New commercial construction projects and building renovation are changing the face of Titusville, and the momentum just continues to build as North Brevard enters a new phase of growth. People who live there are experiencing this new dynamic up close. “I have lived in Titusville for most of my life — all but 12 years — and I have experienced the up–and– down periods,” said businessman Stan Retz, a partner in Retz Baker — a longtime certified public accounting firm on South Washington Avenue — with colleague Douglas Baker. “The things that have been happening in Titusville over the last five to six years — the BLACK ONLY type revitalization and the growth and the opening of new businesses — are the most exciting times ever for this city, I believe. There is a bright future ahead in North Brevard.” Retz is a 1977 graduate of Astronaut High School and a 1980 honors graduate of the University of Central Florida. The uplifting economic development activity in North Brevard has not gone unnoticed by Melbourne–based Berman Hopkins Wright & LaHam, CPAs and Associates LLP, which also has an office in Orlando. “The North Brevard market is changing, and seems poised to grow,” said Phillip Hayes, the managing partner of Berman Hopkins, which will celebrate its 60th year in business in 2018. “North Brevard is very important to Brevard County, and I think it’s going to be even more important in the years ahead. In that quarter, credit unions posted 31 percent growth in loan originations over the previous year’s performance, topping $88 billion, according to Callahan & Associates in Washington, D.C., which tracks the industry. Since 2007, the start of the recession in the U.S., credit unions have originated more than 105 million loans, to consumers and small businesses, totaling $1.5 trillion. Credit–union members, it seems, continue to see value in their cooperatives, which are positioning themselves as an alternative source for businesses pursuing a commercial loan, at a critical time in the recovery when more small firms are beginning to think about future growth. Credit unions, which have a tax–exempt status, made a push into commercial lending years ago to better accommodate their business members. “From a commercial–lending standpoint, we are trying to get the word out that we feel like we are a good alternative or even a good first choice within the local communities we serve,” said Randall “Randy” Vostrejs, director of business sales and services for Melbourne–based Space Coast Credit Union. “We have the ability to provide services to any business in Brevard County. The material loss review objectives were to (1) determine the cause(s) of EFFCU’s failure and the resulting loss to the National Credit Union Share Insurance Fund (NCUSIF), and (2) assess supervision of the credit union. To achieve these objectives, we analyzed NCUA and Florida State Supervisory Authority (Florida SSA) examination and supervision reports and related correspondence; interviewed management and staff from NCUA Region III and the Florida SSA; and reviewed NCUA and Florida SSA guides, policies and procedures, NCUA Call Reports, and NCUA Financial Performance Reports (FPRs).1 This report does not make recommendations but provides observations and suggestions. As major causes, trends, and common characteristics of financial institution failures are identified in OIG MLR reviews, the OIG will communicate those to management for its consideration.
