1. Welcome, Introductions and Apologies

ER welcomed everyone to the meeting, especially St Wenn Parish Council. Health & Safety Notices were given and apologies noted.

2. Election of Chair (and Vice Chair)

 Election of Chairman 2017/18 John Fitter CC was nominated and duly elected.

 Election of Vice Chairman 2017/18 Kevin Towill CC was nominated and duly elected.

3. Schedule of Meetings

The Panel discussed future meetings and the possibility of rotating around all the parishes and towns in the network. It was agreed that the next meeting will be on the 5th October 2017. St

Wenn Parish Council kindly agreed to host this meeting.

It was requested that the date of 18th January be avoided as Newquay Town Council has a meeting on that evening. It was recommended that the date be moved forward to the 11th January. Newquay Town Council agreed to host.

Further meeting dates and venues would be agreed when required. Thanks were given to St Columb for providing the venue tonight. 4. Notes of the last Panel Meeting (19th January 2017)

The notes were agreed as correct.

With regard to Health, GB has recently spoken to Rob Rotchell (Portfolio Holder for Adults) and he reported that it is thought that Newquay Hospital will stay but unsure in what form. 5. Panel Priorities

After a lengthy discussion it was agreed that this should be an agenda item for next time, to allow all town and parish councils in the network ER/ to feed into the panel priorities. ER to contact all councils. ALL

It was agreed that Health is still really important in this area and should

be a separate agenda item for January. There were examples of

inadequate ambulance service in North Cornwall given and it was felt ER/ that there are areas of similarities here in this network. GB suggested HC that this information be provided to Rob Rotchell for investigation. Invite SWAST to the next network meeting.

JK explained that this network can request any company or service to attend these meetings.

The cabinet has recently released a set of priorities for – attached for information.

In GB’s role as Portfolio Holder for Transport he would like to empower Community Networks to have influence over transport. They are looking at new technology and different ways of working to enable this to happen and funding streams are being investigated. It could see changes in the way Pot Holes are dealt with, for example Urban area pot holes to be repaired in 48 hours and Rural Areas within 2 weeks.

Currently being worked on understanding what the community priorities are and to fund a budget to enable these to happen. This will also strengthen the networks influence. Agenda item for next meeting.

GB reported that the A30 Temple to Higher Carblake is near completion. It is due to open as a dual carriageway on Friday 14th July 2017. 6. Young People Cornwall

JF welcomed Catherine Hendy from Young People Cornwall who gave a very detailed presentation. Please see presentation attached.

They receive funding from many sources, including Lottery Funding,

Children in Need, Comic Relief etc. Grants are constantly being applied Page 2 of 4

for. Over August, the programme changes to the summer times and different activities are provided. At the moment all activities are fully funded.

An overview of the work that is being undertaken at the Newquay Youth Centre was presented (began in November 2016 and funding is due to cease in October 2017).

A request was made to have some definite figures of who is using the

Newquay Youth Centre services, from each parish and town in this

network, so the need can be assessed? CH Further to meeting, CH has provided details of number of attendees and postcodes for young people at Youth Centre Newquay centre:

JF thanked Catherine for her interesting discussion and she was wished well from everyone for the future of the project. 7. Neighbourhood Planning

Updates were received around the table.

Newquay – It has been a long process but they are getting closer to the end. Engaging with the town has been difficult. The group are planning to make presentation to town council shortly and hoping to start the public formal consultation in September.

St Wenn and St Columb Major are hoping to do a joint plan. Further information to follow at a later meeting. St Wenn is very keen to advance this and will work hard for the benefit of everyone and the future of the settlements within the parish. ER offered to provide any statistical information and offered any help required to assist with this process.

Colan has decided not to start a plan.

St Mawgan Pydar could not establish sufficient community involvement to progress a NP. 8. Issues raised by Panel Members  Fistral Footpath There is a footpath that runs behind the dunes, which is under poor state of repair. It has been costed around £12,000 to repair. They have some money available for it but it needs a top up to ensure the work is completed. A request was made for Section 106 monies to be used. ER to follow this ER up with all Cornwall Councillors in Newquay.

 Cornwall Council Electoral Review ER explained that the independent Local Government Boundary Commission for England is carrying out a further review following the proposal to reduce the number of Cornwall Councillors from 123 to 87. The public consultation will run until 7 August 2017.

A debate took place and concerns were expressed over the scale of the reduction which will result in larger divisions and increased workloads. The population forecast per Member would be 5,059 compared to 3,373.

ER/JF It was agreed that ER write a letter on behalf of the network, with JF

signing it off.

 Concern was raised over the Newquay Figures, as it was felt

that new developments had not been taken into account.

 The geography of Cornwall and the travel distances between

constituents also needs to be taken into account, especially

the rural areas.

JK proposed that the Newquay & St Columb Network support the 99 proposal. GB seconded. JF & AC abstained. This was carried by the attendees of this meeting.

All individual parish and town councils in the network were encouraged ALL to respond on an individual basis.

Following on from the current consultation there will be a further opportunity to comment on the new division boundaries. This consultation will take place between September and December 2017. 9. Next Meeting & Venue

The date of the next meeting is on Thursday 5th October – St Wenn.
