Among the announced reforms is the streamlining of disciplinary procedures to make it easier to terminate under-performing civil servants. An independent expert group chaired by Professor Kevin Rafter from DCU made two key recommendations for civil service reform. One of the recommendations taken up and included in the Civil Service Renewal Plan is the establishment of an accountability board to enable oversight over all government departments and senior management. This board will be chaired by the Taoiseach. The expert panel’s recommendation for a head of the civil service to be appointed has been turned down by the Government. Furthermore, open recruitment for senior management positions in the civil service has been extended for all positions for Assistant Principals and above. The Plan also aims to open up the civil service to younger generations.

I extend a special welcome to the teams from loughmore Castleiney and Aherlow Gaels and to their management teams, dub officers and supporters. Today's final has all the promise of being an exciting encounter as the clubs concerned, loughmore Castleiney and the combination of Aherlow and Lattin Cullen are noted for the spirit and passion that they bring to the game. Loughmore Castleiney have the added incentive of creating history by being the first club in the county to do the double in senior hurling and football, history as we know from past experience is hard to achieve and Aherlow Gaels will surely be a major stumbling block on that path to glory.

Cé nach raibh bua againn in aon ceann acu, is féidir linn a bheith deimhneach agus bródúil go rabhamar páirteach insan méid sin de laetha móra CLG. BD’fhág Éamon Ó’Sé slán tar éis páirt a ghlacadh sna cluichí ceannais sa sraith agus sa chraobh, ach ar a laghad, bhí sé de shólás aige Craobh na Mumhan a bhuachaint, an t-aon trófaí i rith a réime bhainistíochta. Leanann an dul chun chinn sa pheil agus chuir Na Tráchtálaí marc airde nua síos leis an éacht a rinne siad i Mí na Samhna ag tabhairt an chéad Craobh Peile Chúige ar ais don chontae. It is a privilege to present my ninth report to Tipperary County Convention. 2015 was so full of promise being so near and yet so far away and could have easily turned out a great year. After a bad start losing the Waterford Crystal and League first round our Senior Hurlers had four very impressive League wins on the trot to qualify for the League play-offs. A most disappointing one point loss to Waterford in the League Semi was put aside as we overcame our bogey team Limerick in the Munster Championship with a sixteen point victory in their own Gaelic Grounds. This was followed up with a Munster Final win over Waterford and momentum was building towards an All Ireland Final.
