Brinnington Masterplan Board 1 - Introduction

Stockport Council and Homes have appointed consultants GVA Grimley, Planit and Martin Stockley Associates to develop a “Masterplan” for Brinnington.

The masterplan ideas presented today are based on research and consultation with council officers and feedback from community consultation events held during 2009.

There has been a lot of money spent on Brinnington’s social homes to bring them up to the Government ‘Decent Homes’ standards and the new shops and community facilities at First House have been built. However, investment is still required to improve the quality of life for Brinnington’s residents, raise local employment levels and skills and deal with some housing that may become outdated in the near future.

This approach sees investment focused in the same places as in ‘Minimum Level of Intervention’, but increases the level of refurbishment into the buildings.

This approach aims to:

• look at wider opportunities to improve housing choices and local amenities through targeted refurbishment and some redevelopment • upgrade or replace some of the least popular housing in Brinnington • make key public spaces and streets more attractive, safer and more usable • invest in existing green areas to make the most of them; including areas:

• next to Brinnington Park • along Brinnington Road • at the entrance to Vale • improving access by foot/bike through to Reddish

• invest in creating new public spaces and green areas where they are needed

Maximum Level of Intervention

This approach is the most extensive and will see the highest amount of investment needed.

This approach aims to:

• improve housing choices by replacing some of the least popular houses or houses that look in bad condition and will need a lot of improvement in the near future • focus improvements to the buildings located:

• along Brinnington Road • near Brinnington Railway Station • along Blackberry Lane • along Essex Road • at Castle Hill School / Lapwing Centre

• consider a more extensive approach to make public spaces and streets more attractive, safer and more usable across the whole estate. This would include:

• new and improved public spaces • traffic calming and the redesign of green spaces that aren’t working properly at the moment

This approach also considers areas where Brinnington could expand in the future.

Improving Quality of Life

The Masterplan will not just be about places and buildings; we also need to help local people to get better access to services and opportunities on offer.

This means we are starting to think about ideas for what should happen in Brinnington to improve the lives of residents and visitors.

Education & Skills – giving better life chances:

• Increase the proportion of Brinnington children progressing to post-16 education • Improve achievement of pupils from Brinnington • Improve opportunities for working-age residents to engage in adult learning programmes and increase skills to access employment

Health – Improving the health of residents and reducing inequalities:

• Raise health and fitness levels amongst Brinnington’s residents • Introduce further health-related support for elderly residents • Raise awareness of diet and wellness including healthy eating • Link health initiatives with raising awareness of employment opportunities and support services

Improving Brinnington’s Image:

• Highlight the positive things happening in Brinnington to residents and to people across Stockport • Create a ‘Brinnington brand’ that emphasises the natural attributes of the neighbourhood including Country Park, Brinnington Park and cycling and walking links (Trans-Pennine Trail)

Social Enterprise – helping people to improve economic well-being:

• Increase employment levels in Brinnington and improve awareness of support services to aid access to job opportunities • Boost the skills of Brinnington residents to meet employment opportunities • Raise confidence to encourage Brinnington residents to apply for jobs • Provide support to encourage enterprise and create employment opportunities within Brinnington • Improve the joined-up management and delivery of skills, training and employment advice and support in Brinnington

These align with the objectives of the Council’s Neighbourhood Renewal Strategy (2009) and we are currently working with the Council to develop initiatives which will put these ideas into practice.

Street Type 1: Primary Route A street that allows continous two-way flow and incorporates off-street footways and layby parking opportunities.
