And the rest of the list Our City is ending our list of San Diego's 20 Most Influential people with new Mayor Kevin Faulconer. He has become San Diego's Most Influential person. When we began compiling this list back at the end of 2013, the race to replace disgraced former Mayor Bob Filner was ongoing and it was unknown who would be leading the city. Now, of course, we know. Faulconer won easily over his opponent, freshman Council member David Alvarez. Faulconer won, but the honor brings its share of hurdles. First is continuing the work that interim Mayor Todd Gloria started, which is to bring stability and honor back to the office. Secondly, it is to lead the nation's eighth largest city at a time when many challenges face it, such as infrastructure woes, homelessness, a shortage of affordable housing, income inequality … Faulconer has stepped quickly into his new role. He's already spearheaded a number of initiatives to improve San Diego's neighborhoods, increase library and rec center hours and beef up public safety. He named Shelley Zimmerman as police chief, the first women in San Diego to hold that post. When the recent wildfires hit, he offered a calm and measured presence. His influence may well go beyond San Diego as well. He's the only Republican mayor of a major U.S. city. Other Republican politicians may look to his rise as a blueprint to achieve similar success. Recent Highlights He did so by taking a moderate approach on social issues.

    2 Political Districts It is important to understand how the various political districts and special interests may have a potential to affect or be affected by actions recommended or undertaken within the RCW. As such, the following sections identify the various federal, state, county, and local political offices and districts that overlay the study area. This information will be used during later phases of this project to help determine appropriate contacts for gaining political support, augmenting funding, and maintaining community involvement and interest. 2.1 Federal Offices The current U.S. Senators for California are Dianne Feinstein and Barbara Boxer. Senator Feinstein was elected in 2000 and will be up for re-election in 2006. Senator Boxer was just re-elected in 2004 to serve another term. The RCW contains portions of three U.S. House of Representative districts (Figure 2-1 and Table 2-1), and includes the 50th District, Randy ‘Duke’ Cunningham; the 52nd District, Duncan Hunter; and the 53rd District, Susan Davis. All three Representatives were re-elected in 2004 for another two-year term. I’d like to welcome everyone this evening and thank you for being here. Especialmente quiero dar la bienvenida a nuestros invitados de México. It is an honor to have you here. San Diego’s Charter mandates that in January of each year the mayor report to the public on the state of our City. I have served in this office for just six weeks, so at best, my observations tonight are very preliminary. But they are informed by over three decades representing San Diegans here and in Washington, D.C., and by intensive work by my staff over the last six weeks to reconcile previous financial projections with current fiscal realities. 1 1 Page Page As a result of our reviews, some of the seemingly good news about City finances released earlier this year has been tempered by the reality of major obligations that have not been fully addressed. Tonight, the state of our City can be compared to a patient who has faced a life-threatening disease, who has survived painful treatments and a lengthy recovery, who is now cautiously optimistic that the disease is behind them, but fully aware that changing circumstances, at any time, can lead to a relapse. For many years, City leaders failed to take care of our fiscal health. They covered up budget shortfalls by deferring maintenance on streets, water and sewer lines, sidewalks and other municipal facilities.

    San Diego Mayoral Special Election: A New Contest Altogether Executive Summary Following the resignation of San Diego Mayor Bob Filner this summer, a special election to fill his vacancy has been scheduled for November 19th. With new political and demographic trends, the upcoming election will be vastly different from the November 2012 mayoral election, as well as the 2005 contest that resulted in a runoff between Jerry Sanders and Donna Frye. New voter coalitions and campaign strategies will have to be developed to win the support of an electorate that is increasingly voting earlier in the election calendar. Our forecast is that: • Significantly fewer voters will cast ballots. Based on voting patterns and prior election history, less than half of all registered voters in San Diego are expected to cast ballots in the mayoral race. • Most votes will be cast absentee. NUSIPR forecasts that more than 65% of votes will be cast absentee. • The “Filner voter coalition” will not be a driving force in November. Latinos and young voters, which strongly supported Filner’s candidacy last November, are unlikely to participate in high numbers this year. However, LGBT voter precincts will generate high turnout rates. • The special election will favor the GOP candidate. While Democratic voters outnumber Republicans history has shown that Republican voter turnout remains high across primaries and special elections while Democratic voters are much less likely to participate. The key to understanding any election is knowing which voters are most likely to cast ballots and which will choose to stay home. In analyzing the November 2013 special election, NUSIPR looked at four major trends in San Diego: voter registration, voter turnout, absentee registration and electoral diversity.

Professors Julie Greenberg, Susan Tiefenbrun and Susan Bisom-Rapp Inaugurated in 2001, the Women and the Law Conference was the first lecture series in the western United States focusing exclusively on issues related to gender and the law. Created by Thomas Jefferson Professors Julie Greenberg, Susan Justice Ruth Bader Ginsberg Tiefenbrun and Susan Bisom- Rapp, and fostered by a committed group of faculty, staff and students, the first conference earned rave reviews from its attendees, including practitioners and legal academics. Professor Deborah Rhode of Stanford Law School, a widely acknowledged expert on the status of women in the legal profession, and then-Chair of the American Bar Association’s Commission on Women in the Legal Profession, delivered the first keynote address. After her 2003 visit to Thomas Jefferson School of Law, U.S. Supreme Court Justice Ruth Bader Ginsburg generously created the Thomas Jefferson School of Law Ruth Bader Ginsburg Lecture Series, which at the time was one of only two lecture series bearing her name.
