council on 8th April, 1975. The Urban Renewal Authority of the Housing Commission stated I that : "the area requires renewal, in whole or in part: to solve problems of road access; to rehabilitate the area generally through· the. treatment of road conditions; to I clean up and beautify vacant areas; to assist in the development and redevelopment of areas presently underused;

I to preserve buildings of historic or relate~ importance; and to offer loans for the renovation of buildings in the I area."

I The prep~ration of the renewal proposal involved an intensive physical, social and economic analysis in I consultation with the appropriate agencies and authorities, and with the participation of the Committee formed to represent local property owners and occupiers. The City of I Traralgon Urban Renewal_Liaison· Committee was responsible for the preparation of the proposal, for which the Renewal I Authority provided the specialised personnel.

I The area is surrounded by mixed land uses. : the. commercial centre of the City is situated north of the I railway line; to the east of the Traralgon Creek is newer housing; and a small industrial area and residential I development are situated sout~ of Shakespeare Street.

Condition of Buildings (Figure 2) I

The majority .of dwellings are of timber construc­ I tion and were built 50-60 years ago. Building surveys were conducted in September, 1975, and at the time of survey, I most of the dwellings required minor renovations (up to $4,000). All four commercial premises were of brick con­ struction, and with the exception of a disused butcher's I shop, were in good condition or required minor repairs. I Poor drainage had affected almost half of the dwellings in the area. In some cases this had been aggravated I by inadequate under-floor clearance, with the.overall result that twenty-seven dwellings required total or partial I reblocking.

Social Characteristics I

Forty-three of the niriety-f~ve residents surveyed I in the area in 1975 were under twenty~five years of age and nineteen were over thirty years of age. A group of elderly I people had lived in the area for many years. Changes of occupancy have occurr.ed during the last five years· as some I younger couples have moved into the area.

There has been no-increase in the housing stock ·in the area I in recent years and vacant land and underutilized land could I be used for residential development. Views of Owne.rs and Occupiers of Property I Most residentswere satisfied with the area because they were c.lo'se. J·o relatives, friends and place of I work. Many wish·e~'·fo··.:r~riovate, paint and repair their premises. Three res.ld'e·~_ts were not happy with their present I accommodation due to the age and condition of the dwelling, and six households-had plans to move from their homes in the I next ten years·.

.'.-.··· I Residents wished to see improvements to roads, footpaths and drainage; the cleaning up of railway land; I and the provision of play areas for chi~dr~n. The occupants of commercial premises felt that I provision should be made for off-street parking; that Shakespe~re Street should be designated as a priority road; I that better roads, footpaths and street lighting were required; that parks and gardens should be provided on I railway land; and recommended that more shopping facilities should be provided in the area.

I 2. Meredith and Coates Streets will be sealed and Meredith Street will be extended east from the junction w~th I Coates Street to provide access to the proposed new sub­ division. The sealing· ·of.· both streets will be the respons- ·:·~· . ~ I ibility of Council, and.·~aid for by the developer of the subdivision and the owners of property adjacent to both streets {who will contribute to the cost of sealing accor­ I ding to their means) .

I 3. Curran Street will be closed by the Housing Commission, in its capacity as a renewal authority, between I Shakespeare Street and Meredith Streef and Queens Parade and Meredith Street. The land gained will be sold to adjoining I property owners. Continued access to· the rear of properties dependent on Curran Street for. access, will be maintained to the satisfaction of the owners of those properties, and will I be the subject of a detailed plan prepared with their I concurrence before implementation. 4. It is recommended that the Victorian Railways I should fence its land where necessary for safety reasons; improve station car parking facilities; and allow vacant I areas to be landscaped by the Council. The railway owned land between Queens Parade and the railway line west of the I drill hall will be rezoned to Reserve for Railway Purposes.

5. The open space ~long Traralgon Creek will be I further developed and landscaped by Council for recreation purposes, including walkin~ paths, 6hildren's play area~ and I barbecue facilities.
